2015 will come easy for engineering students as the All central government-funded engineering schools, including the Indian Institutes of Technology (IITs), will choose students through a common entrance examination in 2015. JEE Mains and JEE advance which are two separate exams will be merged from next year HR ministry has decided. IITs across India have already been informed about it.

According to government ruling, all engineering colleges will have to conduct common counseling for students in 2014. Candidate who wants to get into IITs needs to crack JEE advance whereas all the government funded technical schools, including the National Institutes of Technology (NITs) and the Indian Institutes of Information Technology (IIITs) use JEE Main scores for admission.

The top 150,000 students of the main examination are eligible to sit for the JEE-Advanced test for a seat in the 16 IITs and Indian School of Mines (ISM), Dhanbad.The two tier JEE system was launched in 2012 in order to reduce the influence of coaching centers on aspirants for the top technical colleges and making the admission process simpler for students.

Currently, first IITs conduct student counseling followed by NITs and other engineering colleges. The counseling session begins right after the class 12th board exam results are declared.

At least 1.4 million students appeared for the JEE-Main exam last year and the top 150,000 sat for the JEE-Advanced test. where IITs and ISM admit more than 9,600 students a year at the undergraduate level other top engineering colleges give admission to more than 25,000 students.

It was noticed that in the year 2012 about 600 seats at the IITs and the NITs fell vacant because of separate counseling since they receive offers from IITs and NITs at the same time.

According to Vishwaas Kumar a JEE-aspirant from Hyderabad says "The joint exam decision is a great step towards the betterment of aspirants. The effort should be to make life easier for students".

The IITs said the plan for a joint counseling may not capitulate the preferred results.A senior IIT official commented "Once the new government comes, they may take a different view than what the present government thinks," the official said, requesting anonymity."

Nalanda University back in action

Once of the most ancient and revered centres for education the Nalanda University , will begin operations from February 2014. Although beginning on a small scale, Nalanda University aims on becoming an international centre of learning in our very own Bihar and restore its previous prestige.

The first batch of students, faculty and staff are to move by February-end to Rajgir, about 100 km from Patna, adjacent to where the sprawling international university is set to come up."By the end of February we are moving to Rajgir. We are taking hotels nearby, exploring all options," said an official source. Nalanda University at present has 40 students or Nalanda fellows. Along with the faculty and staff, they would operate out of the temporary campus till the actual structure comes up.

"The Bihar government has offered us use of its health department office. The Bihar chief minister (Nitish Kumar) is personally monitoring the project," the source added.

The university, an initiative of the Indian government and the 18 East Asia Summit (EAS) countries, is coming up around 12 km from the ruins of its ancient namesake that was flocked by thousands of scholars and thinkers from across the world till the 12th century. It was then destroyed by an invading Turkish army of Bakhtiyar Khilji, a general of Qutbuddin Aibak. It was set on fire by the invaders and the blaze in the huge library is believed to have raged for several days.

An around eight-km boundary wall marks the 446-acre campus where the modern centre of excellence is to come up. The residential university, due to be completed by 2020, is to have seven schools - all for postgraduate and doctorate students.

The university, which has Nobel laureate Amartya Sen as its chairperson, is to start its first academic session from this year. The first batch of students would be enrolled for two postgraduate programmes in history and ecology and environmental studies.
Last May, the Nalanda board had approved the architectural plan of the proposed university. "The government is fast-tracking the university," said the source. The Nalanda University (Amendment) Bill 2013 was introduced in the Rajya Sabha on Sep 5, 2013, by the external affairs ministry and was referred to a parliamentary standing committee. The committee's report was tabled in the Rajya Sabha during the December winter session of parliament.

The department of expenditure has cleared the Rs.2,700 crore cost for the university to be spent over 10 years. The approval of the cabinet committee on economic affairs is now being sought.

The architectural design approved for the new university has proposed a massive lake at the centre of the campus. The library, a huge dome-shaped structure, would come up in the middle of the lake and be half submerged.

China has already committed $1 million for the project, Singapore has pledged $5-6 million and Australia about $1 million Australian dollars. All the funds have been committed on a voluntary basis. During his trip to Brunei in October, Prime Minister Manmohan Singh inked agreements with seven EAS countries that have pledged their commitment to the Nalanda University project.

The memorandums of understanding (MoUs) were signed with Australia, Cambodia, Singapore, Brunei, New Zealand, Laos and Myanmar. India signed the Mou with China during the prime minster's visit to Beijing in November.

Lucknow University considers Semester system

For all those who are thinking to pursue their under-graduation from Lucknow University for the session 2016-17 they might be the first batch to witness a semester system. The National Assessment and Accreditation Council (NAAC ) in its last visit to LU in 2002 recommended them to introduce a semester system for their under-graduate and post-graduate courses. Although for post graduation courses, the semester system was introduced but for the past 13 years, no step could be formulated for its UG courses.

"The PG courses still have flaws. An introduction to the choice-based credit system is yet to be done which will be formulated from the next academic session. Two years later, semester pattern will be launched in UG", said the University Vice Chancellor, SB Nimse. He also added that the choice-based credit system initially will be limited.

Speaking to the reporters, Nimse accepted that the other NAAC recommendation like computerization of all departments has yet to be finished, while wi-fi campus is yet to be initiated. VC said that the process of appointment of teachers in the campus, which was also a NAAC recommendation, has also begun.

The NAAC members' visit to the University is likely to be held in the end of February this year.

CAT Results expected on 14 January 2014

Common Admission Test (CAT) is conducted by Indian Institute of Management (IIMs) for selection of students for their business administrative programs. The exam was conducted from 16th October 2014 to 11th November 2013 across the nation. The result of the exam is expected to be declared on 14th January, 2014.

CAT is an entry gate for students planning to pursue their Masters in Business Administration and other management programs at Indiaâ??s premier Business Schools. This year, around 1, 94, 516 candidates appeared for these exams. While last year, there were 2.14 lakh candidates appearing for the exam. The CAT test was held in 76 centres across 40 cities.

In 2013, there was an increment in the number of seats too. 115 seats had been added bringing the total to 3, 335 seats and another 7,000 seats in B-schools as well. Also, there has been an increase in the number of IIMs. The total IIMâ??s now count to 13.

Not only IIMs, but several other leading institutes such as Kirloskar Institute of Management, MICA Ahemdabad, Nirma Institute of Management, S.P. Jain Institute, and TAPAI also have CAT as a mandatory examination.

Then why is the candidate number decreasing every year?

Experts blame the economic slowdown and lack of jobs in the market due to the slump.

In the times when economic conditions get tougher, those with a job try not to switch. Experts have come to the conclusion that MBA education in India has come to a static and some private companies are also shutting down, which, in turn, leads to a slowdown in economy. But, despite of the total candidates going down, the number of female candidates appearing for the CAT exam has increased from 23% in 2009 to 29% in 2013. Also, the female candidates are better achievers at success, with 255 women scoring higher than 99 percentile.

The IIM directors and head of B-schools although are firm to believe that though there is a decline in numbers, it will not affect the quality of education in India. They add on to say that less than 1% of the applicants get selected to these institutes which ensures that only the best of the best candidates are selected and thus a minimal decline will not affect the quality of education.

CBSE Class 10th Results 2014 to be declared in last week of May

CBSE class 10 results 2014 is expected to be declared in the last week of May 2014. The results will be declared on the official CBSE website www.cbse.nic.in. Class 10th board exams are commencing from Saturday, March 01, 2014 to Wednesday, March 19, 2014. CBSE has recently declared the complete class 10th and 12th date sheet.

Central Board of Secondary Education (CBSE ) has come up with an amendment in their Board's question paper pattern. They are planning to have formulas loaded in the question paper. This question paper reform has been taken in order to prevent rote learning and rather to make the question paper more application-based.

CBSE has also announced the dates of Class 10th Optional Proficiency Test. interested candidates can apply before 31st January 2014. The Optional Proficiency Test will be held after the completion of CBSE Class 10th exams 2014 and aims to gauge the students' understanding in the various subjects. Any student studying in a CBSE affiliated school and appearing for CBSE 2014 Secondary (Class 10th) exams is eligible for the Optional Proficiency test and may register for desired subjects through their respective schools.

IIT-Bombay graduate promises to make technology user-friendly for blind people

MUMBAI: IIT-B graduate Pranav Mistry, best known for his futuristic work in computing, has promised a "big bang" innovation in about three months, at the Techfest on Sunday.

Mistry had started his research in 2001, at this very science and technology festival as a student.

Mistry, who along with his colleagues, is trying to make his SixthSense technology user-friendly for blind people, said "In the future, anything and everything will be possible."

SixthSense is a wearable gestural interface that augments the physical world around us with digital information and lets us use natural hand gestures to interact with that information.

Mistry, who feels that the IIT designing degree was the best thing he did, said that Indian mythologies, like Ramayan and Mahabharat, the ideologies and strategies used, inspire him.

"Magic is possible with the use of technology and that is what inspired me," said Mistry, head of his think-tank team and director of research at Samsung Youngsters. "We need to look beyond the possible and draw inspirations from things which motivate you. I was inspired by former president A P J Abdul Kalam's thoughts. Kalam had said, 'The future is now,' and I have always stood by it."

Earlier in the day, Christopher Charles Benninger, an American-Indian architect and planner, spoke of what it takes to design a building appealing at the same time following the engineering way. He showed the development of architecture over the years, and also numerous interesting materials for constructing a building, including Sea Pearl. He also supported the originality in architecture.

On Sunday, Techfest saw a footfall of 55,000, which takes the overall footfall to 1.35 lakh. The best teams were

Mumbai University is suffering for want of proper academic leadership

MUMBAI: The vice-chancellor of the University of Mumbai, Rajan Velukar, has mishandled the situation again. He has suspended Professor Neeraj Hatekar for raising awkward questions by using the emergency powers vested in him. Just as he did not know the difference between 'alumnus' and 'alma mater' at the time of his appointment (he called himself "an alma mater" of the Nagpur University), perhaps he does not know what the 'emergency powers' vested in the VC's position are for.

It is sad to see that the tumultuous welcome he received has had no effect on him. It is equally sad that no charge against him ever sticks. It will be a travesty of justice if verdicts come after he completes his term in office. But whose money is being spent on these cases? His or the university's? How much time and energy do the university's officers expend on these cases? And how much should the University spend on court cases?

While these are worrying questions, what is more troubling is that a great institution is suffering for want of proper academic leadership. Those who have known its glorious past or were associated with it are helplessly watching. They can only cry or wail. This is a situation where no free, sensible man can help but revolt against what is happening in the University of Mumbai.

That VC Velukar is no academic leader was known in academic circles before his appointment. That he is no Gandhian, as he poses to be, was quickly proved by his vindictive actions after his appointment. That he is no cultural leader (VC of a university like the Mumbai University ought to be) is also clear by the fact that he does not come out in the open. Why, he rarely presides over even University functions.

In contrast, Professor Hatekar is known for his integrity towards the profession and as a very competent, sincere and popular teacher. A Fellow of the Cambridge University, he has alleged instances of the VC Velukar's attempts at perjury and false claims. He has exposed Velukar's incapacity to govern an institution of this size and standard. Most of Velukar's three-and-a-half years have been spent in extra-mural and extra-curricular areas, which he has tom-tommed in the media.

One really wonders why the authorities — Minister of Higher Education, the Department Secretary, the Management Council members and Chancellor — remain silent when every other day a new charge against Velukar gets published in the media. Charges of mismanagement, appointment goof-ups, examination irregularities and his wrong claims. Is the management council of the University of Mumbai full of servile yes-men? Has he become so audacious because of proximity to the powers that be and because he is certain of his survival?

Is Ibsen's 'Enemy of the People' being re-performed in the University of Mumbai? Professor Neeraj Hatekar is made out to be a Dr Thomas Stockman and, looking at the charges levelled against him in his order of suspension, shown as an enemy of the academic people. What is the "moral turpitude" shown by Professor Hatekar? The Professor has brought forth issues about the Vice Chancellor's ethical standards by citing instances, which, according to him, constitute the VC's perjurious behaviour. Raising questions, academic, socio-cultural, even political, is the very soul of University life. The Professor, if felt necessary, should have been issued a show-cause notice. But had that been done, his reply would have had to be put before the members of the Council. Velukar did not include the item of Professor Hatekar on the agenda of the meeting as if this case was confidential.

Judicial solution is a time-consuming process and 'let Professor Hatekar seek judicial redress' is perhaps Velukar's refrain. Velukar has already exposed his modus operandi. And members of the Management Council, like 'sheep in sheep's clothing', have given their consent to use "emergency powers" to suspend the Professor? It should have ordained the Vice Chancellor to rebut the charges and then issue a show-cause notice.

It is high time the chancellor intervened and sought straight replies from vice-chancellor Velukar to the questions raised.

Maharashtra University of Health Sciences to launch innovation centre

NASHIK: The Maharashtra University of Health Sciences (MUHS) will be launching an Inter-Institutional Inclusive Innovation Centre (I4C) from January 31.

The centre will be a platform for visionary innovators, industrial houses, investors, policy makers, scientists and technocrats to discuss innovations.

Health has 30% relevance in this scheme. The MUHS will be launching the platform in the health sector, said Arun Jamkar, vice-chancellor of MUHS.

"We are seeking ideas and innovations from the public and we will help them develop those ideas. We will be creating the infrastructure and providing the facilities in all major cities in the state or networking in cities across the state," Jamkar added.

He said that all the laboratories in the state are underutilized and these could be made use of under this scheme. This could also help in protecting intellectual property rights as the innovations and ideas of people would be known through the networking.

Through this platform, innovations which are socially relevant and aimed at the bottom of the pyramid will be identified, especially in areas such as health, information technology, energy, water, engineering and environment. Funding will also be aided.

Cochin University of Science and Technology yet to renew National Assessment and Accreditation Council accreditation

KOCHI: The Cochin University of Science and Technology (Cusat) may lose out on financial assistance from the University Grants Commission (UGC) as it has not renewed its accreditation issued by the National Assessment and Accreditation Council (NAAC).

As per clause 7.1 of its 2012 regulations, UGC has notified that financial assistance will be given to institutions of higher education which have undergone assessment and accreditation process. Accordingly, in its meeting on November 29 it was decided that all universities and institutions must apply for NAAC accreditation by June 2014, failure of which would lead to discontinuation of financial assistance by UGC from April 2015.

Cusat lost its NAAC accreditation six years ago but is yet to renew it. According to university sources, the delay has been due to the confusion about Cusat getting Indian Institute of Engineering Science and Technology (IIEST) status. "Once, Cusat gets IIEST status we need not apply to NAAC. Also, another reason for the delay is Cusat's grave financial situation," said an official.

The accreditation process is based on different criteria, including curricular aspects, teaching-learning and evaluation, research, consultancy and extension, infrastructure and learning resources, student support and progression, governance, leadership and management and innovations and best practices.

With over 45% vacancies in faculty positions, the university could lose out on points on that ground, sources say.

The University of Kerala has also not renewed the NAAC status.

With the university not having a full-time vice chancellor and registrar to start with, the issue of appointment of permanent staff in the teaching section is a major lacunae. With more than 45 percent vacancies in the faculty positions, the university could lose out on points on that ground, point out sources.

Interestingly, research and teaching, learning and evaluation are two categories which get the maximum points. Sources point out that status of colleges recognized by the university but not affiliated and their academic performance could come under the scanner as Cusat is a unitary type of university.

The candidates who are appearing in the CAT-2013 being conducted by the IIMs across the Country and are desirous of seeking admission to MBA programme of University of Jammu in the Business School/Offsite Campuses (Kathua and Bhaderwah)/Private Institutes/College affiliated to the University if Jammu (Institute of Management Sciences, Model Institute of Engineering and Technology. Mahant Bachittar Singh College of Engineering and Technology) are required apply to The Business School.

Eligibility:

The candidates must hold a Bachelor’s degree with at least 50% marks or equivalent CGPA (405 marks in case of the candidates belonging to Scheduled Castes/Scheduled Tribes as per the norms of University of Jammu), In any discipline from a recognized Indian university or any other equivalent examination with 50% marks.

The candidates who have appeared or are appearing in the final year Bachelor’s Degree Examination in 2013 or as the case may be, can also apply provisionally. However, such candidates shall have to produce the proof of having appeared and/ or passed their Bachelor’s Degree Examination with the requisite percentage of marks by the date as may be specified by the University of Jammu.

Seats:
The seats shall be filled as per the norms of the University of Jammu.
Besides, there is also a provision of self-financing seats in The Business School and the Offsite Campuses, over and above the open/reserved category seats as per University statues.
There is also the provision of management quota seats in Private Institutes/Colleges over and above the open merit seats.

However self-financing/management quota seats shall also be filled strictly as per merit and as per the University norms/statues for the same.

How to apply:
The application forms are available in The Business School on all working days between 10.00 am to 5.00 PM on the payment of Rs 1000/- through the Demand Draft drawn in the favour of Director, The Business School, University of Jammu, payable at Jammu.

Note:
University of Jammu uses CAT score for short listing the candidates for Post-Graduates Programme in Management (MBA).

IIMs have no role either in the selection process or in the conduct of the programme.
Also, IIMs reserve the right to change or cancel any test center /venue and / or change the CAT Test window time and dates at their own discretion.

Further that, CAT score constitutes one of the parameters of selection, besides other components related to selection as per the statutes governing MBA programme/Admission norms as specified for the Courses by the University of Jammu.

AFMC announces MBBS admissions through AIPMT 2014

Premier medical institute of India, the Armed Forces Medical College (AFMC) has announced that its MBBS admissionfor 2014 will be based on the All India Pre Medical Test - AIPMT 2014.

Medical aspirants planning to apply foran MBBS seat in AFMC must therefore ensure that they register to appear for AIPMT 2014 which will be conducted by the Central Board of Secondary Education (CBSE) on 4 May, 2014 (Sunday) in selected cities across India and abroad.

The online applications for AIPMT without late fee are allowed between 1 December and 31 December, 2014. Medical aspirants can apply online till 31 January, 2014 with a late fee of Rs. 1000.

Apart from appearing for AIPMT 2014, applicants must also apply separately to AFMC. The medical institute is expected to announce its application details soon. Keep watching this space for updates.

Private schools move HC against nursery order

NEW DELHI: Unaided private schools of Delhi challenged the government order on nursery admissions before the Delhi high court on Friday .

The schools argued that LG's latest order violates recommendations given by HC approved Ganguly committee. It also violates autonomy sanctioned by Supreme Court for private schools by doing away with management quota seats. They further attacked the order for making neighbourhood and distance the "sole determining criteria" for securing admissions.

The plea filed by the action committee of unaided private schools challenges the December 18 notification issued by the LG claiming it was "absolutely illegal, arbitrary and without jurisdiction". The schools have highlighted how LG's office had sought more time from the high court to frame guidelines on the ground that the aid and advice of the state cabinet is needed.

"The notification was issued in contravention and violation of the guidelines issued by the ministry of human resource development in November 2010 whereby complete autonomy was granted to private schools to frame their own policy for admission," the petition said.

It claims the guidelines are against the principle of autonomy and the recognized unaided private schools were given the power by the central government to formulate their own admission criteria for 75% seats. Central government , Directorate of Education and the lieutenant governor's office have been made party in the plea which also claims the Delhi government or the lieutenant governor does not have the power to fix criteria of admission in unaided private schools.

On December 18, LG Najeeb Jung had issued new guidelines for the nursery admissions for the session 2014-15 and took various steps such as scrapping of 20% management quota. The neighborhood criteria, which seeks schools to give preference to children living within the radius of six kilometres from school, has been given maximum weightage with 70 points out of 100 in the open category seats. Later, the lieutenant governor enhanced the criteria to eight kilometres. The admission process for nursery classes will start from January 15 and the last date for submission of applications is January 31.

Universities told to update information through DCF

VARANASI: In order to avail grants and funds provided by the Central government, now the universities and the affiliated colleges should update information as per the Data Capture Format (DCF) as soon as possible.

Union joint secretary higher education RP Sisodiya addressed the representatives of the Mahatma Gandhi Kashi Vidyapeeth and Sampurnanand University through video-conferencing on Friday. Representatives of the affiliated colleges of both the universities were also present.

The video-conference was aimed at instructing the administration of the universities and affiliated colleges to make the data available online through the DCF.

The DCF is a part of the Central government's project 'All India Survey of Higher Education' (AISHE) and aims at making the information including infrastructure, student strength, resources, result, budget, status of NAAC accreditation of the institute available online.

For this, the universities and affiliated colleges are required to provide relevant information in DCF at the website aishe.gov.in as directed by the HRD ministry.

At present, the scenario is not good. Sources said that out of 272 colleges affiliated to MGKV, only 21 have provided information in DCF on the said website, whereas only 183 colleges affiliated to Sampurnanad Sanskrit University have provided information, out of a total of 523 colleges.

CMAT 2014 registration dates extended till Jan 16, 2014

Good news for the candidates who could not apply for Common Management Admission Test February 2014-15 (CMAT February 2014-15). The registration date has been extended form January 2, 2014 to January 16 2014.

The dates have been extended as latest notifications from few state governments and to assist candidates aspiring to appear for CMAT February 2014-15 claims AICTE officials.
The All India Council for Technical Education (AICTE ) conducted Common Management Admission Test (CMAT) 2014 to be held from 20th February 2014 onwards will be used for admission to Management courses.

The CMAT 2014 is a 3 hour computer based examination consisting of 4 topics (Quantitative Techniques & Data Interpretation, Logical Reasoning, Language Comprehension and General Awareness) with 25 questions each and a total of 400 marks (100 marks for each topic). Negative marking is applicable with 1 mark deduction for each incorrect answer.

Although CMAT is not a compulsory exam 4,500+ Institutes across 26 states in India admit students on basis of CMAT scores. Some of such institutes include ITM University in Gurgaon, VIT University in Vellore, Alliance School of Business (Alliance University) in Bangalore, Jaipuria Institute of Management in Noida, IPE in Hyderabad.

ACIO Graduates II 2013 results declared

Intelligence Bureau (IB) has declared the written exam results for the post of Agency Chief Information Officer (ACIO) II- Executive. The written exam was conducted on 15th September 2013 by Ministry of Home Affairs (MHA). MHA had issued recruitment notification for 750 Assistant Central officer post in Intelligence Bureau. After the evaluation of each candidate's performance, the list has been declared. The selected candidates are found eligible for the further recruitment process.

The short listed candidate will be called for an interview. The interview is scheduled to take place anytime from 13 January 2014 - 25th January 2014. UP Police Constable Exam Results to be announced shortly

Uttar Pradesh Police Recruitment and Promotion Board (UPPRPB) will be announcing its UP Police constable result 2013 soon. The examination was held on 15th December 2013, at various centres of UP.

The UPPRPB was established to recruit the candidates for police force for various posts and also maintain a record of the same to be able to promote them. This board mainly focuses on the recruitment of candidates in order to select the best candidates for various posts. At times, they also provide training to the recruited candidates to sharpen their skills, and enhance their performances.

The board had announced vacancies for 41,610 police constables. The candidates will be evaluated on the basis of their performance in the written examination test and will be short listed accordingly. COMEDK-PGT registration 2014-15 closes today

The procedure of registration for Consortium of Medical, Engineering and Dental colleges of Karnataka post Graduate Entrance Test 2014 (COMEDK-PGET) is ought to close today i.e. 3rd January, 2014. COMEDK is a fair, objective and effective procedure to determine the merit of students seeking admission to the member institutions. It has been formed by Karnataka Private Medical and Dental Colleges Association.

The entrance test namely COMEDK PGET is obligatory for students looking for admissions in post graduate (PG) courses in member institutions of COMEDK. It is applicable in 12 Medical colleges and 19 dental colleges in Karnataka. A list of all the member institutes that have shown up participation in COMEDK along with all the courses offered by them is available in the COMEDK website,

Online Test Admission Tickets (TAT) can be obtained from the applicant login of the website. The tickets will be available from Thursday, 16th January, 2014 onwards.
The candidates need to download and print the Test Admission Tickets in order to appear for the COMEDK PGET 2014. The exam is expected to be held on Sunday, February 2, 2014.

The candidates without the Test Admission Ticket will not be allowed to sit for the exam, as it is a compulsory document. Also, under no circumstances the ticket will be dispatched by post or courier or in person.

PG Medical and PG Dental courses will have a separate test. This 3-hour long test will have 180 Multiple Choice questions (MCQ). The results of these exams are expected to be declared on Monday, 17 February, 2014.

Delhi Nursery admission 2014: Najeeb Jung modifies distance criteria

Delhi Lieutenant Governor Najeeb Jung has relaxed the guidelines for nursery admissions following a meeting with school authorities. According to reports, the Lieutenant Governor has modified the distance criteria for admissions from six kilometre to eight kilometre, giving parents more choices of schools for their wards.

However, there was no review of the management quota which was abolished by the L-G in his December 18 guidelines for admission to nursery in private unaided recognised schools of the capital.

School associations have been demanding more autonomy in selection process including freedom to admit students under the management quota. "It has been decided to enhance the outer limit of six kilometre kept for the neighbourhood criteria to eight kilometre. While six kilometres limit would satisfy the bulk of the requirement, some parents had raised concerns on narrowly missing the criteria because they had identified specific schools.

"Any further increase would vitiate the concept of neighbourhood schools, and increase the travel time for small children considerably," stated the order. The guidelines issued by L-G Najeeb Jung on December 18 gave 70 points out of 100 in the open category seats under the "neighbourhood' criteria.
The L-G, however, discarded the suggestions to have slabs in the neighbourhood criteria owing to limited seats for admission. "Slabs with more weightage for shorter areas would deny most children from admission," the order stated.

The L-G's order did not review the management quota. "There is possibility of misuse of this quota and this cannot be accepted in a society that seeks to provide equal opportunity in education for all that includes the poorest of poor and the weakest of the weak. The intent is to ensure to the maximum extent possible that admission for children would be in a transparent and fair number," the order mentioned. The order also clarified that the staff/employees quota will apply in the case of grandchildren also.

On the issue of the five per cent quota for girls in co-ed schools, the order stated that the impression that it would limit the admission of girls to said per cent of the available seats is wrong. "This is incorrect. The five per cent quota is a reservation to encourage education to the girl child and to ensure that where there are limited seats, the girls are not deprived in favour of the male child.

"Girl children would be entitled to the normal admission process for open seats the same as boys in a transparent manner," the order stated.
Meanwhile, some private schools were not pleased with the order and said they will approach the court seeking relief. "The Department of Education or the Delhi government or in that matter Delhi L-G does not have the power to fix criteria of admission in unaided private schools. It is the question of autonomy whether the Delhi government or LG enjoys the power to give this kind of order regarding the admission matter.

"We will call a meeting of the committee in a couple of days and decide future course of action. If we do not get any response from the government, we will approach the court," said SK Bhattacharya, president, Action Committee for Unaided Recognised Private Schools.

58 New Medical Colleges get Government's approval

A total of 58 colleges will be set in states with central assistance, thus creating 5,800 MBBS seats to add to the current 50,000 MBBS seats available. The Cabinet committee on Economic Affairs accepted and cleared the proposal of the Ministry of Health and Family welfare for setting up the new medical colleges attached with existing district and referral hospitals.

This decision has been taken to deal with the issue of shortage of doctors, aiming at increasing the number of doctors and also elevating the doctor-patient ratio by increasing the number of MBBS seats available across the country. The distance between the district or referral hospital and the new medical colleges will be within 10Kms.

Finance Minister P.Chidambaram said that the central assistance share will consist of Rs.8, 457.40 crores while that of State will be Rs.2, 513.70 crores. The funding pattern of states will be 75:25 under the scheme, whereas it will be 90:10 by central and state governments respectively for north-eastern states and special category states. The establishment cost of 1 medical college is estimated to be around Rs.189 crore.

Currently, there are 381 medical colleges across the nation with 49,918 MBBS seats registered with the apex medical regulator: The Medical Council of India.

PM stresses on critical importance of investing in education

NEW DELHI: Underscoring the critical importance of investing in education, Prime Minister Manmohan Singh on Friday said his government has widened educational opportunities with the launch of Sarva Shiksha Abhiyan and scholarships for the underprivileged and girl child.

"I take great pride in the fact that we have transformed the education landscape of our country," he said, referring to the number of educational institutes set up during his tenure as the PM.

Noting that he himself as been a beneficiary of liberal scholarships and public investment in education, Singh said, "Education has been a key element of our strategy to increase the productive capacity of our economy and improve access to better jobs.

"I have myself been a beneficiary of liberal scholarships and public investment in education. I can, therefore, well understand the critical importance of investing in education," he said.

Addressing a press conference, he said through Sarva Shiksha Abhiyan, the new scholarships for SCs and STs, OBCs and with a focus on the girl child and young women, "we have widened educational opportunities".

The government has also set up new universities, new institutes of science and technology, new industrial training centres and enabled the flowering of individual enterprise in skill-building and education, he said.
