				<content:encoded><![CDATA[<p><strong>SPRING CLEANUP ONGOING</strong><br />
Beginning April 4 an unlimited number of items may be placed curbside for trash pickup, provided they are placed properly. Leaves and other yard debris may be piled in the park strip (between the curb and the sidewalk). They do not need to be in containers. Leaves will be collected the second and fourth weeks of April. The chipper will be sent out the first and third week of April to take care of tree limbs and branches. Spring Cleanup will end April 29.</p>
<p><strong>Arbor Day</strong><br />
The Commissioners recognized Friday, April 29, 2016 as Arbor Day and urge Haddonfield’s citizens to celebrate and support efforts to protect our trees and woodlands.</p>
<p><strong>National Distracted Driving Enforcement Month</strong><br />
The Commissioners have proclaimed that April 2016 will be recognized as National Distracted Driving Enforcement Month. Distracted Driving is a serious, life threatening practice that is preventable.</p>
<p><strong>Celebrate Earth Day</strong><br />
The Commissioners recognized April 23, 2016 as Earth Day, and urge citizens to be mindful of all local, state and national laws which protect our environment and join the effort to preserve the beauty and wonders of the lands. An event will be held to recognize Earth Day on Saturday, April 23, 2016 starting at noon at Kings Court. The event is run by the Environmental Commission and Sustainable Haddonfield.</p>
<p><strong>National Library Week</strong><br />
The Commissioners have proclaimed that April 10 &#8211; April 16, 2016 was recognized as National Library Week. Citizens are encouraged to visit the Haddonfield Library and take advantage of its resources.</p>
<p><strong>Hopkins’ Pond Day</strong><br />
The Commissioners have proclaimed that April 18, 2016 to be Hopkins’ Pond Day. The Borough of Haddonfield asks all residents to join us in recognizing this historic purchase in our towns history along with the Central School Environmental Club.</p>
<p><strong>Girls’ Night Out! Thursday, April 21</strong><br />
The Partnership for Haddonfield’s Marketing Committee will once again host Girls’ Night Out! – a fun-filled, ladies’ exclusive night of shopping, dining and relaxing – on Thursday, April 21 from 5 &#8211; 9 p.m.</p>
<p>Girls’ Night Out! will highlight the spring season in Downtown Haddonfield, with many of the town’s shops and boutiques offering the latest in spring fashion, gifts and trends, as well as in-store discounts, food, beverages and more. This is every girl’s dream, so be sure to gather the ladies and enjoy a night of fun.</p>
<p>Merchants along Kings Highway and our charming side streets – which include Mechanic Street, Ellis Street, Tanner Street, Haddy Lane, Kings Court, and Haddon Avenue – invite you to explore their shops and discover special offers during this special event. While ladies walk from store to store, they will find exciting surprises, specials and deals. One store may be offering great percentages off your entire purchase; another could feature buy one, get one half off specials; and yet another store may be offering refreshments and giveaways. The Commissioners have authorized the Borough Clerk to advertise for the receipt of sealed bids for the following:<br />
Lights for Stadium Field to be received on or before Tuesday, April 26, 2016 at 10 a.m. in Room 101 of the Haddonfield Borough Hall;<br />
2016 Road Programs to be received on or before Thursday, May 5, 2016 at 10 a.m. in Room 101 of the Haddonfield Borough Hall.</p>

Authorization to Apply For Community Development Block Grant<br />
The Commissioners announced that the Mayor is hereby authorized to sign the Project Description Form for Program Year 37 (2015-2016) dealing with foundation repeat work to Interfaith Caregivers’ building.</p>
<p><strong>AUTHORIZATION TO PURCHASE FIRE APPARATUS</strong><br />
The Commissioners introduced a repurposing ordinance in the amount of $625,000 to purchase a fire truck. The public hearing and second reading on that ordinance will be held April 26.. The Commissioners also authorized the signing of an inter-local agreement to join a national co-op, Houston-Galveston Area counsel which will provide a less expensive method of obtaining the fire truck.</p>
<p><strong>INTRODUCTION OF THE 2016 CAPITAL </strong><span style="color: #000000;"><b>ORDINANCE</b></span><br />
A multipurpose bond ordinance in the amount of $320,000 was introduced. The ordinance funds the purchase of various pieces of equipment for the Public Works department, improvements to the Centennial Tennis Courts, and acquisition of a message board for the police department. The public hearing and second reading will be held April 26.</p>
<p><strong>Ordinance to Preserve a Cap Bank Approved</strong><br />
The Commissioners approved an ordinance to preserve a cap bank. The Local Government Cap Law provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget up to .5% unless authorized by ordinance to increase it to 3.5% over the previous year’s final appropriations, subject to certain exceptions. The 3.5% increase amounts to $382,714.22 and the CY 2016 municipal budget for the Borough of Haddonfield has been approved and has adopted in accordance with this ordinance.</p>

<p><strong>HADDONFIELD’S RULES FOR DOG WALKING</strong><br />
The Commissioners want to remind residents of the rules regarding walking your dogs and disposing property of their waste:</p>
<p>All dogs must be on a leash when being walked on public streets; the Crows Woods Nature Preserve and in any park area; no pet is permitted to roam un-leashed in Haddonfield</p>
<p>Pet owners or anyone who takes their pet for walks must properly dispose of their pet’s waste by picking it up, wrapping it and either placing it in the trash or flushing it unwrapped down the toilet.</p>
<p><strong>SIGN UP TO RECEIVE REMINDERS, ALERTS AND MORE VIA E-MAIL</strong><br />
Residents are reminded to sign up to receive important e-mail notices, reminders, and alerts from the Borough. This system can be used to alert those who are registered to impending deadlines (for the payment of taxes, pet license fee, etc.), and to public safety situations. <p>The Commissioners will have a special meeting to hold a public hearing and discuss the Redevelopment Plan for the Bancroft property on <u>Wednesday, April 6 at 7:30 pm in Borough Hall</u>.  A copy of the plan is available on the Borough’s website.  Public comment will be taken.  It is expected that action will be taken at this meeting.</p>
<p><strong>Haddonfield Women’s History Month &#8211; March 2016</strong></p>
<p>The Commissioners of the Borough of Haddonfield, New Jersey announced that the month of March is Haddonfield Women’s History Month, in recognition of the women of Haddonfield, past and present, and request all residents to join in thanking all women in Haddonfield for their contributions to their families and to this community.</p>
<p><strong>NO SMOKING AREAS</strong></p>
<p>The Commissioners approved an addition to Ordinance Chapter 193 entitled ‘Smoking Prohibited,” which prohibits smoking in the following places:</p>
<ul>
<li>Inside all Haddonfield Municipal Buildings and within a 25-foot radius of the entrance of all Municipal Buildings;</li>
<li>All public parks and recreation facilities owned or leased by Haddonfield and all property owned or leased by Haddonfield, including all area adjacent to such facilities such as parking areas, driveways or dive aisles;</li>
<li>Any motor vehicle registered to the Borough of Haddonfield.</li>
</ul>
<p>Each area would be designated with a clearly visible “no smoking” sign. Violators are subject to a fine not to exceed $200.</p>

<p>Downtown Haddonfield will celebrate our four legged friends with pet related promotions, adoption opportunities and pet-friendly activities during Haddonfield’s second annual ‘Pet-a-Palooza’ charity event on Saturday, April 9 from noon &#8211; 4 p.m.</p>
<p>The event will feature an opportunity to adopt a dog and/or cat from the local Camden County Animal Shelter (CCAS) at various locations from noon &#8211; 4 p.m.</p>
<p>Musical entertainment will be performed throughout the day, and new to this year is a pet Fashion Walk and Pet Talent show – and plenty of other events and activities for you and your pet.</p>
<p>Pet-related services will also be available to offer grooming and other pet amenities.</p>

<p><strong>Haddonfield Memorial High School Stadium Field Shared Services Agreement</strong></p>
<p>The Commissioners have authorized the appropriate officials to sign a shared services agreement with the Haddonfield Board of Education for the replacement of lights at Haddonfield Memorial High School Stadium Field.</p>

				<content:encoded><![CDATA[<p><strong>SPECIAL PLANNING BOARD MEETING—REDEVELOPMENT PLAN</strong><br />
The Planning Board will have a special meeting to discuss the Redevelopment Plan for the Bancroft property on Thursday, March 17 at 7:30 pm in the auditorium of Borough Hall. A copy of the plan will be available on the Borough’s website on Tuesday, March 15. Public comment will be taken. It is expected that action will be taken at this meeting.</p>
<p><strong>STREETS AND SIDEWALKS CODE AMENDMENT</strong><br />
The Commissioners adopted an ordinance which made amendments to the Streets and Sidewalks Code to include the following: Before selling property in the Borough of Haddonfield, an inspector needs to determine if repairs to sidewalks, driveways or walkways are necessary. Also, before the selling of property, the owner must notify Haddonfield 30 days prior to legal transfer.</p>
<p>If a tripping hazard is found, the property owner will be notified to replace/repair. Tripping hazards are seen by the Commissioners as: a crack, surface, elevation variants, and construction material protruding over 1/2 inch, crumbled surface or deep holes.</p>
<p>If the inspector does determine that a repair/replacement is necessary, the property owner will be notified and Haddonfield shall be notified at least 7 days prior to sale. If not completed, no sale shall occur. If it cannot be completed prior to sale, moneys will be placed in an escrow account to the party of purchase to satisfy cost. Then, the new owners must complete repair/replacement within 30 days. Initial inspection fee is $50 and every re-inspection is an extra $25. A late fee of $25 will also take place if previously listed date windows are not met.</p>
<p>This permit process will begin May 1, 2016.</p>

Last night the Planning Board reviewed a presentation from Phil Caton, the Borough’s redevelopment planner. The Board and the public had an opportunity to discuss in depth the goals and objectives of the Bancroft redevelopment plan. They also began to discuss several designs that were provided regarding the layout of the site. Those designs are included in the presentation. The Planning Board will be providing additional input over the next few days.</p>

				<content:encoded><![CDATA[<p><strong>BOROUGH WIDE DRAINAGE STUDY</strong></p>
<p>The Borough of Haddonfield has been conducting a drainage study. The purpose of this study is to analyze the Borough’s various drainage areas and current drainage capabilities to determine where drainage issues may occur, then develop recommendations to improve any such issues.   Recently a survey was sent to each property. The responses will assist us in tracking down additional drainage issues.</p>
<p>If you are aware of a recurring issue that has not been documented in the report please send an email to jmoscatelli@haddonfield-nj.gov explaining the drainage concern.</p>
<p><strong>Streets and Sidewalks Code Amendment</strong></p>
<p>The Commissioners announced amendments to the Streets and Sidewalks Code to include the following: Before selling property in the Borough of Haddonfield, an inspector needs to determine if repairs to sidewalks, driveways or walkways are necessary. Also, before the selling of property, the owner must notify Haddonfield 30 days prior to legal transfer.</p>
<p>If a tripping hazard is found, the property owner will be notified to replace/repair. Tripping hazards are seen by the Commissioners as: a crack, surface, elevation variants, and construction material protruding over 1/2 inch, crumbled surface or deep holes.</p>
<p>If the inspector does determine that a repair/replacement is necessary, the property owner will be notified and Haddonfield shall be notified at least 7 days prior to sale. If not completed, no sale shall occur. If it cannot be completed prior to sale, moneys will be placed in an escrow account to the party of purchase to satisfy cost. Then, the new owners must complete repair/replacement within 30 days. Initial inspection fee is $50 and every re-inspection is an extra $25. A late fee of $25 will also take place if previously listed date windows are not met.</p>
<p>Included in this article, property owners are prohibited from installing things such as: fences, steps, walkways, retaining walls, statues and other such structures in the Borough of Haddonfield’s right-of-way or on Haddonfield property. Property owners also prohibited from planting trees, plants, shrubs or other such plant life.</p>
<p>The Borough of Haddonfield has the right and may require property owners to remove listed structures/plant life from Haddonfield property. These structures are the responsibility of the property owners and the removal will be at their expense.</p>

<p><strong>Recycling Tonnage Grant Application</strong></p>
<p>The Commissioners approved the submission of the recycling tonnage grant application to the New Jersey Department of Environmental Protection and designated John Allsebrook to ensure proper filing procedures. The Mandatory Source Separation and Recycling Act of 1987 established the recycling fund from which tonnage grants may be made to municipalities in order to encourage local source separation and recycling programs.<strong> </strong></p>

<p>The Governor’s Council on Alcoholism and Drug Abuse established the Municipal Alliances for the Prevention of Alcoholism and Drug Abuse in 1989 to educate and engage residents, local government and law enforcement officials, schools, non-profit organizations, the faith community, parents, youth and other allies in efforts to prevent alcoholism and drug abuse in communities throughout New Jersey.</p>
<p><strong>Bid Award: Temporary Labor Services</strong></p>
<p>The Commissioners have awarded the bid entitled Temporary Labor Services to Workflow Integrated Systems.</p>
<p><strong>Authorization to Release Performance Bond</strong></p>
<p>The Commissioners approved the release of a $201,406 performance bond for the Borough Hall Replacement Boiler Project.</p>

<p><strong>Haddonfield’s Rules for Parking</strong></p>
<p>The Commissioners want to remind residents of the rules regarding parking your vehicles.</p>
<ul>
<li>All cars parked in driveways must not block the public sidewalks.</li>
<li>If you must park on the street, please call the police department at 429-3000 and let them know you will be parking your car there overnight.</li>
</ul>
<p><strong>Haddonfield’s Rules for Dog Walking</strong></p>
<p>The Commissioners want to remind residents of the rules regarding walking your dogs and disposing property of their waste:</p>
<ul>
<li>All dogs must be on a leash when being walked on public streets; the Crows Woods Nature Preserve and in any park area; no pet is permitted to roam un-leashed in Haddonfield</li>
<li>Pet owners or anyone who takes their pet for walks must properly dispose of their pet’s waste by picking it up, wrapping it and either placing it in the trash or flushing it unwrapped down the toilet.</li>

<p>§ 232-23. Temporary parking prohibition for snow plowing and removal.<br />
A. Whenever snow has fallen and the accumulation is such that it covers the street or highway, an emergency shall exist and no vehicle shall be parked on the following streets or highways or portions therefrom indicated. The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.</p>
