The Federal Trade Commission has published a guide to help mobile application developers observe truth-in-advertising and basic privacy principles when marketing new mobile apps.  The FTC’s new publication, “Marketing Your Mobile App: Get It Right from the Start,” notes that there are general guidelines that all app developers should consider.

New legislation is aimed at making it easier for small companies to find state financing programs, according to a business advocate.

“One of the things we keep hearing is that there are many programs that could benefit companies, but business owners just haven’t heard about them,” said Bob Loderstedt, CEO of the New Jersey Manufacturing Extension Program. “It would be nice if there was a place we could find out about them all.”

A measure signed into law Thursday by Gov. Chris Christie establishes a program within the Department of State’s Business Action Center “to assist small businesses in identifying all of the financial assistance programs for which those businesses may be eligible,” according to an announcement from the governor’s office. “This program will help small businesses navigate the numerous finance, incentive and assistance programs administered by various state departments and entities that are available to these businesses.”

A developer of mobile applications, including children’s games for the iPhone and iPod touch, will pay $50,000 to settle Federal Trade Commission charges that it violated the Children’s Online Privacy Protection Act COPPA and the FTC’s COPPA Rule by illegally collecting and disclosing personal information from tens of thousands of children under age 13 without their parents’ prior consent. This is the Commission’s first case involving mobile applications, known as apps.“The FTC’s COPPA Rule requires parental notice and consent before collecting children’s personal information online, whether through a website or a mobile app,” said Chairman Jon Leibowitz. “Companies must give parents the opportunity to make smart choices when it comes to their children’s sharing of information on smart phones.”

New Jersey is seeking to create a new-company "accelerator" program to nurture technology entrepreneurs through mentoring. Similar programs have been successful elsewhere.

The New Jersey Economic Development Authority is seeking proposals and ideas from technology specialists on how to create the program, hoping to bolster innovation at the earliest stages of a company’s growth….Agency officials said that although the state has other programs designed to stimulate technology development, the focus of the planned accelerator is more on harnessing the expertise of existing, seasoned entrepreneurs in and around New Jersey.
