President Vladimir Putin said that Russia will produce new missiles that were previously banned under the nuclear treaty. According to Putin, Moscow will not deploy them unless Washington makes the first move.

“We’ve said in public already that we’re not going to deploy (a cruise missile) after the Americans tested such a missile,” Putin told an economic forum Thursday.

“We will produce such missiles, of course, but we will not deploy them in the regions where no ground-based missile systems of this class manufactured by the U.S. have emerged,” he said.

Russia’s president said he wasn’t pleased regarding potential plans that the U.S. has to deploy ground-launched intermediate-range missile systems in South Korea and Japan.

“This actually makes us quite sad, and it is also a reason for certain concerns for us,” Putin said during a plenary session at the Eastern Economic Forum in Vladivostok.

“If they are deployed in Japan or South Korea, we understand that this is going to be done under the pretext of preventing the threat from North Korea but for us it is going to pose a significant problem, a very serious one because these missile systems are going to be able to cover a large part of the Russian territory.”

The U.S. withdrew from the 1987 Intermediate-Range Nuclear Forces (INF) Treaty with Russia in August, after accusing it of breaking the conditions of the pact. Putin believes breaking the treaty was “counter-productive” and would “destroy the international arms control system.”

The former treaty disclosed that neither the U.S. nor Russia could produce, possess, or flight-test ground-launched, intermediate-range ballistic and cruise missiles with a range between 500 and 5,500 kilometers. Both parties in the treaty accused each other of violating the agreement before it collapsed this year.

The treaty seemed to be well gone once the U.S. tested a cruise missile in August that would have been prohibited under the treaty, which Russia described as “regrettable and provocative.” According to Putin, Moscow asked the U.S. to de-escalate an arms race butWashington had not responded.

Russia’s new weapons were talked about with the U.S. president during the Group of 20 summit in Japan in June, with questions raised on how to include these weapons in an arms agreement, Putin said Thursday at the Eastern Economic Forum in Vladivostok. According to Russia’s president, he offered to sell Donald Trump Russia’s latest weapons, including hypersonic missile systems, as part of efforts to revive strategic arms talks with the U.S.

“I told Donald, ‘if you want, we’ll sell them to you and that’s how we keep everything balanced right away’,” Putin said at the plenary session. The U.S. argued that it would soon have these weapons as well, in which Putin said, “why waste money when we have already spent it and we can get something for it that doesn’t harm our security?”

Tesla announced Wednesday the launch of its new insurance product, which would promise owners of its electric vehicles lower rates of 20 percent to 30 percent compared to other insurance providers. Currently, Tesla Insurance is only offered to owners in California, though the new product is expected to expand to additional U.S. states in the future, according to Tesla.

Tesla CEO Elon Musk initially announced back in April during the company’s first-quarter earnings call that it would be launching an insurance product “in about a month.” At that time, he said it will be “much more compelling than anything else out there.”

According to the electric car maker, its in-house insurance service will offer owners of its Model S, Model X, and Model 3 the chance to take advantage of notably lower rates. Tesla noted that in some cases, its in-house service could go up to 30% lower than competitors.

Tesla Insurance will provide insurance at a lower cost by leveraging the “advanced technology, safety, and serviceability of our cars,” the company said. By knowing the deep insight and familiarity with its own vehicles, Tesla believes it will give them a better understanding of the technology and repair costs, eliminating fees which are taken by traditional insurance carriers.

The cost of each policy will be based off the owner’s driving record and “other factors that can typically impact a person’s insurance rates.” Tesla will not collect or use vehicle data, including GPS or vehicle camera footage, when pricing insurance, though it will use anonymized data taken from Tesla’s global fleet to help determine rates.

Tesla Insurance currently offers a monthly payment plan, in which owners are able to cancel or make changes to their vehicles’ policy at any time. Those with new vehicle orders can request a quote before the delivery of their vehicle with the VIN that has been assigned to a Tesla Account, while interested Model 3, Model S, and Model X owners could sign up for the service here.

An Oklahoma judge ruled against Johnson & Johnson in the state’s opioid suit on Monday, ordering the pharmaceutical giant to pay $572 million for its role in the state’s opioid crisis.

“The state met its burden that the defendants Janssen and Johnson & Johnson’s misleading marketing and promotion of opioids created a nuisance as defined by [the law],” District Judge Thad Balkman said. “Specifically, defendants caused an opioid crisis that’s evidenced by increased rates of addiction, overdose deaths and neonatal abstinence syndrome,” he added.

Johnson & Johnson’s actions compromised the health and safety of thousands of Oklahomans, in which Balkman said has “ravaged” the state of Oklahoma. However, following the verdict, Johnson & Johnson announced that it plans to appeal the “flawed” judgment.

“Janssen did not cause the opioid crisis in Oklahoma, and neither the facts nor the law support this outcome,” Michael Ullmann, executive vice president and general counsel for Johnson & Johnson, said in a written statement on Monday. “We recognize the opioid crisis is a tremendously complex public health issue and we have deep sympathy for everyone affected. We are working with partners to find ways to help those in need,” he said. “This judgment is a misapplication of public nuisance law that has already been rejected by judges in other states.”

According to the ruling, Johnson & Johnson and subsidiary Janssen repeatedly downplayed the risks of addiction to opioids, such as training sales representatives to tell doctors the risk was 2.6% or less if the drugs were prescribed by a doctor. Physicians that prescribed high amounts of opioids were targeted as “key customers.”

The $572 million judgment against the company is said to cover one year of costs under the state’s plan to combat the opioid crisis, although the attorney general’s office presented several witnesses who claim that it will take at least 20 years to carry out. “The state did not present sufficient evidence of the amount of time and costs necessary, beyond year one, to abate the opioid crisis,” the ruling says.

Oklahoma previously reached settlements with two other opioid drugmakers, including a $270 million settlement with Purdue Pharma, the maker of OxyContin, and an $85 million settlement with Teva Pharmaceuticals, one of the world’s leading providers of generic drugs. Both companies did not admit to any wrongdoing.

Blockchain tech startup Securitize registered as a transfer agent with the U.S. Securities and Exchange Administration (SEC). Securitize, a provider of technology for issuing blockchain tokens, believes registration will further boost adoption.

Securitize can now take the role of official keeper of records about changes of ownership in securities following its registration announcement. Blockchains are already tracking asset transfers, though the San Francisco-based startup says it’s more expedient.

“We can increase the amount of securities issued on the blockchain and give comfort to people that this is a regulated space,” said Carlos Domingo, co-founder and CEO of Securitize. “The SEC has also started approving other types of exempted securities like Reg A+ and down the road those people will need transfer agents.”

In addition, the startup is offering to record transfers for free, which would typically cost nearly $150 per transfer for regular, SEC-registered securities, Domingo said. Securitize will still charge for its management of securities and corporate actions, including dividend and interest payments, shareholder votes and redemptions and share buybacks.

The SEC approved the startup’s official submission in just 10 days, while Securitize worked for roughly six months to ensure the regulator understood how the company’s smart contracts would function by keeping a record of transfers. According to the company, it Is the first SEC-registered transfer agent with a working blockchain protocol, active securities issuers and integrations that allow digital securities enabled by its protocol to be traded on SEC-registered alternative trading systems (ATSs), including OpenFinance Network, tZERO and Sharespost.

Aside from its new registration status, Securitize recently announced its eleventh issued and outstanding digital security running on the platform under its protocol. Those securities have a total value of nearly $200 million, meanwhile, five of those are traded on a regulated, SEC-registered ATS. In just two funding rounds, the startup has raised $15 million. Currently, it has 43 customers, 11 of which issued securities on the public ethereum blockchain. It has also integrated tezos, although customers have yet to use that chain.

Apple is suing a security startup called Corellium for the “illegal replication” of the iPhone operating system, iOS. Corellium, a husband-and-wife-founded company, offers “virtualized” versions of iOS, which is very valuable for security researchers as they can pause the operating system and analyze what’s happening at the code level. By doing so, it should help these security researchers discover vulnerabilities faster and with greater ease than having to work with a commercial iPhone.

However, Apple deemed the product as an infringement of its copyrighted smartphone and iPad operating system. “Corellium’s conduct plainly infringes Apple’s copyrights,” the company wrote in its complaint. “Corellium has simply copied everything: the code, the graphical user interface, the icons—all of it, in exacting detail. … For a million dollars a year, Corellium will even deliver a ‘private’ installation of its product to any buyer. There is no basis for Corellium to be selling a product that allows the creation of avowedly perfect replicas of Apple’s devices to anyone willing to pay.”

Apple said it doesn’t want to harm honest security research but to put an end to what it claims was Corellium’s illegal commercialization of iOS. The iPhone maker is seeking an injunction on Corellium to prevent the security startup from selling or marketing its tools. In addition, Apple is requesting Corellium to pay for any lost profits that may have been caused from the startup’s business.

The legal complaint follows after Apple’s announcement of the next release of iPhones, which would make it easier for hackers to tinker with iOS. The new iPhone models will have further access to the iOS code compared to prior iPhones, though it’s still unclear just how much they would compare to Corellium’s iOS versions.

Apple’s program could easily become a rival to Corellium and is expected to launch in the new year. Unlike its bug bounty program, this program will only be available to those that the company deems worthy.

If Apple continues to follow past trends, the next iPhone 11 (or iPhone XI) will be released in the fall of 2019. Though the iPhone maker hasn’t provided official news, rumors have already painted a picture of what we can expect from the newest smartphones.

Apple typically reveals its new products at an event in September, while this year the company is expected to announce the three new iPhone 11 models along with the Apple Watch Series 5. Generally, the newest phone goes on sale roughly two weeks after the release date, meanwhile, preorders will likely start the Friday after the announcement.

The official price of the iPhone 11 hasn’t been released yet, although it’s likely that it will be similar to the iPhone XS and iPhone XS Max pricing. The cost of the iPhone is expected to start at $999 and go up for additional storage or for the larger screen. Since we expect three iPhones to be released, it could be assumed that the company will offer a low cost iPhone (similar to the XR), in which it’ll likely start at $749 and go up in price for additional storage.

According to 9to5mac, the iPhone 11 will feature iOS 13, which is expected to be announced at WWDC 2019. Past rumors have suggested that Apple will offer two new iPhone models with 6.1-inch and 6.5-inch OLED displays. In addition, it may even offer a triple camera system for the high-end iPhones. It seems that the 5.8-inch iPhone 11 will not be receiving camera updates as it will be keeping the dual-camera system.

For the high-end models, the anticipated third camera will feature an ultra-wide-angle lens to capture larger and more detailed photos. The front-camera will also receive improvements, increasing its megapixels from 7 to 12. In addition, the existing 4-element lens will be upgraded to a 5-element lens component.

The Wall Street Journal is reporting that Apple’s flagship 2019 lineup will include 2 OLED and 1 LCD variant. It is believed that the current screen sizes will remain the same for the iPhone 11 phones, though it’s rumored to be getting an upgrade in 2020. According to Digitimes, Apple is working on the launch of three new iPhones in 2020 that will feature OLED displays. Currently, OLED screens are offered on iPhone XS and iPhone XS Max. Apple also plans to offer new screen sizes for the 2020 iPhones, possibly offering sizes of 5.42-inch, 6.06-inch and 6.67-inch diagonally.

French luxury brand Bugatti debuted its one-of-a-kind $18.68 million La Voiture Noire at the Geneva International Motor Show in March. Now, the world’s most expensive new car will make its North American debut this week at the world’s premier luxury auto show, the Pebble Beach Concours D’Elegance, beginning Tuesday in Monterey, California.

“The true form of luxury is individuality. ‘La Voiture Noire’ is now at the cutting edge of automobile production. It is a sculptural beauty with unique technology, the ideal grand tourisme,” said Bugatti President Stephan Winkelmann. The car pays homage to the art deco design of the Type 57SC Atlantic, one of the most coveted classic cars in the world, designed by Jean Bugatti in 1934.

The new La Voiture Noire has 1,500 horsepower and 1,180 pound-foot of torque, going from 0 to 60 in just 2.5 seconds. Equipped with a quad turbo W-16 engine, it has a top speed of 261 mph, which Bugatti limited to offer the car more touring refinement. “High-speed mode was not relevant for these cars because they had a much different focus. The Divo is made for corners and La Voiture Noire is a Grand Turismo,” said Tim Bravo, a Bugatti spokesperson.

The car at Pebble Beach already has an owner, though Bugatti won’t disclose the purchaser. Rumored buyers include occer star Cristiano Ronaldo and Ferdinand Piech, former chairman of the Volkswagen, which owns Bugatti.“As soon as a customer makes a public claim, then we can refer to that, but other than that we will honor a customer’s anonymity and he will decide whether or not he wants to remain anonymous,” said Bravo. The car still needs roughly 2 and a half years to be completed and delivered, so whoever bought the car won’t be driving it any time soon.

“When you’re wealthy, the thing that you want most after your wealth is to feel special and unique — and someone who pays $18 million for a car gets to claim ‘I bought the most expensive car ever, see how special I am,’” said Karl Brauer, an analyst for Autotrader.

The maker of the 99¢ Arizona iced tea is partnering with a Denver-based marijuana company to bring its own cannabis-infused products, starting with vape pens and THC-infused gummies. Arizona Beverage announced Tuesday that Dixie Brands will be developing and producing a new portfolio of Arizona-branded consumer goods infused with THC.

Through the partnership, Dixie Brands, which makes and sells cannabis-infused drinks, chocolates, gummies and topical creams, will manufacture and distribute products branded with Arizona’s name. These products will be sold via licensed dispensaries in states that have legalized marijuana. The deal will also give Arizona the right to buy a stake of up to $10 million in Dixie Brands.

“This partnership marks a watershed moment for the popularization and expansion of the cannabis sector overall, and is another large step forward for Dixie Brands’ strategy to build a house of famous cannabis … brands,” Chuck Smith, CEO of Dixie Brands, said. Arizona is “the most iconic and recognized” brand to enter the cannabis market to date.

Although the partnership didn’t say what kind of products will be produced, its likely drinks will be among the items. Arizona’s namesake 99¢ iced teas can be found at a variety of convenience stores and supermarkets around the country, which could indicate that marijuana products are becoming closer to the mainstream.

“The cannabis market is an important emerging category, and we’ve maintained our independence as a private business to be positioned to lead and seize generation-defining opportunities exactly like this one,” said Don Vultaggio, chairman of Arizona Beverages in a press release. “The cannabis category is an ideal space to bring the flavor and fun of AriZona into new and exciting products.”

The Justice Department says the U.S. extradited a Pakistani man from Hong Kong after he allegedly bribed AT&T employees to unlock more than 2 million cellphones. Over five years, these AT&T “insiders” received more than a million dollars to “fraudulently” unlock the company’s phones, which allowed buyers to avoid using AT&T as a provider.

“The object … was to sell members of the public the resulting ability fraudulently to unlock phones, so that members of the public could stop using AT&T wireless services and therefore deprive AT&T of the stream of payments it was owed under customers’ service contracts and installment plans,” an indictment unsealed Monday in the Western District of Washington state, said.

Between 2013 and 2017, Muhamad Fahd, 34, allegedly committed the crimes of bribing AT&T employees at a call center in Bothell, Washington, to “use their network credentials and exceed their authorized access to AT&T’s computers to submit large numbers of fraudulent and unauthorized unlock requests on behalf of the conspiracy and to install malware and unauthorized hardware on AT&T’s systems,” according to the indictment.

“This defendant thought he could safely run his bribery and hacking scheme from overseas, making millions of dollars while he induced young workers to choose greed over ethical conduct,” Brian Moran, the U.S. attorney for the Western District of Washington, said in a statement. “Now he will be held accountable for the fraud and the lives he has derailed.”

By unlocking the cellphones, they could then be used for other carriers, leading to an illegal enterprise. In just one instance, an unlocked iPhone XR currently retails for $749, but if it is connected to the phone network’s plan, customers pay a fraction of that cost in the form of monthly installments. By unlocking these phones that were connected to AT&T, prosecutors say the conspiracy cost the phone company more than $9.5 million.

The company has been “working closely with law enforcement since this scheme was uncovered to bring these criminals to justice and are pleased with these developments,” according to a statement to ABC News. One employee was allegedly paid $428,500 over the five-year scheme.

The AT&T insiders allegedly planted malware on computers that allowed Fahd to log into AT&T’s “internal protected computers under false pretenses and to process fraudulent and authorized unlock request,” from a remote location, the indictment says. In addition to a malware, the DOJ alleges that the AT&T employees were bribed to also use their physical access points to install hardwired devices to give Fahid remote access to internal “protected computers,” so that he could study the company’s processes.

This arrest illustrates what can be achieved when the victim of a cyber-attack partners quickly and closely with law enforcement,” Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division said in a statement. “When companies that fall prey to malware work with the Department of Justice, no cybercriminal—no matter how sophisticated their scheme—is beyond our reach.”

According to the DOJ, AT&T investigators caught on to his scheme in 2013, in which the employees who were helping Fahd left the company, although he still recruited additional employees to conspire with him.

“Fahd … began programming hardware devices designed to facilitate unauthorized access to AT&T’s internal protected network for the purpose of processing authorized unlock requests,” the indictment reads. Once “perfecting” the devices, Fahd would give the phones to the AT&T employees that he was bribing and they would then plug them into the internal network “without authorization to facilitate the unlocking of phones.”

Fahd has been charged with conspiracy to commit wire fraud, conspiracy to violate the Travel Act and the Computer Fraud and Abuse Act, four counts of wire fraud, two counts of accessing a protected computer in furtherance of fraud, two counts of intentional damage to a protected computer, and four counts of violating the Travel Act. Another man, who is now deceased, was responsible for paying the bribes and gathering the IMEI numbers (similar to serial numbers which the two needed in order to have the AT&T employees unlock it) was also charged.

Blockchain analytics startup Elliptic and researchers at MIT and IBM to publish a public dataset of bitcoin transactions associated with illicit activity. Using machine learning software, the group analyzed over 200,000 bitcoin transactions, worth roughly $6 billion in total, to detect illicit activities such as money laundering and ransomware.

Elliptic’s released data set, dubbed as “the world’s largest set of labeled transaction data publicly available for any cryptocurrency,” was formed using several machine learning methods such as Logistic Regression, Random Forest, Multilayer Perceptrons, and Graph Convolutional Networks (GCN), with the GCN being an “emergent new method.”

“Graph convolutional networks are still a young class of methods, and we’re early days in these experiments, but we do believe GCN’s power to capture the relational information in these large, complex transaction networks could prove valuable for anti-money laundering,” said Mark Weber, a researcher at MIT-IBM Watson AI Lab.

Out of the 203,769 bitcoin transactions that were analyzed, only 2% were deemed illicit. 21% were identified as lawful, while the vast majority of the transactions, roughly 77 percent, remained unclassified.

“This work will contribute to enabling our clients, including cryptocurrency exchanges and financial institutions, to use our software to better identify illicit transactions and meet their anti-money laundering obligations,” Dr. Tom Robinson, chief scientist and co-founder of Elliptic, told The Block.

Elliptic is frequently hired by law enforcement agencies throughout the world to identify illegal activities using cryptocurrency, so this new research was aimed to identify patterns that can help distinguish illicit usage from lawful bitcoin usage. “A big problem with compliance, in general, is false positives. A big part of this research is minimizing the number of false positives,” Robinson told CoinDesk. “The key finding is that machine learning techniques are very effective at finding transactions that are illicit.”
