Real-estate sector can reignite the economy

Against a backdrop of rapid urbanisation and rising population, Pakistan’s real estate sector continues to be dominated by a chronic shortage of housing units, which now stands around eight million.

There is an incremental demand for some 700,000 housing units annually in the country against the annual construction of around 200,000 units. If the pace of galloping deficit is not contained, knowledgeable circles maintain, then the shortage will rise to a million houses in the not too distant future, badly affecting the life of common citizens, socially and economically.

The ever-widening housing deficit has resulted in growth of squatter colonies and slum localities, particularly in main urban centers and metropolitan towns where many families are constrained to live in one-room shanty lodges. Generally, slum-dwellers face many obstacles, which deny them a permanent and decent shelter with a minimum of basic amenities, like water, sanitation, electricity, gas, drainage and above all proper healthcare and education. As such the slum-dwellers are forced to live in sub-human conditions in over-crowded localities.

Considered as one of the main drivers of economic growth, the construction and housing industry accounts for 10 to 12 per cent of GDP and 7 per cent of employment globally. While it can become the biggest creator of jobs, it can also engage some 40 supporting industries, thus creating demand for growth of economy on the one hand and alleviating poverty on the other.

Pakistan’s real estate sector and construction industry, which had been registering a steady and strong growth from 2001-2008, recorded a decline of 10.8 per cent in the financial year 2008-09. This was the largest fall in 37 years, according to the State Bank of Pakistan. Sharp increase in building material prices during the first eight months of the fiscal year 2008-2009, significant cut in disbursement of Public Sector Development Programme (PSDP) funds and dearth of financing facilities caused the construction activities to shrink significantly.

The weakening construction activity was a source of great concern, especially from the perspective of employment generation among the unskilled labour force and ultimately for poverty alleviation. Almost 3.3 million people were employed in the country’s construction sector in the financial year 2007-2008.

Recognising the gravity of housing situation and the potential of housing and construction industry as a productive sector of economy, the government declared this sector as a priority industry, some time back, aimed at employment generation, economic development and housing deficit reduction.

To give a boost to the construction sector and arrest the housing deficit, the government enhanced the house financing by banks to 10 per cent from the previous 5.0 per cent of net advances, while maximum loan limit was also increased to Rs10 million from Rs5 million, debt-equity ratio from 70:30 to 80:20 and loan tenure from 15 years to 20 years.

The policy measures introduced by the government did succeed in attracting private investors, including some foreign builders, to the real estate sector. However, most of the major projects currently moving forward are either being executed by developers from the Gulf or the government itself, which has embarked upon a project to construct one million houses in Islamabad and the four provincial capitals.

The leading investor amongst Gulf developers is Emaar Properties, which has undertaken development projects in Pakistan valuing at US $2.4 billion. Its subsidiary in Pakistan – ‘Emaar Pakistan’ has launched two projects in Islamabad and one in Karachi. Spread over 1,500 acres, its Islamabad projects include Highlands and Canyon Views, while its Karachi project has been styled as Crescent Bay.

An integral part of Karachi’s DHA Phase-8, Crescent Bay covers 108 acres, and it will span high-rise and mid-rise towers for residential and commercial use, all replete with comprehensive amenities, and DHA Golf Course. Ideally located near Karachi’s central business district, Crescent Bay will also include a shopping center as well as a 5-star beachfront hotel. It is destined to be the first ever waterfront living concept in Pakistan.

The Canyon Views, in Islamabad, is projected to comprise of 9,000 luxury single-family town homes and villas in a wide range of architectural styles with easy access to amenities, including retail centers, community club houses, parks, lakes, schools and mosques. Launched in 2006, Canyon Views is the first world class gated community in Pakistan. The first batch of Mirador Villas in this project was completed, in 2009, and handed over to the owners, who are residing there. Now, it is offering ready-to-move-in villas; while planning to come up with projects whereby it will offer residential plots to people to build custom-made houses.

Through its projects, Emaar claims to be trying to recreate the same successful ‘Dubai model’ in Pakistan with its master-planned communities, supporting a healthy lifestyle with wide open spaces, parks recreation areas and community centers.

A market of over 180 million people and also a fast emerging hub for regional economic activity, in particular for export of manufactures to the Middle East, Central Asia and South Asia, there is a great demand for houses in Pakistan, in particular by a strong segment of upwardly mobile young professionals, who are looking for world-class residences and offices.

The investments in housing can potentially help to resuscitate Pakistan’s economy by creating millions of new jobs, directly and indirectly, while considerably easing the acute shortage of housing. Construction happens to be one of the most labour intensive economic activities, requiring large numbers of workers and creating thousands of jobs. And when the buyers move in, they also demand all kinds of products and services to furnish their homes, thereby creating further employment opportunities. All this offers a great recipe for reigniting economic growth and renewed prosperity in Pakistan.

Truth About Tenders

How many of you have received an invitation for a ‘Request for Tender’, got excited and spent months, weeks and endless days working on a tender submission? Not to mention the amount of resources you had to pull to get the tender completed in full and on time.
Quite frankly, I think tenders are a load of garbage. I know it sounds bold and to the point, but I think tenders are used by the private or public sector as a great way to rob agencies of their ideas, get educated quickly on the project’s requirements and immediately become the company rockstars – most of the time, all for free.
Recently, we were involved in a tender. It was a three month full time effort, four resources later. The tender had a closed date (which we met) and it had a line that read “appointment of the successful candidate”. That was 2 months ago and still waiting. No return phone calls and no apologies for all the work, not to mention the intellectual property they have in their hot hands.
How is it that these guys can get away with this? Being in a small business is hard enough. Most agencies with 50 or less employees are probably capable of winning the tender, but are mistreated and abused when it comes to the process. So, I ask myself, who is looking over this process to ensure there is a protocol in place that becomes an industry standard. Who do we go to when we have spent time, money and resources to deliver an outstanding submission but we never hear from that client ever again? Or we find out that the successful candidate is the brother, sister or best friend of someone on the decision making panel. The list goes on and on.
I read in November’s edition of Ragtrader an article on The Homeworkers Code of Practise Committee, they are a union body which administers ‘No Sweat Shop’ accreditation system to ensure the industry is not abusing employees working from home. Why can’t we have a similar body overlooking the tender process? If there is one, can someone let me know.

The Government College University Lahore (GCU) has invited Old Ravians to compile its glorious 146-year sports history.

The decision to record the services of GCU sports legends was taken at a meeting of GCU officials that included former Olympians and gold medallists, Munir Dar, Javed Zaman Khan, Imtiaz Ahmed and Naqi Mohsin. GCU Vice Chancellor Professor Dr Khalid Aftab chaired the meeting. At the meeting it was decided that the Indian Old Ravians, who participated in the subcontinent games before 1947, will also be taken on board for the important task. Professor Khalid said GCU had encouraged sports, "right from the beginning".

History: "Our sports history can be traced from the 1931-32 session when GC became the overall champion and won the general trophy of the Punjab University for the first time," he said.

Professor Khalid said GC won the general trophy 12 times and secured the runner-up position four times from 1931 to 1947.

During that period, GC produced a number of outstanding sportsmen who not only brought honour to their alma mater, but also had the distinction of representing India in Olympics and various other international sports events, he said. "After Independence, GC kept up its outstanding traditions in the field of sports and maintained excellence and edge over its rival institutions, winning the general all-round trophy 20 times and remaining the runner-ups 22 times from 1947-48 till 1988-89 in national games," he added.

He said GCU still has a leading position in sports, adding that Ravians have won the inter-universities hockey and bodybuilding championships this year, besides securing positions in other sports. The vice chancellor said GCU also awards special scholarships to sportsmen in order to encourage them.

Olympian: Addressing the meeting, former Olympian Munir Dar appreciated the efforts of the GCU Sports Board and took full responsibility of compiling the records of Old Ravian hockey players who represented India and later Pakistan, starting from the 1928 Olympics to date. Dar gave the example of Jafar Shah who received the Gold Medal in Hockey in 1932 and 1936. Former Pakistan Cricket Team Captain Imtiaz Ahmed said a list of GCU Rolls of Honour in Sports awardees has already been complied, and it would be extremely helpful to gather the required information.

Coaches' roles: Chief Minister Task Force for Sports Chairman Chaudary Muhammad Yaqoob suggested that the role of coaches and team managers should also be highlighted.

Later, the vice chancellor announced forming the committees and sub-committees of various games for compiling the required data. Ijaz Ahmed, Najum Latif, Col (r) Saeed Ahmed Khan and Professor Ahmed Hussain also attended the meeting. Daily times

Q:What about job ?

Most of people choose their jobs according to their own working perceptions, so their expectation for jobs is different. Some would like to stay at the same company, and the others prefer to transfer their jobs frequently. As far as I am concerned, there are both prons and cons for these two points of view.
Each viewpoint has its advantages. To the former one, the constant job can provide people stability, which will stimulate them work harder. Because of the same job for the same company, employees are quite familiar with their own work, including their specific responsibilities, which can benefit the company to operate steadily. While, to the latter one, people will face more challenges when jump to another job. It can also offer the opportunity of promotion for those whose former job restricts their development.
However, there are also downsides for the two points. When people have worked for a company for a long time, they may easily lose the innovative spirit, because they are too comfortable to change their current working conditions. Those who often change their jobs have to acquire time for them to adapt to new surroundings, which brings obstacles to a company at the rapid development. Meanwhile, concerned with their former company, it is also a big loss when one of their employees leaves.
Therefore, it is admitted that every coin has two sides. No matter which point of view people select, the
suitable one is the best one.
