Sub: - Regarding the implementation of the CBS-CTS integration and Centralized Cheque clearing solution from 30.08.2021.

Sir/Madam,

Please refer to SB Order No. 24/2021 dated 18.08.2021 and Addendum to SB Order No. 24/2021 dated 21.08.2021 in which rollout of CBS-CTS Integration solution was scheduled on 23.08.2021 and the same was deferred due to connectivity issue.

2. The network connectivity issue between CBS and CTS application has been resolved. Accordingly, the competent authority has decided to deploy CBS-CTS Integration and Centralization of Cheque Clearing operations at Chennai GPO from 30/08/2021.

3. From 30.08.2021 all GPOs/HPOs shall scan cheques collected for POSB operations (outward cheques) of CBS post offices in the new CTS application only.

4. Inward clearing operations received on 30/08/2021 will be done in the old CTS application and Finacle by respective grids/HOs as per the existing procedure.

5. From 31/08/2021, Inward clearing will be handled centrally at Chennai GPO. CTS vendor will update the CTS application on 30.08.2021 for all GPOs/HOs.

6. Regarding the outward cheque lodged before 30.08.2021 in the CTS application, a report link will be made available in the new CTS application to download the report for previous days. The respective Grid/GPOs/HPOs shall follow the existing process for clearance of outward cheque lodged before 30.08.2021.

7. Approved Standard Account Procedure (SAP) for centralized grid clearance system is attached for information, guidance, and necessary action.

8. It is requested to circulate these amendments to all CBS Post Offices for information, guidance, and necessary action.

9. This issues with the approval of the DDG (FS).

The nominal value of the bond based on the simple average closing price [published by the India Bullion and Jewelers Association Ltd (IBJA)] for gold of 999 purity of the last three business days of the week preceding the subscription period, i.e. August 25, August 26 and August 27, 2021 works out to

1. What is Sovereign Gold Bond (SGB)? Who is the issuer?

SGBs are government securities denominated in grams of gold. They are substitutes for holding physical gold. Investors have to pay the issue price in cash and the bonds will be redeemed in cash on maturity. The Bond is issued by Reserve Bank on behalf of Government of India.

2. Why should I buy SGB rather than physical gold? What are the benefits?

The quantity of gold for which the investor pays is protected, since he receives the ongoing market price at the time of redemption/ premature redemption. The SGB offers a superior alternative to holding gold in physical form. The risks and costs of storage are eliminated. Investors are assured of the market value of gold at the time of maturity and periodical interest. SGB is free from issues like making charges and purity in the case of gold in jewellery form. The bonds are held in the books of the RBI or in demat form eliminating risk of loss of scrip etc.

3. Are there any risks in investing in SGBs?

There may be a risk of capital loss if the market price of gold declines. However, the investor does not lose in terms of the units of gold which he has paid for.

4. Who is eligible to invest in the SGBs?

Persons resident in India as defined under Foreign Exchange Management Act, 1999 are eligible to invest in SGB. Eligible investors include individuals, HUFs, trusts, universities and charitable institutions. Individual investors with subsequent change in residential status from resident to non-resident may continue to hold SGB till early redemption/maturity.

5. Whether joint holding will be allowed?

Yes, joint holding is allowed.

6. Can a Minor invest in SGB?

Yes. The application on behalf of the minor has to be made by his/her guardian.

7. Where can investors get the application form?

The application form will be provided by the issuing banks/SHCIL offices/designated Post Offices/agents. It can also be downloaded from the RBI’s website. Banks may also provide online application facility.

8. What are the Know-Your-Customer (KYC) norms?

Every application must be accompanied by the ‘PAN Number’ issued by the Income Tax Department to the investor(s).

9. Can an investor hold more than one investor ID for subscribing to the Sovereign Gold Bond?

No. An investor can have only one unique investor Id linked to any of the prescribed identification documents. The unique investor ID is to be used for all the subsequent investments in the scheme. For holding securities in dematerialized form, quoting of PAN in the application form is mandatory.

10. What is the minimum and maximum limit for investment?

The Bonds are issued in denominations of one gram of gold and in multiples thereof. Minimum investment in the Bond shall be one gram with a maximum limit of subscription of 4 kg for individuals, 4 kg for Hindu Undivided Family (HUF) and 20 kg for trusts and similar entities notified by the government from time to time per fiscal year (April – March). In case of joint holding, the limit applies to the first applicant. The annual ceiling will include bonds subscribed under different tranches during initial issuance by Government and those purchased from the secondary market. The ceiling on investment will not include the holdings as collateral by banks and other Financial Institutions

11. Can each member of my family buy 4Kg in their own name?

Yes, each family member can buy the bonds in his/her own name if they satisfy the eligibility criteria as defined at Q No.4.

12. Can an investor/trust buy 4 Kg/20 Kg worth of SGB every year?

Yes. An investor/trust can buy 4 Kg/20 Kg worth of gold every year as the ceiling has been fixed on a fiscal year (April-March) basis.

13. Is the maximum limit of 4 Kg applicable in case of joint holding?

The maximum limit will be applicable to the first applicant in case of a joint holding for that specific application.

14. What is the rate of interest and how will the interest be paid?

The Bonds bear interest at the rate of 2.50 per cent (fixed rate) per annum on the amount of initial investment. Interest will be credited semi-annually to the bank account of the investor and the last interest will be payable on maturity along with the principal.

15. Who are the authorized agencies selling the SGBs?

Bonds are sold through offices or branches of Nationalised Banks, Scheduled Private Banks, Scheduled Foreign Banks, designated Post Offices, Stock Holding Corporation of India Ltd. (SHCIL) and the authorised stock exchanges either directly or through their agents.

16. If I apply, am I assured of allotment?

If the customer meets the eligibility criteria, produces a valid identification document and remits the application money on time, he/she will receive the allotment.

17. When will the customers be issued Holding Certificate?

The customers will be issued Certificate of Holding on the date of issuance of the SGB. Certificate of Holding can be collected from the issuing banks/SHCIL offices/Post Offices/Designated stock exchanges/agents or obtained directly from RBI on email, if email address is provided in the application form.

18. Can I apply online?

Yes. A customer can apply online through the website of the listed scheduled commercial banks. The issue price of the Gold Bonds will be ₹ 50 per gram less than the nominal value to those investors applying online and the payment against the application is made through digital mode.

19. At what price the bonds are sold?

The nominal value of Gold Bonds shall be in Indian Rupees fixed on the basis of simple average of closing price of gold of 999 purity, published by the India Bullion and Jewelers Association Limited, for the last 3 business days of the week preceding the subscription period.

20. Will RBI publish the rate of gold applicable every day?

The price of gold for the relevant tranche will be published on RBI website two days before the issue opens.

21. What will I get on redemption?

On maturity, the Gold Bonds shall be redeemed in Indian Rupees and the redemption price shall be based on simple average of closing price of gold of 999 purity of previous 3 business days from the date of repayment, published by the India Bullion and Jewelers Association Limited.

22. How will I get the redemption amount?

Both interest and redemption proceeds will be credited to the bank account furnished by the customer at the time of buying the bond.

23. What are the procedures involved during redemption?

· The investor will be advised one month before maturity regarding the ensuing maturity of the bond.

· On the date of maturity, the maturity proceeds will be credited to the bank account as per the details on record.

· In case there are changes in any details, such as, account number, email ids, then the investor must intimate the bank/SHCIL/PO promptly.

24. Can I encash the bond anytime I want? Is premature redemption allowed?

Though the tenor of the bond is 8 years, early encashment/redemption of the bond is allowed after fifth year from the date of issue on coupon payment dates. The bond will be tradable on Exchanges, if held in demat form. It can also be transferred to any other eligible investor.

25. What do I have to do if I want to exit my investment?

In case of premature redemption, investors can approach the concerned bank/SHCIL offices/Post Office/agent thirty days before the coupon payment date. Request for premature redemption can only be entertained if the investor approaches the concerned bank/post office at least one day before the coupon payment date. The proceeds will be credited to the customer’s bank account provided at the time of applying for the bond.

26. Can I gift the bonds to a relative or friend on some occasion?

The bond can be gifted/transferable to a relative/friend/anybody who fulfills the eligibility criteria (as mentioned at Q.no. 4). The Bonds shall be transferable in accordance with the provisions of the Government Securities Act 2006 and the Government Securities Regulations 2007 before maturity by execution of an instrument of transfer which is available with the issuing agents.

27. Can I use these securities as collateral for loans?

Yes, these securities are eligible to be used as collateral for loans from banks, financial Institutions and Non-Banking Financial Companies (NBFC). The Loan to Value ratio will be the same as applicable to ordinary gold loan prescribed by RBI from time to time. Granting loan against SGBs would be subject to decision of the bank/financing agency, and cannot be inferred as a matter of right.

28. What are the tax implications on i) interest and ii) capital gain?

Interest on the Bonds will be taxable as per the provisions of the Income-tax Act, 1961 (43 of 1961). The capital gains tax arising on redemption of SGB to an individual has been exempted. The indexation benefits will be provided to long terms capital gains arising to any person on transfer of bond.

29. Is tax deducted at source (TDS) applicable on the bond?

TDS is not applicable on the bond. However, it is the responsibility of the bond holder to comply with the tax laws.

30. Who will provide other customer services to the investors after issuance of the bonds?

The issuing banks/SHCIL offices/Post Offices/Designated stock exchanges/agents through which these securities have been purchased will provide other customer services such as change of address, early redemption, nomination, grievance redressal, transfer applications etc.

31. What are the payment options for investing in the Sovereign Gold Bonds?

Payment can be made through cash (upto ₹ 20000)/cheques/demand draft/electronic fund transfer.

32. Whether nomination facility is available for these investments?

Yes, nomination facility is available as per the provisions of the Government Securities Act 2006 and Government Securities Regulations, 2007. A nomination form is available along with Application form. An individual Non - resident Indian may get the security transferred in his name on account of his being a nominee of a deceased investor provided that:

i. the Non-Resident investor shall need to hold the security till early redemption or till maturity; and

ii. the interest and maturity proceeds of the investment shall not be repatriable.

33. Can I get the bonds in demat form?

Yes. The bonds can be held in demat account. A specific request for the same must be made in the application form itself.

Till the process of dematerialization is completed, the bonds will be held in RBI’s books. The facility for conversion to demat will also be available subsequent to allotment of the bond.

34. Can I trade these bonds?

The bonds are tradable from a date to be notified by RBI. (It may be noted that only bonds held in de-mat form with depositories can be traded in stock exchanges) The bonds can also be sold and transferred as per provisions of Government Securities Act, 2006. Partial transfer of bonds is also possible.

35. What is the procedure to be followed in the eventuality of death of an investor?

The nominee/nominees to the bond may approach the respective Receiving Office with their claim. The claim of the nominee/nominees will be recognized in terms of the provision of the Government Securities Act, 2006 read with Chapter III of Government Securities Regulation, 2007. In the absence of nomination, claim of the executors or administrators of the deceased holder or claim of the holder of the succession certificate (issued under Part X of Indian Succession Act) may be submitted to the Receiving Offices/Depository. It may be noted that the above provisions are applicable in the case of a deceased minor investor also. The title of the bond in such cases too will pass to the person fulfilling the criteria laid down in Government Securities Act, 2006 and not necessarily to the Natural Guardian.

36. Can I get part repayment of these bonds at the time of exercising put option?
Yes, part holdings can be redeemed in multiples of one gm.

External Affairs Minister S Jaishankar congratulated "Team MEA" on being elected to the Council of Administration (CA) at the 27th Universal Postal Union Congress in Abidjan. At the 27th Universal Postal Union (UPU) Congress in Abidjan on Friday, India was elected to the Council of Administration (CA) with 134 votes.

According to India's Permanent Mission to the United Nations in Geneva, the country received the most votes in CA polls from South Asia and Oceania. At the 27th Universal Postal Union Congress in Abidjan, India was elected to the Postal Operations Council (POC) with 106 votes (out of 156 countries). "India's election to the Council of Administration (CA) and the Postal Operations Council (POC) of Universal Postal Union yesterday is noteworthy. Congratulate #TeamMEA. Will work with all to strengthen cooperation in the UPU. #UPUCongress2021," Jaishankar said in a tweet.

What is the Council of Administration?

The Council of Administration (CA) is made up of 41 countries and meets once a year at the headquarters of the UPU in Berne. The Council oversees the UPU's activities, provides continuity between Congresses, and researches regulatory, administrative, legislative, and legal concerns. The CA has the authority to approve recommendations by the Postal Operations Council for the adoption of regulations or new processes until the next Congress, ensuring that the UPU can respond promptly to developments in the postal environment. Every four years, the Universal Postal Congress meets. The CA can also take any actions it deems important to address pressing situations. It approves the UPU's biennial budget and accounts. It also approves yearly updates on the UPU's strategy and budget. The Council is responsible for promoting and coordinating all aspects of technical assistance among member countries as well.

What is the Postal Operations Council?

The UPU's technical and operational authority, the Postal Operations Council (POC), is made up of 40 member countries that are elected during Congress. The organisation elects its own chair and meets once a year at the headquarters of the UPU in Berne. The work of the POC is aimed at assisting Posts in modernising and upgrading their postal products and services. It is concerned with the postal service's operational, economic, and commercial aspects. In areas where uniform procedures are required, the council also offers recommendations to member countries on standards for technological, operational, or other processes.

CBS-CTS Integration & Outward Cheque Clearing Centralisation (HO/SO)

• Cheques that belong to Other Banks presented in POSB and other SB Account types in are dealt in Outward clearing.

• These cheques are presented for Opening of new account (MIS/TD/KVP/NSC/SCSS/RD) or for credit into POSA account or for subsequent deposits in RD/SSA/PPF accounts.

• Cheques presented for Non POSB operations are also dealt in Outward clearing

• Currently these cheques are scanned in CTS (Origin) application and POSB Operation cheques lodged in Finacle outward zone.

• Other branch cheques are dealt directly in Treasury branch after completion of CTS Process.

• Cheques collected for POSB operations and other branch cheques in SO are sent to concerned HO.

• These cheques are scanned in CTS application at HO

• POSB branch cheques are lodged in Finacle in Outward clearing zone

• On receipt of clearance intimation from Grid, the zone is regularised and the credits are made available in 0382 or SB account.• Other Branch cheques are accounted in Treasury Branch

Outward Clearing Centralisation -Advantages

• Outward cheque regularisation is done by Nodal Office (Chennai GPO).

• Credits in POSB account /0382 will be in T+1 in case of HOs and T+2 in case of SOs.

• Remittance Adjustments – OHO adjustments are not required as entire credits and debits are done at Nodal Office.

Revised Process

• Cheques that belong to other banks collected in HO for POSB operations alone to be scanned in CTS application on same day.

• In case of non availability of scanners, the HO should ensure that the cheques are scanned using their login ID and MICR. Cheques should not be sent from one branch to other branch for scanning which causes delay in Crediting.

• Post CBS-CTS Integration, CTS url will be accessible on SIFY network only .

• Only CBS Post Offices (Sub Office/BO) cheques are to be scanned on day of receipt at HO by the Concerned HO.

• Cheques collected for Non POSB operations viz PLI, Mails, Stamps, BPC, SGB etc and Non CBS Post Office cheques are to be cleared through their HO’s associated bank Account. These cheques are not to be scanned in CTS application .

• Data entry to be done in CTS application for the POSB cheques which are scanned.

• Cheques are not to be lodged in Finacle. Outward clearing zone could not be opened in Finacle.

• Validations have been built in CTS application to validate SB account number and office account in which the cheque amount is to be credited.

• Closed/frozen/dormant account numbers could not be entered in CTS application.

• Post Offices will not be able to complete data entry, if error is thrown in Account Number and the respective cheque has to be deleted.

• Allowed office accounts – 0382/0322/BDPVT/0410

• HOs to ensure that appropriate (HO or SO) sol id is entered for office account (0382).

• In case of office account (0410) only HO sol id is to be used. Sub office 0410 office should not be used.

• In case of PPF/SSA, if the account stands in same sol, cheques can be lodged in 0382 of concerned sol even if the amount is greater than Rs.50,000/-.

• In case if the account stands in other sol, cheque to be lodged in 0382 of HO ONLY.

• Post cut off time (17:00 hrs), CTS application will generate gridwise outward file for uploading in CTS application.

• Nodal Office (Chennai GPO) will upload these outward files against respective grid sol id i.e. Chennai GPO, Mumbai GPO and New Delhi GPO as settlement will happen against respective Grids.

• Release to shadow balance will be done on same day of lodging outward cheques

• Nodal office will regularise the outward clearing zone post receipt of outward rejections on next day.

• On regularisation of outward zones, credits will be available either in POSB account or in office account (0382/0322/BDPVT) of concerned HO or SO and 0410 of HO.

• Hos can login to CTS application and check outward clearing status on next working day.

• All POs to check the credits in 0382 office account daily. If credits are available for the cheques sent for clearing.

• Post offices to ensure that new accounts re opened on same day of credit availability in 0382 office account

• Post offices can download PO Clearing (Detailed/Summary) reports in Finacle by entering zone date and zone sol id (60000100 /40000100 / 11000000) and obtain the details of the cheque by searching the Cheque number in the report

• Nodal Office will account Remittance to Bank figures in CSI-SAP in respective account heads.
Refined Process – Outward

Role of SOs

• CBS Sub Post offices will send only Banking Cheques collected in Savings Bank counter to their concerned Head Post Office invoicing in List of Documents on same day of collection.

• Non POSB branch cheques will be sent to HO separately which will not be included in CTS Clearing.

• SOs will maintain register as detailed in SOP for cheques received for POSB operations.

• Sub Post Offices to check ledger of concerned office account (0382/0322/0410/BDPVT) on T+2 days using menu HACLINQ to check whether the cheque sent out for clearing has been cleared.

• Alternatively they can check the status of the cheque by downloading PO Clearing report in Finacle.

• If credits are available, sub post offices can open new accounts or complete subsequent deposit transactions in Finacle.

Role of HOs

• HOs shall use CTS application only for scanning of cheques

• User Name for CTS application

(M- MICR ) for maker
&

C-MICR for Checker

with their given password which is already provided to all Hos.

• Ensure cables in Cheque scanners are connected. Error“UNABLE TO CONNECT TO THE SORTER. SORTER IS DEAD” will be thrown if not connected properly.

• Hos to ensure that Scanning/MICR Repair/Account Entry and Verification process for outward cheques to be done before 1700 hrs. Post offices will not be allowed to perform any of the above said CBS-CTS operations after the cut off time.

Account Entry – Validations

• Necessary validations have been built in CTS application to validate SB account number and office account in which the cheque amount is to be credited.

• Closed account/Dormant accounts/Frozen/Non CBS /Invalid account number could not be entered in Account entry. Appropriate error message will be thrown if above accounts are entered.

• Non CBS cheques should not be scanned. These cheques should be sent for clearing in their associated banks. (Postmaster’s Account)

• Existing procedure of scanning remains the same.

• Post scanning, MICR Repair to be done for ALL the cheques. Currently MICR repair is done only for those MICRs which are incorrect.

• Once MICR repair is completed, all cheques will be available In Account Entry

• In “Account Entry” module – either Savings Account Number or Office Account (Sol ID + 0382/0322/BDPVT/0410) to be entered.

• Once account number is entered, if account number is valid, a message “This is valid CBS account. Please save the amount and account name” will be displayed.

• Scheme code and Mode of Operation of the account will be displayed on the right side.

• Name of primary account holder in the Payee name field. User to cross check whether name matches with payee name written in the cheque for Savings account.

• If the cheque is issued for joint holder, payee name should be changed.

• Users should enter the payee name as in cheque to avoid return of cheque for payee name incorrect reasons.

• In case of office account, “Postmaster followed by concerned PO name i.e. Postmaster Anna Road will be displayed as Payee Name

Office accounts

• Once amount is entered, “Save” icon should be clicked.

• PAs / Supervisors should ensure that amount in the cheque is encoded in the application. In case of any encoding errors, the Scanning Post office will be held responsible to clear the same.

• When we save the details of an Office Account a text box will be prompted to enter the reference number. Ref Number is mandatory for PPF/SSA subsequent deposits. PPF or SSA account number is to be entered as reference number. In case of new account, MIS/TD/KVP/NSC New account to be entered

Text Column – Account Entry

• A cheque can be deleted if anything found wrong in “Account Entry” module by clicking “Delete Cheque” Icon.

• A batch can be submitted only when all the cheques are either saved or deleted.

• After account entry is done, the verification has to be done by supervisor for each and every cheque.

• The Supervisor should login with the given Credentials (C-MICR). The Dashboard indicates the cheques available in each and every module of a PA.

• Supervisor to check the account number /office account to be deposited, date of the cheque, amount of the cheque. The PA/Supervisor should ensure that post dated / stale cheques are not uploaded and should also ensure that the office account cheques are entered correctly.

• The supervisor should ensure that the number of cheques scanned and amount tallies.

• Supervisor should ensure that all the batches are submitted before the cut off time.

CTS Reports

• Outward Presentment Clearing Detailed Report – Total Outward cheques scanned by HOs. This report is accessible to restricted class of users. All HOs can download the report after the cheque is scanned. The status of the cheque will be updated every now and then once the same is moved from one module to another. Finally, on the next day the HO can find out whether all cheques are cleared. In case of extensions, the credit will not be given to those accounts by GPO

• Outward Item Summary Report - This report consists of summary of cheques received date-wise.

• CHI Rejection and Deleted Report – This report consists of CHI Rejections by NPCI and Deletions made by Vendor due to various reasons. The HOs should check this report daily and ensure that the cheques are either rescanned after making necessary alterations or returned to the customer with reason mentioned.

• Return Memo: This is a valid return memo given by the banker. These cheques are cheques that are returned by the banker and hence will be returned by Chennai GPO in the Inward Zone maintained. The copy of the return memo, duly attested by the Supervisor should be handed over the customer. Collection of charges for accounts other than SB may be done as per the existing procedure.

• Returned Item Detailed Report – This report con sists of Cheques returned in the presentation Session of the previous day. HO can download this report and confirm whether the cheque is marked as rejected in finacle.

• Inward Reject Summary Report - This report consists summary of cheques returned date-wise.

• Batch Summary Report – This report is the report of cheques scanned in Batches.

Sir/Madam,

With reference to the above mentioned subject, this is to state that as per extant instructions, issued vide this office letter no. 33-61/82-PE-I dated 09.11.1982 and reiterated vide letter. no. 14-12/99-PE-I dated 11.08.2000, all the proposals, fulfilling the prescribed criteria (copy enclosed), for conversion/upgradation of Sub Post Office into Head Post Office and bifurcation of Head Post Office are required to be referred to the Directorate for approval.

2. However, it has been noticed that the proposals received from the Circles contain insufficient/incomplete information which are crucial for proper examination of the proposal.

3.Therefore, it is requested to ensure that all the proposals for conversion / upgradation of Sub Post Office into Head Post Office and bifurcation of Head Post Office being referred to the Directorate should invariably contain the following:-

a. Proposal should fulfill the prescribed criteria (copy enclosed), for conversion/upgradation of Sub Post Office into Head Post Office and bifurcation of Head Post Office.
b. Full justification for conversion of Sub-Post Office/bifurcation of the HO.
c. Name of the Sub-Post Office proposed for conversion/upgradation into head office with the name of the head office it is presently attached with.
d. Name of the Revenue District/Districts with its/their headquarters in which the Sub-Post Office proposed for conversion/upgradation into head office and its present head office are situated.
e. Is there a head office at the district headquarters, if yes, name of the HO(s) alongwith with number of SOs attached to it(them).
f. Sketch map showing the bifurcation of jurisdiction of present HO and proposed HO.
g. Number and Names of SOs attached with the (a) present HO, (b) residual HO and (c) proposed HO.
h. Is the proposed HO conveniently situated and well connected by rail and bus routes.
i. No. of active and dormant Accounts in the (a) present HO, (b) residual HO and (c) proposed HO.
j. Arrangement of accommodation for the proposed HO which should be in accordance with the Schedule of Accommodation.
k. Staff strength in the present and proposed HO.
l. Arrangement of all the posts required for the proposed HO. No new post shall be created for the proposed Division. Circle should arrange all the posts by way of redeployment from within the Circle.
m.Quantified financial implication involved in conversion/upgradation of SO/bifurcation of HO separately indicating recurring and non recurring expenditure.
n. ECR calculation before and after creation of proposed HO.
o. Benefits to the Department (in terms of Revenue, Administration, staff satisfaction etc.) and to members of Public.
p. Concurrence of CIFA and approval of Chief PMG.

SECRETARY GENERAL OF THE ASIAN-PACIFIC POSTAL UNION: POSITION

DESCRIPTION

Preamble: the Position Description of the Secretary General of the APPU is drawn up in relation to Article 108 of the General Regulations of the Asian-Pacific Postal Union (APPU). The Position Description should be regarded as material that can be reviewed and updated from time to time as required by the Executive Council of the Asian-Pacific Postal Union (APPU EC). The modification of this document will be by the APPU EC as a result of its deliberations.

Part 1: The Position and Key Appointment Terms

Position Title: Secretary General! of the Asian-Pacific Postal Union (“APPU”)

Reporting Line: The position reports to the Executive Council of the APPU (“APPU EC”).

Part 2: Experience and Qualifications

Language: Speaks, reads and writes English fluently

2.The confirmed tenure will be decided by the Congress or EC when the new Secretary General is selected.
Part 3: Purpose of Position

The position of Secretary General of the APPU exists to lead and manage the activities of the APPU by providing the Asian-Pacific region with representation, training, consultancy services and technical support in postal matters. This is achieved in a variety of ways including, but not limited to:

acting as the legal representative of the Union in its dealings with external organisations;

carrying out the responsibilities for the Union in relation to its role as a Restricted Union of the

Universal Postal Union (UPU);

planning, leading and coordinating administrative and other tasks assigned to the Bureau by the APPU EC and the Governing Board, as well as those tasks prescribed in the APPU General

Regulations and Rules of Procedure;

leading and managing the staff and other employees in the Bureau in the professional and cost-

Effective execution of the Bureau’s responsibilities;

Managing the training responsibility of the Union in a cost-effective, sustainable manner, including

Secretarial responsibility for the Governing Board of the Asian-Pacific Postal College;'

implementing such measures as are necessary to achieve efficient business continuity including the continuous review of rules, regulations and general business policies of the Union;

ensuring the interests and expectations of the membership and other stakeholders are appropriately assigned, coordinated and managed as required;

managing relationships with APPU members; and ensuring, through proactive stakeholder management, a cooperative and harmonious working

relationship with the other bodies of the Union as well as with key external parties.

Part 4: Main Focuses of Position

There are three significant issues that the successful applicant will be required to deal with i.e.,

the profile, activities and strategy of the APPU in the next cycle:

the future role of the APPU as a restricted union in the UPU system; and

the financial sustainability of activities in the Asian-Pacific Postal College

The key areas that the EC will focus on in reviewing the performance of the Secretary General include:

the strategy and business plans for the APPU;

the development and sustainability of the Bureau’s services and markets;

promotion and discussion about major policy issues at UPU level and acceleration of collaborative

THE POSTS OF GRAMIN DAK SEVAKS CYCLE
(Details, working process, applying, etc.)

Applications are invited by the respective engaging authorities as shown in the annexure ‘against each post, from eligible candidates for the selection and engagement to the following posts of Gramin Dak Sevaks.

1. Job Profile:-

(i)BRANCH POSTMASTER (BPM)

The Job Profile of Branch Post Master will include managing affairs of Branch Post Office, India Posts Payments Bank (IPPB) and ensuring uninterrupted counter operation during the prescribed working hours using the handheld device/Smartphone/laptop supplied by the Department. The overall management of postal facilities, maintenance of records, upkeep of handheld device/laptop/equipment ensuring online transactions, and marketing of Postal, India Post Payments Bank services and procurement of business in the villages or Gram Panchayats within the jurisdiction of the Branch Post Office should rest on the shoulders of Branch Postmasters. However, the work performed for IPPB will not _be included in calculation of TRCA, since the same is being done on incentive basis. Branch Postmaster will be the team leader of the Branch Post Office and overall responsibility of smooth and timely functioning of Post Office including mail conveyance and mail delivery. He/she might be assisted by Assistant Branch Post Master of the same Branch Post Office.

BPM will be required to do combined duties of ABPMs as and when ordered. He will also be required to do marketing, organizing melas, business procurement and any other work assigned by IPO/ASPO/SPOs/SSPOs/SRM/SSRM and other Supervising authorities. In someof the Branch Post Offices, the BPM has to do all the work of BPM/ABPM.

(ii)/ASSISTANT BRANCH POSTMASTER (ABPM)

The Job Profile of Assistant Branch Post Master will include all functions of sale of stamps/stationery, conveyance and Delivery of mail at doorstep deposits/payments/other transactions under IPPB, assisting Branch Postmasters in counter duties using the handheld device/Smart phone supplied by the Department. However, the work performed for IPPB will not be included in calculation of TRCA, since the same is being done on incentive _basis.He will also be required to do marketing, organizing melas, business procurement and any other work assigned by the Branch Postmaster or IPO/ASPO/SPOs/SSPOs/SRM/SSRM and other Supervising authorities. ABPMs will also be required to do Combined Duty of BPMs as and when ordered.

(iii)DAK SEVAK

The Job Profile of Dak Sevaks will include all functions of viz sale of stamps and stationery, conveyance and delivery of mail and any other duties assigned by Postmaster/Sub Postmaster including IPPB work in the Departmental Post Offices/RMS. However, the work performed for IPPB will not_be included in calculation of TRCA, since the same is being done on incentive basis. He may also have to assist Post Masters/Sub Postmasters in managing the smooth functioning of Departmental Post Offices and do marketing, business procurement or any other work assigned by the Post Master or IPO/ASPO/SPOs/SSPOs/SRM/SSRM and other Supervising authorities. In Railway Mail Services (RMS), GDS has to handle the work related to RMS, like, closing/opening of bags, transport of bags from one place to other manually and any other works allotted by the RMS authorities.
ll. Time Related Continuity Allowance(TRCA)

The following Minimum TRCA shall be payable to the categories of GDS as mentioned in Directorate Order No.17-31/2016-GDS dated 25.06.2018.

Ill. Details of vacant posts for which applications are called for are shown in the Annexure-l.

IV. Eligibility

AGE

The minimum and maximum of age for the purpose of engagement to GDS posts shall be 18 and 40 years respectively as on 23.08.2021 the date of notification of the vacancies. Permissible relaxation in Upper age limit for different categories is as under:-

Note:- 1* There will be no relaxation in upper age limit to EWS candidates. However, the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in engagement to the Gramin Dak Sevak posts in the Department of Posts as per Directorate instructions circulated vide no. 17-09/2019-GDS dated 26.02.2019.

Note:-2* All Engaging Authorities shall maintain reservation for persons with disabilities to all categories of GDS posts except for persons with benchmark of disability “Blind” (for all categories of GDS). Percentage of reservation may be maintained as in the case of SC,ST and OBC categories in GDS posts as per Directorate order no. 17-08/2017-GDS dated 26.02.2019. Relaxation in upper age limit is subject to the condition that maximum age of the applicant on the crucial date shall not exceed 55 years.

V.Educational Qualification

(i)Secondary School Examination pass certificate of 10th standard with passing marks in Mathematics, local language and English (having been studied as compulsory or elective subjects) conducted by any recognized Board of School Education by the

Government of India/State Governments/ Union Territories in India shall be a mandatory educational qualification for all approved categories of Gramin Dak Sevaks.(Referred to in Directorate Order No 17-31/2016-GDS dated 25.06.2018).

(ii)Compulsory knowledge of Local Language

The candidate should have studied the local language at least up to 10^th standard [as compulsory or elective subjects] as declared by the State Government or as per constitutional provisions relating to the 8^th schedule of Constitution of India. (iii) Basic Computer Training

The candidates for all approved categories of GDS referred to in (i) above will be required to furnish Basic Computer Training Course Certificate of at least 60 days duration from any Computer Training Institute run by Central Government/State Government /Universities / Boards / Private Institutions Organizations. This requirement of basic computer knowledge certificate shall be relaxable in cases where a candidate has studied computer as a subject in Matriculation or class XII or any other higher educational level and in such cases, a separate certificate will not be insisted upon.

VI. RESIDENCE

The condition of residence shall apply as stipulated in Rule 3-A (vii) of GDS (Conduct and Engagement) Rules, 2020.The candidate who is applying for the post of BPM must provide accommodation for Branch post office after selection but before engagement. The accommodation should meet the following prescribed standards: -

(i) The building may be owned by a Gram Panchayat or Central government or by State government such as school or offices or BPM’s own house or a proper rented accommodation in a busy place of the post village.

(ii) Location- The Branch Office (BO) should be located in the main busy part of the post village.

(iii) Size- The minimum size of Branch Post Office should not be less than 100 sq. feet preferably in 10’x10’ dimensions and in ground floor.

(iv) Approach- The Branch Post Office should have direct access/approach from village road and should be located in front portion of the building in which it is housed. The Branch Post Office should not be housed in Verandahs, Courtyards, Kitchen, SPWC under the stairs, bed room, damaged rooms, makeshift accommodations, isolated buildings outside the village etc. which are difficult to access/approach by the Customers.

(v) Structure - The Branch Post Office accommodation should preferably be a Brick Mortar structure to ensure safety and security. The room should be properly ventilated and lighted and should be properly maintained and neatly whitewashed.

(vi) Power supply — The post office room should have electrical power connection for charging of handheld devices and for fan, electricity bulb etc. It should have suitable place to install solar panels.

(vii) The accommodation for the Branch Post Office should be exclusively available for Post Office use. It may work from a village shop but Post office working from shop should have an exclusive space to keep the registers, micro ATM or hand-held device and other items apart from space for prominently exhibiting the signage etc. giving due importance to Post Office.

(viii) At present DARPAN/ Computer/ Laptop devices are using all of the four Network Service Providers(NSPs) viz, Airtel & BSNL for ensuring connectivity to Branch Post Offices. While providing accommodation for Branch Post Office, it should be ensured that, Network is available for any one of these NSPs.

Further, it is clarified that the candidate who has applied for BPM has to provide the above prescribed standards of accommodation if got selection well before engagement and if he is engaged as BPM will be entitled for the drawl of Composite allowance @ Rs.500/-per month as prescribed in Directorate OM. No 17-31/2016-GDS dated 25.06.2018 & No 17-31/2016-GDS (pt) dated 28.09.2018. Further, if the candidate selected and engaged as BPM provides accommodation for Post Office in a rent free government accommodation and staying in the Post village will be entitled for the Composite allowance Rs.250/- equal to that of BPMs who provide non-standard accommodation (those who are not fulfilling above standard are treated as non-standard accommodations), as prescribed in Directorate OM. No. 17-31/2016-GDS dated 25.06.2018 & No 17-31/2016-GDS (pt) dated 28.09.2018.

VII. Knowledge of Cycling

Knowledge of Cycling is a pre-requisite condition for all GDS posts. In case of a candidate having knowledge of riding a scooter or motor cycle, that may be considered as knowledge of cycling. The candidate has to submit a declaration to this effect.

VIII. Adequate means of Livelihood

The candidate applying for the post shall note that he/ she will have adequate means of livelihood to support himself/ herself and his/ her family from other sources so as to have to supplement his/her income. However, this shall not be a pre requisite for candidates for the purpose. Selected candidate shall be required to comply with this condition within 30days after selection but before engagement. The candidate shall furnish an undertaking in the application itself that he/ she have other sources of income besides the allowances to be paid by the Government for adequate means of livelihood for himself/ herself and his/her family. The candidate after selection as Gramin Dak Sevak shall have to give the undertaking again before engagement.

The condition of adequate means of livelihood shall apply as stipulated in Rule 3- A (iii) of GDS (Conduct and Engagement) Rules, 2020. However, this condition shall not be pre-requisite for candidates for the purpose of applying to the GDS post or selection there to and the selected candidate shall be required to comply with this prescribed condition within 30 days after selection but before engagement and will continue till discharge.

IX.Furnishing of Security

On engagement as GDS, the person so engaged shall be required to furnish security in such manner as may be prescribed from time to time. The existing security amount in case of Branch Postmaster and other approved categories of GDS is ABPM & Dak Sevak is Rs.1,00,000/. (vide Dte. Ir.no. 17-18/2018-GDS dated 14.01.2020)

X.ACCOMODATION FOR LOCATING BRANCH POST OFFICE

The candidate selected for the engagement of BPM shall have to provide centrally located accommodation in the Branch Post Office village within 30 days for use as Post Office premises and the expenditure of the hiring if any needs to be borne by the candidates.

XI. No person holding an elective office will be considered for engagement to the post.

XII. The candidate selected as Gramin Dak Sevak shall not engage in any activity with any outside agency which would be detrimental to the business or interest of the Post Office.

XIIl. Past experience or service of any kind will not be considered for selection.

XIV. A Gramin Dak Sevak shall be outside the Civil Service of the Union and governed by GDS (Conduct and Engagement) Rules 2020 as amended from time to time.

XV. Fulfillment of other terms and conditions

Terms and conditions of engagement to GDS posts shall apply as stipulated in the relevant rules of GDS (Conduct & Engagement) Rules, 2020.

XVI. Adequate representation of SC/ST/OBC, Persons with Disability& Economically Weaker Sections (EWSs).

The instructions issued by the Department vide no.19-11/97-ED & TRG dated 27.11.1997, No. 17-08/2017-GDS dated 26.02.2019 and No. 17-09/2019-GDS_ dated 26.02.2019providing for adequate representation of SC/ST/OBC communities, Persons with Disability and Economically Weaker Sections ( EWSs) respectively will continue to apply. The permissible disability for persons with Disability will be as given below in GDS posts:-

XVII. Production of SC/ST/OBC/Disability/ Economically Weaker Sections Certificate

Production of SC/ST/OBC/disability/EWSs certificate in the prescribed format would be compulsory in case of such candidates.

XVIII.Method of Engagement

Method of engagement will continue to be as online engagement process for engagement of all categories of GDS as notified vide Directorate Letter No 17-23/2016-GDS dated 01.08.2016.

Transgender: “Transgender person” means a person whose gender does not match with the gender assigned to that person at birth and includes trans-man or trans-woman (whether or not such person has undergone Sex Reassignment Surgery or hormone therapy or laser therapy or such other therapy). Person with intersex variations,genderqueer and person having such socia-cultural identiies as kinner,hijra,aravani and jogta.

(i) Exemption of fee for applying on GDS Posts

Applicant belonging to the category UR/OBC/EWS Male/trans-man have to pay a fee of Rs.100/-(Rupees one hundred only) for each set_of five options.Payment_of fee _is exempted for_all_ female/trans-woman candidates, all SC/ST candidates and all PwD candidates.

(ii) Option for applying on GDS Posts

A candidate can apply for a maximum of twenty posts all over India per cycle of online engagement. This inter alia means that a prospective candidate can apply for twenty posts on a single application spread across one Circle or several Circles. This cap of twenty posts is inclusive of vacancies arising in candidate’s home Circle. Home Circle means belonging or native / domicile state of a prospective candidate in which he is permanently residing and that Postal Circle is providing opportunity. Hence, candidates should exercise due care while utilizing the twenty choices available to her/him in each Cycle. However, only one post will be offered for each Circle if she/he has applied for one or more posts in each Circle.

Example: - If a candidate opts for five posts with preference post1, post2, post3, post4, post 5 etc. and selected as meritorious in more than one post, the post in the order of preference will be offered and the candidature for all the remaining posts will be forfeited.

XIX. The revised eligibility conditions and criteria of selection will come into effect for the vacancies to be notified on or after the date of issue of this notification. The engagement process initiated before this date shall be finalized as per the existing instructions.

XX. SELECTION CRITERIA:-.

i. Selection will be made as per the automatic generated merit list as per the rules based on the candidates online submitted applications.

ii. No weightage will be given for higher educational qualification. Only marks obtained in 10^th standard of approved Boards aggregated to percentage to the accuracy of 4 decimals will be the criteria for finalizing the selection. Passing of all the subjects as per the respective approved board norms is mandatory subject to the conditions referred in Clause B of Notifications pertaining to Required Educational Qualifications for taking candidate into account for calculating the merit.

iii. Candidates having both marks and grades in the marks list have to apply with marks only. In case any candidates apply with grades only his application liable for disqualification.

iv. In case of the marks lists containing the Grades/ Points, marks will be reckoned by taking conversion of Grades and points with the multiplication factor (9.5) against the maximum points or grade as 100.

v. In case candidates get the same marks, the merit order would be taken as DOB(higher age as merit), ST trans-woman, ST female, SC trans-woman, SC female, OBC trans-woman, OBC female, EWS trans-woman, EWS female, UR trans-woman, UR female, ST trans-male, ST Male, SC trans- male, SC Male, OBC trans-male, OBC male, EWS trans-male, EWS male, UR trans-male, UR male.

vi. A candidate can apply for a maximum of twenty posts as per cycle of online engagement. This inter alia means that a prospective candidate can apply for twenty posts on a single application spread across one or all Circles. However, this count of twenty posts is inclusive of vacancies arising in candidate’s Home Circle. (Home Circle means the circle in the native/ domicile state of prospective candidate in which he/she is permanently residing and studied SSC where Postal Circle is providing opportunity). Hence, candidates should be advised to exercise due care while utilizing the twenty choices available to her/him in each Cycle. However, only one post will be offered for each Circle if she/he has applied for one or more posts in each Circle.

vii. If a candidate opts for five posts with preference post1, post2, post3, post4, post5 etc and selected as meritorious in more than one post, the post in the order of preference will be offered and the candidature for all the remaining posts will be forfeited. Similarly, in case of a candidate if joins at any selected post, offers to the remaining choices will automatically be forfeited. If a candidate has applied for more than one circle only one post will be offered per circle.

viii. Applicants submitted applications with incomplete/incorrect data will also be rejected from consideration. Candidate should select appropriate Board basing on the year of pass and Board of pass from the respective states which recognised the Boards. Any deviation with reference to the documents submitted and data entered will also liable for rejection of the candidature.

XXI. Cycle of Notification:

a. In a Year all the circles will notify required GDS vacancies in one or more times. Each time will be referred with cycle number.

b. In case candidate willfully uploads wrong documents/information and unnecessary documents, his candidature will not be considered. Similarly, in case the candidate enters marks erroneously either high or low with reference to marks list uploaded then the candidature will also not be considered.

c. The candidate will get an SMS on his provisional selection on the prescribed date after selection. Mere getting SMS or any other communication on selection will not entitle the candidate to claim for regular selection/appointment. The final selection/appointment will be based on satisfactory completion of verification and genuineness of all educational & other documents produced by the candidates by the concerned Engaging authorities.

d. Department is not responsible for non-receipt of email/SMS by the candidate due to any specific reason or without any reason arising out of providers services and other dependencies.

However, a physical communication in regard to provisional selection intimation will be sent by respective Engaging authorities in due course as per the selection procedure.

e. Department of Posts does not make any phone calls to the candidates. The correspondence, if any, is made with candidates through respective Engaging Authority only. Candidates are advised not to disclose their registration number and mobile numbers to others and be guarded against any unscrupulous phone calls.

f. Candidate can view his/her application status in the website by providing the registration number and mobile number till the results are announced.

g. How to apply:-

Instructions to Candidates:

1. Candidates must ensure to go through the notification and instructions thoroughly and understood well before registering himself for applying online.

2. Candidate has to ensure himself that he is eligible by all respects for the Circle/Post he selected.

3. Only one Registration is to be made for one candidate. The same registration number should be used for submission of applications during the cycle to any of the circles.

4. In case of any duplicate Registration is found by altering the basic details like change of father name, change of Date of Birth, Applying one Registration with UR category and another registration etc; will be treated as duplicate registration. all the candidatures relating to all such duplicate Registration and all such registrations will be deleted for consideration.

5. Candidates need not submit any physical application. It should also be noted that any application is physical sent stating that the application could not be uploaded, it will not be processed.

6. While selecting board name candidates ensure that they are selecting the correct board name with appropriate configuration. Any application submitted against with board name other than the actual board of pass that application will automatically rejected. In case any Board of candidate passed is not available the same is to be taken up with the respective postal circle Administration in which the Board is Registered.

7. Candidate should ensure to upload all the mandate documents such as photo, signature, SSC certificate, community certificate and other documents should be submitted in legible and clearly scanned. Since, Non submission and submission of non legible blurred documents will be summarily rejected and the application is liable for rejection for all purposes. And certificates with vital information blurred, his/her candidature will be rejected.

8. Candidates should ensure that they are eligible for making fee payment before making payment. Since, Fee once paid will not be refunded. And also should note that in case of online payment sometimes the settlement may take up to 72 hours, hence candidates those or making online fee payment on the last days should ensure to get it settled. In any case if the payment made is not settled and application could not be submitted those fees also will not be refunded.

9. candidates are advised in their own interest to submit online applications much before the closing date and not to wait till the last date to avoid the possibility of disconnection/ inability or failure to login to the website on account of heavy load on the website during the closing days.

Only online application will be accepted from the candidate. Candidate who desires to apply online will have to register himself / herself in the portal through https://indiapost.gov.in or https://appost.in/gdsonline with effect from to with the following basic details to obtain the Registration Number:-

h. Only one Registration is allowed for one candidate. The same registration number should be used for submission of applications during the cycle to any of the circles. Mobile number mapping is mandatory for Registration. Once Registered the same mobile number will not be allowed for further Registrations of any other candidates also. In case of any duplicate Registration is found by altering the basic details all the candidatures relating to all such Registrations will be removed for consideration of selection. Any candidate who forgot the registration number can retrieve the registration number through option ‘Forgot registration’.

XXII. Fee Payment

1. Applicant of category OC/OBC/EWS Male / trans-man should pay a fee of Rs. 100/-(Rupees one hundred) for each set of five options. Candidate who requires to make the payment has to visit any Head Post Office or other identified Post Offices in India. Names of the offices are available in the website http://appost.in/gdsonline. The applicant can also pay the fee through online mode of payment using the URL provided in the Home page. All recognized Credit/Debit cards and Net Banking facility can be availed for this purpose. Charges applicable for usage of Debit/Credit cards and net banking as per the rules from time to time will be levied to the candidates. For making the payment of fee the candidate should refer the Registration Number in all cases.

2. However, payment of fee is exempted for all Female / trans-woman candidates, all SC/ST candidates and all PwD candidates. They may apply online directly through the provided

link in the Website.
3. For applying online candidate should submit the application by providing information of Registration Number to proceed to fill up the subsequent information. Documents once uploaded against one registration number will available for submission of subsequent posts or for other Circles. Hence, candidates need not upload any documents further. The candidates need to upload the following documents in the formats and sizes as prescribed, hence it is advised to keep the scanned documents ready in softcopy form before applying online. Sub: - Consolidated instructions on compassionate appointment — Replacement of Para 13 -regarding.

The undersigned is directed to say that consolidated instructions on compassionate appointment under the Central Government were issued vide this Department's O.M. No. 140] 4/2/2012-Estt. (D) dated 16,1.2013. Para 13 of these consolidated instructions provides guidelines to the competent authorities in Ministries/Departments for dealing with requests/ applications seeking appointment on compassionate grounds and disposal of such requests/ applications thereof by the Ministries/Departments.

2. References have been reccived from different Mintstries/ Departments relating to the procedure and modalities involved in processing claims of compassionate appointment. The lack of uniformity in processing such claims by different Government offices, has also come under scrutiny of the Courts. including Central Administrative Tribunals. As a result, a need has been fell to bring in more objectivity and transparency as well as streamline the process in dealing with requests/Applications seeking compassionate appointment. The Hon‘ble Jabalpur Bench of the Central Administrative Tribunal, in its Order dated 26.9.2019, in O.A. No. 202/00756/2017 of Deepanshu Raje v/s Union of India & Others. inter- alia, directed Secretary, Department of Personnel and Training, to issue revised guidelines, so as to bring in more transparency and probity in the system in processing the claims of Compassionate Appointment.

3. Therefore, after careful examination, the procedure, as provided in O.M. dated 16.1.2013. has been reviewed in consultation with the major stakeholder Ministries/Departments. Accordingly. it has been decided to substitute existing Para 13 of the consolidated instructions (OM dated 16.1.2013), with revised Para 13 given in Appendix.

4. All Ministries/Departments may circulate these revised instructions to all offices under their administrative control and also issue. wherever necessary. departmental instructions for supplementing these guidelines, for dealing with requests/applications seeking appointment on compassionate grounds.

13. PROCEDURE (existing para 13 of OM dated 16.1.2013 stands substituted as follows)

1. The Welfare Officer in each Ministry/Department/Office or a senior officer may be deputed to meet the family members of the deceased Government Servant and apprise them of the terminal benefits available to the family. This may be done at the earlies t possible, preferably, within 30 days of death.

2. In case it is observed by the Welfare Officer/Senior Officer that the condition of the family of the deceased Govt Servant is indigent, the family should also be apprised of the scheme for compassionate appointment.

3. In such cases, the Welfare Officer or any other Officer would assist the family member of the deceased Government servant in applying for appointment on compassionate grounds. The application should be made in the format prescribed as in Annexure. All assistance should be extended to enable such family member to fill the Application Form for compassionate appointment, The Applicant should be advised in person about the requirements and formalities to be completed by him. The Applicant should also be given detailed information of the posts to which they can apply.

4. The Administration shall satisfy itself regarding the correctness of the details entered in the Application form and family income and other details computed for processing the Application. During scrutiny, if any additional details or information having a bearing on the case, emerge, the same should be added as supplementary Note to the Application.

5. Every application found to be in order, should be acknowledged by assigning a unique Registration number. All pending Applications should also be assigned unique registration number. This may be done within 2 to 3 weeks of time. Once a unique registration number has been assigned to an application, the Applicant, including those whose applications are pending, may be informed through email or other forms of communication (including digital modes of communication) of their Unique Application Registration Number.

6. Some Departments such as CBIC, D/o Posts, D/o Defence have devised their own point based merit system, for processing claims for compassionate appointment. In order to bring in transparency and objectivity in dealing with such claims, all Ministries/Departments, ho have not yet developed such a system, may do so by devising their own point based merit system for assessing the merit of the claims of compassionate appointments.

7. While informing the Applicants of the registration number of their Application, they may also be informed of the likely number of vacancies likely to be available to be filled on compassionate grounds as well as be provided with a copy of the point based merit system.

8. To consider the various applications and to recommend individual applicant for grant of compassionate appointment, a Committee, comprising three members (one Chairman and two Members), may be constituted. The Committee may be chaired by an Officer not below the rank of Director/Deputy Secretary in the Ministry/Department and officers of equivalent rank in the case of attached and subordinate offices.

9. The Committee may preferably meet once in a year, to consider all fresh requests received in the last calendar year, in addition to pending applications. In case large number of applications are received at different times during the calendar year, the Committee may meet twice or more to consider the applications.

10. Prior to every meeting of the Committee, the Applicants whose applications are being considered, should be informed, through email or other forms of communication (including digital modes of communication), of the number of vacancies in each grade for which they are being considered as also the date the Committee is due to meet to consider their Application. However, the Applicant(s) would not be required to have any personal interaction, either with the Administration or the Committee and that the Applicants may not be asked to be present during the meeting of the Committee.

11. Every valid application shall be assessed strictly on the basis of the point based merit system formulated by the concerned administrative Ministry/Department.

12. The Committee should make its recommendation for appointment on compassionate ground as per the total points obtained by each Applicant, under the applicable point based merit system.

13. The result of each round of selection should be communicated to the Applicants. The points awarded against each parameter alongwith total merit points earned, should be provided to the Applicants through email or other forms of communication.

14. The minutes of each meeting of the Committee including the merit points earned by each Applicant should also be placed, within a period of three weeks from the date of meeting of the Committee, in public domain on the website of the Ministry/Department/Organisation for information of all concerned.

15. Recommendation of the Committee should be placed before the competent authority for a decision. If the competent authority disagrees with the committee’s recommendation, the case may be referred to the next higher authority for a decision.

Sir/Madam,

New RICT CBS version 1.4.3.0 for RICT devices have been developed and tested. The competent authority has decided to roll out RICT CBS version 1.4.3.0. The patch deployment in RICT CBS devices will be done from 25.08.2021to 31.08.2021 (1" Iteration/Deployment), 01.09.2021 to 06.09.2021 (IInd Iteration/Deployment), 07.09.2021 to 13.09.2021 (IIIrd Iteration/Deployment).

2.The following changes have been made in the RICT CBS version 1.4.3.0:

i) Performance improvement:

· Changes are done to handle slowness during a transaction.

· Device getting unresponsive during config file updation.

ii)Changes made in the RICT CBS application: -

· Validation of Minimum, Maximum limits, and Multiples for Account Opening, Cash Deposit/Cash withdrawal are made at the device level through a config file. (No action required by BPM — BPM should wait till the config file is loaded and display on the menu screen).

· Transactions for which response is not received due to network issues will be available under the Transaction Update menu with the status as Pending. BPM can check & update the status of pending transactions subsequently i.e. Cash Deposit, Cash Withdrawal, Account Opening, and High-value withdrawal.

· Transaction status will be available for all transactions in Daily Transaction Report (DTR) and failed transactions are also listed separately.

3. Circles are requested to follow the following instruction for a smooth rollout of RICT CBS version 1.4.3.0 in RICT CBS devices.

a. RSI Team will push the new version to the RICT device as per the schedule shared by RSI.

b. SOP Document with changes in functionality needs to be communicated to all branch post offices having RICT CBS application rollout.

c. Necessary instructions to be given to BPMs for keeping the device powered on the planned rollout date.

d. Post successful deployment/version upgrade, BPMs can carry out the regular work.

e. Transactions carried out in the older version will not reflect in Daily Transaction Report (DTR) after the version upgrade. BPM shall be requested to take DTR if it is required for previous dates before the version upgrade.

4. It is requested to circulate the roll-out plan, SOP for RICT CBS version 1.4.3.0, roll out instruction to all CBS Post Offices along with RICT CBS Branch Post Offices for information, guidance, and necessary action.

5. Hindi version of this order will be issued in due course.

In acquittance portion of withdrawal form (SB-7) of Post Office Savings Account or on the backside of POSB cheque, account holder shall write ‘For Reinvestment in ________ scheme in lieu of closed A/c No. ………….. for Rs. ………………through the agent……………………………………..(name of agent and C.A. number) and sign

Note:

1. Reinvestment should be done on same day when account closed.

2. The re-investment can be made either for the amount equal to or less amount and up to maturity value credited.

3. The reinvestment can only be made under same CIF and in the name of account holder/one of the joint holders/minor under the guardianship of the account holder i.e. The account holder (s) of the matured account shall be the sole account holder or one of the joint account holders or the guardian of the minor / person of unsound mind as the case may be, of the new account opened under reinvestment.

Sub: - Regarding deferment of proposed roll out of CBS-CTS Integration solution on 23.08.2021.

Sir/Madam,

Please refer to SB Order No. 23/2021 dated 18.08.2021 in which it was intimated about rollout of CBS-CTS Integration solution from 23.08.2021.
Due to network connectivity issue between CBS and CTS application, competent authority has decided to defer the proposed roll out of CBS-CTS Integration functionality for cheque clearance in CBS post offices on 23.080.2021.
New date for implementation of CBS-CTS Integration functionality will be intimated shortly. Meanwhile, Circle’s are requested to complete the following activities in this regard: -

i )Liquidate pendency of cheque clearing office account (SOL ID+0382)

ii) Post all pending Inward/Outward Zone in Finacle.

4. This issues with approval of the DDG (FS).

Sub: Calling for application of volunteers from Postal/ Sorting Assistant cadre to work in PTC, Darbhanga as Office Assistant and PO/RMS qualified Accountant as Junior Accountant.

Three posts of Office Assistants and one post of Junior Accountant are vacant in PTC Darbhanga. The CPMG, Bihar Circle vide letter No.Estt/Ptc/2021 dtd.03.08.2021 accorded permission to fill up these vacant posts by calling of willingness from Postal Assistant/Sorting Assistant /Qualified PO/RMS Accountant from Bihar/ feeder Circle.

Accordingly, applications are invited from volunteers amongst Postal/ Sorting Assistant/ Qualified PO/RMS Accountant to work as Office Assistant/ Junior Accountant in PTC, Darbhanga on deputation basis.

The computer knowing officials and having more than five years of service with good record of services in administrative office will be preferred for the post of Office Assistant. Service period can be relaxed, if needed. Similarly, only PO/RMS qualified Accountant having good record of service will be eligible for the post of Junior Accountant.
