They're already making small amounts of jet fuel.&lt;/p&gt;  &lt;blockquote&gt;   &lt;p&gt;“We have very high hopes for JBEI in our quest for major scientific breakthroughs needed to make biofuels a commercially viable alternative to imported oil and other fossil fuels,” Orbach said. “It is our hope that this modern laboratory space in EmeryStation East, located in the heart of Biotech Country in San Francisco’s East Bay, will be a crucible for transformational discovery.”&lt;/p&gt; &lt;/blockquote&gt;  &lt;p&gt;JBEI is a partnership led by Lawrence Berkeley National Laboratory (Berkeley Lab) whose mission is to speed the development of renewable biofuels – liquid fuels derived from the solar energy stored in plant biomass. Informally referred to as &amp;quot;Site B,&amp;quot; the project would expand the &lt;a href="http://www.baystreetemeryville.com/"&gt;Bay Street&lt;/a&gt; shopping mall to the north with a department store, a 30-story hotel, and a parking garage.&amp;#160; This project is one of several to which the city council will likely give millions of dollars in subsidies to the developer.&amp;#160; I would like to report to you the amount of the subsidy contemplated, but the other city council members refused my request to make this information public.&lt;/p&gt;  &lt;p&gt;   &lt;br /&gt;Before I was elected to the city council, I often wondered what occurred in closed session city council meetings (held just prior to the public meetings).&amp;#160; After two years of attending these closed meetings, I have observed that the details of development deals are ironed out over several months, and that the eventual city council vote in a subsequent public session is somewhat of a formality.&lt;/p&gt;  &lt;p&gt;Given the large subsidy and the scope of the Site B project, I feel that the public should be informed about how much the developer is requesting as a subsidy, and how much the city council is willing to grant.&amp;#160; At the end of last night's closed session, I requested that these two pieces of information be made public.&amp;#160; The other city council members present (Ken Bukowski, Nora Davis, and Dick Kassis) did not support my request to make this information public.&amp;#160; (Ruth Atkin was excused from the meeting.)&lt;/p&gt;  &lt;p&gt;We are now in a period of ironing out the broad details of the Site B project, what amount of retail/hotel/residential will be constructed, how long the developer will have to construct the project, how much subsidy the developer will receive, etc.&amp;#160; During this period a developer can hold private meetings with each of the council members, hoping to obtain support of the project by the individual council members.&amp;#160; The eventual vote to approve then becomes a formality.&lt;/p&gt;  &lt;p&gt;There is an agreement that governs the negotiation between the developer and the city.&amp;#160; The agreement includes a confidentiality clause.&amp;#160; (I have included this clause at the bottom of this message.)&amp;#160; I did not request that we reveal confidential financial information that the developer has disclosed.&amp;#160; I simply want to make public the amount of subsidy that the developer is requesting, and the amount that the city council is willing to give as a subsidy.&lt;/p&gt;  &lt;p&gt;If we value vigorous public debate, then waiting until the final city council vote to grant the subsidies and entitlements is too late.&amp;#160; The public should be able to weigh in now about the merits of giving millions of dollars in subsidies for a project that will exacerbate traffic congestion, and provide no concrete community benefits in return.&amp;#160; The other council members prefer to keep this information confidential.&lt;/p&gt;  &lt;p&gt;I am therefore limited to reiterating information that the city manager provided two years ago; information I shared with you in my progress report at the end of 2006.&amp;#160; Two years ago, the subsidy that was contemplated from the city to the developer was $47 million.&amp;#160; (The developer was willing to pay $10 million for the land after toxic remediation.&amp;#160; The city expected to pay $17 million to acquire the land, and $10 million to do toxic remediation.&amp;#160; The department store was to receive a $22 million subsidy, the hotel $8 million.)&lt;/p&gt;  &lt;p&gt;The subsidy money would be drawn from the city's budget for capital projects.&amp;#160; Here is a partial list of projects that the city council has identified as worthy projects, for which no money has been set aside (2006 estimates):&lt;/p&gt;  &lt;p&gt;Railroad Quiet Zone, $2M   &lt;br /&gt;Park Avenue Park, $3M    &lt;br /&gt;Replace police station, $15M    &lt;br /&gt;Cultural/Performing Arts Center, $14M    &lt;br /&gt;Recreation Center, $5.5M    &lt;br /&gt;Improving pedestrian access on Powell Street Bridge, $15M    &lt;br /&gt;Bridge over Interstate 80 at 65th Street, $10M    &lt;br /&gt;Bridge over Interstate 80 at Temescal Creek, $10M    &lt;br /&gt;Extending Bay Trail south of Powell Street, $2M&lt;/p&gt;  &lt;p&gt;At a June meeting, the city council voted (4-0) to spend money to create a PowerPoint presentation focusing on the benefits of major development projects while excluding the negative impacts.&amp;#160; (I missed the meeting because I was on vacation with my family.)&amp;#160; I doubt that the PowerPoint presentation will mention the tens of millions of dollars that the city is doling out in subsidy money.&amp;#160; Bukowski, Davis, and Kassis took this action despite the city staff acknowledging that widening streets will cause more traffic, and may negatively affect pedestrian and bicycle access.&lt;br /&gt;&lt;br /&gt;In September 2007, the city council held a special meeting to discuss how further development in Emeryville would affect traffic congestion.  At this Sunday morning meeting, the traffic engineers recommended widening streets, among other things, to accommodate more traffic.  (See below for a link to the report.)&lt;br /&gt;&lt;br /&gt;Many of you who attended this Sunday morning meeting asked that the city not commit to widening streets until after alternative transportation options were explored.  At that meeting, the city council unanimously and repeatedly supported holding off on street widenings until an outside consultant (Nelson\Nygaard) completed its Alternative Transportation Study of Emeryville. The consultant, Nelson\Nygaard, was sidetracked by the city council's request to review the traffic engineers' street-widening proposals.  Nelson\Nygaard's review strongly criticized the traffic engineers' proposals.  (See below for a link to Nelson\Nygaard's Feb. 2008 memo.)&lt;br /&gt;&lt;br /&gt;Nevertheless, the city council voted to move forward with the traffic engineers' proposals to widen streets, change the timing of signals, add dedicated left and right turn pockets, etc., all with the intention of maximizing the flow of vehicles in Emeryville.&lt;br /&gt;&lt;br /&gt;Ruth Atkin aptly stated that LOSS: NONE&lt;/p&gt;  &lt;p&gt;&lt;b&gt;459R (Residential Burgs) &lt;/b&gt;There were 3 residential burglaries this month compared to January&amp;#8217;s total of 3, showing no change. &lt;b&gt;In district 1 at 1258 59&lt;sup&gt;th&lt;/sup&gt; St #5, &lt;/b&gt;POE: Front door &amp;#8211; forced open. LOSS: Cell phone and $300 cash. The suspect returned the items a few hours later. &lt;b&gt;In district 3 at Avenue 64, 6399 Christie Ave #230. &lt;/b&gt;POE: Front door &amp;#8211; Unlocked. LOSS: Purse. &lt;b&gt;In district 4 at 1 Captain Dr. #159, &lt;/b&gt;POE: Door &amp;#8211; No sign of force. LOSS: Keys, vehicle 2005 Honda Accord (recovered by SFPD), laptop (recovered) $80 cash, credit cards, and GPS unit. A suspect was arrested by OPD. &lt;/p&gt;  &lt;p&gt;&lt;b&gt;484P (Petty Thefts) &lt;/b&gt;There were 22 petty thefts this month compared to January&amp;#8217;s total of 22, showing no change. District 5 was the hardest hit area. &lt;/h6&gt;  &lt;h6&gt;&lt;b&gt;&lt;/b&gt;&lt;/h6&gt;  &lt;h6&gt;&lt;b&gt;851R (Recovered Vehicles) &lt;/b&gt;There were 8 vehicles recovered this month compared to February&amp;#8217;s total of 7, showing an increase of 1. Other law enforcement agencies reported these vehicles stolen. &lt;/h6&gt;  &lt;h6&gt;&lt;b&gt;851V (Stolen Vehicles)&lt;/b&gt; There were 17 stolen vehicles this month compared to January&amp;#8217;s total of 14, showing an increase of 3. Thefts were citywide. A store employee attempted to make contact with the juveniles, however a male juvenile held back the employee and struggled with the employee as the females fled on foot. The male juvenile fled the scene on foot shortly thereafter. LOSS: Shoes and a handbag.&amp;#160; &lt;b&gt;In district 7 at Kilohana Grill, 4115 San Pablo Ave., &lt;/b&gt;an armed robbery occurred. Suspect: Black male, 24-25 years old, 5&amp;#8217;10&amp;#8221;, 175 lbs, wearing a red and white hoodie and red pants. LOSS: $150.00. &lt;b&gt;In the 1300 block of Stanford Ave., &lt;/b&gt;an attempted robbery occurred. A male subject punched a female in the head and face and searched through the female&amp;#8217;s pockets. There was no loss. A male suspect approached a female from behind, grabbed the females&amp;#8217; arm and demanded her money. LOSS: $30. Suspect: Male, no further description. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;In district 2 at Chevron, 1400 Powell St., two suspects entered the store, suspect #1 pointed a gun at the clerk and demanded money from the safe and the register. while Suspect #2 acted as a lookout. Suspects: #1 Black male, 25-30 years old, 6&amp;#8217;2&amp;#8221;, 180lbs, wearing a black hoodie. #2 Black male, 25-20 years old, 5&amp;#8217;10&amp;#8221;, 220 lbs, wearing a black hoodie. LOSS: $2473.00. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;In district 3 in the parking lot of Wells Fargo Bank, 5801 Christie Ave., a suspect punched a Starbucks employee in the face and robbed him of the daily deposit. LOSS: $1900. Suspect: Black male, 28 years old, 5&amp;#8217;8&amp;#8221;, 200 lbs. EPD arrested the suspect days later.&amp;#160; &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;At the bus stop in front of Border&amp;#8217;s Books, 5903 Christie Ave., 3 females took another females&amp;#8217; cell phone, punched the female and pulled her to the ground. Suspects: 3 Black females, 16 years old, no further description. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;At Wells Fargo Bank, 5801 Christie Ave., A suspect handed the bank teller a note demanding all of the cash. EPD arrested the subject at the teller window shortly thereafter. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;In district 5 at Cingular Wireless, 5691 Bay St., two suspects entered the store, selected an I-Phone. One suspect assaulted a store employee in an attempt to flee the store. Suspects: #1 Black male, 507, 160 lbs, wearing a black and white checkered hat and black hoodie. #2 Black male, 5&amp;#8217;6&amp;#8221;, 160 lbs, wearing a black hat with a white bill, gray jacket and black hoodie. &lt;/p&gt;  &lt;p&gt;At Sunshades, 5685 Bay St., A suspect entered and asked to see two pair of    &lt;br /&gt;sunglasses to compare them. When the suspect had both pairs of glasses, he fled the store and pushed an employee out of the way. The Suspect then fled in a car. Suspect: Black male, no further description. Suspect Vehicle: Silver 4-door sub-compact car, no further description. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;At Barnes and Nobles, 5604 Bay St., 3 black male juveniles, 15 years old, robbed an Asian male victim in the restroom. LOSS: I-pod and wallet. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;In district 7 in the rear parking lot of IHOP 4133 San Pablo Ave., two suspects robbed an Oaks Club patron at gunpoint while the patron was sitting in his vehicle. LOSS: $450 cash and wallet. Suspects: #1 Black male adult, 20-30 years old, wearing a black beanie, black jacket and point a black handgun at the victim. #2 Male, no further description. Suspect Vehicle: Chevy Camaro2-door gray. &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;In the 1000 block of 43rd St., 3 black males, robbed a male victim at gunpoint. LOSS: Cell phone and wallet.&amp;#160; &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;At Subway Sandwiches, 3999 San Pablo Ave., a male suspect purchased a soda. When clerk opened the register, the suspect jumped the counter and pointed a gun at the clerk. The suspect removed the cash from the register and fled the store. Suspect: Black male, 30-40 years old, 6&amp;#8217;0&amp;#8221;-6&amp;#8221;2&amp;#8221;, 190 lbs, dirty appearance, wearing a tan jacket, gray hoodie, and black pants.&amp;#160; &lt;/p&gt;  &lt;p&gt;&lt;/p&gt;  &lt;p&gt;In the parking lot of Home Depot, 3838 Hollis St., a group of juveniles and one adult robbed a male victim at gunpoint (BB gun). LOSS/Recovered: I-Phone, charger, $52, credit cards, and Velcro straps. The rape occurred in district 8. Other music search engines have been getting the same treatment from the major labels.&lt;/p&gt;  &lt;p&gt;&amp;quot;SeeqPod searches for a particular type off content -- music--that SeeqPod knows is overwhelmingly copyrighted. The results that SeeqPod returns are links -- many of which SeeqPod itself solicits from is users -- to sites containing unauthorized and illegal copies of copyrighted music,&amp;quot; according to the federal court &lt;a href="http://www.eff.org/files/Warner%20v%20SeeqPod%20complaint.pdf"&gt;lawsuit&lt;/a&gt;. That compares with a net loss of $49.7 million, or a net loss of 79 cents per share, on sales of $184.7 million for the third quarter of 2006.&lt;/p&gt;  &lt;p&gt;This has lead LeapFrog to cut jobs, 20 already in January and 85 more by April. After closing 12 years ago, it opened in 2004 in its current location, the previous &lt;strong&gt;Stars&lt;/strong&gt;. But it seems the reopened spot was never quite able to get on its feet. &lt;/p&gt;    &lt;p&gt;Repeated phone calls and messages to &lt;strong&gt;Trader&lt;/strong&gt; &lt;strong&gt;Vic&lt;/strong&gt;'s offices went unreturned, so it's anyone's guess as to what ultimately was the final straw.
