What causes white coating on tongue, sunburn appearance, fever?

My child has a reoccurring problem. Her symptoms are: white coating on tongue followed by red patches on her skin and high fever. She is negative for strep. This is our third time with the same problem within 3 weeks. As soon as we finish the antibiotic it comes back. The doctors have no answers to what it might be. Any idea?...
