 <description>&lt;p&gt;This memo summarizes Governor Eliot Spitzer&amp;#8217;s 2008-09 proposed State Budget. It provides an overview of the proposed Budget and Governor Spitzer&amp;#8217;s priority goals. It describes and analyzes portions of the Budget that are most relevant to home care, including Medicaid, other health provisions and the Health Care Reform Act (HCRA).  &lt;/p&gt;

&lt;p&gt;Most importantly, it provides detail on the Governor&amp;#8217;s proposed home care appropriations and cuts.  While some proposals are encouraging, such as the renewal of the $100M home care workforce recruitment and retention funding in &lt;span class="caps"&gt;HCRA, &lt;/span&gt;the omissions and cuts proposed in this Budget would be devastating to home care if enacted.  &lt;span class="caps"&gt;HCA &lt;/span&gt;will be providing members with State Budget advocacy materials and action plans in the coming days.&lt;/p&gt;</description>

&lt;p&gt;&lt;span class="caps"&gt;HCA&lt;/span&gt; President Joanne Cunningham today called the cuts contained in the Governor&amp;#8217;s 2008-09 Executive Budget proposal &amp;#8220;a dramatic blow to New York&amp;#8217;s home care infrastructure.&amp;#8221; &lt;/p&gt;

 <title>A Preliminary Report On The New York State Proposed Executive Budget</title>

 <description>&lt;p&gt;Yesterday, January 21, &lt;span class="caps"&gt;HCA &lt;/span&gt;staff were briefed by senior officials at the Department of Health (DOH) who provided some details about Governor Spitzer&amp;#8217;s proposed 2008-09 Executive Budget, which will formally be unveiled at the state Capitol today. &lt;/p&gt;

&lt;p&gt;Judging from what we&amp;#8217;ve learned, and from other reports, it is anticipated that the Governor&amp;#8217;s proposed Budget will have a devastating impact on New York&amp;#8217;s home care patients and providers. &lt;/p&gt;

&lt;p&gt;Governor Spitzer&amp;#8217;s 2008-09 State Budget proposal contains new cuts in home care totaling $82 million ($41 million of which accrues in savings to the State), plus additional cuts in Managed Long Term Care (these have not yet been quantified). Without further detail, we believe these cuts would be on top of prior year Medicaid cuts that we suspect are also continued under this Budget.&lt;/p&gt;</description>

 <title>NYC Traffic Mitigation Plan and Home Health Care</title>

 <description>&lt;p&gt;The New York City Traffic Congestion Mitigation Commission is holding a public hearing today, January 16, 2008 at 4:00 p.m., and will possibly hold additional hearings next week to obtain comment on an interim report issued last week that evaluates four alternatives to Mayor Bloomberg&amp;#8217;s congestion pricing plan, each focusing on the following approaches: congestion pricing, bridge tolling, pricing of parking and taxis and license plate rationing.  &lt;/p&gt;

 <title>Quarterly DOH Home Care Meeting</title>

 <description>&lt;p&gt;The Division of Home and Community Based Care (HCBC) of the New York State Department of Health (DOH) held its home health quarterly meeting on January 9, 2008, to update the Association community on a variety of home care topics that directly affect home and community based providers. &lt;p&gt;The 2008 initial rates for &lt;span class="caps"&gt;CHHA&lt;/span&gt;s and &lt;span class="caps"&gt;LTHHCP&lt;/span&gt;s cover the period of January 1, 2008 through December 31,2008 and include the 3% rate adjustment (Chapter 82 of the Laws of 2002) for purposes of improving recruitment and retention of non-supervisory home care services workers with direct patient care responsibilities.
