			<content:encoded><![CDATA[<p>As of July 1, California&#8217;s Medi-Cal System will no longer provide dental care coverage for low income adults in that state. The move is expected to save the state an estimated $115 million dollars per year. However, opponents of the plan say that losing the Medi-Cal System&#8217;s dental care coverage will create a slough of problems that the state is not prepared to handle.</p>
<p>Opponents are worried that emergency rooms around the state will be ill-prepared to handle the influx of patients in need of dental-related emergencies. In fact, unless the patient is suffering from an severe facial injury, most hospitals do not provide dental care treatments. Furthermore, the cuts could force clinics such as the Western Dental Centers and Golden Valley Health Centers to refocus their efforts on alternative revenue streams. These clinics specialize in treating adults whom utilize the Medi-Cal System. According to <a href="http://www.modbee.com/local/story/722254.html">modbee.com</a>, </p>
<blockquote><p>Dental offices that accept Medi-Cal are turning patients away if they can&#8217;t get authorization for care before July 1 and the patient doesn&#8217;t want to pay cash.
</p></blockquote>
<p>Proponents of the cuts, however, say that these cuts are necessary to help the State of California emerge from a massive budget deficit. They also point to the few dental centers that provide dental care services on a sliding scale to adjust fees based on income as an option. </p>
<h3>My Thoughts</h3>
<p>Unfortunately, budget cuts such as this are nothing new. Even in prosperous economic times states operate under deficits. Also not new is the archaic methodology behind the decision to cut certain programs from states&#8217; budgets. It&#8217;s really interesting that states seem to cut programs that affect the largest number of people, while leaving basket weaving services unscathed. I know, I know, you&#8217;re probably saying that cutting programs affecting the largest number of people will save the state the most money. I get that. But, when it comes to important services like healthcare, I don&#8217;t think compromising people&#8217;s health is an option.</p>

For almost a year now, the economy has slowed, job losses are at an all-time high, and more and more people are going into survival mode. Nearly everyone is struggling during these tough times - or at least altering their lifestyles somewhat - and that includes dentists.</p>
<p>You might be wondering why dentists are struggling, especially since people need dental care whether the economy stinks or not. The reason - people tend to forgo dental care in favor of medical care. </p>

<p>This is a clear sign that people tend to view dental care as relatively unimportant when compared to medical care. In light of recent findings that link dental health to overall health, this is a certainly not a valid argument.</p>
<p>However, experts say there is another reason many people are skipping the dentist during these tough times - they&#8217;re losing their dental benefits. When companies tighten their belts, dental care benefits are often the first to go.</p>
<blockquote><p>Reductions in benefits often come in lower dollar caps on coverage or higher deductibles. Some plans also are tightening coverage limits from one dental crown every five years to one every 10 years, or increasing the copay on a root canal from 20 percent to 50 percent. The result is more people without dental insurance, so they go to the dentist less,&#8221; Shirtcliff said(<a href="http://www.oregonlive.com/newsflash/index.ssf?/base/business-4/1240820436258370.xml&#038;storylist=orlocal">oregonlive.com</a>).&#8221;</p></blockquote>

			<content:encoded><![CDATA[<p>On February 4th, President Obama signed legislation for the Children&#8217;s Health Insurance Program (CHIP) re-authorization. The overwhelming support in Congress, and CHIP&#8217;s quick passage demonstrated a real commitment to providing children with access to proper dental care. Previously, dental benefits were not provided to CHIP-eligible children. According to MSNBC, the new CHIP bill provides the following provisions to needy children: </p>
<blockquote><p>coverage for dental care, oral health education for new parents, expanded access for health center patients, and increased accountability and quality of care for millions of children whose families are unable to afford private dental insurance(<a href="http://www.msnbc.msn.com/id/29022271/">msnbc.com</a>)</p></blockquote>
<p>It was not until 2 years ago, when Deamonte Driver, 12, of Maryland died from what began as an infected tooth that our elected officials took a serious look at the importance of proper dental care. If you&#8217;re unfamiliar with Deamonte&#8217;s story, you can read more about it at the <a href="http://www.dentalheroes.com/no-dental-insurance-deadl/">Dental Heroes Blog</a>. What&#8217;s frightening is that while rare, Deamonte&#8217;s condition, tooth decay, is the &#8220;single most common chronic disease in US children - yet it is preventable(msnbc.com).&#8221;</p>
<p>Dr. Burt Edelstein, the founding Director of the Children&#8217;s Dental Health Project, said this after Obama signed the revised CHIP bill:</p>
<blockquote><p>&#8220;By reauthorizing and strengthening this highly successful program, millions of low-income children will have vital dental coverage. We applaud the bipartisan support that has strengthened this program and expanded eligibility to more children living without health insurance in this country,&#8221; said Edelstein. &#8220;We especially thank the policymakers that have fought tirelessly over the years to ensure that this day would come to fruition, making the point that oral health is recognized as an important part of overall health.&#8221;</p></blockquote>
<p>Certainly a good start to ensuring that children are not affected unnecessarily by preventable conditions - namely tooth decay. I am concerned about how we will pay for the expanded coverage now afforded by the CHIP Bill. As will all legislative measures that have recently passed, I&#8217;m going to take a &#8220;wait-and-see&#8221; approach. </p>

This isn&#8217;t surprising given the astronomical number of Americans without dental insurance. The article states that only half of Americans have dental insurance. The real figure is closer to 1/3 according to a number of other reputable sources.</p>
<p>Even those that are insured, do not have as much coverage as they probably should. According to the BusinessWeek article, </p>
<blockquote><p>
The vast majority of policies have a $1,500 annual cap on payouts, a level that hasn&#8217;t changed since the 1970s, though premiums have been rising. That $1,500 can easily be wiped out by one complicated root canal or a crown. </p></blockquote>
<p>So, how are many people coping with this lack of insurance? Dental tourism.</p>
<p>In places like Bangkok, Hungary, and Mexico, dental care costs are dramatically lower than in the U.S., and the quality of care is quite comparable. For example, &#8220;Teeth caps that range from $750 to $1,000 in the U.S. cost $150 in Mexico, according to the article.&#8221; Many other dental procedures offer similarly steep discounts. What&#8217;s important to remember is that these procedures are largely routine procedures as opposed to cosmetic improvements. For a number of people, dental tourism is their only hope for treating dental ailments.</p>
<p>What&#8217;s perhaps surprising is that most patients seeking dental care overseas are pleased with the quality of care that they receive. Dr. Stewart Hirsch, of New York University College of Dentistry, believes that there is &#8220;no reason to assume the quality of care is any lower overseas.&#8221; That&#8217;s encouraging for the uninsured that are seeking affordable dental work, but are weary of overseas dental care.</p>

<p>According to the U.S. Department of Health and Human Services, more than 100 million Americans are currently living without any form of affordable dental care coverage. This is certainly an alarming number considering the widely accepted link between dental health and overall health.</p>
<p>The National Association of Dental Plans(NADP) considers discount dental plans as a viable, cost-effective alternative to traditional dental insurance: “With an estimated 45 percent of Americans not having any type of dental coverage, and the dental insurance marketplace offering few, affordable dental products for individuals, discount dental plans are an attractive answer to the need to reduce consumer out-of-pocket costs and increase access to care.”</p>

<h4>What is a Discount Dental Plan</h4>
<p>Though, I’ve written several posts in the past about discount dental plans, I’ll briefly mention the essentials. A discount dental plan is a discount plan, not insurance, that entitles you to discounts on most dental procedures at a local dentist. Depending on the plan you select, you can save 10%-60% on most dental procedures. The savings can add up quickly even on x-rays and fillings.</p>
<p>There are no forms to fill out, everyone is accepted, you can choose from over 100,000+ participating dentists, and there are more than 30+ high quality plans to choose from. If you don’t have traditional dental insurance, or your self-employed, you can see how helpful a discount dental plan could be for you.</p>
<p>So, how much do they cost? Typically, for an individual plan you’ll pay around $80/yr and $130/yr for a family plan. With just a few visits to the dentist its easy to see that you’ll have more than payed off the cost of the plan for the entire year. Well worth it in my opinion.<br />

<p>Believe it or not, finding a discount dental plan is actually really easy. I would recommend, however, that you take the time to browse the benefits and restrictions(if any) associated with each plan. Also make sure that the plan you choose has dentists in your area that accept your plan.</p>

However, the massive layoffs of recent months, the largest in 25 years, has spiked the level of uninsured Americans to record levels. What a lot of people don&#8217;t think about is that for every person that gets laid off, at least one other sibling or spouce also loses their health insurance coverage.</p>
<blockquote><p>&#8220;This shows why — no matter how bad the condition of the economy — we can&#8217;t delay pursuing comprehensive health care,&#8221; said Sen. Sherrod Brown, D-Ohio. &#8220;There are too many victims who are innocent of anything but working at the wrong place at the wrong time.&#8221;</p></blockquote>
<p>According to TwinCities.com, President-elect Obama and the new Democratic Congress will be focused on &#8220;expanding access to health insurance, with federal subsidies.&#8221; I&#8217;m not excited about paying for massive subsidies, but what happens if the jobless rate continues to increase. Is anyone immune from losing their job? What happens if we should one day need assistance? That&#8217;s something I&#8217;ve been thinking about more lately, and it frightens me.</p>
<p>There is hope for some, however. &#8220;In some cases, people who are laid off can maintain their group health benefits under a federal law, the Consolidated Omnibus Budget Reconciliation Act of 1986, known as COBRA, says TwinCities.com.&#8221; Check with your employer or your state&#8217;s Department of Labor for more information.</p>

<p>Unfortunately, the state of <strong>dental insurance</strong> in America is bleak. Even prior to the economic collapse of recent, more than 108 million Americans(<a href="http://www.cdc.gov">cdc.gov</a>) lacked some form of dental insurance coverage. That&#8217;s nearly 1 in 3 Americans unable to receive even basic dental care.</p>
<p>What&#8217;s particularly disheartening about the large amount of uninsured Americans, is that study after study has been released in recent years supporting a close connection between oral health and overall health. This means, of course, that large numbers of Americans are falling ill unnecessarily each year all because they&#8217;re unable to visit a dentist for what should be routine care.</p>

<p>CBS produces a news segment called &#8220;The Other America&#8221; which highlights stories about the underpriviliged. This segment focused on the dental insurance crisis in America. Have a look.</p>

<h4>Fixing the Problem</h4>
<p>I&#8217;m betting if you were to ask people on the street what their solution were to the dental insurance crisis, they would probably say something along the lines of &#8220;Universal Dental Care&#8221;. This is evidenced by the election of Barack Obama. Don&#8217;t worry, I&#8217;m not going to get political here, but I&#8217;m adamant that Universal Dental Care is not the answer. Look at Britain. Do a simple Google search for &#8220;British Dental Care Problems&#8221; or something to that effect and you&#8217;ll see that socializing dental care has caused tremendous problems over there. </p>
