         <title>Cabbies fined for illegal pick-ups</title>

         <description>&lt;p&gt;Seven taxi drivers were yesterday each left with a &amp;pound;765 bill  after being caught operating illegally by undercover council officers.&lt;/p&gt;&lt;p&gt;They were all trapped by an operation to catch unlicensed drivers launched by Oadby and Wigston Borough Council.&lt;/p&gt;&lt;p&gt;Adelle Eveligh-Winstone told Leicester magistrates how the drivers, who all have public hackney licences issued by Leicester City Council, picked up council officers posing as passengers in Manor Road, near the University of Leicester.&lt;/p&gt;&lt;p&gt;This is an area covered by licences issued by the Oadby and Wigston Borough Council and city council-licensed drivers cannot ply their trade.&lt;/p&gt;&lt;p&gt;When confronted by the undercover officers, the taxi drivers admitting breaching their licences.&lt;/p&gt;&lt;p&gt;Drivers are not covered by their insurance if they pick up passengers in an area they are not licensed to work in.&lt;/p&gt;&lt;p&gt;Abid Hussain, defending all seven drivers, said they were all of previous good character.&lt;/p&gt;&lt;p&gt;He said: "It is all down to a lack of knowledge as to where the boundaries are between Oadby and Leicester."&lt;/p&gt;&lt;p&gt;District judge John Temperley fined the drivers &amp;pound;200 each and ordered each to  pay &amp;pound;550 costs and a &amp;pound;15 victim surcharge each.&lt;/p&gt;&lt;p&gt;He told them: "Having been granted licences to work in Leicester, the onus is upon you to make sure you knew where the boundaries were."&lt;/p&gt;&lt;p&gt;Speaking after the case, Kalv Garcha, Oadby and Wigston borough council solicitor and acting head of corporate resources, said: "Our primary consideration is always public safety and it is a matter of concern that these drivers put the public at risk by carrying out uninsured journeys. The council takes an extremely serious view of such matters. We will continue to mount such operations and hope that the outcome of this hearing and the financial penalties incurred for the offences will serve as a deterrent."&lt;/p&gt;&lt;p&gt;Hafiz Afzal (38), of Cordery Road, Evington, and Kulwant Singh (43), of Borrowdale Way, Evington, pleaded guilty to driving a taxi in Oadby and Wigston on October 4 last year when the carriage was not licensed as a public hackney carriage in that area.&lt;/p&gt;&lt;p&gt;Mehar Pooni, 48, of Severn Road, Oadby, pleaded guilty to the same charge but on October 5 last year.&lt;/p&gt;&lt;p&gt;Mukhtar Ahmed (43), of Baden Road, Horston Hill, Leicester;  Amrik Dhillon (57),  of Old Charity Farm, Stoughton; and Mohammed Galaria (54), of Davett Close, Evington, pleaded guilty to driving a taxi, in Oadby and Wigston, on November 4 last year when the carriage was not licensed as public hackney carriage.&lt;/p&gt;&lt;p&gt;Amir Anwar (34), of Hinckley Road,  Leicester Forest East, pleaded guilty to the same charge but on November 5 last year.&lt;/p&gt;&lt;img src="http://feeds.feedburner.com/~r/feedrinse/injamatt/~4/jtSiyuZCy1g" height="1" width="1"/&gt;</description>

         <title>Don't use council services? You can't get out much...</title>

         <description>&lt;p&gt;They might be just three miles away from each other but the city council and county councils are worlds apart when it comes to budgets. While city councillors fretted over how to protect some of the most deprived neighbourhoods in the country from public cash cuts, County Hall axe man Nick Rushton, pictured, had other concerns.&lt;/p&gt;&lt;p&gt;The authority's deputy leader told a public meeting he represented many well-heeled  residents who hardly used any council services at all, and would resent a council tax rise.&lt;/p&gt;&lt;p&gt;This week both councils rubber-stamped austerity budgets &amp;ndash; but while the city hiked council tax by 3.5 per cent to soften the cuts blow, the county froze its charge.&lt;/p&gt;&lt;p&gt;Coun Rushton's view is one shared by many of his colleagues who represent people who live in some of the leafier parts of Leicestershire.&lt;/p&gt;&lt;p&gt;They tell me many residents don't understand why they have to pay so much council tax yet apparently get so little in return. However, it's an argument that doesn't stand up to the most basic scrutiny.&lt;/p&gt;&lt;p&gt;One has to assume these people don't eat in local restaurants, which are regulated by the council's environmental health staff.&lt;/p&gt;&lt;p&gt;They obviously stay at home after dark, because those street lights are provided via council tax, too.&lt;/p&gt;&lt;p&gt;Expanding their properties is surely out of the question &amp;ndash; that would mean submitting a planning application to the council.&lt;/p&gt;&lt;p&gt;And if someone dumps a pile of filthy rubbish on the street outside their homes, are we to expect them to happily head outside and clean it up? Because at the moment district councils do that.&lt;/p&gt;&lt;p&gt;All of their shopping must also be done online, because trading standards exists to make sure the items you buy locally aren't knocked-off or dangerous.&lt;/p&gt;&lt;p&gt;Options for family days out at the weekend must be limited. Those lovely country parks are council-managed, and some of the great museums on our doorstep are council-funded, too. Are we to assume they've never set foot in those?&lt;/p&gt;&lt;p&gt;The awkward issue of their own mortality must also have slipped their minds. After all, most dead people will either be cremated in a public crematorium or buried in a council-run cemetery.&lt;/p&gt;&lt;p&gt;The services that the well-off don't tend to use help to make society better.&lt;/p&gt;&lt;p&gt;Council child protection services exist to make sure that young people being beaten up or sexually assaulted don't suffer in silence.&lt;/p&gt;&lt;p&gt;Meanwhile, adult services teams can provide help and support to people with severe disabilities so they don't have to beg for money to survive like some third-world hell hole.&lt;/p&gt;&lt;p&gt;People who resent paying council tax will be warmed by news that it will be frozen in the county for a further year, while &amp;pound;74 million is cut from the authority's budget over the next four years.&lt;/p&gt;&lt;p&gt;The county's budget-setting meeting itself was a forgettable affair.&lt;/p&gt;&lt;p&gt;Council leader David Parsons was needled over his recent EU expenses problems by opposition members, but the Lib Dem opposition group didn't offer any major alternative to the budget plans.&lt;/p&gt;&lt;p&gt;They ended up proposing to move around a bit of cash set aside for super-fast broadband and spending it on a job-creation scheme instead. However this amendment wasn't accepted by the ruling Tory group.&lt;/p&gt;&lt;p&gt;In the city, the two opposition councillors offered even less by way of alternative.&lt;/p&gt;&lt;p&gt;Neither proposed a costed alternative to the measures put forward by city mayor Sir Peter Soulsby.&lt;/p&gt;&lt;p&gt;But even if either of them had presented a plan B it wouldn't have been put to a vote &amp;ndash; one is a Lib Dem and one is a Tory, and proposals usually need a party colleague to second  them before they're voted on.&lt;/p&gt;&lt;p&gt;Thousands of staff who have so far dodged the axe at both councils can breathe a temporary sigh of relief now the budgets for the next 12 months have been set, but they cannot get comfortable.&lt;/p&gt;&lt;p&gt;Future spending squeezes by the Government could emerge at any time.&lt;/p&gt;&lt;p&gt;Given the dire state of the economy, it's difficult to see anything other than cuts for years to come.&lt;/p&gt;&lt;p&gt;&lt;img src="http://www.thisisleicestershire.co.uk/images/localpeople/ugc-images/275788/Article/images/15317064/3568396-thumb.png" alt="Don't use council services?          <description>Munir Farooqi ran a da’wah stall in a Manchester market. Two police officers intent on entrapment pretended to convert to Islam through his stall, and then continually visited him instigating conversations and discussions regarding controversial political issues. He was convicted in September 2011 for allegedly radicalising the two undercover police officers and Munir Farooqi is now serving life in prison. Two other men, Matthew Newton and Israr Malik were also charged with the same offence. It is evident that they were convicted on the basis of the ‘evidence’ provided by the two undercover police officers, of which there was nothing of a forensic nature.          <description>Programme after Maghrib.In order to show their respect for their Prophet, the Muslims kiss their thumbs and wipe their eyes upon hearing the blessed name Muhammad (peace be upon him). This is a proven practice of ther Sahabah. Al-Dehlmi reports in al-Firdaus that when Abu Bakr RA heard Muhammad’s SAW name in Azan, he kissed his thumbs and wiped them on his eyes. The Prophet SAW saw this and said: ‘Whoever does the same as my beloved has done (i.e. Abu Bakr), then my intercession has become permissible for him.’ The Salafis/Wahhabis, on the other hand, vehemently refuse to acknowledge this practice. One of their scholars Sheikh Zaheer wrote: ‘Kissing the thumbs is a Bid’ah that is not proven by any Hadith. Bareilawis use fictional stories and fabricated Hadith to prove this Bid’ah.’</description>

         <content:encoded><![CDATA[<p>Food safety officers at Leicester City Council are advising consumers of a food alert concerning two Kurdish style drink products.</p>
<p>The affected products are Quzwan Kurdish Style Yogurt Drink and Nazanin Kurdish Style Juice (pomegranate juice). City Council food safety officers are visiting local Kurdish retailers to remove any of the products found from shelves. </p>
<p>Consumers who have bought these products, in either 330ml or 1.5 litre bottles, are advised to dispose of them.</p>
<p>The action comes following an emergency inspection by environmental health officers in Peterborough, where the products are manufactured.</p>
<p>David Barclay Rhodes, head of food safety at Leicester City Council, said: &#8220;We have been advised that these products have not been produced in accordance with food safety requirements and that there is a significant risk of bacterial and physical contamination.</p>
<p>&#8220;We will be visiting local retailers to ensure that this product is removed from shelves. We would also advise any consumers that may have this product in the homes to throw it away.&#8221;</p>
<p>A Hygiene Emergency Prohibition Notice has been served by Peterborough City Council, and a report made to the Food Standards Agency.</p><img src="http://feeds.feedburner.com/~r/feedrinse/injamatt/~4/ogvs124chiA" height="1" width="1"/>]]></content:encoded>
