Reinstalling the audio drivers, rebooting, etc, did nothing, and there was no 'mixer device' or sound no matter how much it looked like the sound card was properly installed in the device manager.  I was surprised the fix worked - it seems like something out of the Win95 days.&lt;br /&gt;&lt;br /&gt;&lt;!-- m --&gt;&lt;a class="postlink" href="http://www.techspot.com/vb/all/windows/t-34101-The-driver-has-been-enabled-but-has-not-been-started.html"&gt;http://www.techspot.com/vb/all/windows/ ... arted.html&lt;/a&gt;&lt;!-- m --&gt;&lt;br /&gt;&lt;br /&gt;I've copied the relevant text from the link here in case the link dies:&lt;br /&gt;&lt;br /&gt;[quote]&lt;br /&gt;...try reinstalling the driver swenum.sys. However, I do advise you trying solution #1 first, as many people have found success with it.&lt;br /&gt;&lt;br /&gt;   1. Insert your Windows XP installation CD. (Make sure your BIOS is set to boot first from CD.)&lt;br /&gt;   2. When prompted, choose install. Do NOT choose Repair Console, that functionality will not help with this issue.&lt;br /&gt;   3. Windows will find an existing XP installation and ask you if you would like to repair it. Choose that option!&lt;br /&gt;   4. XP should successfully repair the PnP SDE. Reinstall your audio drivers and you’re done.&lt;/a&gt;</description>
