			<content:encoded><![CDATA[<p style="text-align: justify;">A disturbing trend is emerging as out-of-state companies sell erroneous and even dangerous Delaware defensive driving courses online.  What is most shocking is that it is being done with the approval of the Delaware Insurance Commissioner&#8217;s office.</p>
<p style="text-align: justify;">In one of the most egregious examples, students of a course are encouraged to engage in an unlawful and potentially deadly maneuver around stopped school buses:</p>

<p style="text-align: justify;">Although the Delaware Insurance Commissioner&#8217;s office was notified of this weeks ago, the course is still being sold online as of the posting of this article and students continue to enroll &#8211; with the state&#8217;s approval.  This not only teaches students of the course something that is clearly unlawful, but also puts children in harm&#8217;s way.</p>

A summer in Dover.</p>
<p style="text-align: justify;">“Dover?” Aubrey thought. “But it’s freezing in New Hampshire.”  So after consulting a map, Dave Aubrey, then 20 years old, headed to Dover, Delaware, to be the Music Leader at The First Southern Baptist Church of Dover for the summer of 2008.</p>
<p style="text-align: justify;">A graduation and three years later and Dave hasn’t left. And he now prepares for the release of his first musical CD with a free pre-launch concert for his now adopted hometown.</p>
<p style="text-align: justify;">A free CD release concert will be held on November 12th at 7pm at The First Southern Baptist Church of Dover, 761 South Little Creek Road. <a href="http://www.JoeyOs.com" target="_blank"><img class="alignleft size-medium wp-image-544" title="joey_o_logo" src="http://www.firststatenews.com/wp-content/uploads/2011/09/joey_o_logo.png" alt="" width="163" height="181" /></a>When local business owners Mark Landis and Joseph Petroulis saw a run down, derelict building for sale on the corner of Fourth and Franklin Streets, they saw opportunity where others saw blight! As real estate investors, they were looking at the building as a multi unit rental.  It was big and long and could house many apartments, or so they thought.  As it turns out this property lost its commercial usage and could only house one family (not multiple families) because it sat unused for so long, a victim to the City of Wilmington’s ordinance on properties that sit vacant for over a year.</p>
<p style="text-align: justify;">Like any good entrepreneurs worth their salt, they had a vision for something else on that corner… Joey O’s Ice Cream and Water Ice! The first step was to get the local people to support the business. Landis and Petroulis presented their plans to the local residents and the West Side Neighborhood Association and promised to run Joey O’s in a responsible way that would be uplifting to the people of the neighborhood. The next step was to go to the Zoning Board of Adjustment and get a variance to operate a business at the location. Thanks to an overwhelming amount of support from the neighborhood and the Association the board granted the variance for Joey O’s to open as a food establishment, starting with a walk up window service like Rita’s Water Ice or the traditional custard stand.</p>
<p style="text-align: justify;">Today the formerly run-down property is now an oasis of food and fun!   A steady stream of customers arrive to pick from the 16 different flavors of Richman’s hand dipped ice cream, 18 flavors of Philadelphia style water ice or a smooth creamy soft serve ice cream cone. Others come to Joey O’s for their famous hot dogs, pizza, funnel cakes and other tasty treats on their menu.  With plans to add new menu items like steaks and subs AND to open inside seating area later this year, you can be assured that there will be lots of great times at Joey O’s!</p>
<p style="text-align: justify;">Feedback from the community has been overwhelmingly positive with many expressing appreciation, not just for the friendly service but also for the positive the impact the restaurant has had in the community. </p>

<p style="text-align: justify;">Local resident named Courtney said, “I live up the hill on Harrison and when I saw this place I thought that this was the greatest idea for Wilmington Delaware, knowing we are filled with children who love sweets and are within walking distance.”. Many people just come and stare at the building in awe and say, “Wow, I can’t believe this is so nice! And it’s in my neighborhood!”</p>

Participants from eleven states will convene in Dover for a series of field trips and meetings.  All age groups and skill-levels are expected.  Participants will enjoy two days of field trips designed to investigate a variety of natural areas from coastal salt marsh to inland streams and vernal woodland pools.  Many of Delmarva&#8217;s native dragonfly and damselfly species are near the northern limit of their natural range.  Participants from states north of Delaware will have a chance to observe species that are rare or absent northward but may be common in Delaware.</p>
<p style="text-align: justify;">The meeting will consist of two field days (15th and 16th of July) designed to acquaint participants with dragonflies in their natural habitats.  Field trips will leave from a pre-determined meeting site each morning at 8:30 am (check website below for location information). A series of short lectures on dragonfly biology are planned at Delaware State University in Dover Friday night and a barbecue for registered participants will be hosted by Delaware Nature Society on Saturday the 16th of July.  The meeting is free and open to anyone with a sincere interest in dragonflies.
