I have made a full detail of the pay scale revision with the political party. The 1st time in history basic pay scales were revised in 1972 and at this time for the last time the Government revised basic pay scales in 2022.</p>
<h2>Which Political Party Revised the Basic Pay Scales for Most time?</h2>
<p>If we look at the history of the pay scale revision, Pakistan Muslim League and Pakistan Peoples party revised the most time that is 5 times, after these parties, the number is of Pakistan Muslim League (Q) 2 times, Marshal Law Govt Two Times and IJI one time revised the Basic Pay Scales.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">I am sharing the Updated History of Adhoc Relief Allowances (ARAs) for the Government employees of Pakistan. These allowances are for the Federal Employees as well as all provincial government employees. I am starting the history with effect from 1994 when 7% Allowance was granted to the employees. The details are as follows:<span id="more-141"></span></p>
<h2 style="text-align: justify;">History of Adhoc Relief Allowances (ARAs)</h2>
<p style="text-align: justify;">This history of ARAs also include special allowances that were merged into basic pay. Most of these adhoc allowances have already been merged into basic pay to introduce Revised Basic Pay Scales. The last time the Govt introduced <a href="https://www.glxspace.com/download-revised-basic-pay-scales-chart-2022/">Revised Pay Scales 2022</a> and since then till June 2026 there is no merging of Adhoc Relief Allowances.</p>
<h3 style="text-align: justify;">Benefits of List of Old Adhoc Relief Allowances</h3>
<p style="text-align: justify;">There are many benefits of old list of adhoc relief allowances. The main benefit is the calculation of arrears for the back dated promotions. Some times the employee is promoted from back date or granted back dated financial benefit. So this list will work there fine to calculate the amount of arrears.</p>

As per the Daily Jang dated 06 June 2026, there is a proposal of increase in salary @ 10% to 15%. The Prime Minister of Pakistan will give the approval of the same. The details are as follows:<span id="more-125"></span></p>
<h2 style="text-align: justify;">Salary Increase News @ 10% to 15% in Budget 2026-27</h2>
<p style="text-align: justify;">The Daily Jang dated 06-06-2026 says that there are the Latest Salary Increase News in Budget 2026-27. There is a proposal of 10% to 15% increase in salaries. The Prime Minister of Pakistan will make the final decision after consultation with the allied parties. In a meeting the tax, salaries and pension were in discussion. The prime minister ordered to increase the salaries and pension keeping in view the resources.</p>
<h3 style="text-align: justify;">Demands of Government Employees</h3>
<p style="text-align: justify;">The Government employees of Pakistan have many genuine demands, they are already facing issues due to hike in the daily use items, houses on rent, medical treatment, and conveyances charges etc. The main demands are as under</p>
<ul style="text-align: justify;">
<li>Increase in House Rent Allowance on the basis of <a href="https://www.glxspace.com/download-revised-basic-pay-scales-chart-2022/">Revised Pay Scales 2022</a></li>
<li>Increase in Conveyance Allowance minimum @ 200%</li>
<li>Medical Allowance should be minimum 10,000/- per month.</li>
<li>Merging of 4 Adhoc Relief Allowances into Basic Pay and introduction of Revised Pay Scales 2026.</li>
<li>Demand of grant of Disparity Reduction Allowance to All remaining employees who are eligible.</li>
<li>Increase in Pension as per the dearness in the country.</li>
</ul>
<h3 style="text-align: justify;">Brief Description</h3>
<h4 style="text-align: justify;">Revised Pay Scales 2026</h4>
<p style="text-align: justify;">There are currently four adhoc relief allowances that the employees are getting these are for the year 2022, 2023, 2024 and 2025. The government should merge these allowances in to basic pay and should issue the Revised Pay Scales 2026.</p>
<h4 style="text-align: justify;">House Rent Allowance</h4>
<p style="text-align: justify;">The rent rates of houses in all cities have increased many times, but the rates of HRA are on the basis of 2008 pay scales. Government should <a href="https://www.glxspace.com/request-to-enhance-house-rent-allowance-hra-in-budget-2026-27/">increase the HRA</a> on the basis of 2022 pay scales.</p>
<h4 style="text-align: justify;">Medical Allowance</h4>
<p style="text-align: justify;">Medical treatment charges have increased many times. The employees are getting Rs. 1500/- per month as Medical Allowance. This amount is even less than the consultation fee of a doctor at one time. Test fees and medicines are on the other side. Keeping in few the current medical treatment charges, government should increase the Medical Allowance minimum @ 10,000/- per month.</p>
<h4 style="text-align: justify;">Conveyance Allowance</h4>
<p style="text-align: justify;">The conveyance expenses have increased many times due to hike in the petrol prices. The employees demand to <a href="https://www.glxspace.com/request-to-increase-conveyance-allowance-ca-in-budget-2026-27/">increase the Conveyance Allowance in Budget 2026-27</a> minimum 10,000/- to 20,000/- per month.</p>
<h4 style="text-align: justify;">DRA</h4>
<p style="text-align: justify;">Many eligible employees are deprived of DRA especially the provincial Govt employees. They should have this allowances as other employees are getting. Govt should equalize the DRA for all deserved employees.</p>
<h4 style="text-align: justify;">Pension</h4>
<p style="text-align: justify;">The pensioners especially lower grade have issues of their less pension. They are unable to manage their daily routine expenses. There are many pensioners who are getting just 15,20 thousand per month. They cannot manage their life. Government should fix minimum 50,000/- pension per month.</p>

The employees are currently getting on the initial of Revised Basic Pay Scales 2008 plus 50% increase in HRA 2018. The current rents of houses are much more than the rates of HRA, the employees are getting. So the employees request the Govt to raise their HRA. The details are as follows:<span id="more-103"></span></p>
<h2 style="text-align: justify;">Employes Request to Increase House Rent Allowance Budget 2026-27</h2>
<p style="text-align: justify;">I have already shared the <a href="https://www.glxspace.com/request-to-increase-conveyance-allowance-ca-in-budget-2026-27/">request to increase CA in Budget 2026-27</a> and now I am sharing the request of employees to enhance HRA. Although the employees are aslo demanding the revised pay scales 2026. Currently the employees are getting House Rent Allowance on the 45/30 percent of initial basic pay of 2008 pay scales. The employees at main cities at Lahore, Karachi, Multan, Sargodha, Peshawar, Rawalpindi, Islamabad, Faisalabad, Quetta et are getting HRA @ 45% of initial of RBPS-2008 plus 50% increase in HRA in 2017. These rates in 2026 are very meagre as compared to rates of rent even in small city. That is the reason Employes Request to Enhance House Rent Allowance in Budget 2026-27.</p>

<p style="text-align: justify;">If we look at the above chart the BPS-01 employee is getting Rs. 1337/- as House Rent Allowance while BPS-16 Employee is getting Rs. 2727/- HRA per month. Just see can an employee get a house on rent in 1337/- per month. Even it is not possible to get a house on rent even for one day in 1337/-. This is the reality, the the Government should look into.</p>

<h3 style="text-align: justify;">Estimated Rates of Rents 2026</h3>
<p style="text-align: justify;">The estimated rates of rents for houses varies from city to city and area to area in the same city. If we check the rates in Lahore, the minimum rates for a small house of 1 or 2 rooms in ordinary/rural area are Rs. 10,000/- while in average areas the rates crosses Rs. 20,000/- per month. While in other areas of Lahore the rents crosses 40,000/- per month. So it is not possible to get the house on rent in this meagre amount of HRA that the employee is getting.</p>
<h3 style="text-align: justify;">Employees Request to Increase in HRA in Budget 2026-27</h3>
<p style="text-align: justify;">All employees request the Government to Increase House Rent Allowance 2026 minimum on the basis of <a href="https://www.glxspace.com/download-revised-basic-pay-scales-chart-2022/">Revised Pay Scales 2022</a> instead of 2008 pay scales.</p>
