        <![CDATA[<p>Do you care about stamping out corruption, money laundering and tax dodging? The Financial Transparency Coalition (formerly the Task Force on Financial Integrity and Economic Development) is looking for a dynamic individual, with a proven track record of achieving policy change, and 'intelligence' of the EU/Brussels environment and structure. This is an exciting opportunity to lead EU advocacy on an influential advocacy campaign to curb illicit financial flows. <p>The next 18 months present important opportunities to influence EU legislation: The EU is now in a process to update its anti-money laundering directive, including by taking steps to increase transparency over the ownership of companies. Moreover the European Commission has launched an action plan to crack down on tax evasion and avoidance. There is also movement on the long stalled revision to the savings tax directive, which provides an opportunity to push for further steps automatic exchange of information.</p>

<p>This position involves leading the Coalition's advocacy towards the EU. The successful candidate will lead an advocacy campaign towards the European Union's review of the Anti-Money Laundering Directive (75%), and the Coalition's advocacy towards the EU on other Coalition related areas (25%)</p>

<p>Key responsibilities:</p>

<p>Carry out advocacy towards the EU institutions to influence the Anti-Money Laundering Directive<br />
Develop and maintain relationships with key European Commission staff, Cabinet members, Members of the European Parliament and Permanent Representative offices, NGOs, journalists and other private sector stakeholders relevant to the success of the campaign<br />
Coordinate a NGO coalition working to influence the Anti-Money Laundering Directive<br />
Revise and lead the implementation of the coalition's advocacy strategy<br />
Energise and coordinate  strategic thinking  on automatic information exchange (AIE),<br />
Develop an AIE action plan, including identifying realistic targets and key 'actors' to help drive the  work forward<br />
Prepare advocacy notes and frequent updates for coalition members<br />
Write compelling advocacy materials for lobbying and the media<br />
Be prepared to travel on short notice, if necessary<br />
Other activities that are required to fulfil the role <br />
Required qualifications/experience</p>

<p>Excellent understanding of the EU co-legislative processes<br />
Advocacy experience within the EU<br />
Ability to help non-governmental organisations work together to achieve common aims<br />
Strong English written and verbal communications skills<br />
Excellent interpersonal skills<br />
Ability to understand and articulate the Coalition's issues<br />
Ability to work independently and on own initiative<br />
Desirable experience:</p>

<p>Knowledge of one or more EU languages other than English<br />
A background in anti-money laundering, anti-tax evasion or anti-corruption efforts<br />
Competence in an advocacy role with institutions at a high level<br />
Office and reporting: The advocacy lead will be hosted by the European Network on Debt and Development (Eurodad) in Brussels, and work closely with a policy team of Coalition members in Europe and the Coalition Manager in Washington DC.</p>

<p>Contract details: 18 months full-time contract with a possibility of extension, depending on performance and funding. There is a probation period of 3 months. Gross yearly salary of € 46,145 -€ 48,025, depending on experience. In addition there is a package of benefits including daily meal vouchers, hospitalisation insurance, travel insurance and contribution to pension plan.</p>

<p>ESSENTIAL FUNCTIONS:<br />
The Manager of External Affairs, Africa Region reports to the Africa Region Director for External Affairs and coordinates and implements plans and strategies to maximize the engagement of U.S.-based partners, in particular U.S. government agencies and U.S.-headquartered organizations; as well as programs and entities internal to the Conservancy, in support of conservation priorities for the Africa Region (AR). Principal conservation priorities include Northern Kenya, Western and Northern Tanzania, Western Zambia, and Gabon. S/he helps develop and implement plans and strategies as a member of the Africa External Affairs team and in consultation with the Africa Conservation and Fundraising teams. S/he also identifies public funding opportunities and writes and edits public funding proposals. S/he develops and implements strategies in collaboration with TNC's Worldwide Office (WO) and U.S. State Chapters, where appropriate, in support of AR projects and priorities. S/he engages in regular contact with government officials and U.S. partners regarding matters pertaining to administrative and legislative actions related to the mission of the Conservancy, and public-sector fund raising to increase the level of financial support for AR projects and priorities. S/he works to secure financial support for AR conservation priorities from USAID, MCC, USFWS, USFS, GEF, World Bank, and others. S/he manages centrally funded projects. S/he complies with federal lobbying laws and regulations, and monitors legislative initiatives and policies which are related to AR conservation priorities.</p>

<p>The Manager of External Affairs, Africa Region represents the Conservancy with U.S.-based partner organizations such as other environmental NGOs, umbrella organizations such as the Africa Biodiversity Collaborative Group (ABCG), private corporations and associations, special interest groups and governmental officials, and works among key government officials to increase policy and public funding support for AR's mission and programs. S/he represents AR at the Worldwide Office in Arlington. S/he coordinates the work of AR External Affairs with the Chief Conservation Office, International Government Relations, and U.S. Government Relations teams at WO, and represents the Director of External Affairs AR at relevant meetings. S/he reports to the Director of External Affairs for AR.</p>

<p>PREFERRED QUALIFICATIONS:<br />
 Master's degree in political science, public policy, environmental policy or related field and 5-7 years' experience.<br />
 Knowledge of current political, socio-economic and conservation trends and issues in Africa; excellent working<br />
knowledge of federal policy as it relates to African conservation issues.<br />
 2-5 years' experience focused on Africa.<br />
 Fluency in English required; basic literacy in French (written and verbal) preferred.<br />

<p>COMPLEXITY/PROBLEM SOLVING:<br />

        <![CDATA[<p>Congratulations to the <strong>MDP Senegal 2012 Field Experience Team (MDP students Gbaike Ajayi, Erin Collinson, Christine Papai, Frantzie Saint-Juste) </strong> on being awarded the 2013 Freeman-Stassen Award for International Activities for their summer project in collaboration with USAID Senegal on a Local Capacity Building program.  Nominated by Chavanne Peercy.</p>

<p>In her letter of nomination Dr. Peercy wrote:</p>

<p>"The team maintained a level of intellectual and professional excellence throughout the three month project, which resulted in the highest quality of student work that I have seen during my time at the Humphrey School.  </p>

<p>... the team carried out field work under the USAID Senegal Mission focused on the new USAID Forward Agenda. A critical part of the agency's new strategy is building the capacity of local organizations to carry out development initiatives within USAID's strategic framework as direct recipients of US Government grants.  USAID Senegal was interested in providing leadership in this area by identifying strong local organizations to provide technical assistance in management to peer organizations. While measuring management capacity has been an ongoing activity, measuring an organization's ability to build capacity is a new undertaking. The MDP team was tasked with designing an innovative toolkit to measure capacity building capabilities that aligned with USAID mission and processes. As this was a new initiative for USAID, the team was required to design this toolkit completely from their original ideas and theoretical framework. After testing and modifying their tools in the field, the team carried out an assessment of dozens of local organizations, helping USAID to identify potential partners for upcoming activities. The results of this assessment and the student's report assisted USAID Senegal in moving forward with their strategy. I have received excellent feedback from the USAID Senegal team, who has repeatedly commented on the remarkable quality of the team's work.  </p>

<p>The MDP Senegal team's project was particularly exciting because it will assist in USAID's overall mission of increasing engagement with local partners, not only in Senegal but in a wider context as well. The team had the opportunity to be involved at the very beginning of USAID Senegal's effort to identify and engage local capacity builders, and their work was essential in USAID's ability to move forward. In addition, their exceptional performance laid the ground work for continued collaboration with partners at USAID Senegal, who were eager to host another student team this year. </p>

<p>In my opinion, the MDP Senegal field team's project is exemplary of the overall Humphrey School and MDP mission to create young leaders that can provide innovative solutions to current global policy issues."</p>

<p>The purpose of this award is to challenge Humphrey School graduate students to excel in international activities. To that end the Freeman and Stassen faculty chairs jointly offer a $500 award to a student or students who achieve excellence in international activities during their program at the Humphrey School. This award may be given for the following kinds of activities:</p>

<p>* Institutional innovation at the Humphrey School that helps strengthen the Institute's global programs<br />
* A professional paper that addresses an international problem;<br />
* A paper done as a part of coursework in the Institute or done independently of formal course work; or<br />
* Fieldwork done in an internship as part of the student's regular degree program.<br />
The criteria for evaluating the submissions include (1) academic rigor, (2) institutional innovation, (3) creativity, (4) contribution to policy design and implementation, and (5) contribution to the Institute and its programs. Nominations for the award must be made by the student's advisor with a brief statement (one page) of support. Students are encouraged to suggest their work to their advisors for possible submission. Advisors can submit more than one nomination.</p>

<p>Nominations were judged by a committee of faculty members who have substantial international involvement and/or experience. Awards may be given to two or more students. An award will not be given if a nomination of exceptional quality is not forthcoming. The decision of those judging the awards will be final.<br />
The 2013 selection committee members are Professors James Ron and Robert Kudrle.</p>

        <![CDATA[<p>Bridging Fund Expanded to Include All Externally Funded Fellowships<br />
The Graduate School is pleased to announce that the Bridging Fund program has been expanded to include all externally funded, prestigious fellowships. Currently, the Bridging Fund program covers tuition, health insurance and fees that exceed the education allowance provided by the National Science Foundation for the agency's Pre-doctoral Fellowship program. Effective academic year 2013-14, faculty advisers can request supplemental funding support for graduate advisees who have been awarded an external fellowship. Completed request form should be submitted by June 3, 2013 (Monday). Consideration of requests received after that date would depend on fund availability.</p>

<p>Please note that Bridging Fund will continue to cover the gap for tuition, health insurance, and fees for NSF Fellows without the need for them to apply for it. However, if supplemental stipend is being requested, a completed request form will need to be submitted.</p>

<p>Requests received by June 3, 2013 will be reviewed by a subcommittee consisting of members of the Graduate Education Council (GEC). Priority will be given to requests for supplemental funding to pay for tuition and health insurance not covered by the fellowship award. Colleges and programs are encouraged to provide supplemental support in partnership with the Graduate School to recognize outstanding students who are successful in competing for prestigious fellowships. It is anticipated that through the expanded Bridging Fund program, we will be able to create a database of the external fellowship awards that have been granted to our graduate students.</p>

<p>Multiple year fellowship awards are eligible for multi-year bridging fund support. However, the amount of supplemental funding for future years is not guaranteed and will vary depending on overall demand and fund availability.</p>

<p>Decisions regarding funding request will take approximately 4 to 6 weeks. Actual fund transfer will be in a lump sum for the entire academic year and will occur starting July 15, 2013.</p>

Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate "what works" in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.</p>

<p>Position Summary  </p>

<p>Violence flared in Mindanao in the early 1970s and has claimed the lives of an estimated 120,000 people, displaced two million more, and resulted in widespread vulnerability and poverty.   Presently, the conflict tends to be localized, arising primarily from family- or clan-based violence or land issues.  However, once sparked it can quickly spread and escalate across ethnic and religious lines. </p>

<p>We will evaluate the effects of a community-based peace-building program on conflict-resolution outcomes and violence incidents at the community level. The evaluation will also compare the individual and combined effectiveness of different approaches to peace-building prescribed by the program and, in particular, between information campaigns, community-based interventions, and leader-targeted interventions.  This information will be used to provide our partner with evidence on the most efficient and effective combination of interventions.</p>

<p>With the October 7, 2012 breakthrough in the peace process between the Government of the Philippines and one of the largest and most active rebel groups, peace in Mindanao has moved one step closer to reality.  The proposed evaluation will provide critical evidence to inform the next step: building and sustaining local peace and security across Mindanao.</p>

<p>Responsibilities</p>

<p>The fellow will work closely with researchers on the design of an evaluation of a peacebuilding and governance program run by Catholic Relief Services (CRS) in Mindanao.   The fellow will be based at the CRS office in Mindanao and will be responsible for exploratory research to inform the design of an RCT of the peacebuilding program.  Responsibilities include, but are not limited to:</p>

<p>Leading fieldwork activities:  visit program sites to develop in-depth understanding of program implementation<br />
Work with CRS to identify key areas of interest and opportunities for evaluation and scale-up<br />
Work with researchers to write a full evaluation design<br />
Work with researchers, IPA and CRS to develop the full proposal<br />
Desired Qualifications and Experience</p>

<p>IPA Philippines seeks a second year or higher Ph.D. student interested in governance to be part of an exciting peacebuilding program.  Should this exploratory research and proposal yield funding for an evaluation, and pending satisfactory performance during the internship, we anticipate inviting the fellow to join the project as a full-fledged Principal Investigator.  This is an ideal opportunity for a doctoral student in political science or economics to gain first-hand experience in conducting governance-related field experiments under the guidance of experienced researchers from the World Bank and the University of New South Wales.  Desired qualifications and experience include:</p>

<p>In-depth understanding of literature on post-conflict development, peacebuilding, community driven development and social capital<br />
Experience conducting social science or economic field research in developing countries a plus<br />
Experience with research design and survey design a plus<br />
Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies required<br />
Strong written and oral communication skills and complete fluency in English is required<br />
Strong quantitative skills and familiarity with randomized controlled trials<br />
Ability to work independently<br />
This fellowship will be supported by a modest per diem and will cover the cost of roundtrip airfare to the Philippines.</p>

<p>The Programme Division (PD) sets the standards, assures the quality of program design, and provides guidance to country level program work of UN Women, as well as supports the coordination role of UN Women at regional and country level. <p>The Center for Global Development (CGD), an independent, non-partisan research organisation with offices in Washington, DC and London, UK, seeks a Programme Coordinator for the Commitment to Development Index (CDI), a yearly ranking of rich country development policies; and the Europe Beyond Aid (EBA) initiative, which uses the CDI data and framework to look more closely at how European policies (not just aid) affect development. The post reports to Owen Barder, Senior Fellow and Director for Europe. This post is based in London, where the successful applicant will join a small, friendly team with a start-up culture.</p>

<p>The duties of the Programme Coordinator include:</p>

<p>Organise the production of the CDI each year; including collating and analysing a large quantity of data from different sources.<br />
Manage relations with external contributors who collect and contribute data and research to the CDI and the EBA programme.<br />
Write country analysis and reports and disseminate results, including maintaining the website.<br />
Build CGD's network with key stakeholders in policy and research communities.<br />
Manage relations with the CDI donor consortium.<br />
Track policy developments in relevant areas.<br />
Perform literature and data searches as needed.<br />
Contribute intellectually to the evolution of the CDI and EBA programme.<br />
Draft and edit communications and reports.<br />
Provide other research, writing and editing support for various reports, documents and web content related with the project.<br />
Other duties as necessary.</p>

<p>The successful candidate will have the following qualifications and skills:</p>

<p>Bachelor's degree (preferably, but not necessarily, a Masters too) in economics, international development, political science or related field.<br />
Excellent written and spoken English; another European language is desirable.<br />
A love of data and software; strong knowledge of Excel. Willingness to use database software essential; previous experience of SQL desirable.<br />
1-2 years professional experience working on issues related to international development.<br />
Basic knowledge of econometrics and statistical software (eg STATA) desirable.<br />
Superb organisation skills and attention to detail.<br />
Ability to communicate effectively for CGD with senior officials and other VIPs.<br />
Ability to handle multiple projects simultaneously, in a fast-paced environment.<br />
Comfortable working independently and with little supervision.<br />
Study or work experience in a developing country is desirable.</p>

In 2010, we sponsored a challenge to find unique opportunities for philanthropic investment. GiveDirectly, a start-up organization providing unconditional cash transfers via mobile phone, was the clear winner. We invested in their efforts and they have since achieved significant growth. This experience has inspired us to sponsor prize #2 in the hopes of finding another such initiative to nurture and invest. </p>

<p>Challenge #1<br />
In 2010, we, a San Francisco-based family foundation sponsored our first online challenge to identify opportunities for philanthropic investment. The contest was devised as an experiment to find out if a broad, open call could uncover rare opportunities with huge potential, yet lacking access to alternative funding. </p>

<p>The foundation partnered with the open innovation platform InnoCentive to seek submissions for an "Extraordinary and Unorthodox Philanthropy" challenge. Over 1,000 people signed up as "Solvers" to view the details of the challenge, resulting in nearly 200 submissions. From this pool, one clear winner, GiveDirectly, emerged that met each of the criteria laid out in the challenge description.</p>

<p>Challenge #2<br />
The success of the first challenge, and of GiveDirectly itself, has inspired us to sponsor a new prize to unearth another rare opportunity that is both extraordinary and devoid of funding. The intention is to find another initiative or organization for which our support might be catalytic.  </p>

<p>Our hypothesis is that there are individuals, perhaps in academia, the private sector, public sector, or elsewhere, that have big ideas but lack the resources or mandate to pursue them. Such individuals with unconventional ideas may not actively seek out philanthropic funding that is often organized around traditional issue silos. Our hope is to reach them and provide the spark and encouragement for them to bring their ideas to life.   </p>

<p>We pose no restrictions as to the nature or source of ideas. Kiva's field partners, throughout the U.S. and in over 60 countries around the world, post thousands of loans to Kiva.org every month so that individual lenders can help fund entrepreneurs who have limited access to capital.</p>

<p>Kiva Fellows have a unique opportunity to witness the realities of microfinance firsthand by working directly with a Kiva field partner, or supporting Kiva's newest initiative (Kiva Zip), for a minimum of 16 weeks. Kiva Fellowships are designed to increase Kiva's global impact, offer participants a unique insider experience into the microfinance industry, and provide a career opportunity of a lifetime. The position is volunteer-based, and all Fellows receive a week of in- depth training at Kiva's headquarters, plus ongoing access to Kiva's network of staff and former fellows.</p>

<p>Kiva Fellows are integral to the organization, serving as our eyes and ears on the ground and helping to extend limited resources to maximum effect. Kiva Fellows fulfill a core set of deliverables laid out in a personalized workplan that is defined by Kiva along with the host field partner or Kiva Zip team.</p>

<p>Core Responsibilities<br />
Although no two Fellowships are the same, core responsibilities may include the following:<br />

Job Duties<br />
Research, Analysis and Drafting<br />
·             For selected countries, carry out research on foreign direct investment trends, investment policies and specific aspects of the broader policy framework for investment, such as trade and competition policies, infrastructure development, responsible business conduct and the interaction between green growth related measures and investment policy.<br />

<p>Background<br />
There is a strong recognition that significant weaknesses in governance, justice and security institutions of Liberia were key factors in causing the crises that beset Liberia over the past two decades. Civil war, widespread human rights abuses and mismanagement resulted in immense human suffering, the deepening of poverty, and the erosion of the rule of law. Likewise, Liberia's Poverty Reduction Strategy (PRS) 2008-11 recognizes that while important gains have been made since the end of the war in 2003, the country continues to suffer from an absence of justice, weak public institutions, corruption, and a lack of human capacity to quickly remedy these deficiencies.</p>

<p>Through the PRS, the Government of Liberia (GoL) has expressed its resolve to address the weaknesses of the state that have driven poverty, instability and conflict. Importantly, the Government has highlighted the significance of the rule of law for consolidating peace. Effective and accountable legal and justice institutions, access to justice, and the protection and promotion of human rights are not only essential for sustainable peace-building, but are underpinning many of the PRS objectives in general. This is fully commensurate with the UN's analysis and strategy in Liberia. Weak justice systems were identified as a pivotal conflict factor in the 2006 Common Country Assessment (CCA) for Liberia and strengthening the rule of law has thus been included as an important objective in the United Nations Development Assistance Framework 2008-11 (UNDAF) for Liberia.</p>

<p>To support the GoL in the achievement of priorities and outcomes described in the PRS and UNDAF, the Liberia Peace-building Programme was formulated. The Liberia Peace-building Joint Programme (LPP) is a three year programme concluded between the Government of Liberia, the United Nations and international partners in May 2011. The programme builds on the Peace Building Commission's (PBC) Priority Plan for Liberia which was concluded on 26 January 2011. The programme will benefit from financial support from the peace-building fund (PBF), but the scope of the programme goes beyond that which can be directly funded under a financial allocation from the Peace-building fund and rather aims to respond to all the key Peace-building gaps in Liberia that fall under the rubric of security sector reform, rule of law and national reconciliation; the three priorities for PBC engagement in Liberia. It is envisaged that the UN member states associated with the PBC Liberia configuration can assist in leveraging support for the implementation of those parts of the programme not covered by the PBF. Such support from UN member states and other international partners is expected on the grounds that the actions outlined in this joint programme are fully in keeping with the Liberia Poverty Reduction Strategy (PRS) and aim to directly build on what is already been undertaken by the Government of Liberia with support from international partners. This innovative approach in linking PBF support to other budgetary instruments to deliver a holistic and integrated response to Peace-building challenges is the first of its kind and represents a step change in international engagement in post conflict countries on the PBC agenda. The LPP is divided into two sections, which are strategically linked. Component 1 focuses on joint justice and security programming, while Component 2 focuses on national reconciliation programming. Component 1 is the key component, given that SSR and rule of law are fundamental to enabling UNMIL transition and fundamental to helping Liberia address the challenges it faces today. This component represents a Joint Justice and Security Programme between the Government of Liberia and the UN with a core outcome to enhance access to justice and security at regional and county level in preparation for UNMIL transition.</p>

<p>The LPP provides for effective multi-actor and multi-donor programming in line with the Paris Principles on Aid Effectiveness and in the spirit of the UN Delivering as One Agenda. It is intended to be a strategic, prioritized and achievable document, addressing the activities and support to be provided in the justice, security and reconciliation sectors. It is expected that the Government of Liberia will lead in delivering the activities in full cooperation with the UN system, international partners and civil society actors.<br />
The Justice and Security Joint Programme (JSJP) proposes a catalytic initiative to enhance access to justice and security at the regional and county levels with the development of five regional justice and security hubs, in addition to the provision of justice and security services that are urgently required. The vision behind the hubs is to provide a decentralized and holistic approach to security and justice service delivery and a means by which national agencies can provide effective security in preparation for UNMIL's transition. The holistic approach to the hubs envisions a balanced strengthening of justice and security institutions - law enforcement, the courts, state prosecution and defence, and corrections - both in terms of capacity and infrastructure; the enhancement of linkages between these institutions; and the development of relationships between the institutions and the communities they serve. Each of these aspects is seen as a complementary component of the hubs. Each of the five hubs will be strategically situated, to enhance justice and security throughout Liberia. The five regional hubs will service three counties each providing more effective operational control and proximity for staff deployment, communication and service delivery. The Government of Liberia has already demonstrated its commitment to the hubs by agreeing to provide the land for the five hubs and also agreeing to deploy staff to work within the hubs.<br />
It is envisaged that four core outputs will be delivered under the outcome on justice and security, including:</p>

<p>Infrastructure, equipment, and other logistics for the effective performance of the regional hubs put in place<br />
Justice and security service providers able to provide fair and accountable professional services<br />
Justice and security service providers are responsive to community concerns<br />
Legal and policy frameworks in place that enable national authorities to better perform their duties in the justice and security sector</p>

<p>Under the leadership of the Deputy Special Representative of the Secretary General - Rule of Law, the United Nations Country Team (UNCT) and UNMIL have undertaken steps to coordinate and position the UN's support to key rule of law areas in light of UNMIL transition. This project will enable UNDP to be strong partner for UNMIL and the UNCT and gradually increase UNDP's support capacity as the Drawdown decreases UNMIL's capacity on the ground.<br />
Further, in September 2012, the United Nations Secretary-General Ban Ki-moon appointed the Department of Peacekeeping Operations (DPKO) and the United Nations Development Programme (UNDP) as the Global Focal Point (GFP) for Police, Justice and Corrections areas in the rule of law in post-conflict and other crisis situations.<br />
This new policy is an important part of a reform process that will strengthen the United Nations' ability to fill critical civilian capacity gaps in the aftermath of conflict by joint efforts. Liberia was chosen as a priority GFP country, on which UNDP and DPKO will be required to report progress through joint interventions in the area of rule of law.</p>

<p>In close collaboration with UNDP Liberia's Senior Management, the, Rule of Law Advisor provides high-level policy advice to the relevant counterparts, provides programmatic oversight, leads policy advocacy, and liaises with UNMIL and UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the areas pertaining to the project. The Post will be based in Monrovia.</p>

<p>Responsibilities:</p>

<p>Research and Programs</p>

<p>Maintain congressional database program to coordinate congressional activities<br />
Supervise discovery, methodology, and guidance of research related to governmental affairs issues for three interns on a rolling semester basis<br />
Interpret congressional research goals and formulate research strategies<br />
Increase use and improve utility of congressional database program<br />
Provide administrative support to Executive Director on all congressional issues<br />
Provide support to Senior Vice President of Research, Projects, and Programs, including research, editing, program support, and intern management.<br />
Attend and report on think tank events on Morocco, the Maghreb, and the broader Middle East<br />
Research and writing for communications and program materials<br />
Archives and Operations</p>

<p>Compile and maintain archives and monthly reports<br />
Respond to requests for documents<br />
Provide backup administrative support as needed<br />
Manage database of contacts<br />
The Research Associate reports to the Executive Director and the Senior Vice President of Research, Projects, & Programs. </p>

<p>Skills & Experience:</p>

<p>B.A. in Political Science, International Affairs, Middle East Studies, or a related field of study<br />
2-3 years research experience with US foreign policy and/or international relations<br />
2-3 years experience in an office environment, Hill experience preferred<br />
Demonstrated interest in and knowledge of Morocco, North Africa, and the Maghreb region, Arab studies, US government policy in the MENA, international affairs, economic development, foreign policy, or other related subjects<br />
Strong writing and copy editing skills<br />
Strong interpersonal and cross-cultural communication skills<br />
Strong knowledge of Excel, Word, and other Microsoft Office software<br />
Proficiency in database management software, familiarity with HTML<br />
Familiarity with databases and demonstrated experience with web-based research tools<br />
Team player who can also work well independently with multiple priorities<br />
Advanced Proficiency in French required (Arabic and Spanish a plus)<br />

<p>Chemonics seeks food security analysts with expertise in agricultural economics, livelihoods, nutrition, pastoralism/livestock, and related areas to support the USAID-funded Famine Early Warning Systems Network (FEWS NET) III. We are looking for individuals who have a passion for making a difference in the lives of people around the world.</p>

<p>FEWS NET III is the world's premier provider of high-quality food security analysis and early warning. Created in response to the 1984 famines in East and West Africa, this $200 million, five-year activity (2012-2016) aims to collaborate with international, regional, and national partners to provide timely and rigorous early warning and analysis of potential, emerging, and evolving food security issues to inform appropriate humanitarian response. The project covers 36 countries, with plans to expand over the coming four years. </p>

<p>Within the context of local livelihoods, FEWS NET professionals in Africa, Central America, Haiti, Central Asia, and the United States monitor relevant data sources (e.g., remote sensing imagery, price and trade data, nutrition information), which inform a scenario-building process used to project future food security outcomes. FEWS NET then uses decision support products to communicate this analysis to U.S. government, United Nations, national government, and NGO decision makers. These products include regular briefings to senior USAID staff, quarterly food security projections, and food security alerts. FEWS NET staff also provide advisory support to regional and country-specific contingency and response planning efforts and in-depth studies related to livelihoods, markets and trade, and nutrition.</p>

<p>Position Description:</p>

<p>The DSG has two primary objectives: facilitate development and communication of timely, high-quality, actionable decision support at the country, regional, and global levels and build FEWS NET staff and partners' food security analysis and strategic communications capacity. The food security analysts will collaborate frequently with other home office and field-based team members on technical guidance and decision support products. While their exact duties will be based on their background and expertise, their primary role is to serve as the technical team's regional focal points for food security analysis, decision support, and information requests for one or two geographic regions. Within these broad objectives, the analysts will perform three primary tasks:</p>

<p>Synthesize market and trade, nutrition, livelihoods, and other food security analysis for development of regular, high-quality early warning information products. Illustrative tasks include reviewing field-authored food security reporting, contributing to the monthly Food Assistance Outlook Brief for senior Food for Peace staff, develop and present technical briefings to U.S. government staff and other partners, and make field visits to support assessments and technical analysis.</p>

<p>Respond to ad hoc requests for food security and response planning analysis and other support for response and contingency planning processes. When potential or ongoing food security crises are identified, the analysts will lead development of analytical and decision support strategies to develop and communicate information on the crises, their causes, and potential response options to decision makers.</p>

<p>Provide technical assistance to strengthen data collection, analysis, and information dissemination capacity among host-country, NGO, and donor partners and field staff. The analysts will provide relevant technical and geographic guidance in their areas of expertise and contribute to development of guidance materials in early warning, decision support, and reporting. They will also support activities to enhance field representatives' and partners' understanding of food security early warning and decision support processes.</p>

<p>Location and Reporting:</p>

<p>The food security analysts will be based in the FEWS NET home office in Washington, D.C., and will travel as required (up to 25 percent of the time) to provide in-country support to FEWS NET field staff and partners. The analysts will report to the FEWS NET decision support advisor and will work closely with other members of the DSG, technical team, and field staff.</p>

<p>Qualifications:</p>

<p>Advanced degree in a field related to food security or other relevant area required<br />
Minimum three years of professional experience related to food security, livelihoods, nutrition, economic development, or related programming<br />
Minimum two years of experience working in developing countries<br />
Strong household-level food security analysis skills<br />
Excellent writing, editing, and presentation skills<br />
Excellent interpersonal skills, including the ability to work well with field-based, local staff via telephone and e-mail<br />
Experience with the Household Economy Approach preferred<br />
Experience working with USAID preferred<br />
GIS skills preferred<br />
English fluency and strong French skills required<br />
Authorization to work in the United States required</p>

SENIOR PROGRAM OFFICER POSITION:<br />
 Under the direction of the Senior Director of Governance and Law, the Senior Program Officer will work in the Governance and Law Theme, focusing primarily on provision of support to country offices covering the broad range of law and governance sectoral areas covered by GL, including legal and judicial reform, civil society development, mediation and informal justice, local governance, counter corruption, parliamentary development, and other related areas of development.  The Senior Program Officer will provide assistance with program development, preparation of proposals for donors, drafting or reviewing project reports, assistance with project and program evaluations.  The Senior Program Officer will also support the planning and implementation of GL-related workshops and conferences in the U.S. and Asia.  In addition, he/she assists with the multi-year GL and country strategic planning process as well as the GL annual plan and budget process.  Given the nature of the position, the Senior Program Officer position requires ability and willingness to undertake frequent travel to Asia (roughly 60 days per year, subject to availability of travel funds) and Washington, D.C.</p>

<p>Requirements</p>

<p>Experience:<br />
Minimum five years of professional experience in international development or foreign affairs working with public and private organizations;<br />
Excellent communications, organizational and writing skills is essential;<br />
Experience in designing and implementing development programs desired preferably in governance, civil society, law or a related field;<br />
Experience living and working in Asia preferred; <br />
Knowledge of proposal, report writing, and strategic planning highly preferred;<br />
 <br />
Education:<br />
A minimum of a Bachelor's degree in a relevant field.  A Master's degree in an appropriate is field preferred.<br />

Knowledge of donor processes and procedures helpful;<br />

Johnson's primary assignment will be to co-plan and co-teach English classes with 3-4 Colombian English teachers in public primary and secondary schools. The project is based on building the capacity of each teacher through this unique one-on-one co-teaching relationship.  Johnson is currently a Graduate Research Assistant at the Midwestern Higher Education Compact in Minneapolis, conducting research on a variety of higher education topics.</p>]]>
