		<description>This has to be the biggest forked tongue editorial I have ever seen.  If you believe anything Mr. Mooney says regarding the DSA, then you are big fool.

Let's start with this statement: "This policy was originally developed by dairy farmers, who came together to craft dairy policy that will allow the U.S. dairy industry to be more responsive to markets and provide a better safety net than the programs of the past."  This is the fox guarding the hen house.  Dairy farmers developed this idea, wow, I wonder if it might be a bit slanted in their favor. Imagine any other business or industry drafting a law, Mr. Mooney calls it policy, to set guaranteed margins and help out with as he calls it "Market Stabilization" which is really supply control.  This could never happen for any other business, just dairy farmers.

Have dairy farmers ever wondered why they never feel in control?  It is because they are so deep, so far in the hole they will never see the light of day called supply and demand.

Mr. Mooney somehow thinks market stabilization is good for exports, this is not true.  Control supply, to any degree and all you do is make your industry un-competitive.  Simply look north to Canada for an example. How is that going to work in the world marketplace?

Just because this is the only "policy" on the table doesn't mean you have to take it.  I strongly urge and recommend any dairy producer to serisously consider the ramifications of adding another layer of regulation, law and "policy" to their already complicated system. 

My suggestion, remove regulation, law and existing policy, stand up and ask a fair price from your buyers, see what the world has to offer your industry before you regulate it so far in the ground you will never escape.</description>

Breeders should be required to request buyers to produce their permits, licenses before the animal is sold and the breeders are then required to send a copy of the USDA transfer to the buyer's state agency as well as the USDA. Breeders have to take some responsibility to ensure that the animal is being sold to a responsible owner or facility that meets state and federal standards and have passed background check.</description>

Anyone who has been convicted of animal abuse and/or neglect in any state will not be allowed to own any dangerous wild animal and they will not be able to own or operate any animal sanctuary including dangerous wild animals. 

These standards would greatly reduce the percentages of those individuals that will be considered a public safety risk as well as ensure that they cannot relocate to another state and setup another animal business.  This also applies to any commercial breeders.  Isn't easier to be proactive than reactive when human life or the life of the animals are often the costs in creating new regulations.</description>
