<p>Policies were sold in every state in America in 2025, protecting everything from specialty crops in the West to wheat across the Plains and row crops throughout the Midwest and South. Featuring Dr. Bart Fischer of Texas A&M University, the conversation offers a candid assessment of today’s farm economy and the role of the safety net moving forward.</span></p>
<p><span style="font-weight: 400;">Fischer doesn’t sugarcoat the current outlook. “The outlook right now is not so good… it’s probably at or near… the worst outlook we’ve had in 40 years,” he said, pointing to widespread financial stress across commodities.</span></p>
<p><span style="font-weight: 400;">At the same time, he noted that policymakers have continued to respond, even if imperfectly, to provide critical liquidity to farmers. </span></p>
<p><span style="font-weight: 400;">While U.S. agriculture is essentially still operating under the 2018 Farm Bill, Fischer explained, policymakers have used appropriations and budget vehicles to step in with much-needed aid and to make investments in policies like crop insurance.  </span></p>
<p><span style="font-weight: 400;">The discussion also highlights the unintended consequences of heavy reliance on </span><i><span style="font-weight: 400;">ad hoc</span></i><span style="font-weight: 400;"> disaster support. Fischer observed that when large infusions of aid ripple through the system, it can have an inflationary impact on farm inputs. That’s one reason why he prefers shifting away from </span><i><span style="font-weight: 400;">ad hoc</span></i><span style="font-weight: 400;"> and instead shoring up long-term, predictable tools within the farm safety net.</span></p>
<p><span style="font-weight: 400;">That brings the conversation back to crop insurance, which Fischer describes as “the cornerstone of the farm safety net.” He emphasized that the modern system, built on public-private partnership and continuous improvement, works “stunningly well.” </span></p>
<p><span style="font-weight: 400;">Still, he cautioned that the system must keep evolving. As risk exposure grows, maintaining a strong partnership between the federal government and private industry will be critical to ensuring crop insurance remains viable for the long term.</span></p>

<p>Farmers purchased <strong>2.54 million crop insurance policies </strong>in 2025 — an all-time high — protecting a record <strong>561 million acres </strong>of farmland nationwide. Nearly 117 million acres have been added to crop insurance since 2021.</p>
<p>The policies sold in 2025 provided more than <strong>$159.3 billion in liability protection</strong>, safeguarding crops against weather and market losses. Farmers invested more than <strong>$6.25 billion of their own money </strong>to purchase that protection, underscoring their continued reliance on crop insurance as agriculture’s primary risk management tool.</p>
<p>In addition, ranchers spent $1.1 billion in 2025 to purchase livestock coverage, providing another $40.2 billion in liability protection for U.S. agriculture.</p>
<p>“Record participation in 2025 demonstrates the value farmers and ranchers place on crop insurance,” said NCIS President Tom Zacharias. “In a time of tight margins and increasing weather uncertainty, they are choosing the dependable public-private partnership that delivers when disaster strikes.”</p>
<p>Crop insurance was sold in every state in 2025. It now covers the vast majority of eligible U.S. farmland and remains the cornerstone of modern farm policy.</p>
<p>Zacharias encouraged farmers to contact their crop insurance agents before the March 16 application deadline to review their coverage options for the 2026 crop year.</p>
<p>“Each operation is unique, and today’s risk management tools are more flexible and tailored than ever,” he said. “Farmers should sit down with their agents now to ensure they have the right coverage in place for the year ahead.”</p>
<p>NCIS is the only organization that represents all companies authorized to offer crop insurance in the United States. It supports the industry in both state and federally regulated lines of business and provides research, actuarial, and analytical support to insurers. <p>Tim is a dedicated crop insurance agent with the Gallagher Agency, in Blairs, VA. With a career spanning roughly 25 years, Tim has demonstrated unwavering commitment, innovation, and advocacy for farmers and the agricultural sector.</p>
<p>Tim began his journey in crop insurance by immediately becoming a 50/50 partner in Fred Shelton’s Crop Insurance Agency, which later became FarmPlus. From the outset, Tim embraced the dual role of agent and co-owner, laying the foundation for a career marked by integrity and service. Over the years, Tim and his agency have supported farmers of all backgrounds, including limited-resource and minority farmers, ensuring that their needs are addressed and their voices heard.</p>
<p>Tim’s dedication to the farming community extends far beyond his professional responsibilities. For years, he has sponsored Junior Livestock Shows in neighboring counties, contributed to the NC Soybean Growers Association, and supported specialty crop and GAP meetings during the winter months. His generosity has also reached local communities through sponsorships of little league baseball teams and other initiatives. Tim’s character is further reflected in his personal acts of kindness, such as hosting a group of recovering addicts at his lake house and volunteering his time to help build decks for those in need. These actions exemplify his deep commitment to doing the right thing and giving back to others.</p>
<p>As an advocate for farmers, Tim has consistently gone above and beyond to ensure his customers receive fair treatment. Whether addressing underwriting or claims issues, he has tirelessly worked with AIPs to advocate for farmers’ best interests. His agency has also utilized newsletters, phone calls, and mass texting to communicate updates on crop insurance and disaster programs.</p>
<p>Tim’s agricultural background has shaped his deep understanding of the challenges farmers face. Growing up on a tobacco farm, he learned the value of hard work and perseverance. Today, he operates a beef cow operation with approximately 70 brood cows, continuing his connection to the land and the farming community.</p>
<p>As a leader, Tim has fostered a culture of growth, innovation, and teamwork within his agency. He has encouraged his team to embrace new technologies, such as transitioning from paper to PDF documents, using iPads for policy updates, and implementing many technology tools to improve efficiency and organization. He has been a true advocate for farmers, playing a role in supporting ECO and advocating for the organic price election for organic tobacco. Since beginning his career in 1990 as an underwriter for American Agrisurance, Bill has demonstrated unwavering dedication to the integrity and advancement of the industry. He is known for his deep understanding of the Risk Management Agency (RMA) guidelines, his commitment to compliance, and his proactive approach to advocating for thoughtful change. His ability to interpret and implement complex regulations has made him a trusted resource across the industry.</p>
<p>At NAU Country, Bill serves as the go-to expert for underwriting, industry standards, and Standard Reinsurance Agreement (SRA) details. His institutional knowledge, sharp memory, and willingness to mentor others have earned him widespread respect. Bill’s leadership is grounded in consistency, credibility, and a genuine passion for the industry, qualities that make him not only an exceptional colleague but a true leader in crop insurance.</p>
<p>Bill has consistently demonstrated leadership through his active involvement in key industry committees. He serves on the National Crop Insurance Services Underwriting and Operations Committee and the Program Development Committee, where he applies decades of experience to guide decision-making, advocate for clarity, and support meaningful change. His thoughtful contributions and ability to ask the right questions have helped shape industry standards and practices.</p>
<p>Notably, Bill played a pivotal role in the development and implementation of the Enhanced Coverage Option (ECO) through the 508(h) process. Collaborating closely with Watts and Associates, he helped design an endorsement that delivers real value to the American farmer. His service reflects a deep commitment to advancing the industry through collaboration, innovation, and a farmer-first mindset.</p>

He is widely respected both within NAU Country and across the crop insurance industry for his integrity, depth of knowledge, and commitment to doing what’s right. <p>This award reflects Grant’s exemplary service and commitment as a member of the National Crop Insurance Services MPCI Policy, Procedure, and Loss Adjustment (MP/PPLA). During his 26-year tenure at Farmers Mutual Hail Insurance Company of Iowa (FMH), and more than four decades in the crop insurance industry, Grant established himself as a respected leader, mentor, and subject matter expert through his significant contributions.</p>
<p>Grant was instrumental in the startup of FMH’s MPCI line of business in 1998, laying the foundation for the company’s successful expansion and long-term growth. His leadership is grounded in a deep and well-rounded knowledge of crop insurance, combined with an unwavering commitment to advancing policies and procedures that benefit the entire industry.</p>
<p>Grant was an enthusiastic member of the MP/PPLA Committee playing a key role in advancing the Committee&#8217;s initiatives. He consistently demonstrated dedication and reliability, ensuring tasks were completed to a high standard and was instrumental in the committee’s efforts and was always willing to go the extra mile to contribute and make sure everything was done right. His leadership was particularly impactful when he served as Vice Chair and provided invaluable input on policy and claims-related language, ensuring clarity and fairness for all stakeholders across the industry. His ability to provide thoughtful feedback has strengthened the Committee’s work and advanced initiatives that benefited agents, Approved Insurance Providers, and farmers alike.</p>
<p>He is widely respected for his technical expertise, sound judgment, and willingness to share knowledge with peers and colleagues across the crop insurance community. Grant’s contributions reflect not only his professional excellence but also his commitment to serving the industry as a whole. He embodies the spirit of leadership, service, and integrity that this award seeks to honor, and no one is more deserving of this recognition.</p>
