		<description><![CDATA[The Export Control Joint Unit began operations on Monday 18 July.]]></description>
				<content:encoded><![CDATA[<p>The Government&#8217;s 2015 <a href="https://www.gov.uk/government/publications/national-security-strategy-and-strategic-defence-and-security-review-2015">Strategic Defence and Security Review </a>mandated the creation of a number of joint units to bring together resources and expertise from across Whitehall to deliver more effective ways of working. One of these, the Export Control Joint Unit (ECJU), began operating on Monday 18 July.</p>
<p>The ECJU brings together operational and policy expertise from the Department for International Trade&#8217;s Export Control Organisation (ECO), the Foreign &amp; Commonwealth Office (FCO) and Ministry of Defence (MOD) to promote global security through strategic export controls and facilitate responsible exports.</p>
<p><strong>What will this change mean for exporters?</strong></p>
<p>The export licensing process, including issuing <a href="https://www.gov.uk/guidance/mod-f680-applications">MOD Form 680</a>, will remain unchanged. Exporters should continue to use the <a href="https://www.spire.bis.gov.uk/spire/fox/espire/LOGIN/login">SPIRE online export licensing system</a>.</p>
<p>The decision to grant or refuse an export licence in any individual case has become the responsibility of the Secretary of State of the newly formed <a href="https://www.gov.uk/government/organisations/department-for-international-trade">Department for International Trade</a>.</p>
<p>The Secretary of State for Defence continues to be responsible for the decision to grant or refuse an MOD Form 680.</p>
<p>Individual staff involved in the export licensing process across ECO, FCO and MOD will retain their existing email addresses and titles for the immediate future. Since 18 July however, all ECJU staff have been based at the <a href="https://www.gov.uk/government/organisations/department-for-international-trade">Department for International Trade,</a> 1 Victoria Street, London SW1H 0ET.</p>

		<description><![CDATA[The ECO has amended and republished two OGELs: international non-proliferation regime decontrols: dual use, and military goods: collaborative project typhoon.]]></description>
				<content:encoded><![CDATA[<p>The Export Control Organisation (ECO) has amended and republished two Open General Export Licences (OGELs).</p>
<ul>
<li><a href="https://www.gov.uk/government/publications/open-general-export-licence-military-goods-collaborative-project-typhoon">OGEL (military goods: collaborative project typhoon)</a></li>
</ul>
<p>The main change to this OGEL is that Kuwait has been added to the list of permitted destinations for the export of military goods for the maintenance of Typhoon aircraft. There are other small changes to the terms and conditions as specified in the Explanatory Note.</p>
<ul>
<li><a href="https://www.gov.uk/government/publications/open-general-export-licence-international-non-proliferation-regime-decontrols-dual-use-items">OGEL (international non-proliferation regime decontrols: dual-use items)</a></li>
</ul>
<p>One of the items listed under Schedule 1 of this OGEL has been amended. This concerns the removal of rating code 2B006.b.1.c.</p>
<p>Both of these licences will come into force on <strong>Thursday 23 June 2016</strong>.</p>

<p>Topics will include:</p>

<li>Category 5 Part II &#8216;information security&#8217; Wassenaar Arrangement based controls and decontrols.</li>
<li>Category 5 Part I surveillance and Category 4 intrusion aspects.</li>
<li>Forthcoming changes to the controls.</li>
<li><a href="https://www.cesg.gov.uk/about-us">CESG</a> (information security arm of GCHQ) and Foreign &amp; Commonwealth Office Cyber team will attend this event.</li>
</ul>
<p><strong>Pre-course knowledge</strong></p>
<p>You should have already completed training on licences and strategic export controls generally before attending this course. There will be only a brief review of the licensing process. If you need to refresh your knowledge of licenses or legislation please see the latest webinars in <a href="http://blogs.bis.gov.uk/exportcontrol/uncategorized/notice-to-exporters-201615-view-four-webinars-on-export-control-topics/">Notice to Exporters 2016/15</a>.</p>

This will replace the current SPIRE system.</p>
<p>We want to create a service that is easy to use, designed with your needs in mind. So it’s very important that when you come to rate your goods, the system recognises all the search terms you could possibly want to input.</p>
<p>To do this, we’ve created a prototype that will capture all the searches and ratings that apply to the goods you want to export.</p>

<p>We are currently in the process of redesigning the online licence application system, so it is crucial that we understand your business needs, and what we need to change.</p>
<p>We’d be very grateful if you’d fill in this survey, which should take about 5 minutes of your time, depending on how much you want to tell us. The survey is anonymous, so please let us know everything that’s on your mind.</p>

				<content:encoded><![CDATA[<p>As you know, the Department for Business, Innovation &amp; Skills (<a href="https://www.gov.uk/government/organisations/department-for-business-innovation-skills"><span style="color: #0077cc">BIS</span></a>) is leading a project to create a cross-government digital platform for import and export licensing. This is intended to replace the current SPIRE system.</p>
<p>Our goal is to provide an easy to use, accessible service with the right level of support, whether in the form of online chat, telephone help or tool tips.</p>
<p>We have created a <a href="https://www.surveymonkey.co.uk/r/7RJS5FY">short survey</a> to collect information about your digital requirements, preferences and your online usage.  This information will help us shape what we provide, how we provide it and the levels of support we put in place.</p>
<p>It&#8217;s important that everyone can access the service, including through assistive technologies, so please also tell us about the software that you or your company are using at the moment.</p>
<p>If you would like to get involved with testing our prototypes and giving your views on creating a service that best suits your needs, you have the option to leave your contact details at the end of the survey.</p>
<p><strong>Please note:</strong> this survey does not cover user satisfaction of the current levels of service ECO provides. A survey on this topic will be released shortly.</p>

				<content:encoded><![CDATA[<p>The Export Control Organisation (ECO) has published two new Open General Export Licences (OGELs) for unpopulated (bare) printed circuit boards (PCBs), cables and wiring harnesses, connectors and fasteners:</p>

<p><a href="https://www.gov.uk/government/publications/open-general-export-licence-pcbs-and-components-for-dual-use-items">Open general export licence (PCBs and components for dual-use items)</a></p></blockquote>
<p>These OGELs permit the export of specified control list entries to any destination, other than a destination excluded from the licence. The country list has been designed to be as wide as possible, excluding only embargoed destinations and a small number of other very sensitive destinations.</p>
<p><strong>Action for exporters</strong></p>
<p>As with other OGELs, exporters must:</p>
<ul>
<li>register to use the licences</li>
<li>keep appropriate records</li>
<li>be subject to compliance auditing by the ECO.</li>
</ul>
<p>There is however no requirement to obtain consignee or end-user undertakings.</p>
<p>The new OGELs were developed following proposals by technology industry trade body <a href="https://www.techuk.org/">techUK</a>. They form part of the Government’s commitment to introduce better and more flexible open licensing, in response to techUK’s <em><a href="http://webarchive.nationalarchives.gov.uk/20160106103937/http:/discuss.bis.gov.uk/focusonenforcement/files/2015/03/a-review-by-techUK-of-export-control-regulation.pdf">Business Focus on Enforcement Review</a>,</em> published in March 2015.</p>
<p>ECO continues to explore ways to move more of the less sensitive exports to open licences. This will help to reduce the administrative burden on business and to allow ECO focus its resources on more sensitive cases.</p>
