<p><span style="font-weight: 400;">On behalf of the Collaborative for Academic, Social and Emotional Learning (CASEL), Committee for Children, and the </span><b>102 national organizations; 17 state organizations; and 18 local organizations</b><span style="font-weight: 400;"> focused on the advancement of evidence-based social emotional learning (SEL) signed below, we urge you to continue building on the historic funding levels for children and education provided by the American Rescue Plan (ARP) Act by prioritizing SEL funding in the Fiscal Year (FY) 2022 budget.</span><b> As the Labor, Health and Human Services, Education, and Related Agencies Appropriations Subcommittees work on the Fiscal Year (FY) 2022 appropriations bill, we urge you to fund programs that support SEL at least at $784 million.</b></p>
<p><span style="font-weight: 400;">Educators, child advocates, mental health professionals, and other community members who together serve and support millions of young people and adults, are depending on continuing support beyond the crises of COVID-19 and racial inequity. This school year has been like none other and our recovery will require a commitment at the highest levels of government to build the social and emotional skills needed to help keep students safe and to overcome the traumas occurring both inside and outside of school. Our students, teachers, families, and communities have dealt with unexpected loss, grief, and instability that has impacted our collective well- being in profound ways. Additionally, students and educators are reliant on SEL skills to help address learning loss and increase academic outcomes for students who are now further behind than ever before. Adults will need to utilize these skills as they reenter the workforce in-person, reorienting to different styles of collaboration and communication. In historically and systemically marginalized communities, the impact of the crises has been multi-layered, significant, and demonstrative of the coming needs across all of America.</span></p>
<p><span style="font-weight: 400;">While funding already appropriated has been crucial to alleviating many of the traumas brought upon communities, incorporating SEL into the foundation of education will require sustained funding. Ensuring the FY 2022 budget includes such funding will go a long way to helping communities normalize SEL as part of their recovery efforts.</span></p>
<p><span style="font-weight: 400;">To support the growth of SEL programs, we are requesting $784 million to support the following programs:</span></p>
<ul>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">$170 million within the </span><b>Education Innovation and Research</b><span style="font-weight: 400;"> program for grants for evidence-based, field-initiated innovations that address student social, emotional, and cognitive needs.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">$25 million dedicated within the </span><b>Supporting Effective Educator Development (SEED) </b><span style="font-weight: 400;">grant program for teacher professional development and pathways into teaching that provide a strong foundation in child development and learning, including skills for implementing SEL strategies.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">$25 million dedicated within the </span><b>School Safety National Activities</b><span style="font-weight: 400;"> program to make schools safer and increase positive school climate by prioritizing SEAs and LEAs whose applications describe how they will develop, adopt and teach social and emotional skills in awarding grants to pertaining to school safety.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">$443 million for </span><b>Full-Service Community Schools</b><span style="font-weight: 400;"> to provide comprehensive services and expand evidence-based models that meet the holistic needs of children, families, and communities to match the President’s budget request.</span></li>
<li style="font-weight: 400;" aria-level="1"><span style="font-weight: 400;">$121 million for </span><b>Project AWARE</b><span style="font-weight: 400;"> to expand the capacity for mental health agencies to support mental health resources in schools and connect school-aged youth and their families to needed services including SEL.</span></li>

<p>&nbsp;</p>
<p><span style="font-weight: 400;">SEL is the process through which children and adults understand and manage emotions, set and achieve positive goals, feel and show empathy for others, establish and maintain positive relationships, and make responsible decisions. A review of more than 200 studies found that programs that teach social and emotional skills have yielded significant positive effects on student attitudes about self, others, and school, and have improved school safety. Overall, these programs “are associated with positive results such as improved attitudes about the self and others, increased prosocial behavior, lower levels of problem behaviors and emotional distress, and improved academic performance.”i According to a 2017 meta-analysis on the effects of SEL, students participating in SEL programs demonstrated a 6% increase in high school graduation rates and an 11% increase in college graduation rates.ii</span><span style="font-weight: 400;"><br />
</span> <span style="font-weight: 400;"><br />
</span><span style="font-weight: 400;">SEL programs have an average of $11 returned for each dollar invested into their programs and the impact of these kinds of investments lasts over time.iii To ensure that all students have access to the social and emotional development and supports they need to succeed, we ask that you provide at least $784 million in FY 2022 for these programs.</span><span style="font-weight: 400;"><br />

<p><b>June 23, 2021 (Memphis, TN) -- </b><span style="font-weight: 400;">Bluff City High School was approved by The Tennessee Department of Health to serve as a Covid-19 vaccination site. Vaccinations started on June 17 and will continue through June 25, potentially longer. The site will serve Shelby County, and in particular, the Hickory Hill and Parkway Village communities. Covid-19 vaccinations will be available to everyone 12 years and older for free and no insurance will be required. Dozens have already received Covid-19 vaccinations at this site and there are hundreds more vaccines available. Green Dot partners Dar Salud Care and Life Doc will lead operations. </span></p>

<p><span style="font-weight: 400;">“This will be the only vaccination site in Hickory Hill,” says Jocquell Rogers, Community Engagement and Public Relations Manager of Green Dot Public Schools Tennessee. “We are very grateful to work with our county, state, and longtime partners to secure and administer Covid-19 vaccinations for our local community, teachers, parents, and students.”   </span></p>

Over 100 professional volunteers spent about 3 hours with more than 250 students practicing and refining their job interview skills.  </span></p>

<p><span style="font-weight: 400;">“We pivoted to a virtual format this year, allowing professionals from across the country to give students the benefits of their experience and expertise.” says Douglas Weston, VP of Development at Green Dot. “Some of the most senior executives in the nation and a wide variety of employees from our best American companies joined our Board members and Ambassadors in an incredible show of support for young people and their dreams. It is a wonderful event that our community of students and teachers look forward to every year.” </span></p>

After a challenging year and half due to Covid-19, this year’s graduating seniors have accomplished a tremendous amount and their tenacity is nothing short of extraordinary. Also of note, Ánimo City of Champions High School celebrates its first graduating class since the school opened in 2018.</span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">“We are proud of our seniors every year, of course, but this year’s graduates are remarkable and have persisted to complete their high school education in the face of much hardship,” says Dr. Cristina de Jesus, CEO &amp; President of Green Dot Public Schools California. “It is bittersweet that the seniors in the Class of 2021 are especially prepared for what life may throw at them.” </span></p>

<p><span style="font-weight: 400;">24 Green Dot students across the network earned prestigious scholarships to support their journeys through college including the Susan &amp; Michael Dell Scholarship and the Ric &amp; Suzanne Kayne Foundation Scholarship. Even more, students will be matriculating into several Ivy League universities and other top institutions throughout the US.  </span></p>

The event, which will be held virtually on May 28th,</span><span style="font-weight: 400;"> offers programming to support seniors finding success in college, career leadership, and life. This year’s event covers financial literacy, career development, and transition to college/military-specific guidance. The event’s workshops are comprised of speakers including Green Dot’s alumni, Dweebs Global’s Career Mentors, and college and community partners.  </span></p>

<p><span style="font-weight: 400;">“We are thrilled to partner with Green Dot to make this event happen” says Janani Mohan, Executive Director of Dweebs Global. “This year, more than ever, students need guidance for their emotional, financial, college, and career paths. <p><b>May 26, 2021 (Beaumont, TX) -- </b><span style="font-weight: 400;">Dr. Martin Luther King, Jr. Middle School, newly led by Green Dot Public Schools Southeast Texas, is pleased to announce the selection of Julia Rich to be the school’s new Principal. Ms. Rich is in her ninth year in education and most recently served as an Assistant Principal for KIPP Texas Public Schools. She was selected through a competitive process that included input from the community of stakeholders at King Middle School including teachers, staff, and district leadership.  </span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">“We are thrilled to welcome Julia to Beaumont and know that her leadership, passion, and perspective will be invaluable to growing our students’ academic success,” says Chris “Cliff” Claflin, Executive Director of Green Dot Public Schools Southeast Texas. “We can’t wait to see the great things to come from her leadership at King Middle School.” </span></p>

<p><span style="font-weight: 400;">Green Dot partnered with the Beaumont Independent School District to improve Dr. Martin Luther King Jr. Middle School. In May 2020, the district put out a ‘Call for Quality Schools’ and selected Green Dot to support King Middle and its educational program beginning in the 2020-21 academic year. Green Dot will aim to quickly grow students’ academic proficiency and improve the school’s accountability rating, while preparing all students for college, leadership, and life.</span></p>

<p><span style="font-weight: 400;">May 24, 2021 (</span><b>MEMPHIS, TN) -- </b><span style="font-weight: 400;">Bluff City High School, established in 2018 by Green Dot Public Schools, celebrates the Class of 2021, the school’s first class of seniors who graduated on Saturday, May 22nd. The school was founded to provide high-quality, free education options to families in Memphis.</span></p>

<p><span style="font-weight: 400;">“We are so proud of our trailblazing Class of 2021,” says Principal Lameika Pegues. “Our seniors led the way and set the tone for Bluff City High. Our school’s team feels especially grateful for our partnership with our students and our families to have reached this achievement. We wish our graduating seniors all the best. We know that after the last 15 months of challenges, they are prepared for anything life throws at them.” </span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">Bluff City High School focuses on graduating college-ready learners through rigorous academics, highly effective team members, and working closely with the local community members and parents. The goal is to prepare all students, regardless of background, for college, leadership, and life. </span></p>
<p>&nbsp;</p>
<p><span style="font-weight: 400;">Due to coronavirus restrictions, Bluff City High School’s graduating seniors were separated into two groups with one ceremony at 8:30am and the other at 11:30am. There was a virtual component so that all family, friends, and loved ones were able to support their graduate.</span></p>

<p><span style="font-weight: 400;">“This is a huge accomplishment of the entire Bluff City community, or pack, as we like to call ourselves,” says Megan Quaile, Executive Director of Green Dot Tennessee. “We are thrilled.”</span></p>

<span style="font-size: 18px;"><i><span style="font-weight: 400;">United Parents &amp; Students made the partnership possible and is on track to vaccinate thousands of community members</span></i></span></p>

<p><strong>May 10, 2021 (LOS ANGELES) --</strong><span style="font-weight: 400;">With the help of United Parents &amp; Students, Green Dot partnered with Saint John's Child &amp; Family Center, a well-known local health clinic, to adapt 7 Green Dot schools into Covid-19 vaccination centers that will be open to local communities. Each site will be able to schedule 300-400 appointments per day, and the clinic will automatically schedule the follow up dose. Community members can register in advance or walk-in to receive their vaccine, availability permitting. The vaccines will be free and open to the public, ages 16 and older, and the schedule is as follows: </span></p>

<p><span style="font-weight: 400;">“It is great to work together with our partners at St. John’s and throughout the city to ensure equitable access to Covid-19 vaccinations,” says Cecilia Vasquez, Community Engagement Manager with United Parents &amp; Students.  United Parents &amp; Students, born out of Green Dot and active in all Green Dot regions, is a coalition of 2,000+ parents and students who advocate for change.</span></p>

<p><span style="font-weight: 400;">“We are so excited to be doing our part to improve access to the vaccine in our communities,” says Annabelle Eliashiv, Green Dot CA Chief of Staff. This is one of several partnerships that Green Dot has made to secure Covid-19 vaccinations for their community of teachers, parents, students (who are old enough to receive the vaccine), classified staff, and local community and business members. </span></p>
