<p><strong>Finance Watch</strong>, association de défense de l’intérêt public, a publié aujourd’hui sa contribution aux travaux de la commission parlementaire sur les standards bancaires (PCBS) à propos de la pertinence d’interdire le trading pour compte propre au sein des groupes bancaires contenant des entités cloisonnées (entités qui collectent des dépôts).</p>
<p>Finance Watch est d’avis qu’un cloisonnement simple mais strict rendrait cette interdiction non-nécessaire.</p>

<p><strong>Selon Duncan Lindo, auteur de la réponse de Finance Watch:</strong></p>
<p>"Le cloisonnement a pour but de protéger à la fois les contribuables et les activités vitales ainsi que de réduire les garanties implicites apportées par le gouvernement aux activités non vitales. Nous pensons qu’un cloisonnement solide est essentiel au succès des réformes bancaires. Le succès du cloisonnement dépendra, en partie, de sa simplicité. L’expérience américaine qu’est la règle Volcker prouve que la distinction entre le trading pour compte propre et les autres formes de trading est loin d’être simple&nbsp;: elle nécessite un arsenal de règles aussi compliqué que volumineux."</p>
<p><strong>Thierry Philipponat, Secrétaire Général de Finance Watch, explique :</strong></p>
<p>"Les secteurs bancaires britanniques et européens continuent d’être dépendants du soutien étatique, que ce soit via des participations directes, des liquidités apportées par la banque centrale ou d’autres mesures. Bien loin d’imposer un coût aux banques et par là-même à la société, nous pensons qu’une réforme structurelle solide est nécessaire pour stabiliser le secteur et que cela contribuerait à relancer les flux de crédit entre banques et des banques vers l’économie réelle."</p>

			<title>“To end all crises?” download Finance Watch’s position paper on CRD IV / CRR </title>

<p><strong>Finance Watch</strong> has published its position paper on CRD IV, the European legislation implementing Basel III bank capital reforms.</p>
<p><strong>Key recommendations include:</strong></p>
<ul style="list-style-type: disc;">
<li>higher capital requirements to accommodate maximum harmonisation</li>
<li>a flexible leverage ratio that measures gross derivatives exposure</li>
<li>more capital against securitisations</li>
<li>measures to encourage lending to businesses without credit ratings</li>
<li>disclosure of risk weight methodologies and return on assets</li>
</ul>
<p><strong>Frédéric Hache</strong>, senior research analyst at Finance Watch and author of the report, said:</p>
<p><em>“The CRD IV package makes a significant contribution to increasing bank resilience but more needs to be done to address systemic risk and moral hazard. Only if capital requirements are high enough can we say that there is no need for national discretion.”</em></p>
<p>In addition to <strong>higher capital requirements</strong>, the report calls for a flexible mandatory leverage ratio of 3% to 5% (33x to 20x) from 2015 to complement the countercyclical buffers already in the draft legislation, with disclosure before then.</p>
<p><em>“Leverage is a core driver of systemic risk. History has shown the danger of ignoring off-balance sheet leverage, we must not make the same mistake with derivatives. Our leverage ratio proposal is therefore for an IFRS approach without derivatives netting”</em>, said Hache.</p>
<p>The report also recommends a 25% residual risk weight against transferred exposures including securitisations, replacing 100% risk weights for unrated business loans with an average risk weight calculated under IRB for similar businesses (calculated for each country by EBA), greater disclosure of risk weighting methodologies through standard portfolio benchmarking, and a measure to reduce investors’ focus on return on equity by disclosing return on assets among key performance indicators.</p>
<p>The report also comments on governance, liquidity, zero risk weighting, implementation dates and various measures outside CRD IV, including structural separation, supervised deleveraging, the tax treatment of debt, and shadow banking.</p>

			<description><![CDATA[<div class="feed-description"><p><strong>Finance Watch</strong> ist eine neue europäische Organisation, die mit dem Ziel gegründet wurde, die Reform der Finanzregulierung zu verbessern. Sie soll sicherstellen, daß die Interessen der Gesellschaft in den Bereichen, die derzeit von der Finanzbranche und ihren Lobbys dominiert werden, wirkungsvoller repräsentiert werden.</p>
<p>Finance Watch wurde aufgrund der Überzeugung gegründet, daß gute Finanzdienstleistungen ein wesentliches Element moderner Gesellschaften und mit einem starken öffentlichen Interesse behaftet sind, daß aber Bemühungen, die Regeln des Finanzsystems zu verbessern, allzu oft durch eine Asymmetrie in der Lobby-Arbeit untergraben werden, wenn nur die Argumente des Finanzgewerbes Gehör zu finden scheinen.</p>
<p>Rund 40 Organisationen (darunter Gewerkschaften, Verbraucherschutzorganisationen, Nichtregierungsorganisationen, Verbände von Privatanlegern und Forschungseinrichtungen) aus einem Dutzend europäischer Länder sowie 17 Finanzexperten und Wissenschaftler sind Finance Watch als Mitglieder beigetreten und nehmen an der Gründungs-Mitgliederversammlung am 30. Juni teil.</p>
<p>Finance Watch wird mit einem engagierten Team von Finanz- und Rechtsexperten sowie technischen und Lobby-Spezialisten arbeiten. Der Vorstand (Board of Directors) von Finance Watch wird von seinen Mitgliedern gewählt, die einen breiten Querschnitt der Gesellschaften in Ländern aus ganz Europa repräsentieren.</p>
<p>Im Rahmen der Gründungs-Mitgliederversammlung werden die Mitglieder des Board of Directors gewählt und die Mitglieder des Ausschusses für Transparenz und Unabhängigkeit bestätigt werden.</p>
<p>Unmittelbar darauf wird der Vorstand zu seiner konstituierenden Sitzung zusammentreten und seinen Vorsitzenden sowie dessen Stellvertreter wählen und den Generalsekretär von Finance Watch ernennen, der die Organisation leiten wird.</p></div>]]></description>

			<description><![CDATA[<div class="feed-description"><p>Finance Watch est une nouvelle organisation européenne dont l’objet est de contribuer à l’amélioration de la réglementation financière. Sa mission consistera notamment à affirmer la représentation de la société civile dans un débat actuellement dominé par l’industrie financière et son lobby.</p>
<p>Finance Watch part du constat que la fonction financière est essentielle pour la société et qu’elle possède une dimension d’intérêt général forte. De nombreuses associations développent aujourd’hui un plaidoyer sur les questions financières mais ce plaidoyer doit être renforcé car le plus souvent seuls les arguments en faveur des intérêts de l’industrie financière semblent être entendus.</p>
<p>Quarante organisations (syndicats, organisations non gouvernementales, associations de consommateurs, instituts de recherche et associations d’épargnants individuels) émanant d’une douzaine de pays ainsi que dix-sept spécialistes de la finance et professeurs d’université participeront à l’Assemblée Générale fondatrice de Finance Watch en tant que membres fondateurs.</p>
<p>Finance Watch sera constituée d’un équipe de professionnels de la finance, de la communication et du lobbying. Son Conseil d’Administration sera élu par ses membres qui représentent collectivement un large panel d’expertise émanant de nombreux pays européens.</p>
<p>L’Assemblée Générale fondatrice élira le Conseil d’Administration et procédera à l’approbation du Comité de transparence et d’indépendance (comité d’éthique).</p>

<p><strong> Finance Watch</strong> today elected its first board, chairperson and secretary general at its inaugural Annual General Meeting in Brussels. Finance Watch is a new European organisation created to represent the public interest in the reform of financial regulations.</p>
<p>The new non-profit organisation aims to become a counter-weight to lobbying bodies funded by the financial industry. It will operate through a dedicated staff of former financial professionals and will interact extensively with its members, which represent a broad cross-section of society in countries throughout Europe.<img class="mceWPmore" title="More..." src="http://www.finance-watch.org/wp-includes/js/tinymce/plugins/wordpress/img/trans.gif" alt="" /></p>
<p>Today’s meeting elected a new board, which has appointed as Secretary General Thierry Philipponnat, a former banker turned executive board member at Amnesty International in France.</p>
<p>Mr Philipponnat said: "Today sees the birth of a new organisation dedicated to restoring balance in the debate about financial reform. The level of enthusiasm for this project from our members and the general public has been overwhelming; it will be a privilege to lead Finance Watch in promoting a more society-friendly financial system.”</p>
<p>Today’s inaugural general meeting also confirmed former MEP Ieke Van den Burg as chairperson, and BEUC Director General Monique Goyens as vice-chair.</p>
<p>Ms Van den Burg underlined the special position of Finance Watch in the EU decision-making community: “We are convinced that there is a strong appetite among policy makers for counter-expertise from civil society. Finance Watch should be able to open doors as representatives of a different perspective. The financial industry may have the money but we have the sympathy.”</p>
<p>The board of Finance Watch includes representatives of six member organisations and three individual qualified members. They are:</p>

<p>As an independently funded, non-profit organisation, Finance Watch is seeking to raise around €1m in funding from philanthropic organisations and individuals in Europe and a similar amount in seed funding from the European Commission. All funding is to be scrutinised by the body’s ethics committee to ensure complete independence from industry interests and will be published online.</p>
<p>Finance Watch will seek to restore the link between finance and the economy, to push back the financial industry’s reliance on public support and to promote market transparency.</p>
<p>The meeting debated Finance Watch’s initial lobbying priorities, which are likely to include European legislative initiatives CRD IV and the MiFID review, among others.</p>
<p>Finance Watch was created in response to last year’s “<a href="http://www.finance-watch.org/wp-content/uploads/2011/08/Text-of-the-Initial-Call-for-a-Finance-Watch1.pdf" target="_blank">Call for a Finance Watch</a>” from Members of the European Parliament in Brussels who were inundated with lobbying from the financial industry. It will act as a counter-lobbying force to improve the visibility of civil society interests to financial services policymakers.</p>
<p>“The debate over financial regulation should take into account the public interest as well as private interests,” said Philipponnat.</p>
<p>What happens next?</p>
<p>Finance Watch will use the summer to appoint a small, dedicated staff including legal and technical experts and professional lobbyists.</p>
<p>After the summer it will start its research and advocacy work, including direct lobbying of legislators and regulators, press and media communication.</p>
<p>Financial journalists will be encouraged to come to Finance Watch as a source of information and of credible, alternative commentary about the reform of European financial regulation.</p>
