			<content:encoded><![CDATA[<p>HMRC have on 9th May 2012 issued new guidance on IR35 and an IR35 Business Test.</p>
<p>The IR35 Business Test gives a score that says whether a contractor working through their own limited company is at High, medium or low risk to an HMRC IR35 review. </p>
<p>The IR35 Guidance also includes example scenario&#8217;s and whether a contractor subject to an IR35 review is likely to be found to be within or outside the scope of I35.</p>
<p>Contractors within the scope of IR35 may have to pay additional tax (PAYE and NIC&#8217;s) on their drawings.</p>

			<content:encoded><![CDATA[<p>Strike action is sweeping Britain in protest to the decision to use foreign contractors (Italian and Portuguese contractors) to build a new £200m Lindsey oil refinery in North Lincolnshire.</p>
<p>This siutation has arisen because Total, which own the Lindsey refinery, appointed the contract for the new HDS-3 plant to Italian-based IREM after a tendering process and are therefore utilising their own workforce rather than British workers. Downing Street have said that the contract was awarded abroad when their was a shortage of Skilled British workers in the construction industry.</p>
<p>According to SKY news action &#8220;include(s) 1,000 staff at the South Hook Liquified Natural Gas terminal at Milford Haven in South Wales.</p>
<p>First to walk out were 700 mechanical contractors who work for BP and INEOS at Grangemouth oil refinery in Scotland.</p>
<p>The Unite union said mechanical contractors at six other Scottish sites were also taking industrial action.</p>
<p>Around 500 walked out at Scottish Power&#8217;s Longannet power station, and just over 100 at its Cockenzie power station.</p>
<p>Hundreds more downed tools at British Energy&#8217;s Torness facility and at the Shell St Fergus gas processing facility in Aberdeenshire.</p>
<p>ExxonMobil&#8217;s petrochemicals plant at Mossmoran and the Shell plant at Mossmoran were also hit.</p>
<p>Elsewhere, some 400 workers at a refinery in Wilton near Redcar, Teesside, stopped work, along with staff at the Fiddlers Ferry power station near Warrington.</p>
<p>Earlier police were called to Aberthaw power station near Barry after a protest in support of the Grangemouth workers was staged there.&#8221;</p>
