António Manuel de Oliveira Guterres, ex-Primer Ministro de Portugal y director de la Agencia para los Refugiados desde 2005, se perfila como el próximo Secretario General de la Organización de las Naciones Unidas.

Según un anuncio que dio hoy miércoles el embajador Vitaly Churkin, representante de la Federación de Rusia y presidente del Consejo de Seguridad durante octubre, Guterres fue el 'claro favorito' en las consultas al interior del Consejo.

Esta mañana, el órgano compuesto por 15 miembros de las Naciones Unidas llevó a cabo una votación anónima para cada uno de los 10 candidatos a la Secretaría General, eligiendo entre las opciones de apoyo (encourage), no apoyo (discourage) o no opinión (no opinion) respecto a cada candidato. En esta votación, ninguno de los miembros del Consejo se opuso a la candidatura de Guterres, siendo de 13 votos de apoyo y dos votos de no opinión.

Mañana jueves, a las 10h00 tiempo del Este, el Consejo de Seguridad llevará a cabo un voto formal para confirmar la elección del nominado. La susesión tendría lugar a inicios de 2017, cuando el coreano Ban Ki-moon termine su segundo periodo como Secretario General de la organización.

Alaska: Day 1

Yesterday I touched down in Alaska for a three-day tour — a trip I've been looking forward to for a long time. Not only because Alaska is one of the most beautiful places in our country -- but because I'll meet with everyday Alaskans about what's going on in their lives, and I expect to learn a lot.

Not only because Alaska is one of the most beautiful places in a country that's full of beautiful places -- but because I'll meet with everyday Alaskans about what's going on in their lives, and I expect to learn a lot.

Alaska is a region defined by its Native population tribes that make up a large portion of the state's population and have been here for thousands of years. People who, through their sheer ingenuity, found a way to wrangle the elements and stake out lives for themselves.

On the flight in, I had a great view of one of Alaska's most beautiful sights -- Denali.

It's a new and ancient name all at once. In fact, just today, we renamed Mount McKinley, the tallest mountain in North America, by restoring its native name: Denali, which means "the high one."

Alaskans are already living with the effects of climate change.

More frequent and extensive wildfires. Bigger storm surges as sea ice melts faster. Some of the swiftest shoreline erosion in the world -- in some places, more than three feet a year. Alaska's glaciers are melting faster, too -- threatening coastal communities, tourism and adding to rising seas.

Climate change is already affecting the salmon stock that generations of Natives have relied on as an integral part of their lives. So my Administration is taking new action to make sure Alaska Natives have direct input into the management of Chinook salmon stocks. They've taken care of the salmon population for centuries and there's no reason they shouldn't now.

If we do nothing, Alaskan temperatures are projected to rise between six and twelve degrees by the end of the century -- changing all sorts of industries forever. This is all real. This is happening to our fellow Americans right now.

I'm looking forward to talking to Alaskans about how we can work together to make America the global leader on climate change around the globe.

And I'll be sharing my experiences with you along the way because I want to make sure you see what I'm seeing.

And when you do, I want you to think about the fact that this is the only planet that we've got -- and we've got to do everything we can to protect it.

Es un honor poder comunicarles que el Instituto Nacional Electoral (INE) en coordinación con la Organización de los Estados Americanos (OEA), la Universidad Nacional Autónoma de México (UNAM), el Programa de Naciones Unidas para el Desarrollo (PNUD) e IDEA Internacional, llevarán a cabo el VI Foro de la Democracia Latinoamericana, titulado "Democracia y Ciudadanía. Hacia una agenda global desde América Latina" y que, como en ocasiones anteriores, contará con la participación de destacados académicos, políticos, diplomáticos, funcionarios electorales y representantes de diversas instituciones nacionales e internacionales, quienes compartirán sus reflexiones en torno a los tres ejes temáticos seleccionados para este Foro: Ciudadanía Social, Ciudadanía Civil y Ciudadanía Política.

Our biggest step yet in fighting climate change:

President Obama just announced America's Clean Power Plan -- the biggest and most important step our country has taken in the fight against climate change.

Our power plants are responsible for about a third of America's carbon pollution -- more than our cars, airplanes, and homes combined -- and that pollution is fueling climate change. But until now, there have never been federal limits on how much carbon pollution existing power plants can generate.

The Clean Power Plan sets the first-ever carbon pollution standards for these power plants, while providing states and utilities with the flexibility they need to meet those standards.

You've heard the numbers by now: 2014 was the planet's warmest year on record. Fourteen out of the 15 warmest years on record fell within the first 15 years of this century. Earth's current levels of carbon dioxide, which heats up our atmosphere, are the highest they've been in 800,000 years.

We can see the effects of the changing climate in our everyday lives. Our summers are hotter. Our droughts are deeper. Our wildfire seasons are lasting longer. Our storms are more severe. And these disasters are becoming more frequent, more expensive, and more dangerous.

But as the President said today, "There is such a thing as being too late when it comes to climate change."

That's why he directed the Environmental Protection Agency in 2013 to tackle the issue of carbon pollution from our power plants -- and today's plan sets the first-ever nationwide limits on this pollution.

By 2030, this new plan will reduce carbon pollution from our power plants by 32 percent from 2005 levels. In total, it will keep 870 million tons of carbon dioxide pollution out of the atmosphere -- the equivalent of taking 166 million cars off the road, or cutting every ounce of emissions due to electricity from 108 million American homes.

Because of this plan and other steps we've taken to combat climate change, we'll reduce premature deaths from power plant emissions by nearly 90 percent by 2030, and we'll see 90,000 fewer asthma attacks among our children each year.

Combined with more investments in clean energy, smarter investments in energy efficiency, and a global climate agreement by the end of this year, we can slow -- and maybe eventually stop -- the harm we've inflicted on our climate over the past century.

México envía los primeros observadores militares y oficiales de Estado Mayor en las Operaciones de Mantenimiento de la Paz de la ONU: "Se informa que en fechas próximas, oficiales militares mexicanos se incorporarán en algunas de las Operaciones de Mantenimiento de la Paz (OMP) de la Organización de las Naciones Unidas.

En este contexto, los elementos que participarán serán cuatro integrantes de las Fuerzas Armadas Mexicanas, dos designados por la Secretaría de la Defensa Nacional, y dos por la Secretaría de Marina.

Los militares se desplegarán como Oficiales de Estado Mayor en la Misión de la ONU para la Estabilización de Haití (MINUSTAH) y como observadores en la Misión de las Naciones Unidas para el Referéndum del Sáhara Occidental (MINURSO).

En el caso de la MINUSTAH, un Capitán de Corbeta especialista en comunicaciones y un Mayor de Infantería Diplomado de Estado Mayor se incorporarán en funciones de asesoría y planeamiento de operaciones en el cuartel general de la Misión. En cuanto a la MINURSO, se integrarán un Capitán de Corbeta y un Capitán Primero de Infantería Diplomado de Estado Mayor, quienes han sido capacitados para desarrollar funciones de observación mediante cursos certificados por la Organización de las Naciones Unidas, así como para desarrollar tareas de índole humanitaria.

La participación gradual de México en las OMP estará apegada a los principios normativos de la política exterior dispuestos en nuestra Constitución. Este tipo de misiones, aprobadas por el Consejo de Seguridad de la ONU contribuyen al objetivo de colaborar a favor del mantenimiento de la paz y seguridad internacionales con el apoyo y la participación conjunta de diversos países, incluyendo los iberoamericanos, entre otros.

Con esta determinación, México reitera su compromiso como actor global responsable ante la comunidad internacional y de conformidad con los principios y valores de la Organización de las Naciones Unidas."

El presidente Barack Obama habla sobre Cuba

Yesterday, after more than 50 years, we began to change America's relationship with the people of Cuba.

We are recognizing the struggle and sacrifice of the Cuban people, both in the U.S. and in Cuba, and ending an outdated approach that has failed to advance U.S. interests for decades. In doing so, we will begin to normalize relations between our two countries.

I was born in 1961, just over two years after Fidel Castro took power in Cuba, and just as the U.S. severed diplomatic relations with that country.

Our complicated relationship with this nation played out over the course of my lifetime -- against the backdrop of the Cold War, with our steadfast opposition to communism in the foreground. Year after year, an ideological and economic barrier hardened between us.

That previous approach failed to promote change, and it's failed to empower or engage the Cuban people. It's time to cut loose the shackles of the past and reach for a new and better future with this country.

I want you to know exactly what our new approach will mean.

First, I have instructed Secretary of State John Kerry to immediately begin discussions with Cuba to re-establish diplomatic relations that have been severed since 1961. Going forward, we will re-establish an embassy in Havana, and high-ranking officials will once again visit Cuba.

Second, I have also instructed Secretary Kerry to review Cuba's designation as a State Sponsor of Terrorism -- a review guided by the facts and the law. At a time when we are focused on threats from ISIL and al Qaeda, a nation that meets our conditions and renounces terrorism should not face such a sanction.

Third, we'll take steps to increase travel, commerce, and the flow of information to -- and from -- Cuba. These steps will make it easier for Americans to travel to Cuba. They will make it easier for Americans to conduct authorized trade with Cuba, including exports of food, medicine, and medical products to Cuba. And they will facilitate increased telecommunications connections between our two countries: American businesses will be able to sell goods that enable Cubans to communicate with the United States and other countries.

Learn more about the steps we're taking to change our policy.

These changes don't constitute a reward or a concession to Cuba. We are making them because it will spur change among the people of Cuba, and that is our main objective.

Change is hard -- especially so when we carry the heavy weight of history on our shoulders.

Our country is cutting that burden loose to reach for a better future.
