Following representations from the CPCA, its members and others, the CPCA is reassured by the decision of the Local Public Inquiry Inspector, Alan Novitzky, to transfer the Inquiry into the LDA Masterplan application for Crystal Palace Park, scheduled for 7th July 2009, from Bromley Civic Centre to the Salvation Army Hall, 58 Westow Street, SE19.

The CPCA is continuing to press for the Inquiry to be deferred, to enable proper consideration of change to the application introduced at the recent Pre-Inquiry Hearing on 5th May at Bromley Civic Centre.

The CPCA has been granted ‘Rule 6’ status by the Planning Inspectorate at the forthcoming local Public Inquiry into the LDA Crystal Palace Park Masterplan applications. Rule 6 gives the CPCA similar status as Bromley and the LDA (the developer) at the Inquiry and the opportunity to question witnesses and others, and test evidence.

>> More on the CPCA website

And don't forget 'Crime, Poverty and Curry', Peter Grant's walk through Whitechapel, is on Sunday 5th April 2009 at 10.30 am.

In Autumn 2006 the CPCA highlighted the massive UNLAWFUL internally illuminated advertising sign, erected by Outdoor Plus Ltd, in the Triangle Conservation Area, on the frontage of Jack Beard’s pub at the top of Anerley Hill - a sign used twice by Mayor Livingstone.

Two years later, Bromley served an enforcement notice, following refusal of planning permission, for the removal of the sign, as covered in our Spring 2008 newsletter.

Bromley inform us that Outdoor Plus Ltd has appealed the planning decision, and an informal hearing originally scheduled for 9 December 2008 with Inspector Bowden, in Bromley Civic Centre Committee Rooms, was deferred to January 2009 and again to 5 March 2009. Should the case be heard on that date, it will be a further five weeks before the result of the appeal. Any enforcement action is held in abeyance until the Inspector delivers his judgement.

LDA Masterplan proposals including sale of protected Crystal Palace Parkland to build nearly 200 private luxury homes have been called in for examination by the Secretary of State. A ‘local inquiry’ will be held by a Government appointed Inspector.

Bromley Council approved the LDA 'Masterplan' in December 2008 despite the application conflicting with their planning policies and the Mayor's London Plan. The proposed sale of parkland for housing is widely publicly opposed and by all four neighbouring boroughs who recognise the precedent that would be set.

>> continues on the CPCA website

Following grant of approval by the London Borough of Bromley on 9 December 2008 to the LDA Crystal Palace Park ‘Masterplan’ application, the CPCA and others requested GOL to call in the application for public inquiry.

As the proposals for development on Metropolitan Open Land and protected parkland are contrary to policies in Bromley’s UDP, this is known as a 'Departure Application' and Bromley must refer it to the Secretary of State for Communities and Local Government (DCLG).

Please join us on Sunday morning 5th April 2009 for our next Peter Grant walk.

Peter has kindly offered to conduct us on another of his walks of adventure and discovery through the unfamiliar back streets of London. This year the area of exploration will be Whitechapel in the East End of London and feature Jack the Ripper, the Krays, the Elephant Man and what has been described as “a hotbed of villainy where women sold themselves for a few pence, thieves hung around every corner and in the back alleys there was garrotting” - Samuel Raphael 'East End Underworld' (1981).

On Tuesday 9th December 2008, Bromley Development Control Committee considered the London Development Agency Masterplan outline application for Crystal Palace Park. In a provocative attempt to divide anticipated opposition, Bromley held the meeting in the Council Chamber rather than the Great Hall where the seating capacity of the public gallery was insufficient for a meeting of such importance, resulting in public attendees being 'diverted' into an overflow room and seating on the floor of the chamber.

After lengthy discussion, the LDA application was approved by a majority (11 to 5).

It is customary for councils to comment on major planning applications likely to impact on their borough, where the application has been lodged with a neighbouring council.

The four boroughs adjacent to Crystal Palace Park were invited to comment on the LDA Masterplan application for Crystal Palace Park by Chris Evans, Development Control Manager Major Applications Team for Bromley. Lewisham, Southwark and Lambeth delegated authority to council officers to respond to the application, while Croydon referred it to its planning committee.

See the CPCA website for the full piece that includes comment from Croydon Planning Committee and officers from Lewisham, Lambeth and Southwark.

It is usual for boroughs to consider adjoining major development proposals and Southwark, Lambeth and Lewisham raised concerns over the sale of parkland for housing, recognising the precedent this would set for parks in their boroughs.
