Her artwork was excluded on the grounds that children, not much younger than Holtzclaw herself, might see it. State representative, Terri Weaver sponsored the bill in an effort to reduce NAS (Neonatal Abstinence Syndrome), which is a group of problems related to the effects of withdrawal.
