Councilmember Phil Mendelson, Chairperson of the Committee on the Judiciary, announces a public oversight hearing on Hate Crimes in the District of Columbia and Police Response to Reports of Hate Crimes. The hearing will be held at 2:00 p.m. on Wednesday, November 2, 2011 in Hearing Room 412 of the John A. Wilson Building, located at 1350 Pennsylvania Ave, N.W.

The purpose of this oversight hearing is to hear testimony from government and public witnesses about hate crimes in the District, including trends, police response, and prosecution. Previous hearings by the Committee on this issue - on December 8, 2008, November 20, 2009, and most recently July 6, 2011 - raised questions about police response and reporting. Since the July 6, 2011 hearing, there have been several incidents and attacks involving transgender individuals. The Committee seeks testimony on law enforcement's specific response to the recent attacks, as well as testimony regarding the overall strategy and approach to investigating and responding to hate crimes, including ongoing interaction with the community.

Those who wish to testify should contact Ms. Jessica Jacobs, Legislative Counsel, at
(202) 724-7808, by fax at (202) 724-6664, or via e-mail at jjacobs@dccouncil.us, and provide their name, address, telephone number, organizational affiliation and title (if any) by close of business Monday, October 31, 2011. Persons wishing to testify are encouraged, but not required, to submit 15 copies of written testimony. If submitted by the close of business on Monday, October 31, 2011 the testimony will be distributed to Councilmembers before the hearing. Witnesses should limit their testimony to five minutes; less time will be allowed if there are a large number of witnesses.

If you are unable to testify at the roundtable, written statements are encouraged and will
be made a part of the official record. Copies of written statements should be submitted either to Ms. Jacobs, or to Ms. Nyasha Smith, Secretary to the Council, Room 5 of the Wilson Building, 1350 Pennsylvania Avenue, N.W. Washington, D.C. 20004. The record will close at 5:00 p.m. on Wednesday, November 16, 2011.

The Gay and Lesbian Student Education Network (GLSEN) has launched the Safe Space Campaign to place a Safe Space Kit resource in every middle and high school in the country. Join our effort to provide educators with the tools they need to make classrooms safer for lesbian, gay, bisexual and transgender (LGBT) youth.

The Safe Space Kit provides a program for action that school staff can take to create a positive learning environment for every child. Each kit contains:
- 10 Safe Space Stickers
- 2 Posters
- 42-page Guide to Being an Ally to LGBT Students that gives concrete strategies for supporting LGBT students, including how to educate about anti-LGBT bias and teaching respect for all people.

The Kit also shows how to assess the school's climate, policies and practices and outlines ways to advocate for change inside the school. The Safe Space Kit starts with a sticker. Placing a Safe Space sticker on an office door or window is a simple, but a highly visible first step that shows an adult's unwavering support for a student's safety. There is also a poster that can be displayed throughout the school to show support to LGBT students, and let students know where their allies are in case a bully strikes.

If any Washington D.C. schools are interested please contact julia@thedccenter.org, and the DC Center will purchase a Safe Space Kit for your school!

The LGBT Community has been rocked by the passing of brilliant theater director Guarav Gopalan. For anyone who knew him, Gaurav was a shining, compassionate soul who lived life to its fullest and just as important, believed in our ability to do the same. With the recent information that Gaurav's death came at the hands of an unknown member of our Washington, DC community, and with the awareness that there has been a spate of similar attacks against LGBT individuals in recent weeks, we feel strongly that something needs to be done to publicly counter this darkness.

There will be a candlelight vigill this coming Sunday evening, September 25. As Gaurav was a shining light, we will remember him and others who have been attacked, by walking from Dupont Circle to the site of the attack on the 2600 block of 11th St. with candles shining in tribute.

The group will meet at the Dupont Circle Fountain at 7 PM on Sunday, September 25th, and start walking at 7:30 PM.
