At a recent forum of all the Republican candidates vying to be Oregon’s next Governor, none of them defended vote-by-mail, and almost all endorsed three concepts: restrict a woman’s right to chose, get tough on crime that doesn’t involve middle-class, white male voters and trash Oregon’s vote-by-mail system.</span></p><span id="docs-internal-guid-977571d4-7fff-bf01-0384-4091164d5cd4"><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 12pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">Why would the state’s other major political party want to destroy our vote-by-mail system? Their answer is “fraud.” Except Republican Secretary of State Dennis Richardson did an extensive audit of Oregon’s election during his term (2017-2019) and found no fraud. Since they clearly are unable to win the policy and issue battles, they want to create a system where candidates select their voters, not the one we have now, which allows voters to select their representatives.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 12pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">One Party rule is never a good thing. It’s as bad for one Party to constantly rule urban areas of our state as it is for the other Party to rule rural areas. What gets lost is a full and robust debate about policy issues. But when one Party has no platform and its entire appeal to voters is fear and opposition for the sake of opposition, then everyone suffers.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 12pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">Nowhere in our recent history is this clearer than in the current Affordable Care Act system. President Obama, in order to create bipartisan support for the ACA, designed the system based on a Republican-created, health-care program in Massachusetts. Instead of working with President Obama to scale-up this Republican program and then take credit for it during the elections, not a single Republican voted for it. They then based their next two electoral campaign cycles on defunding a program that was based on their own initial ideas to provide health care through markets for all US citizens.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 12pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">Today the ACA provides coverage for more than 31 million Americans. Experts from both sides of the aisle will acknowledge that the ACA could be designed better and be more efficient. But for that to happen, Republicans would have to accept that American citizens deserve affordable health care. To do so would give Democrats an advantage for an election cycle or two. As a nation, we continue to have over-priced, lower-quality health care. The pandemic just made it worse.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 12pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">At the moment there appears to be only one way back to sanity. That is for voters to vote in Democratic candidates from the top of the ticket to bottom, which would give Democrats a chance to succeed or fail (without being held hostage to Joe Manchin in DC or Betsy Johnson in Salem). It would also force Republicans to do an assessment of the path forward and perhaps bring them back onto the road that supports democracy rather than the road that seeks to undermine it.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 12pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">—</span><span style="font-family: Arial; That point in time was when racists left the Democratic Party in droves and migrated to ideological settlement camps established by Ronald Reagan after his speech for President was delivered in Mississippi in 1980.</span></p><br /><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: Arial; font-size: 11pt; font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline; white-space: pre-wrap;">Electing people of color and promoting diversity are important symbolic steps to bend the moral arc of the universe towards justice. We all benefit by having diversity of opinion and life experiences in our public decision-making bodies. Even small fees can be impossible for many people to pay, and penalty charges for non-payment quickly mount, so those who are unable to pay these fees get caught in a web of increasing debt. It's an unfair, two-tiered system. </p><p>In Resolution No. 21-002, the Democratic Party of Clackamas County calls on Oregon's legislature and Gov. This number pales in comparison with the decline in the state’s civilian labor force. From a high in May 1998, the labor force participation rate has dropped from 68.9% to 62.4%. This represents a disappearance in excess of 141,000 Oregon workers. Where did they go? Why are they no longer in the labor force? It is possible that many of them are working in some portion of the “gig” economy and thus could escape traditional labor-force participation measures. Until a situation arises where jobs paying less than unemployment insurance are shrinking while jobs paying more are growing, it is impossible to defend the concept that unemployment insurance has created a significant financial disincentive to work.</span></span></p><span style="font-family: inherit;"><br /></span><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline;"><span style="font-family: inherit;">The argument that unemployment insurance is a barrier to job growth fails when we consider the low rates of unemployed people who are actually receiving benefits along with the average lengths of longer-term duration of unemployment. As documented by the state’s senior labor market analyst, those who were most heavily displaced by the COVID restrictions were younger, less educated workers from industrial sectors that have fewer technical skill requirements. Given that these sectors were the hardest hit, it would be reasonable to assume that they would be the ones with the greatest hiring needs going forward. These workers are also less likely to have met the qualifications for unemployment insurance edibility at anything but the lowest payment levels.</span></span></div><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt; text-align: left;"><b id="docs-internal-guid-a2d51ef5-7fff-c293-ddcd-8d38c4874c62" style="font-weight: normal;"><br /></b></p><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt; text-align: left;"><span style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"><span style="font-family: inherit;">Likewise, women were more likely to be idled than men. That was reversed a few months into the pandemic, and now women compose the largest group.</span></span></p><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt; text-align: left;"><span style="font-family: inherit;"><br /></span></p><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt; text-align: left;"><span style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"><span style="font-family: inherit;">A primary driver for longer-term female unemployment, aside from the social and economic undervaluing of women’s contribution to the economy, is the ongoing lack of infrastructure for working parents. The lack of day care becomes critical when schools are closed. This represents a real obstacle not only in terms of parenting but also in terms of family safety. Hybrid school schedules with days or only afternoons off create havoc in the ability to be at work and at home simultaneously. Unless, of course, you are a remote qualified worker. Walmart and other businesses understand this, which is why for years they assisted their low-wage workers file for various social safety-net programs. In other words, a job that is subsidized by public assistance cannot be viewed as real if the public assistance is lowered or eliminated.</span></div><div style="text-align: left;"><br /></div><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt; text-align: left; white-space: pre-wrap;"><span style="font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline;">What seems clear is that the labor situation in the US today has more to do with the willingness, rather than the ability, of employers to pay a living wage. Since about 1973, wages have not kept pace with worker productivity increases. This means a sizable surplus, created by workers, resides somewhere….perhaps in unjustified price/earnings ratios of stocks, or inflated CEO pay, or any of a number of speculative investment instruments.</span></p><div style="text-align: left;"><br /></div><p dir="ltr" style="line-height: 1.38; margin-bottom: 0pt; margin-top: 0pt; text-align: left; white-space: pre-wrap;"><span style="font-variant-east-asian: normal; font-variant-numeric: normal; vertical-align: baseline;">Rather than target those on the bottom of the employment and wealth ladder perhaps it is time to distribute the wealth created by workers back to the workers who created it. It is easier to imagine a situation where living wage jobs have long lines of applicants than it is to believe that 141,000 Oregonians have left the labor market because of enhanced unemployment benefits for which they themselves are not even eligible. The need for action is clear: Oregon’s infrastructure received a C- grade on its Infrastructure Report Card. <br /><br />The American Jobs Plan will make a historic investment in our nation’s infrastructure.<br /><br />• ROADS AND BRIDGES: In Oregon there are 395 bridges and over 1,287 miles of highway in poor condition. Since 2011, commute times have increased by 7.0% in Oregon and on average, each driver pays $256 per year in costs due to driving on roads in need of repair. The American Jobs Plan will devote more than $600 billion to transform our nations' transportation infrastructure and make it more resilient, including $115 billion repairing roads and bridges. <br /><br />• PUBLIC TRANSPORTATION: Oregonians who take public transportation spend an extra 82% of their time commuting and non-White households are 1.8 times more likely to commute via public transportation. 19% of trains and other transit vehicles in the state are past useful life. The American Jobs Plan will modernize public transit with an $85 billion investment.<br /><br />• RESILIENT INFRASTRUCTURE: From 2010 to 2020, Oregon has experienced 12 extreme weather events, costing the state up to $5 billion in damages. The President is calling for $50 billion to improve the resiliency of our infrastructure and support communities’ recovery from disaster. <br /><br />• DRINKING WATER: Over the next 20 years, Oregon’s drinking water infrastructure will require $6.3 billion in additional funding. The American Jobs Plan includes a $111 billion investment to ensure clean, safe drinking water is a right in all communities. <br /><br />• HOUSING: In part due to a lack of available and affordable housing, 296,000 renters in Oregon are rent burdened, meaning they spend more than 30% of their income on rent. The President proposes investing over $200 billion to increase housing supply and address the affordable housing crisis. <br /><br />• BROADBAND: 9.8% of Oregonians live in areas where, by one definition, there is no broadband infrastructure that provides minimally acceptable speeds. And 44.5% of Oregonians live in areas where there is only one such internet provider. Even where infrastructure is available, broadband may be too expensive to be within reach. 11% of Oregon households do not have an internet subscription. The American Jobs Plan will invest $100 billion to bring universal, reliable, high-speed, and affordable coverage to every family in America. <br /><br />• CAREGIVING: Across the country, hundreds of thousands of older adults and people with disabilities are in need of home and community-based services. The President’s plan will invest $400 billion to help more people access care and improve the quality of caregiving jobs. <br /><br />• CHILD CARE: In Oregon, there is an estimated $857 million gap in what schools need to do maintenance and make improvements and 60% of residents live in a childcare desert. The American Jobs Plan will modernize our nation’s schools and early learning facilities and build new ones in neighborhoods across Oregon and the country. <br /><br />• MANUFACTURING: Manufacturers account for more than 14% of total output in Oregon, employing 201,000 workers, or 10.4% of the state’s workforce. While one can debate intent, It is undisputed that European colonizers dislocated millions through the slave trade and the institution of slavery as well as through the exploitation of native tribes. It is also undisputed that at the time those engaged in the slave trade knew it was immoral, although it was legal.</span></span></span></p><p><span style="font-family: verdana;"><span style="font-size: medium;">By 1838, scholarship existed documenting the brutality of colonization of the new world on both native tribes and slaves.</span></span></p><p><span style="font-family: verdana;"></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-left: 36pt; margin-top: 0pt;"><span style="font-family: verdana;"><span><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"><span style="font-family: helvetica;">“It was not enough that the lands of all newly discovered regions were seized on by fraud or violence; it was not enough that their rightful inhabitants were murder or enslaved; that the odious vices of people styling themselves the followers of the purest of beings (Christians) should be poured like a pestilence into these countries. Buying a property right to land was unheard of by either tribe. How can one own the sky, the oak tree, the coyote, or the river? Signing a treaty to give “use” rights to others without the knowledge of what those use rights entailed after losing more than a quarter to a half of your tribe to European pandemics or the barrel of a gun can hardly be deemed a legally binding contract. How should we as a nation deal with our original and ongoing violations of human rights, land rights, and slave labor, educational discrimination, and financial red lining (to mention just the most obvious)? One problem with this argument is that money rarely dies. The money made by New York Life Insurance, insuring the lives of slaves for their owners was the initial investment capital that enabled this company to become and control the wealth it has today. Hundreds of other companies thriving today were funded by the lash.</span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"> </span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;">By some estimates, New York City received 40% of US cotton revenue through money its financial firms, shipping businesses and insurance companies earned. Some of the largest insurance firms in the US - New York Life, AIG and Aetna - sold policies that insured slave owners would be compensated if the slaves they owned were injured or killed. JP Morgan Chase, currently the biggest bank in the US, admitted that two of its subsidiaries - Citizens' Bank and Canal Bank in Louisiana - accepted enslaved people as collateral for loans. The predecessors that made up Citibank, Bank of America and Wells Fargo are among a list of well-known US financial firms that benefited from the slave trade. Brands like Brooks Brothers, the oldest men's clothier in the US, turned southern cotton into high-end fashion. Domino's Sugar, once the largest sugar refiner in the US, processed slave-grown sugar cane.<sup><a href="#fn3" id="ref3">(3)</a></sup></span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"> </span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;">Just as the wealth from the lash is passed on from generation to generation so to is the moral and financial debt. The debt owed does not die. It is passed on from generation to generation collecting interest in the form of Jim Crow, an educational system funded by red lined communities guaranteeing a permanent gap in educational quality. It shows up in crime statistics, in discrimination by law enforcement between BLM protestors and the invasion mob, looting, and insurrection of the Capitol building. It was magnified by the subprime mortgage scandal and foreclosure rates in communities of color multiple times higher than in white ones. The debt can be traced directly to COVID fatalities rates among people of color compared to white citizens.</span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"> </span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;">Between the landing of the White Lion and the Clotilda, millions of Africans were enslaved, millions more were held in bondage from birth. Their labor created the cotton and sugar wealth that financed an industrial revolution in the US and the UK. Wealth that made John Astor rich enough to finance the Pacific Fur Company and eventually dock the Tonquin in what was to become Astoria.</span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"> </span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;">It is impossible to imagine a US today without acknowledging the wealth created by slavery. In 1833, the UK paid reparations to 4,000 slaveholders worth about 120 billion Euros in today's currency. Haiti was assessed 300% of its national income to compensate slave owners for their loss following the country's independence. In 1860, on the verge of the civil war, the market value of US slaves was 100% of national annual income.</span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;"> </span></span></span></p><p dir="ltr" style="line-height: 1.2; margin-bottom: 0pt; margin-top: 0pt;"><span style="font-family: verdana;"><span style="font-size: medium;"><span face="Calibri, sans-serif" style="background-color: transparent; color: black; font-style: normal; font-variant: normal; font-weight: 400; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;">This gives a perspective of what a reparation package might look like. One that seeks to close the books on something that never should have happened and can never be repaid.
