    <title>E.P.D. Continues with Police Presence by Fleetwood-Jourdain</title>

	In follow-up to the recent 5th ward meeting on May16th at the Fleetwood-Jourdain Community Center regarding the previous week&rsquo;s shots fired incident that took place on May 7th in mid-afternoon adjacent to a playground, police have dramatically increased a police presence in the neighborhood to ensure public safety by adding patrol officers, problem solving team officers, investigative personnel and the newly developed police surveillance truck.</p>
<p>
	Residents and police are concerned for the welfare of this area and will not tolerate acts of street violence that jeopardize the safety of children and adults. Since the enhancement of police personnel no calls of shots being fired have been reported in and around the Fleetwood-Jourdain Community Center. The Fleetwood-Jourdain Community Center continues to be a busy place for activities and sporting events and as a result police will continue to exercise a proactive presence in the area to continually ensure safety in and around that area.</p>
<p>
	An example of this police effort allowed for the recovery of two handguns from a drug related investigation in the 2100 block of Dewey Ave. on May 22, 2013 by investigators from the Special Operations Group of the police department. At this time no names are being released related to that investigation due to no formal charges have been placed reference the recovery of those handguns.</p>
<p>
	The police department is committed to ensuring that this area is safe for community members to use the facilities, fields and playgrounds of the Fleetwood-Jourdain Community Center and the adjacent Family Focus Center. The community support of this effort to reduce violence in Evanston is noticeable with more frequent usage of submitting anonymous tips to police through the text-a-tip program. The police department encourages the continual increased usage of this form of providing information to reduce crime in Evanston. 	Starting at 8 a.m. on Tuesday, May 28, contract workers for ComEd will be doing underground work at the intersection of Clark St. and Maple Ave. until May 31. Meade Electric will be removing cable in previously installed conduit and installing new cable in the same conduit. Meade will also splicing the cable, in the Com Ed manhole system. This work is to improve electrical reliability on the Com Ed System.</p>
<p>
	Construction will start every day at 7 a.m. and end at 5 p.m.&nbsp;Residents are asked to please take extreme caution when entering this area from either Clark Ave. or Maple Ave. due to<br />
	several workers and equipment in the street. There will be arrow boards and signage in the area to assist vehicles going through the construction area, during working hours.</p>

	The Evanston Police Department wants to extend congratulations to the graduates of Citizen&rsquo;s Police Academy (C.P.A.) Class Number 37 which had commencement last night, May 22nd at Northwestern University&rsquo;s Hardin Hall located at 633 Clark St.&nbsp; The Honorable Dorothy Brown, Clerk for the Circuit Court of Cook County was the featured guest speaker along with Mayor Elizabeth Tisdahl and Chief Richard Eddington.</p>
<p>
	Class number 37 had twenty-seven individuals complete the twelve week program that takes place at the Evanston Police Department on Wednesday nights from 7:00PM to 9:30PM and continually coordinated by Police Officer Loyce Spells of the community strategies unit. Each year two sessions take place, one beginning in Spring and the other towards Fall for adults&nbsp;along with a condensed summer session for teenaged youth.</p>
<p>
	This year, registration will be changed to an on-line submission form available in June for the Fall session of 2013. 	On Thursday, May 23, Comcast announced that it has launched a WiFi network throughout the Chicago area as part of its&nbsp;more than 100,000 &quot;hot spots&quot; locations throughout the country, including more than 40 &quot;hot spots&quot; in Evanston. For no additional cost, the majority of&nbsp;their internet customers will have free access to the network&rsquo;s more than 100,000 hot spots in locations throughout the country (including hot spots reciprocally provided by other cable providers) and locally.&nbsp;</p>
<p>
	To make it easy for&nbsp;their customers to locate WiFi hot spots, Comcast is providing the &ldquo;XFINITY WiFi&rdquo; app for Android and iOS devices and also a landing page with information about the network at <a href="http://www.xfinity.com/WiFi">www.xfinity.com/WiFi</a>.&nbsp;To help additional area residents enjoy the summer months, Comcast is making this service available for free to non-customers from Memorial Day through July 4.<br />

	As part of the WiFi rollout, the company has&nbsp;already installed and activated more than 1,250 indoor and outdoor XFINITY WiFi hot spots throughout the Chicago area, with plans to continue adding more on an ongoing basis over the next few years.&nbsp;</p>

	The Chicago Transit Authority (CTA)&nbsp;will be doing work on the Purple Line at Madison St. on Saturday, May 25 that will require the temporary closure of one lane of traffic on Madison St. between Chicago Ave. and Custer Ave.&nbsp;The work includes the craning of equipment and material from the north lane of Madison Street between Chicago Avenue and Custer Avenue.</p>
<p>
	One lane of traffic will be maintained for both directions utilizing traffic control. Parking in areas will be restricted as needed. The sidewalk on the north side of Madison Street will be closed. There will be flaggers assisting pedestrians and traffic at all times during working hours (8 a.m. to 5&nbsp;p.m.).</p>

    <title>Parts of Asbury Ave. to be Closed for Sewer Work May 28-June 14</title>

	The rehabilitation of the 72&rdquo;/60&rdquo; diameter sewer on Emerson Street, between Ashland Avenue and Ridge Avenue, using the cured-in-place pipe (CIPP) lining process is scheduled for Tuesday, May 28 through Friday, June 14, 2013.</p>
<p>
	The only feasible location to insert the sewer liner is through a manhole located in the center of the Emerson Street/Asbury Avenue intersection.&nbsp;As a result, <strong>Asbury Avenue will be closed to all through traffic between Green Bay Road and Emerson Street as well as between Church Street and Emerson Street.</strong>&nbsp;Since the contractor&rsquo;s work zone will be right in the middle of the intersection, Asbury Avenue, both north and south of Emerson Street, will be a dead end.&nbsp;Traffic on Asbury Avenue will be unable to turn onto Emerson Street or continue through the intersection.</p>
<p>
	Traffic on Emerson Street, between Ridge Avenue and Wesley Avenue, will be reduced to one lane of traffic in each direction, with both lanes of traffic traveling on the north side of the street.&nbsp;Since there will be no through traffic on Asbury Avenue, the traffic signal at the Emerson/Asbury intersection will be turned off, thereby&nbsp;allowing Emerson Street traffic to continue through the intersection at all times during the construction activities.</p>
<p>
	<strong>Detour Routes</strong><br />
	<strong><a href="#Map"><em>See map below</em></a>.</strong> Traffic traveling south on Green Bay Road and wanting to turn east onto Emerson Street via Asbury Avenue will be detoured to continue traveling south on Green Bay/Ridge Avenue and then east onto Church Street.&nbsp;South bound truck traffic on Green Bay Road wanting to turn east onto Emerson Street will be detoured at Green Bay Road and McCormick Boulevard and routed onto McCormick Boulevard to Emerson Street (Elgin/Golf) where they will turn east onto Emerson Street.</p>
<p>
	South bound traffic on Green Bay Road wanting to go south on Asbury Avenue will be detoured to continue south on Green Bay Road/Ridge Avenue and then west on Davis Street to Asbury Avenue.</p>
<p>
	North bound Asbury Avenue traffic will be detoured east at Church Street to Ridge Avenue and then north on Ridge Avenue/Green Bay Road.</p>
<p>
	The nature of this work requires the contractor to work around the clock, seven day per week while the liner is installed. The liner will be installed in two set ups, from Asbury west to Ashland and then from Asbury east to Ridge.&nbsp; Each installation set up will take approximately four to five&nbsp;days to complete.&nbsp;</p>
<p>
	<strong>Work Description</strong><br />
	The city has contracted with Insituform Technologies USA, LLC (Insituform) to do the&nbsp;sewer work.&nbsp;Rehabilitation work includes installing a cured-in-place pipe (CIPP) liner inside the existing sewer main.&nbsp;This process generally is less disruptive and the work can be completed much faster than if the sewer were excavated and replaced.&nbsp;</p>
<p>
	The resins used in the lining process are not new. They are the same resins used in the fiberglass industry for many years.&nbsp;These resins contain a chemical called styrene that hardens when heated.&nbsp;Although styrene is not a pleasant odor, it is not dangerous at the levels at which people can detect it.&nbsp;If you smell the styrene while the contractor&rsquo;s personnel are working in your area, do not be alarmed.&nbsp;To help prevent the smell from occurring in your building, pour a gallon of water into each basement floor drain.&nbsp;This keeps the &ldquo;trap&rdquo; full and prevents sewer gases from coming into your building.&nbsp;Because the water in the drain trap evaporates, this practice should be done regularly.</p>
<p>

	Evanston Mayor Elizabeth Tisdahl has announced&nbsp;that the City of Evanston will be teaming up with several community organizations to co-sponsor&nbsp;its second gun buyback program for Evanston residents. The gun buyback event will be held from 12 p.m.until&nbsp;4 p.m. on Saturday, June 29, 2013 at Pope John XXIII School Cafeteria (St. Nicholas Church), 1120 Washington St., Evanston (<a href="#Map">see map below</a>).</p>
<p>
	Guns must be unloaded, in operational condition and participants must have proof of Evanston residency. Examples of proof of residency include a piece of mail, Evanston Public Library card, student ID or a government-issued ID.</p>
<p>
	This is an amnesty-based buyback program and no police enforcement action will be taken as a result of someone turning in a firearm. Participants are encouraged to bring in ammunition, ammunition clips and&nbsp;magazines, but kept separate from the weapon at all times. Weapons should be transported in the trunk of a vehicle or in an inaccessible area of a van or pick-up truck.</p>
<p>
	There is a two-gun limit and participants in the buyback program will receive $100 cash for each firearm. The program will operate on a first come, first served basis and will end at the designated time or when all funds are exhausted.</p>
<p>
	If an Evanston resident wishes to participate in the gun buyback program, but is unfamiliar or uncomfortable with handling a firearm, they can call 3-1-1 for assistance and an officer will come out to the residence to retrieve the firearm. Amnesty will still apply for this type of request.</p>
<p>
	If a participant wishes to receive a receipt indicating that the weapon is no longer in their possession for record keeping purposes, they will then be asked for additional information.</p>
<p>
	The Evanston Community Foundation has established a fund to accept residents&rsquo; contributions in support of the program at <a href="http://www.evanstonforever.org">www.evanstonforever.org</a> or by mail to: Evanston Community Foundation, 1007 Church St., Suite 108, Evanston, IL 60201. The program is also made possible by the generous support of residents, Northwestern University, NorthShore Evanston Hospital and the&nbsp;Cherry Family Foundation.</p>
<p>
	Firearms are a potential hazard in any home. Firearms can be stolen, used in an accidental shooting or a suicide. When guns are used in criminal attacks, the outcomes are often irreversible and fatal.</p>
<p>
	Guns are often used to settle disputes. Settling disputes with guns can have a devastating impact on communities and innocent victims. The access and availability of firearms is associated with an increased risk of suicide in the home.</p>

	<em><strong>New Workshops Will Teach Consumers to&nbsp;&ldquo;Learn, Make and Share&rdquo; Home-canned Goods</strong></em></p>
<p>
	For the 38th year, the Downtown Evanston Farmers&rsquo; Market is a great place to buy farm-fresh, local produce and connect with your community. This year, the free &quot;Discover You Can &ndash; Learn Make Share℠&quot; canning education program will&nbsp;help market visitors learn to can and make canning recipes using fresh local produce that they can enjoy and share.</p>
<p>
	As part of&nbsp;a grant to the City of Evanston, the Farmers Market Coalition (FMC) and Jarden Home Brands supplied the Downtown Evanston market with the materials needed to host instructional canning programs. By illustrating the three simple steps of safe home canning processes, the program will spread awareness of the benefits of canning for healthy, sustainable living.<br />
	<br />
	Free canning workshops will be held at 9:00 and 11:00 a.m. on the following six Saturdays: June 8 and 29; July 6 and 27; and August 3 and 17. Canning projects will be succulent jellies and jams in June, fiesta&nbsp;salsa in July and baby food and&nbsp;pickled veggies in August.</p>

Because some recipes can be made without boiling water, all ages are welcome to attend. Children should be accompanied by a parent.</p>

	ComEd is working closely with the City of Evanston to ensure electric reliability in the area. During recent emergent trouble, ComEd identified portions of underground cable serving Evanston and Northwestern University that need repairs and enhancements.&nbsp; In order to address this, ComEd crews will be completing the necessary upgrades along Dodge Avenue between Oakton and Greenleaf Streets between Monday, May 20, and Friday, May 24.&nbsp;</p>
<p>
	Northbound and southbound traffic will remain open on Dodge Ave., but there will be a daily lane shift. Daily construction will begin at 8:30 a.m. and end by 3:30 p.m.&nbsp; &ldquo;No Parking&rdquo; signs will be posted along portions of Dodge Ave. between Oakton St. and Greenleaf St. and all required signage will be in place to properly direct traffic patterns.</p>

	Please use extreme caution when entering this area from either the north or south as there will be workers and equipment present in the street.&nbsp;</p>

    <title>Evanston Residents Called to Contribute to Historic Cancer Research Effort </title>

	<strong>Community Involvement Can Answer Critical Questions about Cancer Causes, Prevention</strong></p>
<p>
	As it celebrates its 100th birthday, the American Cancer Society is looking to local residents to help finish the fight against cancer by reaching full enrollment in a historic research study. Cancer Prevention Study-3 (CPS-3) will give scientists a better understanding of cancer causes and prevention. The Society is looking for local men and women between the ages of 30 and 65 from various racial/ethnic backgrounds with no personal history of cancer to help reach full enrollment of at least 300,000 people.</p>
<p>
	The opportunity for local residents to enroll in CPS-3 will take place at Presence Saint Francis Hospital on Thursday, June 20, NorthShore Evanston Hospital on Tuesday, June 25 and at NorthShore Skokie Hospital on Wednesday, June 19.&nbsp; Registration can be done online at www.cps3illinois.org or by calling 1-888-604-5888.</p>
<p>
	Signing up requires a one-time in-person visit to read and sign a consent form, complete a survey, have your waist measured, and give a small non-fasting blood sample, similar to a routine doctor visit. Participants will also complete a more detailed survey at home and will continue to receive periodic follow-up surveys in the future that researchers will use to look for more clues to cancer&rsquo;s causes.</p>
<p>
	&ldquo;Many individuals diagnosed with cancer struggle to answer the question, &lsquo;What caused my cancer?&rsquo; In many cases, we don&rsquo;t know the answer,&rdquo; said Alpa V. Patel, Ph.D., principal investigator of CPS-3. &ldquo;CPS-3 will help us better understand what factors cause cancer, and once we know that, we can be better equipped to prevent cancer.&rdquo;</p>
<p>
	CPS-3 is the latest addition to the Society&rsquo;s groundbreaking cancer prevention studies, which have been instrumental in helping identify major factors that can affect cancer risk. Researchers say CPS-3 holds the best hope of identifying new and emerging cancer risks. But its success depends on members of the community becoming involved. Researchers will use data from CPS-3 to build on evidence from those earlier cancer prevention studies, which began in the 1950s and involved hundreds of thousands of volunteer participants.</p>

	The Evanston Police and Fire Foundation (EPFF) will be holding its Inaugural Golf Outing on Monday, June 17 at the Highland Park Country Club, 1201 Park Avenue West, Highland Park.&nbsp;</p>
<p>
	The EPFF is a community group based on a public-private partnership model. The EPFF, in concert with the Evanston Police Department and Evanston Fire and Life Services, identifies needed programs, equipment and technology within the community and creates partnerships with local businesses and community members to meet these needs.</p>
<p>

	Shotgun start at 1 p.m.; the event&nbsp; is a best ball scramble with a suggested arrival time of 11:30 a.m. Tickets are $135 and include practice range access, grilled lunch, the use of a golf cart, hors d&#39;oeuvres and a raffle ticket for luxury prizes. 	This year marks the third year of Evanston&rsquo;s ban on hand-held cell phones while driving.&nbsp; Recognizing distracted driving as a significant public safety issue, Evanston made the passage of this measure a priority for the safety of motorists, bicyclists and pedestrians on Evanston streets. The Evanston City Council unanimously passed the ordinance in January 2010 with an effective date of March 2010.</p>
<p>
	Evanston has witnessed a significant reduction in motor vehicle crashes since enactment of its ban on hand-held devices while driving.&nbsp; Traffic data collected by the Evanston Police Department shows a 17% reduction in all roadway crashes from 2009 (before the ban) through 2012, with 416 fewer roadway crashes in that time period.&nbsp; More critically, Evanston has experienced a significant reduction in injury crashes:&nbsp; a 14.5% drop from 2009 through 2012.</p>
<p>
	&quot;The purpose of Evanston&#39;s ordinance, our enforcement and educational efforts, is to promote attentive driving and address what experts consider to be an epidemic of impaired driving due to cell phone use behind the wheel,&quot; said Alderman Jane Grover (7th Ward), sponsor of the ordinance. &quot;The improvement in Evanston&#39;s crash rate is certainly good news, which I attribute in large part to our police traffic unit&#39;s vigilant enforcement effort.&quot;</p>
<p>
	While is difficult to make a causal connection between Evanston&rsquo;s cell phone ban and the decrease in the crash rate, the ban, its enforcement and additional educational initiatives have generated increased awareness in Evanston about the dangers of distracted driving.&nbsp;</p>

	Over the last three years, the Evanston Police Department has issued more than 7,000 tickets to motorists driving while also operating a hand-held device. The ordinance imposes a $50 fine, with an additional potential penalty of $200 if the cell phone violation is implicated in an auto crash.</p>
<p>
	&quot;The enforcement efforts by Evanston Police since the enactment of the hands-free driving ordinance have clearly shown that eliminating the usage of a hand-held device while operating a motor vehicle reduces accidents, which in turn makes our streets safer for drivers, pedestrians and cyclists,&quot; said Evanston Police Commander Jay Parrott.</p>
<p>
	The Evanston Police Department&rsquo;s Traffic Management Bureau has incorporated distracted driving into its traffic safety initiatives and has issued 80% of the tickets for violation of the cell phone ban.&nbsp; In 2011, Evanston&rsquo;s Traffic Management Bureau received awards from both the International and Illinois Associations of Chiefs of Police for its creative and effective traffic safety programs, which included the bureau&rsquo;s efforts to curb distracted driving.&nbsp;</p>
<p>
	Evanston has sought to increase attentive driving through educational initiatives, as well as enforcement.&nbsp; Signs at Evanston&rsquo;s gateways give notice to drivers of the cell phone ban.&nbsp; In April 2011, the city hosted a Distracted Driving Summit at Evanston Township High School and brought together an array of local experts from the National Safety Council, FocusDriven, AAA, Evanston&#39;s American Defensive Driving School, the Evanston Police Department and Northwestern University&rsquo;s Traffic Safety School for panel discussions about cognitive impairment, enforcement strategies, educating new drivers and employer policies.</p>
<p>
	In addition, Evanston&#39;s Police Traffic Bureau has conducted localized enforcement of the cell phone ban in and around Evanston Township High School and plans to conduct another campaign in collaboration with the high school this fall.</p>
<p>
	Illinois law bans texting while driving statewide and has banned cell phone use in school and construction zones, by those under 19 years of age and&nbsp;those with a learner&rsquo;s permit, as well as&nbsp;school bus drivers.&nbsp;Some other area municipalities that have joined Evanston in seeking to curb distracted driving include Chicago, Winnetka, Highland Park, Lake Forest, Deerfield, Waukegan and Glencoe. These municipalities&nbsp;now have some form of ban on cell phone use while driving. Statewide, there are now 76 communities that ban the use of hand-held cell phones while driving. Evanston&#39;s ordinance (<a href="http://www.cityofevanston.org/assets/pdf/Cell-Phones-While-Driving-ban.pdf">click here&gt;&gt;&gt; </a>to view the ordinance) also bans texting while driving and prohibits web browsing or listening to voice mail while driving. The city ordinance permits drivers to talk on the phone while driving if they use a hands-free device.</p>

	According to the <a href="http://www.nsc.org/safety_road/Distracted_Driving/Pages/distracted_driving.aspx">National Safety Council </a>(NSC), there have been 380,669 crashes so far this year involving texting drivers.&nbsp; Additionally, the NSC conducted a national survey (<a href="http://www.cityofevanston.org/news/assets/811611%5B1%5D.pdf">click here here&gt;&gt;&gt;</a> to read the survey) in 2012 in which they found that&nbsp;drivers age 18 to 20 have the highest incidence of self-reported crash or near-crash experiences compared to all other age groups and the highest incidence of phone involvement at the time of the crash or near-crash.&nbsp;</p>
<p>
	Texting while driving has now replaced drunk driving as the number one cause of teenage deaths on the road in the U.S. according to research by the Cohen Children&#39;s Medical Center in New York. They found that more than 300,000 teens are injured and more than 3,000 die each year as a result of texting while driving. In comparison, 282,000 are injured and 2,700 teenagers are killed as a result of drunk driving.</p>
<p>
	&quot;What should concern all of us is the next generation of drivers who have grown up watching adults operate phones and cars at the same time and won&#39;t know to put their phone down when they take the wheel. The lesson for all of us:&nbsp; just drive.&nbsp; No call or text message is more important than the life of any other driver, pedestrian or cyclist,&quot; concluded Alderman Grover.&nbsp;</p>

	Season beach tokens are available for purchase&nbsp;at the Morton Civic Center and <a href="http://www.cityofevanston.org/parks-recreation/">all recreation community centers</a>. Evanston&rsquo;s five public swimming beaches open for the season on Saturday, May 25.</p>
<p>
	A <a href="http://www.cityofevanston.org/parks-recreation/lakefront-beaches/season-tokens/">beach token</a> is a season pass that is valid from the time of purchase through Labor Day. Until Friday, June 14, 2013, tokens will be sold at a discounted rate of $26 for an Evanston or Skokie resident and $42 for a nonresident. Starting Saturday, June 15, a season beach token will be $34 for an Evanston or Skokie resident and $58 for a nonresident.</p>
<p>
	The City of Evanston and the Skokie Park District have a reciprocal arrangement that allows Skokie residents to buy season beach tokens at Evanston&nbsp;resident rates and allows Evanston residents to buy Skokie season pool passes at Skokie&nbsp;resident rates.</p>
<p>
	<a href="http://www.cityofevanston.org/parks-recreation/lakefront-beaches/daily-passes/">Daily passes</a> may be purchased at beach entrances; a daily pass is $6 for children age 1-11 and $8 for people 12 years and older. Admission for children under age 1 is free.</p>
<p>
	Based on family size and income, Evanston residents may qualify for beach token fee assistance and a free beach token program.</p>
<p>
	The Mayor&#39;s Summer Recreation Program includes free beach admission for Evanston teens age 13-18 through a 10-punch pass. Starting May 22, teens who may not otherwise be able to go to the beach may pick up a pass at community centers and the main Evanston Public Library. Proof of Evanston residency is required.
