Ed Vaizey, the Shadow Arts Minister, said: David Cameron called on the internet providers to address this issue last summer. The credibility of the Governmentrsquo;s latest threat is undermined by the fact that ministers have spent so many years dithering on whether to legislate."

Economist (Economist) - Kenya diary - Flash point
Mr Szapary circles around, and we see other crowds outside the prison, the Catholic church, and small groups moving along with weapons in hand towards the gates of some of the flower farms. Mr Szaparyrsquo;s farm looks to be untouched.

When we land, he calls his managers. One has taken shelter in the prison, too scared to leave, the other is on a boat in the lake. Mr Szapary tells him to make for Crescent Island, which has a grass airstrip. He gets back in his plane and flies off. Alone, I call the Catholic priest in town and get on with my reporting for the day.

- What role for sharia in the West?
STEEPED in a culture of emollience, gentility and the avoidance of hard arguments, the English established Church has little knowledge of how to handle public opinion when it suddenly finds itself in the eye of a gigantic storm. And, for better or worse, the countryrsquo;s politically-active Muslims are capable of showing much greater deftness and sophistication.

Some Ohioans say the rock is an important piece of Portsmouth history and should be put on display. Some Kentuckians say the rock is an important piece of Kentucky, period, and should be returned. And some in both states say: Irsquo;ve been distracted by war, recession and a presidential campaign, so forgive me. But are we fighting over a rock?

Martin Fletcher (Times Online) - Al-Qaeda leaders admit: We are in crisis. There is panic and fear
Al-Qaeda in Iraq faces an extraordinary crisis. Last year's mass defection of ordinary Sunnis from al-Qaeda to the US military created panic, fear and the unwillingness to fight. The terrorist group security structure suffered total collapse.

Alan Johnson (Comment is Free) - Thinking about the unthinkable
A proposal to help eliminate global poverty raises several questions, but is far from being an eccentric policy

Economist (Economist) - How America and Europe own each other
A NEW REPORT by the American Chamber of Commerce to the European Union offers a useful reminder that behind all the hoopla about China, India and other emerging economies, ties between the rich nations of the western world go very deep indeed.

Economist (Economist) - Russia revives a vicious lie
In the past six months no fewer than four different outlets have revived the outrageous falsehood that it was the Nazis, not the Soviets, who murdered 20,000 captured Polish officers at Katyn in 1940. That Stalin-era lie, enforced at gun-point in post-war Poland, viciously aggravated the original crime. It was buried in 1990, with solemn Kremlin support.

Guardian (Guardian) - So can Boris pull it off? And do the Tories really want him to?
Now some Tories close to leader David Cameron are convinced Johnson can win the race, although some believe that could be a mixed blessing.

Sky (Sky) - BAFTA Awards
The film industry is eagerly anticipating the Baftas - and so is Sky entertainment correspondent Matt Smith. Here's his guide to who could be walking away with an award.

Francis Charig (Telegraph) - My escape from BA038 was damn fun
The announcement for us to evacuate the plane was made calmly and was a surprise to me. I doubt if you've had to go down a chute before but it was damn fun; I would have loved to have had another go but we were being taken well away from the plane to safety.
News
BBC (BBC) - MP fury over EU vote campaign
A Labour MP has clashed angrily with EU treaty referendum campaigner Derek Scott in a BBC radio interview.

Jonathan Fildes (BBC) - Knee dynamo taps people power
US and Canadian scientists have built a novel device that effortlessly harvests energy from human movements.

Times (Times Online) - Scotland Yard ready to deliver its findings on Benazir Bhutto assassination
Scotland Yard risks inflaming the heated preelection political atmosphere in Pakistan today when it delivers its report on the assassination of Benazir Bhutto.

Andrew Norfolk (Times Online) - Lawyers forced to repay millions taken from sick miners compensation
Law firms that grew rich by exploiting sick miners are to be forced to repay tens of millions of pounds that they wrongly sliced from their clientsrsquo; compensation.
Scotland
BBC (BBC)

- Turn of tide on fire crew attacks
Assaults on firefighters in Scotland are gradually decreasing, according to the Fire Brigade Union (FBU), though attacks in England continue to rise.
Wales
BBC (BBC)

- Low house price boost for valleys
Fewer people are moving away from the south Wales valleys and more are setting up home in the area because of lower house prices, it is claimed.
Blogs
BBC (BBC)

- Milk with your iPod?
The fact that MPs can claim expenses of pound;250 without a receipt has already been greeted with widespread incredulity. The fact we learnt today is likely to be greeted with even more. MPs can, apparently, also claim pound;400 a month for food without receipts.

Economist (Economist) - Surveillance states
PRIVACY is a thorny issue. And the level of intrusion by the state in the private lives of its citizens differs from country to country. In recent years terrorist threats have driven many governments to enact laws that erode privacy. Technological advances have made this job all the easier. Countries with fewer enemies, or less cash, tend to afford their citizens more privacy. The result is that the world is becoming a less private place, though not necessarily any safer.

Brian Whitaker (Comment is Free) - Foreign dictates?
Faced with complaints about its human rights abuses, Egypt is sheltering behind specious arguments about religion and national sovereignty

The Washington Post and the rest of the DC establishment are willing to blithely airbrush history to conceal their economic policy errors

Economist (Economist) - Money can not buy you love
MONEY obviously matters in American politics, but some who wish to be president clearly get a better return on their investments than others. NUT (NYT) - Illegal Globally, Bail for Profit Remains in U.S.
What Wayne Spath does, which is posting bail for people accused of crimes in exchange for a fee, is all but unknown in the rest of the world. Scotland
Brian Taylor (BBC) - Scots stay in Edinburgh
Quietly, without fuss, Scottish Ministers have dropped a key aspect of the previous Labour programme in government. Relocation is, effectively, no more. The policy of shifting public sector jobs out of Edinburgh and around Scotland was championed by the former First Minister, Jack McConnell. "
Wales
BBC (BBC) - Pop Centre funding investigation
The Welsh Assembly Government has asked the European Commission to look at the Pop Centre MP3 Cafeacute; in Rhondda. Correspondents love to complain about their foreign domiciles, but we also can give credit where it is due, and Hungary deserves high marks for its child- friendly culture.

Economist (Economist) - Hillary gets thumped
While Mr Obama dismissed talk of an election divided along racial lines, his big margin of victory in South Carolina here was due largely to black voters.

Telegraph (Telegraph) - The trouble with British men
British men are certainly witty and charming, says Jennifer, now 39 and a cell biologist. In fact, I'd say they were witty and charming to the point where they're a bit in-your-face. But then you ask them out and they run a mile. Basically, they charm the pants off you but then they run away when they see your knickers.

Jay Leno (Times Online) - BMW Hydrogen 7
I have magazines from the late 1920s saying that American gasoline reserves would be used up by 1936, so car makers were looking at alternatives even after the petrol engine had made its mark.

- Davos 08: Bill Gates goes red
Today, the Red concept entered a new phase with the announcement that Dell and Microsoft will give between $50 and $80 for each Dell specially branded Dell computer loaded with Windows software.

Larry Elliott (Comment is Free) - Davos 08: The shifting global balance
Forget the current state of the global economy. There are only two issues being discussed at Davos this years that will have any long-term traction: climate change and the changing global balance of power.

Daniel Hannan (Telegraph) - MPs cannot distinguish right from legal
Peter Hain has made history: his is the first British ministerial scalp to have been claimed by a blogger. Kudos, as the Americans say, to Guido Fawkes, who first sighted his tomahawk at the Hain campaign 12 months ago when he posted Hain's campaign strategy.

Jeff Randall (Telegraph) - This is banking - but not as we know it
If Jeacute;rocirc;me Kerviel really did it, you would have to admire his timing. Had Dr Evil set out to destroy what little faith remains in Western banks, even he could not have picked a more damaging moment to strike.

Antonia Senior (Times Online) - Bankers must take long-term view of their reputation
The word banker never used to be an insult. It once stood for a pillar of the community, a captain of capitalism. But banker reputations have soured as their bonuses have bloated.
News
Steven Morris (Guardian)

- Meet Robert Tchenguiz: he's lost pound;560m and counting.
Winter sports Berkshire businessman gets a bargain but will have to spend pound;20m to revive ailing holiday village

SABRINA TAVERNISE (NYT) - Turkey to Alter Speech Law
The Turkey government has taken on the issue of free speech and is expected as early as Friday to announce a weakening of a law against insulting Turkishness

Sky (Sky) - Why Wugging Is Web's Next Big Thing
While it may sound a touch seedy, wugging is actually an acronym for web-user giving or the process of generating money for charity by day-to-day internet use.

Sun (Sun) - M#38;S boss says he was a nudist
MARKS #38; Spencer boss Sir Stuart Rose has laid bare his secret past as a NUDIST in a joke letter to a customer.

Malcolm Moore in Rome (Telegraph) - Romano Prodi resigns as Italy's prime minister
Mr Prodi was forced out, after just 20 months in power, when he lost a vote of confidence in the Senate. It was the 34th vote of confidence he had faced since becoming prime minister. Right-wing senators popped bottles of champagne in the chamber to celebrate.

Nicola Woolcock (Times Online) - High-calibre graduates raise standards at tough schools in inner cities
Teach First targets high-achieving students who had not considered teaching and places them in some of Englandrsquo;s most challenging schools for two years.

Times Online (Times Online) - The driverless car and 20 other great concept cars
The driverless car, demonstrated in Las Vegas, offers a vision of the future in which there are no accidents and driving your car is entirely optional.
Scotland
BBC (BBC)

- Questioning Trump's green credentials
Donald Trump defends his plans for a golfing resort, David Milne, a campaigner for Sustainable Aberdeenshire, which is against the move, tells the BBC Scotland news website why he remains opposed to the proposals.

Betsan Powys (BBC)

- Peter Hain - An extraordinary political story
