Under the aegis of the Ibadan Ecclesiastical Province, the bishops at the end of a meeting in Ede, Osun State, called on the federal government to enlighten Nigerians on the Islamic banking.

In a communiqué by Rev Felix Alaba Job and Rev. Felix Ajakaye, President and Secretary of the province respectively, at the end of the meeting, said: “In a democracy, Nigerians should have been allowed to discuss such an important and sensitive issue before the CBN Governor, Malam Sanusi Lamido Sanusi, would make a pronouncement on it which sounded much like a law.

“Reactions to the proposed Islamic banking have shown how divisive such an issue, important and useful though it may be, can be when it is not carefully presented.”

The bishop described the manner the CBN governor presented the issue of Islamic banking, which they say has religious implications as “faulty and tantamount to governance by ambush.’’

On the security threat Boko Haram sect, the bishops said “The federal government approach to this issue has been decisive in some ways but inadequate in others. We have seen the government seeming to speak from both sides of the mouth on whether or not to negotiate with the Boko Haram. the Universal Basic Education Commission (UBEC), has set up new unified minimum standards for establishment and running of schools in Nigeria.

Executive Secretary of the Commission, Dr Ahmed Modibbo Mohammed, who unveiled the document in Abuja on Wednesday, said it was designed to ensure uniformity and raise the standard of educational delivery at the basic level.

He also disclosed that UBEC had trained a total of 329,687 teachers and education managers nationwide between 2009 and 2010 under the Teacher Professional Development Fund as part of efforts to boost the quality of basic education.

Dr Mohammed said Section 9 sub-section C of the Compulsory, Free, Universal Basic Education and Other Related Matters Act 2004, otherwise known as UBE Act 2004 provided that the commission “provides the minimum standards for basic education throughout Nigeria in line with the National Policy on Education and the directive of the National Council on Education (NCE).”

The UBE boss, therefore, directed that all educational administrators such as quality assurance officers, monitoring officers, supervisors, inspectors, including current and potential proprietors of schools at basic level in both private and public sectors and other stakeholders should get acquainted with the new document.

All First Bank Plc braches shut down by Edo State Govt.

Banking activities were crippled, on Wednesday, at the branches of FirstBank of Nigeria Plc in Benin City following their closure by the authorities
of the Edo State Board of Internal Revenue (ESBIR) for alleged tax evasion.

The bank’s branches were sealed off by the revenue board over alleged failure to remit to the state government Pay As You Earn (PAYE) taxes deducted from their staff.

But the chairman of the ESBIR, Mr Oseni Elamah, told journalists on Wednesday that the state government did not shut any bank, but was merely enforcing the provisions of the law in respect of non-remittance of taxes.

Elamah said an audit account carried out on the banks showed that PAYE taxes deducted from staff had not been remitted to the state government, just as he said that there was no response to demand notice issued to the bank on the subject matter.

He did not disclose the amount the bank allegedly failed to remit to the state government, but said the bank had not remitted the PAYE taxes which had accumulated over some years.

Elamah said the state government needed funds to provide infrastructure for the people and pay the new national minimum wage and that the board had so far stabilised its internally generated revenue at N1.3 billion monthly, but added that the present tax drive was to also shore up revenue.

“This is not the first time the board is embarking on tax enforcement. This is not the first time a bank or any other organisation has been shut down if you like. But we are just enforcing the law. We want to ensure that they remit PAYE taxes that are long overdue.

“Tax is about law. Once a law is made, it is not negotiable. This is personal income tax and the obligation is on the employer to deduct the tax appropriately and remit to the ESBIR. The enforcement is not selective. We have Tax Assessment Review Committee,” Elamah said.

The incident, according to eyewitness account, happened when policemen allegedly shot at a trader who was fleeing from police, resulting to his death on the spot, as traders at the market mobilised to stage a violent protest against the police.

According to our source, who pleaded anonymity, the deceased had earlier been arrested by the police in connection with some crimes allegedly committed in the market, but tried to escape when the police shot at him resulting to his death.

Speaking to journalists, the chairman of the electronics market, Chief Okechukwu Okoli, said that trouble started when one of the street urchins, popularly known as, Ndi-Oso-Afia, who was earlier arrested by the police, tried to escape and was shot by the police.

Chief Okoli said that the deceased and some other members of Ndi Oso-Afia had been earlier arrested by the police and were ready to be arraigned in the court today when one of them tried to escape and was incidentally shot dead by the police.

However, the source said that after the death of one of the suspected market urchins, his group mobilised to attack the market executive, led by Chief Okoli, destroying property worth millions of naira in the electronics market.

“The boys mobilised immediately when they heard that one of their members had been shot. They overpowered the police and carried the corpse of their member into the office of the market executive where they destroyed the office and other shops in the market. During their protest, shops were broken and items were carted away,” he said.

US Military commander disclose Boko Haram's sponsors

THE fundamentalist Islamic sect, Boko Haram, whose continued violence has defied the nation’s security apparatus, may be operating with the support of
al-Qaeda’s African branch and the al-Shabab terror group of Somalia.
The top United States (U.S.) Military Commander for Africa, Gen. Carter Ham, told the Associated Press (AP) yesterday after a visit to Nigeria that there were “multiple sources” that showed that Boko Haram wanted to co-ordinate its efforts with al-Qaeda in the Islamic Maghreb. Ham said there were also signs that the two terror groups wanted to form a “loose partnership” with al-Shabab.

Ham of the U.S. Africa Command said such a co-ordination “would be the most dangerous thing to happen not only to the Africans, but to us as well.”

A suspected al-Shabab bombmaker now facing terrorism charges in New York was at one point detained by security agents in Nigeria. Al-Qaeda in the Islamic Maghreb, also known as AQIM, has issued statements in support of Boko Haram, and both use similar logos in communiques.

A recent video indicates that two men, a Briton and an Italian, who were kidnapped in northwestern Nigeria, are being held by AQIM.

Ham met this week with Nigerian military and security officials during his first visit to the country as the head of the U.S. Africa Command, known as Africom and which has its headquarters in Stuttgart, Germany. Ham said the U.S. would be willing to share intelligence and offer training to Nigerian security forces.

Also, Catholic Bishops under Ibadan Ecclesiastical Province have called on the Federal Government to be decisive in dealing with the Boko Haram sect just as they advised against granting amnesty to the religious sect members.

The clergymen also called for more dialogue on Islamic banking and criticised Central Bank Governor, Sanusi Lamido Sanusi, for not allowing a thorough dialogue before approving the bank.

The bishops, who rose from their meeting yesterday in Ede, Osun State, challenged the government to arrest and bring to book the perpetrators of the violence that have claimed hundreds of lives and property of Nigerians across the country.

While sympathising with families that have lost their loved ones to the killings and bombings of innocent lives in parts of the country by the Boko Haram sect members, the bishops called on the government to strengthen the rule of law and security apparatus in the country and bring the members of Boko Haram to book rather than negotiating with them as being canvassed by some individuals.

The statement added: “The Federal Government’s approach to this issue has been decisive in some ways but inadequate in others. We have seen the government seeming to speak from both sides of the mouth on whether or not to negotiate with the Boko Haram.

“The issue of amnesty has also been raised by some eminent Nigerians, the so-called ‘diplomatic’ approach at the expense of Nigerians’ lives, peace and tranquility is unacceptable.” .

The bishops in the statement signed by Most Rev. Felix Alaba Job and Most Rev. Felix Ajakaiye, blamed Sanusi for the controversy the issue of Islamic banking is generating. .

The statement added: “In a democracy, Nigerians should have been allowed to discuss such an important and sensitive issue before Malam Sanusi would make a pronouncement on it which sounded much like law.

“Reactions to the proposed introduction of Islamic banking have shown how divisive such an issue, important and useful though it may be, can be when it is not carefully presented.”

The Catholic clerics also asked the government to tackle the growing unemployment rate in the country, saying security of lives and property could not be assured where unemployment was not firmly dealt with.

While commending the last general elections and urging the government to build on them, the bishops appealed to the various election petition tribunals to treat all petitions before them speedily.

Meanwhile, the Israeli government has pledged to train citizens on emergency response to terror attacks.

Deputy Head, Israeli High Commission, George Deek, made the pledge yesterday in Abuja at a one-day partnership forum and media briefing organised by Global Medical Horizon and Plusfactor International on enhancing emergency response and ambulance services in Nigeria, using the Israeli model.

He listed terrorists’ activities as kidnapping, fire, politically- motivated violence, ethnic clashes and bomb blasts. “Terrorism is one of Nigeria’s biggest and most immediate challenges. It is not a secret that Israeli expertise can significantly assist Nigeria in countering terrorism. On behalf of my country, I present our readiness to expand our partnership in Nigeria,” he said.

In a paper titled: “The Israeli model of emergency response as a tool of counter-terrorism”, Deek listed Israeli expertise in emergency preparedness, given frequent encounter with terrorism-related emergencies, as public education, training, drills, awareness and willingness to take part in activities.

Others, according to him, are the authority (the issue of who is in charge), police, emergency medical services, healthcare workforce and co-operation between all arms of government.
He said part of the Israeli success in achieving a high level of public readiness was due to its long-term approach that invests heavily in creating a resilient public, especially in the effective engagement and mobilisation of the public in support of counter-terrorism policies.
McCulley, who spoke at the matriculation ceremony of American University of Nigeria (AUN), Yola, Adamawa State, said some of these problems were compounded by youth restiveness, religious bigotry and the syndrome to get rich quick.

According to him, “Nigeria faces many challenges in the areas of good governance, economic growth, sustainable development, erratic power generation, non-functionary public health and education system from primary school to the university levels.”
The US ambassador challenged Nigerians to wake up to the realities on ground by ensuring that some of these problems militating against the growth of the nation were addressed.

“But you have the power to change this. Only you and your fellow Nigerians can define what a democratic, prosperous, and healthy Nigeria will look like, and I am convinced that the decisions of today’s youth, your decisions, will determine whether or not Nigeria will address these challenges and set this nation on a new course. You represent the political majority in this country,” McCullery said.
“We know that Nigeria has the premier military force in the region that contributes to regional stability, and we know it has the greatest potential for agricultural development in all of West Africa.

We know that the women of Nigeria are as capable of economic and political success as men in this country… And we know that corruption destroys the nation’s confidence and undermines the very notion of public service,” he explained.
The envoy, who noted that despite the challenges, Nigeria could still find its rhythm, however, said Nigeria has the potentials of attracting billions of dollars in direct foreign investments (FDI) as long as there was a solid commitment to the rule of law and sanctity of commercial contracts.

“We know that Nigeria has the potential to attract billions of dollars of Foreign Direct Investment, as long as there is a solid commitment to the rule of law and the sanctity of commercial contracts,” he said.
The envoy noted with regret that Nigeria has good reputation internationally, but wondered why outsiders always portrayed the country and her people on the negative perspectives.
McCulley, therefore, challenged graduates of the AUN to rise up to the challenges of life by ensuring that the country is portrayed in good light, wherever they found themselves.

He reiterated that the collaboration between the AUN and the US mission in Nigeria was strong, stressing that the Embassy has provided guidance and counseling to many AUN graduates, most of whom are now pursing their degree in some institutions.
“US higher education therefore is about developing young people into active citizens who contribute to their societies, domestically and globally. And what I see here in Yola is the marriage of US– style higher education with an institution firmly implanted in the most important country in Africa,” he said.
Earlier, the President of the Institution, Margee Ensign, had told the new students to obey and abide by all the laws of the university while on the campus.

Woman stabbed her husband for forgetting her 45th birthday.

Lyalya Tupikova told police that her husband Khalpik failed to remember her special day
is a blessing to Africa. Nduke, in an interview with newsmen in Abuja on Wednesday, said Nigeria would reap the benefit of investing in the satellites.

``Being the first satellite in Africa with this kind of high resolution, I am sure the West African Sub-region and Africa will be able to use it for development,’’ Nduke said. He added that the satellites would help the country to adequately plan its various sectors and be used to outsource its natural resources. The director promised that the centre would make good use of the satellites for the development of the country.

``Because of the high resolution of the satellites, NCRS is going to use it to map Nigeria into 1:25,000 scale,’’ Nduke added. Meanwhile, the Director-General, National Space Research and Development Agency, Dr Seidu Mohammed, has said that the successful launch of the two satellites had consolidated the country’s position as a budding space nation.

Mohammed, in a statement signed by Felix Ale, NASRDA’s Head of Media and Cooperate Affairs, said that defending the country’s sovereignty was not only a political issue, but also scientific. He added that the efforts of young Nigerian engineers and scientists in building NigeriaSat-X had brought a lot of prestige to the country.
of the congregation, if the war against corruption is to succeed in the country.
Chairman of the anti-graft agency, Mrs. Farida Waziri, who gave this charge at a one-day interactive seminar on economic and financial crimes for state senior executives in Cross River State, said it has become the practise for corrupt government officials and dubious members of the public to pay huge sums as tithes to religious bodies without being asked the source of the wealth.
Waziri, who was represented at the seminar by the Head, Strategy and Reorientation, Mr. Gabriel Aduda, said religious leaders should find out if the huge funds paid by members as tithes were legitimately earned.
“Prosperity must come legitimately. I feel a responsible pastor should know where the tithe of his worshiper is coming from. How and where did you make the money that you are bringing in as tithe? It is not enough for your member to bring in a huge amount and you say- God bless you, no.
“Pastors should be responsible through their members (who are top government officials, members of the public) to want to know how they make money they bring to church. So, it goes beyond just preaching prosperity, they should let the people know that the religion is beyond that.
The Federal Government had, in the 2007 and 2009 financial year, approved N19 billion for a similar compensation programme, bringing the total to N38 billion.
Briefing journalists at the State House, Abuja, shortly after the meeting of the Board of the Niger Delta Power Holding Company, which lasted for most ten hours, the governor of Benue state, Gabriel Suswam, alongside the Ekiti State governor, Kayode Fayemi; minister of power, Barth Nnaji and James Olotu, managing director of the Niger Delta Power Holding Company (NDPHC) said the additional N19 billion budget approval is to enable the government conclude the necessary payments of compensation on property and lands along the transmission line.

Mr Suswam, who stated that the additional N19billion was requested by the board because the N19 billion earlier approved for the purpose had been exhausted, said the fund this will enable the Power Holding Company of Nigeria (PHCN) to install new power infrastructure in the country.

"As governors we share the concerns because if we have power supply, it will create more employment in my state and we will begin to have cottage industries in villages," he said. "We are very concerned; that is why we constantly fly in here to attend meetings. When President Yar'Adua became President and decided that this Board should be reenergized and life should be introduced into it, gaps were experienced or observed in the award of contracts within the NIPP project and this board has consistently made sure we close the gaps.

"This why the Federal government and the states contributed money to the tune of over N5billion in other to address this issue of power and I can assure you that we are doing everything humanly possible to do that. For us to spend close to 10 hours here today is an indication of our clear commitment to make sure that we deliver power."

Minister of power, Barth Nnaji said the quantum of transmission lines that NDPHC is constructing across Nigeria is bundled into 27 companies and spans a distance of over 2000km.
"This meeting underscored the need to ensure that we clear the remaining lines, that are necessary to ensure that the contractors move to site and continue the construction work that has been delayed, because of unavailability of access to the site," he said.

"The board has approved a budget of N19billion and, like I said, this is the budget, it doesn't necessarily mean that it will be consumed and specific items will be brought to the board for consideration as the need arises. The bottom line is we need to have the access, we need to get communities to appreciate the need to give out portions of their lands for the purpose of projecting the project".

Mr. Nnaji said government has directed distribution companies in the country to fast-track the process of installation across the country.

"We are asking all the distribution companies in the country to install prepaid metres, but there are cases where it will be difficult to install prepaid metres like the case of face me I face you buildings," he said.

The minister said though government may not be able to give a definite time-line for the delivery of stable power to the nation, there is a target of about 5000mega watts by the end of the year and government has work to ensure that it minimizes system failure across the country.

UNILORIN Now Accepts 2nd Choice.

This message is reaching you from Nigeria Newspapers following a message forwarded to us from the Univeristy Of Ilorin recently,
Nigeria newspapers learnt that Herod’s younger brother, Ebuka, 18, was the culprit.

Igwe was so angry that he sent Ebuka out of their 5, Iya Abiye Street, Satellite Town, Lagos residence.

When Herod returned home from school at the weekend and learnt that his father had driven away his younger brother for using his car, he started pleading on behalf of his brother.

Igwe, who was still very angry, allegedly loaded his double barrel gun and shot Herod, 22, a 200 level student of Law at the American University, Cotonou, Benin Republic. He was shot in the arm and leg.

The police at Agboju Division, Satellite Town, Lagos, later arrested and interrogated Igwe.

He was charged to Apapa magistrates’ court with attempt to kill Herod and unlawful possession of firearm.

Herod is now receiving treatment because of the injury he sustained during the shooting.

Herod told Nigeria newspapers that he is an undergraduate of law, American University, Benin republic. He said that it was his mom that called him and informed him that their dad had thrown Ebuka out of their house for driving his car.

He said that he quickly returned from school to settle the matter.

He told Nigeria newspapers that while he was persuading his dad to drop the gun, he opened fire on him.

He said when his mom heard the sound of the gun, she thought that her husband had killed him and ran to the police station to report the case.

The police arrested Igwe and claimed he possessed the gun unlawfully, a charge Igwe denied.

Igwe told Nigeria newspapers that he had a licence for his gun and that he did not shoot his son. He said that what happened was an accidental discharge.

However, while he was about to be arraigned in court yesterday, a team of police officers from Agboju Station led by a woman Divisional Criminal Officer, stormed the court and withdrew the charge and took him back to the station.

Nigeria newspapers gathered from the station that the state Commissioner of Police, Yakubu Alkali, had ordered that the matter should be transferred to the State Criminal Investigation Department, SCID, Panti, Yaba, Lagos for further investigation.
