			<content:encoded><![CDATA[<p>THE Department of Education (DepEd) said Sunday it has ordered its engineers and field units to fast-track the repair and rehabilitation of schools damaged by typhoon Sendong in Mindanao.<br />

Education Secretary Armin Luistro said aside from repairing damaged schools, he has also ordered their engineers in Northern Mindanao, particularly in the cities of Iligan and Cagayan De Oro to construct makeshift classrooms to temporarily accommodate students who will be returning to their respective classes next month.</p>
<p>Luistro said the resumption of classes would help the affected students move on from the tragedy and returned to normal lives even as he vowed support not only for students but also for teachers in the affected communities.</p>
<p>Earlier, the department said a team from their Health and Nutrition Division, the National Center for Mental Health and the National Center for Disease Control and Prevention will conduct stress debriefing and psycho-social therapy on students and teachers to help them cope with the tragic situation and help them to move on as well as release pent-up feelings and emotions.</p>
<p>The DepEd chief expressed belief that the rehabilitation initiatives, especially on the area of psycho-social intercession, will eventually have a substantial impact on the recovery of the victims enabling them to cope with the harrowing experiences they had gone through.</p>
<p>Aside from these initiatives, Luistro also promised financial help to teachers in the form of loans to help them tide things over.</p>
<p>Families of teachers who died during the catastrophe will be given P10,000 each in financial assistance while teaching and non-teaching employees will be provided with calamity loans through DepEd’s provident fund.</p>
<p>In terms of school infrastructure damage, a latest DepEd report showed 39 schools, including two in Iligan City that were totally washed out, with 406 classrooms sustained damage mostly due to the massive flooding wrought by Sendong for an estimated cost of P79.6 million.</p>
<p>Damages for school furniture stood at P20.42 million, P2.075 million for textbooks and instructional materials and P3.85 million for IT equipment.</p>
<p>Overall, Luistro said total estimated damage to DepEd properties is at P105.95 million with majority of the fund for repair and rehabilitation coming from the department’s Quick Reaction Fund. <strong>(AH/Sunnex)</strong></p>

			<content:encoded><![CDATA[<p>Up to three schools destroyed in the devastating floods that ripped through Northern Mindanao in the wake of storm “Sendong” will be relocated to safer ground, Education Secretary Armin Luistro announced Saturday.<br />
<span id="more-449"></span><br />
Following a visit earlier to the worst-hit cities of Cagayan de Oro and Iligan, Luistro also vowed to strictly observe the environment department’s geohazard mapping in the construction of schools.</p>
<p>“Essentially, we have two schools that were totally washed out which we no longer intend to rebuild. They were already determined to be in the geohazard area,” Luistro told the Inquirer.</p>
<p>“And there is perhaps a third one.  I said we will not rebuild them anymore but relocate them,” he said. “The President’s marching orders is to relocate residents in the area so probably, we really don’t have to rebuild the schools there.”</p>
<p>He said the Department of Education will coordinate with other officials involved in relocation of affected residents.</p>
<p>In the meantime, Luistro has instructed engineers to speed up repairs of damaged schools or build makeshift classrooms to ensure that students return to class by Jan. 3.</p>
<p>He said resuming classes in storm-hit areas as scheduled along with the rest of public schools nationwide would help affected students cope with what they had gone through, and eventually move on.</p>
<p>The department has allotted P20 million for the repair of 39 schools. Damage was estimated at P106 million.</p>

Public school teachers living in the devastated areas still volunteered to prepare meals at the evacuation centers, even if they themselves had lost family members or their homes in the flood, Luistro told the Inquirer on Thursday.</p>
<p>“Almost all the teachers, even after their homes were flooded or they lost loved ones, are there helping each other,” said the official, who flew to Cagayan de Oro and Iligan Cities earlier this week to see the Sendong’s Ground Zero up close.</p>
<p>“Without any prompting from us, the teachers were the ones cooking food for evacuees. They scrounged around and drew from their own pockets to help feed the evacuees even before help came from outside,” he said.</p>
<p>Another heartwarming and unexpected gesture greeted Luistro when he returned to Manila. Utility workers at the Department of Education (DepEd) central office in Pasig City decided to donate the sacks of rice the secretary earlier gave them supposedly for their Christmas party raffle.</p>
<p>“When I asked what happened, I was told that they donated them.  That made me cry.  I am rarely able to give them anything and yet they decided to give it up,” said an emotional Luistro.</p>
<p>“I think the poor know what it means to go through something like that.  And I cry whenever that happens, when you see that kind of generosity.  That’s unusual, something you wouldn’t expect,” he added.</p>
<p>Other government workers passed the hat around for the relief effort.</p>
<p>A relief drive launched by the Bureau of Customs head office in Manila has raised P680,000, with Commissioner Ruffy Biazon donating his salary for December (around P70,000) and an additional P100,000 from his personal savings.</p>
<p>“I might be criticized for revealing this, maybe for boasting about it. But I’m not boasting about it; it’s an act of leadership calling to our colleagues to pitch in. We will turn (the money) over to the Red Cross,” he said.</p>

<span style="color: #000000;"> At ground zero, teachers, volunteered to prepare meals for evacuees, putting aside their own problems despite having lost loved ones and homes.</span></p>
<p><span style="color: #000000;">Amid one of the worst disasters the country has ever seen, can still find the true meaning of Christmas.</span></p>
<p><span style="color: #000000;">For Education Secretary Armin Luistro, who saw for himself the devastation caused by Sendong in Cagayan De Oro and Iligan cities, the spirit of Christmas happens where it seems unimaginable.</span></p>
<p><span style="color: #000000;">“Our traditional way of preparing and celebrating Christmas is [that] there are nice gifts, we spend, there’s delicious food. But the experience of Sendong tells me that all of these can be lost in an instant,” Luistro told the Inquirer Thursday.</span></p>
<p><span style="color: #000000;">He recalled a story of a teachers’ family reunited, just when they thought they had lost each other in the flood.</span></p>
<p><span style="color: #000000;">“Should we not celebrate Christmas anymore? No. On the contrary, I think that’s the very meaning of Christmas: when you had lost everything except each other, when the family comes together, when there are no gifts to share except the warmth and the presence of people you love,” said Luistro.</span></p>
<p><span style="color: #000000;">The education chief visited the ravaged cities of Cagayan de Oro and Iligan earlier this week, checking up on affected schools, teachers and students.</span></p>
<p><span style="color: #000000;">And as powerful as the loss and destruction he saw at ground zero, Luistro was struck by the resilience of storm victims he met and the generosity of people who are far away from the disaster but quick to reach out to help.</span></p>
<p><span style="color: #000000;">“At the evacuation center, almost every teacher, even if their homes were flooded and they lost loved one, they are all helping each other,” related Luistro.</span></p>

<p><span style="color: #000000;">Encouraging stories continued to come when Luistro returned to Manila. He was moved to tears in relating how DepEd’s utility workers–gardeners, maintenance personnel–decided to give sacks of rice to storm victims.</span></p>
<p><span style="color: #000000;">The rice sacks were gifts from Luistro, supposedly raffled off as prizes for the utility workers’ Christmas party.</span></p>
<p><span style="color: #000000;">“When I asked what happened, I was told they donated it. That made me cry. I am rarely able to give them anything and they decided to give it up,” said Luistro, choking up.</span></p>

			<content:encoded><![CDATA[<p><span style="color: #000000;">The Department of Education (DepEd) will implement the K+12 basic education program in academic year 2012-2013, starting with the conversion of first year high school to Grade 7. </span><br />

<span style="color: #000000;">Education Secretary Armin Luistro said a curriculum had been created for Grade 7.</span><br />
<span style="color: #000000;">The K+12 basic education plan consists of kindergarten, six years of elementary education, four years of junior high school (Grade 7 to 10), and two years of senior high school.</span></p>
<p><span style="color: #000000;">“In 2012, we will begin using the new curriculum for Grade 1 and Grade 7 (first year of junior high school),” Luistro said in a forum at the Heritage Hotel the other day.</span></p>
<p><span style="color: #000000;">“The curriculum is almost complete for these two levels and we will soon begin preparing our teachers.”</span></p>
<p><span style="color: #000000;">He said that after the initial implementation, the department will continue to work on the “building blocks” of the program which are: Curriculum Transition Management, Financial Resources, Legal Framework.</span></p>
<p><span style="color: #000000;">“We will also continue our consultations so everyone can understand the need for reform,” he said.</span></p>
<p><span style="color: #000000;">DepEd will also address the deficiencies in the public kindergarten schools established this school year.</span></p>
<p><span style="color: #000000;">The K+12 program is a revision of the 10-year basic education system implemented in the country that consists of six years of elementary education and four years of high school. The new program was designed to meet the fast-changing demands of society by providing students with adequate skill needed for college education and employment.</span></p>
<p><span style="color: #000000;">It is expected to fill in the deficiencies and strengthen students’ competencies in core subjects such as English, Math and Science.</span></p>
<p><span style="color: #000000;">The Philippines is only one of two countries in the world — the other is Myanmar — that still implements a 10-year basic education system.</span></p>

			<content:encoded><![CDATA[<p>MANILA, Philippines—Contrary to the earlier report Tuesday, the Department of Education says there’s no delay in the release of government teachers’ annual Christmas bonus.<br />

The Department of Education’s Communications Director Tina Ganzon called up INQUIRER.net to clarify they’re expecting the release of funds on December 15 from the Department of Budget and Management for the Productivity Enhancement Incentive program that will give P10,000 bonus to each public school teacher.</p>
<p>“There’s no delay yet because it’s only the 13th of the month. It all depends on the DBM and we’re expecting it to be released this Thursday (December 15),” Ganzon said.</p>
<p>She added if DBM will release the fund on the said date, government teachers will receive their Christmas bonus before December 25. Totel V. de Jesus, INQUIRER.net</p>
