The results obtained are published in 12 scientific works. Key words: banking credit, creditor, debtor, the protection of rights, efficacy. Field of study: The paper refers to the civil contract law. The Goal of the paper is to research the efficacy of the legal means of protection the banking credit agreement and their justification as fundamental premises of the constructive course of the bank crediting relationships, directed toward setting up a pillar for the developing of the banking business on the one hand and a protection shield against the abuse of the bank towards the borrowers on the other hand. The objectives: researching the rights of defense and its extension on bank lending relationships; researching the legal nature of the bank credit agreement and its delimitation from the group of banking agreements to similar feature; the analysis of the bank credit as economic entity and legal entity; researching of the legal means to protect the bank and the borrower rights and identifying the constraints to the realization of these rights; assessing of the existing effectiveness of legal means of protection of rights; proposals de lege ferenda. Scientific novelty and originality. It is the first elaborate scientific research to support the amplification of the concept of rights protection in the bank credit agreement. The solved scientific problem consists in the developing of the conceptual framework of the legal means of protection of rights in the RM banking credit agreement, which has helped to prevent the established violations, allowing the economic valorization of the security interests of contracting parts and the accelerating the realization of the rights belonging to them. The theoretical and practical value of the thesis is to elucidate an innovative response for the scientific fund that will serve as an additional prerequisite for the continuity of the development of science. The applied value of the work is to adjust the settling practices fast, cheaply and accurately the disputes between the participants of the bank credit contract. The implementation of scientific results can be found in proposals on improving of the legal framework for the protection of rights out of the bank credit agreement, in recommendations to standardize judicial practices, as well asin correcting the bank attitude in relationship to the client.

Field of study: the paper focuses on one of the most current and complex issues in the special part of criminal law: criminal accountability for water pollution, specifying that environmental offenses are the object of the preoccupations at the intersection of criminal law with environmental law. Objectives: legal-criminal analysis of theobjective and subjective constituent elements of the investigated crime of the art. 229 PC RM; identifying technical-legislative deficiencies that determine inefectiveness of functioning mechanism of criminal accusation of water pollution deeds and making recommendations with the title of lege ferenda that will contribute to improvement of the disussed standards, as well of some related provissions. The purpose of the thesis: is to carry out a thorough investigation of the incriminating legal framework of the water pollution offense, the complex analysis and interpretation of the norm stipulated in art. 229 PC RM, revealing and solving the problems faced by law enforcement bodies in the legal framing of the investigated offense, as well as optimizing, formulating some proposals of lege ferenda (lex ferenda) for increasing the quality of regulations in the field. Scientific novelty and originality of the obtained results: the novelty of the work is determined by the fact that changes are introduced on the issue of criminal liability for water pollution. Within it are proposed notions, theses, conceptions, which put in a new light some of the most controversial issues related to the application of the responsibility for the offense stipulated in art. 229 PC RM. The originality of the obtained results consists in the investigation of the most controversial problems of the science and practice of the criminal law referring to the investigated offense, while at the same time being highlited the technical-legislative deficiencies from which sufferes the norm stipulated in art. 229 PC RM and the formulation of concrete proposals for improving the incriminating framework in the matter of. The important scientific problem solved: lies in the legal organization of a clear mechanism of accusing of the water pollution deed, which will help to eliminate the difficulties, confusions and contradictions that have been encountered until recently in the interpretation and application of the concerned criminal law. In this way, is solved the issue of right penal acussing and qualification of the facts that threaten the integrity of water resources by eliminating the duplication of norms, the clear delimitation between different similar components, both crimes and offences, in order to contribute to the efficiency of the criminal liability for pollution water. Theoretical significance and applicative value of the work: the scientific research carried out revealed the existence of imperfections of normative origin, as well as the insufficiency of research activity in the field of environmental crimes. This situation prevents the correct application and interpretation of the stipulations of art. 229 PC RM. In order to overcome these deficiences, through the present paper, we present to the scientific community, to the law enforcement bodies, to the legislator a series of conclusions and recommendations meant to contribute to the improvement of the normative framework in the field. The implementation of the scientific results: pursues the goal of their application in the process of training students, master students, doctoral law students in higher education institutions, with any form of education, useful to develop scientific publications, as well as in their activity of the law enforcement bodies.

The field of the scientific work derives from the new most important aspects of the criminal investigation in the field of informatics, corroborating the doctrinal-normative and practical-applicative perspective.

The aim and objectives of the research: the aim of the thesis lies in the elaboration of the methodology for the investigation of cybercrimes, in order to discover, to effectively investigate, to prevent and fight these crimes. Among the objectives of the paper are: analysis of the specialized literature referring to the methodology of investigation of the cybercrimes; presenting the forensic model of this category of crimes; description of typical situations and forensic versions; the exposure of the tactical peculiarities of carrying out criminal investigation actions and special investigative measures in the given field.

The novelty and the originality of the results of the research derives from the fact that it is the first scientific incursion at national level. It is a multidisciplinary approach accompanied by the analysis and evaluation of the doctrinal visions in the field, thus notifying a real scientificpractical support for solving many problems in the investigation of cybercrime.

The important scientific problem solved in the respective field through the research carried out consists in the elaboration of the forensic research methodology of the cybercrimes, the characterization of the tactical, methodical and technical peculiarities applied in the investigation of these crimes.

The important scientific problem, which has been solved is to assign a efficiency indicator of rating to each peasant farms and present the criteria for optimizing the production structure in the context of European integration. The typology of family farms developed on the basis of stochastic methods contributes to the improvement of financial assistance by the state.

The theoretical significance of the research consists in establishing the results and determining regularities in the peasant farms development.

The practical importance of the thesis is to determine the optimal parameters of peasant farms.

Goals and objectives lie in elaboration of a comprehensive conceptual vision on the establishment and activity of the Romanian Parliament in the years of 1990-2008, in highlighting the peculiarities, issues, trends and prospects in the activity of Parliament and the drawing up of certain conclusions, especially of some recommendations in order to streamline its work.

Scientific novelty and originality consists in the following: it is the first comprehensive and interdisciplinary study about foundation and activity of Romanian Parliament in the years of 1990-2008; A conceptual and methodological framework was prepared for conducting investigations connected to the new realities of Romanian society; It is made a scientific assessment of the democratization process in order to realize the complexity of issues that a society in transition is coping with and to indicate some ways of barriers overcoming on the path of society democratization and of Parliament’s activity; It is highlighted the activity of the Legislature in foreign policy and national security.

The important scientific problem solvedin historical science consists in developing of the conceptual-theoretical analysis of the foundation and activity of the Romanian Parliament; research of the most important forms of democracy – parliamentary elections; determination of the place and role of the Parliament in drafting legislation, of realization of the parliamentary control, of realization of parliamentary activity in the field of foreign policy and of the impact of its activity on the socialeconomic and political processes in society, of realization of foreign policy and international security objectives.

The theoretical significance of the research lies in the analysis of foundation and activity of the Romanian Parliament, in the results and conclusions drawn from conceptualization of the phenomenon from theoretical perspective. The interdisciplinary and pluridisciplinary approach in analytical and epistemological area of the fundamental concepts contributed to the extension of scientific endeavor that regards Romanian Parliament. Thus, the work may serve as a model of analysis of the foundation and activity of the Romanian Parliament in years of 1990-2008.

Applicative value of the research. From practical perspective this theoretical and scientific approach and obtained results contribute to familiarization of the public opinion with the activity of the Romanian Parliament in 1990-2008. Thesis materials may be used by policymakers and economic factors in their activity and in elaboration of some strategies for policies that would enable domestic and foreign policy objectives realization. The author, also, focuses on the problems related to activity of Parliament.

The research results can be used as support for classes held within higher educational institutions from Romania and Republic of Moldova, they can be useful for teachers, PhD students, students, all who are interested in political life of Romania at contemporaneous stage.

Field of study: Ecology. Aim: complex assessment and scientific argumentation of the protective potential of the natural components of the river Ceresnovaț basin. Objectives: analysis and synthesis of the literature about complex environment study; establishment of pollution sources and assessing the impact of various pollutants on components (air, water, soil, biota) of the subject of study; highlighting and evaluating the environmental status of biotic elements, hydrological, edaphic, geological and landscape of the area of the subject of study, the justification of the their potential of protection; elaborating ecological passport and developing recommendations on the sustainable management of the studied object.

Originality and scientific novelty. For the first time in Moldova, were established the intensity and character of the human impact on nature components from r. Ceresnovaț basin. Was conducted an ecosystemical study, with assessment of the quality and the interaction of biotic and abiotic components and scientific argumentation of the protective potential of different ecosystems from the forest „Racovății de Sud”.

The originality of the results is derived from the complex study of the forest „Racovății de Sud”, performed at a contemporary scientific-methodical level, as required by the legislation in force, according to the methodologies of national and international environmental programs, which allowed obtaining a systemic fundamental information and argumentation of protective potential.

Solved scientific problem is the creation of a scientific-methodological basis of a complex study, ecosystemic of a natural representative area that is the foundation of scientifically argumentation of the protective potential of natural elements from river Ceresnovaț basin and the possibility of founding a new protected area with protection category Mixed Nature Monument that are missing till now in Moldova.

The theoretical importance. The research is the first national attempt to put at the basis of a river basin the integrated assessment of environmental components from different ecosystems. Were established the legalities of operating and maintaining the ecological balance in the forest „Racovății de Sud”. A database was created regarding the biodiversity of the representative area studied.

Practical value. The results of the complex study can serve as a scientific basis in developing the methodology and / or studies within the protected areas of the country. The study of the forest „Racovății de Sud” allowed us to identify and scientifically argue the potential of its protection, on which basis is drafted the proposal for establishment of a new natural area, assigned to the Mixed Nature Monument.

Implementation of scientific results. The research results are implemented by the Agency „Moldsilva”, within the Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova, in the field of scientific and management of protected areas, and the State University of Moldova in the training of master and PhD students.

The purpose of the paper is to investigate the domestic violence misdemeanor through the lens of international and national legislative acts, criminological analysis and preventive measures oriented to eradication in reasonable limits of this type of crime. Objectives: scientific papers’ analysis from criminal doctrine published on the topic of the investigated problem; evaluation of international control on domestic violence misdemeanor and their impact on national regulations; analysis of compromising models of domestic violence in the criminal law of other states; analysis and revealing questions concerning penal and contravention incrimination of domestic violence; revealing the concept of domestic violence criminology and the dimensions that are its own; revealing the criminological peculiarities and analyzing the statistical dimension of the domestic violence felony; studying the causes and factors of domestic violence; criminological characterization of the aggressors’ features and victims of domestic violence; elucidation of general, special-criminological and victimological measures of domestic violence, etc.

Novelty and scientific originality. The present study represents a complex research of the theoretical and practical problems regarding the domestic violence felony, by offering it an appreciation and being proposed a counteracting strategy of this type of crime through special criminological measures and law-preventive measures.

The important scientific resolved problem consists of elucidating the criminological dimensions of the phenomenon, as well as to improve the criminal procedure, as the fact of domestic violence prevention. The theoretical significance and the applicative value of the work are the results of a complex and multilateral study of the legal-criminal and criminological features of domestic violence, with concrete proposals aimed at increasing the effectiveness of the prevention activity of the targeted phenomenon.

Goals and objectives of the work. The basic aim constitutes the complex criminological research and scientific analysis of crimes in the area of road transport. For the achievement of the proposed goal, the following objectives were set: investigation of evolutionary issues and legal regulations in the area of road transport at international and national levels; analysis of scientific materials concerning the road transport offences; analysis of quantitative and qualitative indicators in the area of road transport; identification of the causes and conditions of the offences in the area of road transport; revealing of criminological peculiarities of the offender’s personality in the area of road transport; defining of general, special and individual prevention measures in the area of road transport; identification of victimological prevention measures for the offences in the area of road transport; drafting of suggestions and recommendations for the improvement of the system of crime prevention measures in the area of road transport.

Novelty and scientific originality. The actual particularities and trends of the investigated phenomenon have been presented based on generalization and analysis of empirical material. Theoretical conclusions and recommendations on prevention of road transport offences had been formulated on this basis.

Scientific problem solved in this study comprises the ascertaining of criminological peculiarities of the offences from the area of road transport at present time, as well as submission of conclusions and proposals which allow the complex approach to the process of streamlining of preventive measures for the relevant type of offences.

Theoretical significance and practical value of the work. The thesis contains information that extends knowledge in the investigated area and can be used for further study of the concerned social phenomenon. Simultaneously, the highlighted ideas, conclusions and recommendations complete the theoretical foundations of crime prevention in the area of road transport.

Implementation of scientific results. The objectives of the investigation: To conduct psychological analysis of doctors performance in terms of the needs for the thinking development; to create the concept of medical thinking and psychosociocognitive model of efective development of medical thinking; conduct a experiment to find out peculiarities of doctor thinking; develop a methodology for the formative experiment: carry it to determine the validity of the developed conception and model: summarize the findings, elaborate conclusions and recommendations.

Scientific novelty and originality of the research is that for the first time in Israel and Republic of Moldova, through systematic research, based on psychological analysis of medical activity is being studied professional thinking doctors approached as full complex psychological structure: are determined defining characteristics of this phenomenon; the bases of effective formation of doctor professional thinking are developed.

The new received basic results for science and practice which led to the creation of a new scientific direction: the psychological fundaments of medical professional thinking formation had been determined; the importance of this process for the success of medical activity and the increased needs for the development of medical professional thinking has been augmented; concept of medical professional thinking been created; the needs to develop medical thinking been defined in relation to the demands of the professional activity; been developed and verified psychosociocognitive model of medical thinking formation. In the process of experimental research a complex program to find out the particularities of the medical professional thinking was developed; the techniques and processes for thinking development were identified and validated, Those results have allowed the development of a new scientific direction in psychology - Psychology of development of adult professional thinking.

The theoretical significance of the work lies in the results obtained regarding the essence of the professional thinking of doctors and the opportunities for its development. In the investigation process, the systemic approach of medical professional thinking was validated as an object of training, and the psychological model of its formation was created. Practical value of the dissertation: the obtained results constitute a psychological basis to optimize the formation of medical staff through increasing its efficiency. We created a system of recommendations concerning the organization of training, selection methodology, the modernization of educational technology, depending on the requirements of modern medical practice.

Implementation. Research results have been implemented in Ben Curion University of the Negev in Be'er Sheva; in the Rambam Hospital in Haifa, in the Department of Medical Sciences at the University of Tel Aviv-Jaffa.

Field of study: the strategic management and strategic competitiveness of the human capital in the labor market in terms of regional development. The research aim consists in developing the theoretical basis, substantiating the conceptual approach of forming the competitiveness of the human capital of the region, identifying the factors that influence the formation of the current, strategic and social competitiveness, and elaborating the strategy for the development of the human capital in the Northern Region of the Republic of Moldova.

Research objectives: to analyze the concepts and models of strategic management of human capital; to identify the development factors of the strategic competitiveness of various research subjects (persons, enterprises, region, country); to analyze the theory of human capital and the motivation theory, and to interpret it in the light of strategic management; to analyze the social economic, and political development trends of the regions of the Republic of Moldova; to determine the main strategic priorities for the development of the Northern region; to find out how labor migration factors have an influence on the competitiveness of human capital and on enterprises; to estimate the current and strategic competitiveness of the human capital of enterprises; to develop substantial and formal training models for human capital competitiveness; to work out a human capital development strategy.

Scientific novelty and originality: the concept of strategic management of human capital in terms of regional development has been adopted and its main characteristics have been identified; the concepts of strategic management and creativity have been structured; the principles of innovative activity and marketing of strategic human capital management have been determined; the concept of strategic competitiveness of human capital, which forms the basis for the development of not only professional, but also of social competitive advantages has been justified; the theory of human capital in the context of strategic management has been interpreted; the motivation theory has been formulated and the human need for the formation of social competitiveness, which changes a person’s behavior, stimulates him to change his social status and leads to an increase in the level and quality of life has been grounded.

Solution of an important scientific issue: on the basis of theoretical analysis and applied research, measures are developed to improve the management of the competitiveness of the human capital of the region over the long term; the necessity of competitiveness planning was argued, models are being drafted and a strategy developed for the development of human capital in the region.

Novel scientific and practical results: In the process of research, the results confirming the research hypothesis and, at the same time, discovering new aspects of the formation of strategic competitiveness of human capital in the conditions of regional development. The methodology for strategic management of human capital, based on a system-integration approach, was developed; the strategies for running the personnel at currently existing enterprises have been analyzed.

The theoretical and the practical applicative value: the analysis has emphasized the conceptual approach to the formation of strategic competitiveness of the human capital in the region; it has identified and justified the strategy for the development of social competitive advantages, i.e. the definition of values and motivation to improve the level and quality of life through the creation of the strategic competitiveness.

Implementation of scientific results: the research results, conclusions and recommendations were used to update the "North" Regional Development Strategy, which was approved by the "North" Regional Development Council, No. 3 of 12.02.2016; the recommendations were also used to develop and improve the strategies for personnel development at different enterprises of the North region of the Republic of Moldova.

Summary

Field of study: Theory of literature

The aim of the paper is to present sociocritics, a new perspective of analyzing the literary text, by exposing its main concepts and notions, directions, representatives, as well as illustrating the effective applicability of its analysis tools on a concrete text.

The research objectives are summarized as follows:

• ✓ defining the concept of sociocritics and examining its conceptual validity;
• ✓ systematization of the theoretical contributions that generated the emergence of this new perspective, its models and analysis tools;
• ✓ identifying the main sociocritical research schools;
• ✓ examining the specificity of French sociocritics and eliminating theoretical confusion;
• ✓ analysis of the discourse of socialism in L.-F. Céline, Journey to the end of the night.

The scientific novelty and the original innovationconsists in the realization, for the first time in the space of Romanian research, of a synthesis of the main contributions that led to the configuration of sociocritics. The emphasis and analysis of the theoretical works of some French researchers, which laid the foundations for the new discipline. Sociocritical has conjugated the types of extrinsic and intrinsic approach of the literary text, which has allowed a complex analysis of the literary text within a subject from sociological studies. The premise of sociocritics is that the form of literary work is social information. Thus literarity, the aesthetic aspect of the literary work becomes the object of central study in sociological approaches.

The scientific problem solved lies in the creation of an overall view of sociocritics, which will contribute to the renewal of the perception of literature and will facilitate the emergence of new studies in the Romanian space, leaning on the discourse of the socialism of literary canonical works. The work renews contact with the researches simce the last decades in the Francophone space.

The theoretical and applicative importance of the thesisconsists in proposing a set of working tools on literature that will allow critique and literary history to capture social discourses in forms of literary expression. The study may become a landmark for theoreticians concerned with the sociological direction or, in general, with the new research directions of the literary text. The approach offers some practical views and ways of analyzing and interpreting the literary work from a sociocritical perspective, bent on literature facts.

Implementation of scientific results. The results of the thesis were applied within the project: Operational Concepts and Literary Text Analysis Tools. The basic ideas of this study were reflected in six articles appearing in the periodical profile editions in Republic of Moldova and eight communications at national and international conferences

Scientific novelty and originality consit of: developing the concept of investment potential of the insurance market; identifying and substantiating the investment function of insurance within the financial market; determining the factors that determine the formation of the investment potential of the insurance market; developing a system of indicators for assessing the investment potential of insurance companies adapted to local market conditions; analysing of the investment activity of the insurance market in Moldova in order to identify the capacity to develop its investment potential; elaboration and validation of the econometric model for estimating the impact of the insurance investment potential on the investments in the economy, based on RM data; developing a set of recommendations on boosting the investment potential of the Moldovan insurance market.

The important scientific problem solved: establishing the theoretical and methodological framework of the insurance investment potential, which has allowed settlement of the factors that determine the formation of potential and its development directions in order to obtain a positive economic impact on investments.

Theoretical value: development of the concept of investment potential of the insurance market and identification of the methods of its dimensioning. Systematization and adaptation of a system of factors and indicators that characterize and measure the investment potential of insurance. The conclusions and recommendations presented in the thesis constitute a further theoretical value at the basis of the assessment of the investment potential of the insurance market.

Applicative value of the paper: the opportunity to use the results of the paper to assess the maturity of the insurance market and improve the performance of insurance companies. The proposed development directions of the investment potential of the insurance market in the Republic of Moldova can contribute to the development of the insurance market and of the investment activity and to the rise of welfare of the population, which will contribute to the economic growth.

Implementation of the scientific results: The most important results of the research were accepted for implementation within the Ministry of Finance, IMC Broker Insurance Company, National Institute for Economic Research and in the didactic activity of the IMI-Nova International Management Institute, being confirmed by implementing acts.

Study aim: highliting the clinical, electrophysiological and morphological pecularities in patients with atypical chronic inflammatory demyelinating polyneuropathy (CIDP).

Objectives of the research: highlighting the clinical and electrophysiological particularities of atypical forms of CIDP; comparative analysis of the degree of disability in patients with atypical and typical CIDP evaluated by functional tests: the overall neuropathy limitations scale, the 9-holes peg test and the 10-meters distance test; studying nerve conduction in the proximal parts of the peripheral nervous system in all cases of atypical sensory CIDP to demonstrate preganglionic or post-ganglionic demyelination; evaluation of serum protein immunoelectrophoresis results for the analysis of the relationship between the presence of monoclonal gammopathies of uknown significance and the clinical evolution of CIDP; the role of laboratory tests: antimyelin and antiglycolipid antibodies, the role of superficial peroneal nerve biopsy in completing the diagnosis of CIDP; developing a diagnostic algorithm for patients with typical and atypical CIDP and establishing the degree of correlations between the results of the paraclinical examinations and the results of the functional tests in CIDP patients.

The novelty: Atypical forms of CIDP have a significant percentage, approximately 50% of all clinical cases of CIDP. Identification of a large number of atypical forms was possible through the application of additional diagnostic methods.

The scientific problem addressed in the study: consists in developing a diagnostic algorithm for typical and atypical forms of CIDP, which contributed to the identification of additional laboratory tests (lumbar puncture, evoked somatosensitive potentials and superficial peroneal nerve biopsy), which allowed the optimization of the diagnosis of the atypical clinical forms of CIDP.

Theoretical significance: the statistical analysis of the correlations between the functional assessments of disability in the CIDP patients and the results of the laboratory examinations, especially the results of the nervs conduction test, allowed us to create a prognostic model of the evolution of disability in both the group of patients with typical and atypical CIDP.

Practical value: the peculiarities of the clinical, electrophysiological and laboratory test results of atypical CIDP were highlighted; the technique of extracting the superficial peroneal nerve segment and biopsy staining methods have been developed; the need for electrophoresis and immunofixation of serum proteins was highlighted in all cases of CIDP in order to monitor the association of a possible monoclonal gammopathy with a myeloma or lymphoma and to change the treatment tactics.

Implementation of the results: the principles of those demonstrated in the study were implemented in the daily practice of the Institute of Neurology and Neurosurgery and International Hospital MEDPARK from Moldova.

Field of study: dentistry Purpose: to study the risk factors and morbidity of dental caries, as well as the opportunities to increase the effectiveness of the methods of primary dental caries prevention in children with disabilities. Objectives. To assess the level of caries morbidity and its impact on the quality of life of children with disabilities. To predict dental caries (DC) development in children with various types of disabilities. To study the role of bone and calcium-phosphorus metabolism, as well as the immune factors in DC morbidity. To analyze the streptococci impact on the cariogenic capacity of the dental biofilm. To elucidate the particularities of dental enamel ultrastructure, chemical composition and their role in DC development. To assess the effect of antimicrobial photodynamic therapy (APDT) on the strains of streptococci identified in dental biofilm under in vitro conditions. To estimate the effect of APDT on the cariogenic capacity of dental biofilm in children with a high caries risk. To elucidate the carioprotective effectiveness of complex and individualized preventive care for children with disabilities.

Scientific novelty and originality: for the first time in the Republic of Moldova, the degree of DC was determined, the main caries risk factors were identified and the impact of dental diseases on the quality of life in children with different types of disabilities was assessed. For the first time, based on the preclinical and clinical researches, a multidisciplinary approach was developed and argued in the complex individualized prevention of DC in children with disabilities. Applied scientific problem of major importance solved in the research: the foundation of a new vision regarding the impact of a complex of cariogenic factors, the changes in the oral cavity ecosystem, subtle metabolism disorders and the macroorganism which helped develop the theoretical support for the multidisciplinary approach in terms of prognosis and personalized preventive care in order to reduce DC in children with different disabilities. The elaboration of the APDT method with the application of local photosensitising agents, supplemented with probiotics administration, has generated a new therapeutic approach in the management of oral biofilms and offers new opportunities in implementing effective methods of DC prevention in children with disabilities and high caries risk. The elucidation of the impact of perinatal and chronic hypoxia, disturbance of the calcium-phosphorus metabolism and immune system disorders on the degree of DC required the usege of a new, complex and personalized method of DC prevention in children with disabilities. The conceptualization of the individualized complex preventive treatment has led to the creation of a new scientific direction in the prevention of DC in people with disabilities and high caries risk.

Theoretical significance and applied value: the theoretical knowledge about the pathogenic interconnections between chronic hypoxia, calcium-phosphorus metabolism, immune system, and the degree of DC morbidity in children with disabilities was expanded, which led to the creation of the theoretical support for a multidisciplinary approach in terms of prognosis and individualized preventive care to reduce DC morbidity. The data obtained in the present study allowed the elaboration of the original APDT method with the application of local PS supplemented with probiotics administration and DPF of the dental enamel, carried out within the complex and personalized cariopreventive care of children with different disabilities and high caries risk.

Implementation of the research results: the research results were implemented in the curative, didactic and research activity of the Department of Pediatric Oral and Maxillofacial Surgery, Pedodontics and Orthodontics of "Nicolae Testemitanu" SUMPh, Integrated Specialized Consultative Department of PMSI Mother and Child Institute, PMSI Municipal Dental Center for Children, Chisinau and the Republican Rehabilitation Center for Children and within “The Oral Health Program for Children with Disabilities and Special Educational Requirements during 2012-2014”, approved by the Ministry of Health of the Republic of Moldova.

Key words: recurrent depressive disorder, resistant depression, compliance, pharmacotherapy, psychotherapy The field of the study: psychiatry and narcology Purpose and objectives of the thesis: the aim of the thesis was to evaluate the role of the factors that determine the therapeutic resistance in patients with refractory depressive disorders with clinical management and treatment.

Object ives:elucidat ing and evaluat ing predisposing factors that lead to resistance in refractory depressive disorders; estimation of precipitating and favoring factors in the development, development and maintenance of resistance in depression; clinicalpsychopathological and evolutionary analysis of resistant depressions and identification of their specific clinical particularities; highlighting clinical variants of resistant depressions; developing therapeutic strategies in resistant depressions; determining the efficacy of treatment of patients with various clinical forms of resistant depression.

The novelty and scientific originality: the risk factors for the development of resistant depression have been studied for the first time. We have determined the role of precipitating and favored factors in triggering and maintaining refractory depressions. The structure of resistant depressive syndrome has been specified. We have established the psychopathological particularities of the main clinical variants, with the elaboration of the treatment methods. New results have been obtained regarding the application of therapeutic management to overcome resistance. The scientific reasoning of the efficacy of appropriate therapy with the development of the dosing scheme was performed. The proposed therapeutic strategies have made it possible to determine the efficacy of the treatment in the patients studied.

New scientific results for science and practice that led to the creation of a new scientific direction or the solving of a major scientific application problem consist in the determinat ion of the most frequent risk factors in the development of resistance to treatment in patients with depressive disorders, the identification of specific psychopathology, which led to the management of overcoming resistance to antidepressant therapy in order to apply the effective treatment of resistant depressions.

Theoretical value: the obtained results reflect novel data on the essence of the resistance phenomenon, the role of different condit ions in the occurrence, the triggering of the therapeutic resistance in depressions. The results obtained completed, expanded and deepened the existing knowledge on early diagnosis, new directions in treatment strategies according to pathogenetic mechanisms and the main affective syndromes.

Applied value: the results already implemented in the medical pract ice and pedagogical activit y in the Republic will improve the quality of the medical services provided to the population.

Practical implementation: New methods of diagnosis and treatment of patients with resistant depression were implemented in the Community Centers of Mental Health, Psychiatric Hospitals, District Hospitals of the Republic of Moldova, Republican Dispensary of Narcology, and in the Didactic Process at the Department of psychiatry, narcology and medical psychology of „Nicolae Testemitanu” State University of Medicine and Pharmacy.

In medical practice was applied the National Clinical Protocol-116 Affective Disorder (mood) in Adult, Standard Clinical Protocol Affective Disorders (mood) for Family Physicians. The results of the study are supported by 4 innovator certificates, 4 innovations implementation and 9 proposals for implementation in practice.

Field of study: political science.

Purpose and objectives of the thesis: the purpose is to realize a politologic study of the organizational culture in the local public administration in order to determine its impact on local public authorities’activity. The objectives: performing a complex historiographic analysis of national and foreign scientific researches; underlining the conceptual-theoretical and methodological marks of research of the organizational culture within the public administration authorities; identifying the structural and functional characteristics of the local public administration in some countries of the European Union; analysing the interconnection of political-administrative relation with organizational culture in order to establish the acceptable limits of political interference factor in local public administration; investigating the development of organizational culture of the local public administration authorities in the Republic of Moldova; investigating the organizational culture by direct evaluation of employees and analysis of sociological research. The important scientific problem resolved to theory and practice in the field of political science consists in developing a scientific-practical overview regarding the organizational culture analysis and its impact on local public administration activities, being established the substantial role in the increase of the efficiency of the decision-making process in the context of modernization of public administration in the Republic of Moldova. The results are reference studies for develop best practices in local public administration in the democratic reform process.

Scientific novelty of the obtained results consists in carrying out a research of the organizational culture within the public authorities, identifying the obstacles that hinder the modernization of local public administration and the application of the principle of decentralization: there are analyzed the basic features of the organizational culture by examining the national and international scientific sources; there are identified some functional actions implemented by the administration of public institutions which are detrimental to society and do not contribute to the provision of quality services; there are analyzed the particularities of the organizational culture and political culture; there is emphasized the public authorities’activity in the Republic of Moldova, to improve the decision-making process. Theoretical signification of the researches manifested by indispensable argument in creating a strong organizational culture in order to establish a balance between the institutional activity of the national local public administration authorities; determining of the interference between the organizational culture and political culture in transition from state local public administration for autonomous local public administration; conducting comparative study between the organizational culture within the national and European local public administration.

Applicative value of the work consists in elaborating a study with feasible valences manifested by: information of civil servants about the importance to consolidate a strong organizational culture which will form the basic elements, but to remain flexible in terms of modernization, to meet the general interest of the society and not to the detriment of the citizens; informing the public opinion about the modernization of public administration, of EU countries. The domain of research comprises shadow information economics (SIE), encompassing the stages of products and services lifecycle.

Important solved problem is to form a holistic view of the phenomenon of SIE as a whole and its structure in particular, opening the possibility to offer methodological and methodological bases for its further study.

The aim of this work is analyzing the phenomenon of SIE, defining its basis, structure, risks, and damage.

The aim was achieved by solving the following tasks: research the nature of SIE; research and define the structural basis and the composition of its segments, products and services, perform their comparative analysis through the prism of functions, reasons of appearance, and development perspectives; build models of its profitabilit y elements.

Scientific novelty of this paper is defined by the development and introduction of methodological basics of SIE research; three SIE category definitions are proposed; an original model complex was developed, describing SIE structure, including criminalized goods and services in the domain of information technologies; a classification of SIE sectors is proposed and a parallel with their “legal” analogues is drawn; SIE sectoral structure is proposed and described; SIE evolution is analyzed; SIE institutional bases are defined.

The results of this thesis paper were reflected in educat ional process at Academy of Economic Studies of Moldova, serving as the basis of “Shadow Information Economics” course.

The results were also implemented at the National Bank of Moldova, helping in information security projects estimation, and in employees’ education. Proposed methodological approaches are recommended for further theoretic and empiric researches of SIE.

Sphere of study: Psychology of adult person. Aim of study consists in studying the peculiarities of the affection and the behavior of the adult persons with the age between 35-45 years as a consequence of the period of health crisis; develop and implement a program of intervention psychotherapy for self-regulation thereof.

Objectives of study. Analysis and generality of specialty literature on particularities of affectivity and behavior, its role in the crisis period of health, determinative factors of health crisis, psychodiagnostics methods and instruments; identification of behavior of adult person generated by affective conditions in the crisis period of health; determination of relation between the affective conditions during the crisis period of health; determination of the relation between the affective conditions and behavior with surroundings, sex, studies and age of adult persons; elaboration and validation of the program of psychotherapeutic intervention for self-regulation of affective-behavioral sphere of adult persons in the crisis period of health and its implementation.

Novelty and scientific originality. It is for the first time when at the national level were researched the particularities of affectivity and behavior of adult persons in the crisis period of health and factors which influence them. Moreover, were selected the methods of psychological intervention integrated in the program of psychotherapeutic intervention oriented to selfregulation of affective-behavioral sphere of adult persons in the crisis period of health. Important resolved scientific problem is to identify the features of affective states and behavior of an adult during a health crisis in terms of the presence/absence of peptic ulcer, age, sex, place of residence and education, which permitted by means of specially elaborated program of psychotherapeutic intervention to obtain the self-regulation of affectivity and behavior of adult persons in the crisis period of health which.

Theoretical relevance of thesis constitutes the contribution to complement of theoretical bases of psychology with a new method of involving the problem by means of establishing the affective behaviors, conditions and factors which contribute to changes during the crisis period of health at adult persons in its acute phase.

Applied significance of study consists in elaboration, implementation and validation of the program of psychotherapeutic intervention, noting the affective-behavioral changes of adults in the crisis period of health, which may be used in the curative-educative process in acute phase, with beneficial effect on their condition.

Implementation of scientific results. The elaborated program of psychotherapeutic intervention was implemented in professional activity within the meetings of psychological counseling and individual psychotherapy with adults in the crisis period of health, and when teaching the university courses: Developmental psychology, Clinical Psychology, Clinical Psychodiagnostics, Psychological Practice in Hospital, Experimental Psychotherapies.

Research field: 145.01 - Ecological Chemistry The aim of the work is to elucidate the peculiarities of the process of removal (adsorption/ oxidation) of nitrite ions from water in the presence of carbonaceous adsorbents.

Objectives: analysis of the underground water quality in the Republic of Moldova and highlighting of the excessive concentrations of nitrogen compounds in water; highlighting the methodological particularities for the determination of nitrate ions in the presence of nitrite ions in water; modification of carbonaceous adsorbents by oxidation with concentrated nitric acid and /or impregnation with metals; assessing surface characteristics of carbonaceous adsorbents by standard methods; studying the removal (adsorption /oxidation) of nitrite ions on carbonaceous adsorbents under static and dynamic conditions; testing of carbonaceous adsorbents for removal of nitrite ions from natural waters.

Scientific novelty. For the first time, the influence of acidic functional groups from active carbons surfaces on the nitrite ion adsorption process was studied. For the first time, carbonaceous adsorbents have been tested for removal of nitrite ions from natural (underground) water.

The solved scientific problem consists in identifying the particularities of the process of removal (adsorption/ oxidation) of nitrite ions from the water on carbonaceous adsorbents, which allows elaboration and optimization of the treatment/purification processes of natural waters.

Theoretical significance of the work. The obtained results contribute to the consolidation of knowledge about surface chemistry of carbonaceous adsorbents and their influence in the process of removal (adsorption/ oxidation) of pollutants from water. Research demonstrates the important role of strong acidic functional groups on the surface of active carbons in the adsorption process of nitrite ions from water.

Applied value of the work. Testing the process of removing nitrite ions in the presence of carbonaceous adsorbents and oxygen from air on natural water sources, demonstrates the possibility of using it for water treatment. In this case it is recommended to use acidic adsorbents rich in strong carboxylic acid functional groups. Methodological peculiarities have been highlighted, and modifications of the method of determination of nitrate ions in the presence of nitrite ions was recommended, by applying a reducing agent. It is proposed to use the Na2SO4/Zn reducing agent, which is efficient and less polluting agent, compared to other reducing agents based on Cd, V, Mn, etc.

Implementation of scientific results. The studied carbonaceous adsorbents were tested for the removal of nitrite ions from groundwater (village Isacova, district Orhei). The method of determination of nitrate ions in the presence of nitrite ions in water, elaborated in the thesis, was used in the research.

Scientific novelty and originality: method application of electric field; use of "emitter electrode" as "thread electrode" with relatively large diameter, but with perforated enameled insulation, who lead to a new physical mechanism, purely Coulomb,what is based on electrical discharge type "coronă", caused by perforations; collector and traps are designed to accumulate the dispersed phase - are made in the form of mazes from metal plates with floating potentials; separation theory, which takes into account the shielding effect of external electric field by layer with thickness in growing (like Stefan problem) of dispersed particles, which are deposited on the collector surface, the particles is being considered ideal dielectrical; also has took into account the electrical resistance of the mentioned layer; in the case of semiconductor particles (Cr2O3) or conductors (carbon) are introduced new concepts - phenomenon of electrical diffusion and of coefficient of electrical diffusion, was elaborated the respective theory; at the level of theoretical aspect - was determined concentration at the output from the electrical separator, as function of time, was demonstrated that this function is of relational type; experimental data were generalized the form of equations dimensionless of similarity; theoretical results are confirmed by the experimental results.

The important scientific problem which is solved: electro-hydrodynamic interactions in heterogeneous environments of suspension type, with dialectical liquid load phase and their applied aspects, which is researched and resolved under physical appearance of electro hydrodynamic interactions, conditioned by electric discharge type "coronă", because the processes happening in electric strongly inhomogeneous fields, for which are characteristic mentioned electrical discharges.

Theoretical significance and practical value: theoretical significance of the paper consists in developing a new theory of the separation process in external electrical field, on basis of which is placed the mechanism concept of the electrical discharge type "coronă"; it was established basic equation for the dispersed phase concentration at the exit of the separator like function of time; was researched the effect of the "apparent" disappearance of electrical separation process in time, were developed two hypotheses: of shielding of external field by the electrical load of stratum of dispersions, filed in collector for impurities, and second hypothesis - of increasing the electrical resistance of this layer; although both hypotheses do not contradict experimental data, later been shown that the effect of extinction of separation process, in some cases, can be explained and through asymptotic properties of the exponential function.

The practical value of the work. The value of the research work consist in that were performed the experimental researches of the electrical separation process and was drafted the mathematical model for engineering calculation for separators, the type of which we will call «сoronă»; experimental data were generalized by dimensionless equations – for all three cases of dispersed particles: dielectrics, semiconductors and conductors of electric current; results obtained can be directly used for goals of calculation and manufacturing of electrical separators.

Scientific domain - 166.02 Environmental protection and rational usage of natural resources.

The goal of the work consists in revealing the interdependencies between the aridization process and conditions of surface waters quality in Republic of Moldova in the conditions of the accelerated rate of climatic changes. The objectives of the work are: to develop a set of ecometric climatic indexes for estimation of particularities of regional climate’s aridization; to obtain an algorithm for estimation of Republic of Moldova’s territory’s exposure to aridization process; to elaborate regression models that demonstrate areas that are vulnerable to risks of manifestation of aridization process, having an impact on surface waters; to elaborate a set of measures for addressing the ecological situation in case of installation of significant dry period. Scientific novelty and originality. For the first time, a theoretical database for estimation of surface waters in conditions of regional climate’s aridization was created, and a scientific argumentation was given for a widening set of ecometric climatic indexes that reveal regional climate’s aridization; a theoretical foundation was elaborated in order to use complex investigation methods, including geoinformational ones, for spatial spatial variability’s estimation of indexes that reveal climate’s aridization and surface waters’ quality; cartographical models of water needs in conditions of climate’s aridization were elaborated on the basinal level.

Scientific novelty of the obtained results. In conditions of Republic of Moldova, an informational database was elaborated, allowing to estimate aridization’s impact on surface waters with: scientific argumentation for usage a specter of ecometric climatic indexes that estimate climate’s aridization degree; elaboration of cartographical models that estimate areas with a high level of exposure to aridization process; complex temporal modeling of ecometric climatic indexes that characterize aridization; elaboration of an algorithm of estimation of republic of Moldova’s territory’s exposure to aridization process; elaboration of cartographical models on the basinal level in order to estimate the areas that are vulnerable to aridization process; obtaining of digital maps that reveal the areas and their needs of water resources for ecological balance’ maintenance in hydrographical basins.

Theoretical importance and applied value of work. For the first time, a scientific argumentation for using a specter of ecometric climatic indexes that estimate aridization process in new climatic conditions on Republic of Moldova’s territory; a set of digital maps on basinal and local levels that reveal the area’s vulnerability to aridization process.

Applied significance of work is demonstrated by the fact that digital maps that reflect the water needs for maintenance of ecological balance on basinal level will be applied for correct management of surface water resources and mitigation of climate’s aridization’ impact on them.

Scientific results that were obtained are implemented in Climatic Changes Office, and certified by an implementation act.

Research goals: analysis of historiography and conceptual-theoretical bases of social inclusion of people with disabilities; grounding the conceptual approaches of social inclusion and disability; elaboration of methodology for holistic research on social inclusion issues of people with disabilities; analyses and improvement of the legal and normative framework in the field of social inclusion of persons with disabilities based on international standards; determining the socio-demographic profile of people with disabilities; identifying the barriers to social inclusion of people with disabilities; analysis of institutional mechanisms for the development and implementation of social inclusion policies; studying mechanisms to finance social inclusion policies for people with disabilities; rethinking the mechanism for evaluation and monitoring of the social inclusion policies of people with disabilities. The object of the study represents the social inclusion in multidimensional aspect from the perspectives of social role valorisation.

The subject of the research are people with disabilities living in communities and residential institutions from the perspective of social role valorisation. Scientific novelty and originality consists in grounding the disability model based on rights and social role vaporization approach by elaborating the innovative conceptual methodology for the comparative researches. This methodology is available to be scaled up for studies on social inclusion of other vulnerable groups. The innovative element consists in researching the opinions of people with disabilities, targeting research groups and consulting their views in the process of developing recommendations for developing and enhancing social inclusion policies.

The important solved scientific problem consists in the scientific substantiation of social inclusion in relation to disability, which has enabled the identification of barriers to inclusion from the perspective of the social role valorisation of people with disabilities in order to strengthen the institutional mechanisms for the development, implementation and monitoring of social policies. The theoretical significance of the thesis lies in conceptualizing and introducing in the science and practice of the Republic of Moldova the concept of social inclusion promoted by the EU and the contemporary model of approaching disability based on rights and social valorising roles.

The empiric value of the thesis. The concepts and inclusion barriers identified through the research are recommended and will continue to be recommended to governmental and non-governmental decision-makers to develop policy papers and to prioritize the issues to be addressed for social inclusion of persons with disabilities.

Implementation of scientific results. The main results of the research were published in a sociological study and reflected in 14 scientific papers published in magazines and collective monographies. Theses from the dissertation were presented at 12 national and international conferences. The results of the research have been used by public authorities in the process of development of the national policies and are applicable in the development of community social services and continuous training courses for social workers and staff engaged in social services delivery for people with disabilities.

The field of the research is the analysis of theories and methods used to evaluate the academic performance in the higher education and research institutions in agricultural sector of the Republic of Moldova. The main goal and objectives of this research is to identify the method of improving the performance management in the higher education and research institutions in the agricultural sector of the Republic of Moldova.

The scientific innovation consists in justifying the method of assessing the academic performance by using the linear programming technics of the data envelopment analysis. A nonparametric rating approach has been developed to evaluate the performance management in the higher education and research. The important scientific problem solved in the thesis consists in developing the nonparametric assessing method of academic performance in the higher education and research institutions in the agricultural sector. The theoretical importance consists in establishing the results and defining the functional relation between the level of academic performance in the research and the organizational structure of the higher education and research institutions in the agricultural sector of the Republic of Moldova.

The practical importance of the thesis is that the rating DEA may be used by Ministry of Agriculture and Food Industry for the research budget efficiency and optimization of the academic staff. The nonparametric methods are useful for real forecasting of the structural improving in the higher education and research institutions in the agricultural sector.

Implementation of the scientific results. The scientific results were implemented within the framework of the scientific institutional project 15.817.05.31A. ,,Sustainable development of rural areas in the Republic of Moldova in the context of Eurointegration”.

Novelty and scientific originality of the thesisin correlation with its aim and objectives, and, as well, lies in the scientific substantiation of the theoretical and conceptual framework of staff motivation and the motivational mechanism at the organizational level; highliting and argumentation managerial implications on staff motivation at the different levels of management; assessment of main statistic indicators related to the labour resource, use of the worktime and salary payment in the Republic of Moldova, with direct implications on staff motivation; qualitative assessment of the staff reward system at some enterprises from the Republic of Moldova; elaboration of the general chart of correlative areas as performancemotivation-satisfaction at the organizational level; elaboration and implementation of the proposals for optimisation of staff motivational tools and techniques; argumentation of the necessity to involve the managers in resizing the motivatonal approach for the enterprises form the Republic of Moldova.

Implementation of the scientific results. The results of the scientific researches realised were presented in the research articles published in specialised journals, at the scientific and practical conferences in the country and abroad. Development of the mathematical regression model for the level of migration of rural population from the RM, based on the most important economic factors. 5. Development and substantiation of ways and strategies in the regulation of the labor market in rural areas of Moldova.

The solved scientific problem consists in the fundamental conceptual and methodological justification of the specific mechanisms of functioning and regulation of the labor market in rural areas and their introduction in Moldova. Priority directions in solving a scientific problem are: identification of factors affecting the supply-demand ratio in the labor market in rural Moldova; econometric modeling and forecasting of the labor market in rural areas; stimulation of small and medium business in rural areas; development of economic and social infrastructure in rural areas.

The fundamentally new results contributed to the creation in the Republic of Moldovan of a new scientific direction in political science – policy of human security in Republic of Moldova, being based on investigation of interconnection between human security conception and bioethical field as component parts of the social-political system, as well as a distinct integral system designed to ensure human security according to bioethical principles.

The objectives of the paper are to define the concept of commercial management; to fundament a concept on the systemic management of commercial management; to identify the factors with impact on the development of the commercial management system in the agri-food sector; to analyze business activity indicators and identifying trends in the agri-food sector; to identify efficiency indicators as a tool for assessing the effectiveness of commercial management in the agri-food sector; to determine barriers to commercial management in agri-food enterprises; to present recommendations on the efficiency of commercial management in the agri-food sector.

Novelty and scientific originality is completing the theoretical approach to „commercial management”, ”commercial management in the agri-food sector”, „internal commercial management”, „international commercial management”, „commercial macroeconomic management”, „commercial management in the sphere of production”, „commercial management in the sphere of services”, „commercial management in the sphere of goods circulation” and establishing criteria for classification of commercial management; elaboration of the algorithm regarding the efficiency of the commercial management in the agri-food sector through the system approach of the agri-food sector; the systematization of indicators for assessing the effectiveness of commercial management in the agri-food sector, applied at macro- and microeconomic level; elaboration of the multifactorial econometric model of the export of agri-food products, in order to optimize the management and substantiation of the economic and commercial strategies both at the enterprise level and at the sector level; elaborating recommendations on the efficiency of commercial management of agri-food products from the Republic of Moldova.

The important scientific problem solved in the field of research consists in the scientific and methodological conceptual foundation of the commercial management in the agri-food sector, which determined the necessity of systematic approach of the commercial management and identification of the problems of the domestic producers in the marketing of the agri-food products leading to the elaboration of the efficiency algorithm of it. Theoretical importance and applicative value of the work.

The study of the scientific works in the researched field allowed the formation of an own vision regarding the systemic treatment of the commercial management in the agri-food sector. Following empirical research, the main issues related to the commercial activity of agri-food entrepreneurs were identified, both at macroeconomic and microeconomic level. The result of the analysis carried out and of the survey carried out within the agrifood enterprises of the Republic of Moldova allowed the establishment of an algorithm for efficient management of the commercial management and the formulation of some proposals regarding the efficiency of the trade with agri-food products.

The results of the study can be used by state government bodies to develop policies to support domestic producers in the agri-food sector, as well as to train students at the „Management” and „Commercial Management” courses, or to master courses in the subjects of profile.

Implementation of scientific results. The results of the scientific researches were received and accepted for implementation by the Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova and within the „1000 offers” SRL.

Field of Study: orthopedics and traumatology Aim: consists in comparative study of impact on quality of life and survival after combined minimally invasive surgical techniques and their implementation in therapeutical complex of the patients with pathological metastatic vertebral fractures.

Objectives: assessment and specification of indications and contraindications of minimally invasive techniques combined in the surgical treatment of patients with metastatic pathological vertebral fractures; multifactorial evaluation of the effectiveness of minimally invasive combined surgical techniques with the radiotherapy treatment method (applied alone); studying the clinical-evolutionary features of oncological, neurological and orthopedic status after treatment and assessing their influence on quality of life and survival; developing a decision model for the selection and application of minimally invasive combined surgical techniques that would reduce health risks and medical complications.

Scientific novelty and originality: This paper is a comparative complex study of the results obtained in the treatment of patients with metastatic pathological vertebral fractures. Was optimized indications of surgical treatment of patients with metastatic pathological vertebral fractures using minimal-invasive surgical techniques, taking into account the continuing need of special oncologic treatment.

Scientific problem solved in thesis: It was argued the need for an active and integrated approach in the surgical treatment of this category of patients in order to improve their quality of life and prepare for subsequent stages of special cancer treatment.

Theoretical importance and applicative value of the work: was motivated by a complex manner the need to active surgical involvement in the treatment of patients with metastatic pathological vertebral fractures in order to improve their quality of life and preparation for the later stages of the oncological targeted treatment.

Implementation of the scientific results: Results of the study was approved and implemented as scientific value in specialized clinics in Republic of Moldova. The work results and developed diagnostic algorithms will be included in the National Clinical Protocol „Pathological fractures”.

Area of the research. This work is based on the study of international public law, international law of human rights and EU law, with a special emphasis on the analysis of the principle of subsidiarity.

Goal and objectives of the thesis. The main purpose is the broad research of the principle of subsidiarity, generally, in the context of international public law, and particularly on the terrain of international law of human rights. Attention is paid to outlining the peculiarities of the application of the above-mentioned principle in different international legal systems of human rights protection and by various international jurisdictions. The objectives of the research are directed to discovering the origins and evolution of the meanings of the principle, definition of the modern concept of subsidiarity, exploration of its impact in the area of human rights through the analysis of the case-law of international courts and a detailed study of the Strasbourg Court’s practice.

Scientific novelty and originality of scientific results is determined by the fact that it presents a first comprehensive national research of the principle of subsidiarity, from the perspective of the international law of human rights. The research identifies the consolidated concept of subsidiarity, the particularities of the respective principle, the limits of its application by different international jurisdictions and in the context of various systems of human rights protection. It further elaborates on the place and role of the principle of subsidiarity in the ECHR system.

Important scientific problem that has been solved consists in conceptualizing of the institution of subsidiarity in the doctrine of public international law by identifying and formulating the limits of applicability of the principle of subsidiarity by various international jurisdictions and in the context of various systems of human rights protection, which allowed a set of recommendations including de lege ferenda to be submitted in order to enhance the quality of the national act of justice.

Theoretical meaning of the research. The research has a profound theoretical character, referring to the peculiarities of the application of the principle of subsidiarity in the case-law of international courts. The present thesis develops considerably the national theoretical basis on the nature and legal quintessence of the principle of subsidiarity, in connection to the legal challenges faced by national and international actors. The research also reviews and updates the information included in the regional legal literature.

Practical value of the work results from the fact that it is presented as a completed theoretical study and it is possible to use it by the public initiated in the field of public international law, international human rights law, international law and European Union law.

Field of study: the general theory of education and the approach to the problem of harmonizing preadolescent-parent relationships through educational counseling.

Research purpose: consists in developing, experimentation and validation of the Pedagogical Model of Family Educational Counseling, centered on the harmonization of pre-adolescent-parent relationships, incorporating the theoretical and applicative fundamentals of the concerned process Research objectives: to analyze and revealing the meaning of concepts: counseling, educational counseling, family counseling, interpersonal conflict, family educational action, analysis of approaches and scientific guidance on family counseling with pre-adolescent children; determining the quality of preadolescent-parent relationships and family difficulties in the context of age peculiarities and personality characteristics of pre-adolescence; to establish psycho-pedagogical conditions for harmonization of preadolescent-parent relationships; to develop, implement and validate the pedagogical model of family educational counseling centered on harmonization of the pre-adolescent-parent relationships (which contains the theoretical-applicative fundamentals).

Scientific novelty and originality of the research resides in the systematic approach of educational counseling, valorised in educational institution, in order to harmonize preadolescent-parent relationships; (counseling, educational counseling, family counseling, interpersonal conflict, family educational action), analyzed in the context of establishing preadolescent-parent relational difficulties and highlighting the scientific guidance on family counseling.

Scientific importance of the research consists in elaboration and scientific argumentation of the theoretical and applicative foundations of the family educational counseling centered on the harmonization of preadolescents-parents relations, structured in the pedagogical model aimed, experienced and validated in public educational institutions, which led to change of cognitions, attitudes, behaviors including parenting skills on harmonizing interpersonal family relationships and optimizing family education.

Theoretical significance of this research consists in analysis, specifications, delimitations and interpretations of the conceptual framework aspects of the EC in the context of harmonizing preadolescent-parent relationships. Examination and analysis of scientific guidelines regarding to the counseling of the person in general, and EC of the family in particular, the age and personality peculiarities of preadolescent, the conflicts specificity and the reasons in the family relations, determination of efficiency of AEF contributed to the scientific elaboration and theoretical foundation argumentation of educational counseling to the purpose of harmonizing pre-adolescent-parent relationships.

Practical value of the work consists in elaboration and validation of the theoretical-applicative foundations, structured in the components and instruments of The pedagogical Model of educational family counseling centered on harmonization of preadolescent-parent relationships.

Implementation of the scientific results: the results were achieved through experimental research in the framework of two educational institutions Theoretical High School "Ion Creangă" from Cosnita, Dubasari district, and Theoretical High School "Mihai Eminescu" from Leova, also with the help of educational Platform www.parinti-preadolescenti.md by implementing the theoretical-applicative foundations elaborated and structured in the Pedagogical Model of CEF, including through communications at national and international scientific conferences; scientific publications and practical activities with students/preadolescents and their parents.

The study concerns the General Pedagogy / Theory of education and is devoted to theoretical applicative foundation of increase of efficiency of self education of primary school pupil in the context of psycho-pedagogical family counselling.

The research purpose is to elaborate, to experiment and to validate the theoretical applicative foundations of increase of efficiency of self education of primary school pupil in the context of psycho-pedagogical family counselling.

The research purposes are: epistemological interpretaion of the phenomenon and the process of selfeducation by analysis and disclosure of the base and operational concepts from pedagogical, psychological, philosophical and axiology view; assessing the premises and the psycho-pedagogical trends of self-education development; study of genesis and theoretical approaches regarding education and self-education; determination and elaboration of theoretical applicative foundations of the increase of efficiency of self-education of primary school pupil in the context of psycho-pedagogical family counselling; validation of the Pedagogical Model of increase of efficiency of self-education of primary school pupil (PMIESEPSP), which is incumbent upon the theoretical applicative foundations of the increase of efficiency of self-education of a primary school pupil. Novelty and scientific originality is socio-psycho-pedagogical and philosophical approach of the phenomenon of self-education; specification and delimitation of the basic concepts in the context of psychopedagogical family counselling; examining and establishing the psycho-pedagogical premises of self-education of a primary school pupil; identifying and scientific substantiating the principles, conditions and strategies of the increase of self-education of a primary school pupil through and within the context of psycho -pedagogical family counselling; determination of theoretical applicative foundations for the increase of efficiency of self-education of a primary school pupil; elaboration and scientific argumentation of the Pedagogical Model of increase of efficiency of self education of primary school pupil.

Important scientific problem solved in the field of research lies in the elaboration of the PMIESEPSP, that includes theoretical applicative foundations which have contributed to the increase of efficiency of selfeducation of a primary school pupil in the context of psycho-pedagogical family counselling, which led to the formation of the behavior focused on pupil’s self-education and formation of the efficient parents behavior, raising the self-education level of primary school pupils, of the quality of the partnership school – pupil – family, and the optimisation of education and the relationship in the family. The theoretical significance of this research is supported by: analysis, specification and delimitation of the basic concepts: family education, self-education, psycho-pedagogical counselling; examining and critical analyzing the self-education essence, impact of self-education on becoming a personality and determination of evolution of theoretical approaches regarding self-education in general and the self-education of the primary school pupil in particular. At the same time, is significant the theoretical foundation of Pedagogical Model of increase of efficiency of self education of primary school pupil (PMIESEPSP) and the scientific argumentation of elaboration and application of the methodological research tool.

The applied value of the thesis consists in the elaboration and validation of theoretical applicative foundations of self-education of the primary school pupils, which are incorporated in the Pedagogical Model of increase of efficiency of self education of primary school pupil, that offers a methodologic and technological support to the consolidation of the partnership school – pupil – family, including establishing and describing the possibilities and orientations of the psycho-pedagogical family counselling in the intended direction.

Implementation of scientific results was carried out by experimenting and validating the Pedagogical Model of increase of efficiency of self education of primary school pupil, which includes the theoretical and praxiological fundamentals. The implementing of the research results was carried out in the primary school of the educational institutions in Chisinau (IPLT „Onisifor Ghibu) and the Gymnasium Cobusca Veche from the village Cobusca Veche, Anenii Noi district, including in the publications and scientific communications, at the national and international conferences.

The doctoral thesis was elaborated at the Finance and Banking Department, MSU and includes the introduction, 3 chapters, general conclusions and recommendations, bibliography of 204 titles, 23 annexes, 134 pages of basic text, 67 tables, 41 figures and 19 formulas. Research is reflected in 15 scientific publications.

The field of study is public finance.

The purpose consists in identifying the possibilities of optimizing the strategic budget planning for the consolidation of the public finances management in the Republic of Moldova.

Objectives of the thesis: investigating the theoretical foundations and the genesis of the concept of strategic budget planning; researching the impact of the strategic budget reform on the performance of public sector management at a national and an international level; studying and generalizing international and European experience and practice in the field of strategic budget planning to identify best practices on strategic budget planning that could be implemented in the Republic of Moldova; identifying indicators and analyzing the sustainability of public finances in the Republic of Moldova based on them, in order to estimate the discretionary nature of current fiscal policies; identification, systematization and argumentation of the influence factors on the sustainability of public finances in the Republic of Moldova in order to develop recommendations that can help to reduce the identified risks; studing the opportunity to continue the reform of strategic planning in the Republic of Moldova in the context of closer relations between the Republic of Moldova and the European Union.

Scientific novelty and originality consists in: developing the concept of „strategic budget planning” based on the study of the concept's genesis, the analysis of the theoretical researches and the existing practices in the field; creating the algorithm for evaluating the performance of the public sector in the Republic of Moldova for identifying and monitoring the impact of the strategic budget planning reform; the formulation of scientific evidence regarding the implementation of the European Commission method for estimating the structural deficit of the national public budget in the Republic of Moldova; adapting national practice in the strategic planning of the budget to European practices; demonstrating the need to assess the sustainability of public finances in the Republic of Moldova on the basis of European fiscal rules; justifying the need to establish an Independent Fiscal Council for the accountability of the parties involved in the strategic planning of the public budget in the Republic of Moldova.

The important scientific problem solved consists in the scientific and methodological substantiation of the strategic planning of the budget in the Republic of Moldova which led to the elaboration of recommendations for optimization of this process, proposed for the application by the practitioners in the field of public finance management in order to bring national practice closer to good European practices in this field.

The theoretical significance and the applicative value of the thesis consist in: describing the essence and genesis of the contemporary concept of strategic public budget planning; enhancing theoretical visions of medium-term budget planning, program budgeting and performance budgeting, sustainability of public finances; the use of research results to improve the budgetary planning reform, including: by following the impact of the reform based on the algorithm used by the author, the application in the practice of the Republic of Moldova of good European practices in the area of fiscal administration identified and analyzed by the author, much more rigid fiscal budgets, periodic calculation and monitoring of public finance sustainability indicators, including the structural deficit, proposals for consolidation of the MTBF document and process, proposal of a functioning model of an Independent Fiscal Council.

Implementation of scientific results. The most important research results were accepted for implementation within the Ministry of Finance of the Republic of Moldova and Moldova State University.

The domain of study: International economic relations. Theoretical, methodological and applied issues disclosed in the thesis aim approaches and visions on the impact of economic sanctions on foreign trade nationally and internationally.

The purpose and objectives of the thesis: is the development the scientific and methodological fundamentals that imply the implementation of trade policies on the optimization and diversification of the foreign trade under the implementation of the Association Agreement with the European Union, to reduce the impact of economic sanctions on the sustainable development of the national economy.

Achieving the goal set in the doctoral thesis determined the formulation and solving of the following objectives: research of the theoretical premises regarding the promotion of external trade relations; the argumentation of the implementation of measures to protect the national economy from the competition of the other states; implementing economic diplomacy by developing policies to expand exports and imports of advanced technologies; the formulation of changes in the diffusion of international trade relations; studying the impact of economic sanctions on the foreign trade of the Republic of Moldova, highlighting and activating the internal factors of efficient growth of the foreign trade of the Republic of Moldova; investigating international trade policy at regional and subregional level; arguing the need to increase the efficiency of foreign trade through internal and external measures and modernization of international trade policy.

The scientific novelty of the thesis includes the following elements: it consists in the development of the theoretical and methodological bases regarding the implementation of the commercial policies regarding optimization and diversification of the foreign trade; the multilateral determination of the problems and the theoretical premises regarding the reduction of the impact of the economic sanctions on the sustainable development of the national economy; the conceptual approach of implementing measures to protect the national economy from competition from other states; designing the defining elements of the policy of expanding or reducing exports and imports of economic goods, based on the implementation of economic diplomacy, to mitigate the impact of economic sanctions; elaboration of a scenario of economic growth of the Republic of Moldova based on the Solow neoclassical model until 2023; proposing scientific and methodological measures to increase the efficiency of foreign trade through internal and external measures and to modernize international trade policy.

Important scientific problem solved: It is to develop complex of scientific and methodologica measures wich involve implementation of trade policies for the optimization and diversificationMoldova's foreign trade, reducing the impact of economic sanctions on the sustainable development of the national economy.

Theoretical and practical value of the thesis. Consist in the the possibilities of the application of the theoretical and methodological approaches elaborated for the implementation of trade policies on the optimization and diversification of foreign trade of the Republic of Moldova, to reduce the impact of economic sanctions on the sustainable development of the national economy.

The implementation of scientific results: The conclusions and recommendations as well as many parts of the main ideas of the thesis were presented at symposia, conferences with national or international participation. Applicative research results and basic ideas elaborated were presented for the implementation to the Ministry of Economy and the Chamber of Commerce and Industry of Moldova.
