How can security, governance and economics be synthesised so as to secure the development of fragile states? This journal article by the President of the World Bank Group argues that in order to address fragile situations effectively, a new framework is required that goes beyond the development model. This new framework involves building security, legitimacy, governance and economy. It is about securing development – bringing security and development together to smooth the transition from conflict to peace and to embed stability so that development can take hold. Of course, no &os;one size&os; solution fits all situations.

How can governments effectively engage with non-state providers (NSPs) of basic services where capacity is weak? This paper examines whether and how fragile and conflict affected states can co-ordinate, finance, and set and apply standards for the provision of basic services by NSPs. It explores ways of incrementally engaging the state, beginning with activities that are least likely to do harm to non-state provision.

How can state building strengthen women&os;s citizenship in fragile states? This seminar report from the Fundación para las Relaciones Internacionales y el Diálogo Exterior explores the opportunities offered by state building processes to enhance women&os;s political participation, rights and ability to hold the state to account. State building strategies must: include strengthening women&os;s citizenship as an explicit aim; engage with the informal institutions that have most influence over women&os;s lives; address economic and social barriers to women&os;s substantive citizenship; and support the participation of women&os;s organisations.

How can support for state-building and peace-building be integrated? This Emerging Policy Paper from the UK Department for International Development (DFID) outlines a strategic framework for DFID&os;s engagement in situations of conflict and fragility, plus operational implications. DFID&os;s integrated approach to state-building and peace-building aims primarily to promote inclusive political settlements. This facilitates the further goals of: (i) addressing causes of conflict and building resolution mechanisms; (ii) developing state survival functions; and (iii) responding to public expectations. Support across all four of these interrelated areas is necessary to help create a positive peace- and state-building dynamic.

Failures of the State Failure Debate: Evidence from the Somali Territories

Is the literature on state failure failing? This article from the Journal of International Development argues that the state failure debate is based on fundamental conceptual flaws that render its insights and recommendations unconvincing in the light of empirical evidence. Analysis of the different trajectories of Somali political orders reveals that state formation in Africa contradicts central tenets of the state failure debate. External state-building interventions should move beyond a focus on the nation-state to recognise and engage with sub-national political entities.

What constitutes a fragile state and how can the concept be operationalised for development policy? This working paper from the Centre for Research on Inequality, Human Security, and Ethnicity proposes a three-pronged definition of state fragility: lack of authority, failure to provide services or lack of legitimacy. Reversing these interrelated dimensions of fragility requires a tailored, comprehensive and long-term approach based on careful contextual analysis.
