Can someone be beaten to death for simply trying to keep his country clean? No reason to believe - right?

Well, it happened on May 31, 2017, when Ravindra, a 31-year-old e-rickshaw driver, was beaten to death when he tried to stop two people from urinating in public in northwest Delhi’s Mukherjee Nagar area.

Strange! Is this a reason to kill somebody?

At their one-room jhuggi, Ravindra Kumar’s wife Reena sleeps on the floor, and does not want to talk to anyone. She is a few months pregnant. “They’ve been married for a year”, and had recently celebrated their first marriage anniversary.

Ravindra had never thought that a simple act of trying to keep India clean would cost him his life.

About the fundraiser

“Do not urinate here” - is all he had said:

According to sources, the Police said that the victim, Ravindra Kumar had objected to two men urinating outside Gate number 4 of the GTB Nagar Metro station and asked them to use the public restroom which was barely five metres away. The duo had purchased liquor,and told Ravinder that they would get back at him later, and left the place in another e-rickshaw. They got off near Kirori Mal College.

Around 8 PM, the duo, along with 10 others, returned to the metro station and attacked Ravinder. Another e-rickshaw driver, who tried to intervene, was also assaulted. Ravinder was rushed to a hospital where he died.

The two students belonged to a prominent college in Delhi University's North Campus and have been detained in connection with the murder of the e-rickshaw driver. After going through the CCTV footage of the area where the incident occurred, the two students were detained. It was found that they had consumed liquor and performed this brutal act.

Vijender, elder brother of the deceased who also works at the same rickshaw stand and is the head of their Union, said the rickshaw-pullers told him that the assailants used rods and stones wrapped in towels to hit his younger brother. Ravinder had called him to inform about the incident. But by the time he reached the spot, the victim had fallen unconscious. He was rushed to the Bara Hindu Rao Hospital, where he was declared dead on arrival.

The Delhi government has announced Rs 5 lakh compensation for the family of the e-rickshaw driver. Deputy Chief Minister Manish Sisodia, who announced the compensation for Ravinder’s kin, said the amount will be provided from the LG-CM’s relief fund.

Whatever funds are raised will be utilized as welfare fund for the Ravindra’s family and yet-to-be-born child. So please contribute and share the fundraiser.

Forest delhi govt citizen charter

Was discussing with someone on planning a mass tree plantation (Non profit) as a step furthering in towards a better cleaner and greener environment, and got some nice information, which is worth sharing :

CITIZEN'S CHARTER

The Forest Department is extending service in the following fields and by this charter the Department seeks to provide framework and information which enables the public to know about:

Felling and removal of trees anywhere in the National Capital Territory of Delhi.
Distribution of seedlings free of cost to public
Enforcement of Indian Forest Act,1927 and the remedies available
Enforcement of Wildlife Act,1972 and the remedies available
Applicability of Forest Conservation Act,1980
Enforcement of Tree Preservation Act,1994 an the remedies available
Duties of public in general
Details of above service are :-

A) FELLING AND REMOVAL OF TREES ANYWHERE IN THE NATIONAL CAPITAL TERRITORY OF DELHI.

Permission to fell trees is regulated under provisions of Delhi Tree Preservation Act, 1994, a copy of the same may be obtained from the Government Printing Press.
If a private individual/company wants to fell tree/trees anywhere in Delhi owned by them an application, in Form 'B' has to be made to the Tree Officer, Dy. Conservator of Forests (South/Central/West) and to Conservator of Forests, Delhi. The forms are available with the nearest Forest Office. Licences to fell trees can be given only 1Ha. Area of Khasra No. and only 2 licences can be issued in a year in respect of one property. The permission for felling is deemed to have been granted if no reply is received from the Tree Officer within 60 days. The applications complete in all respect will only be entertained by Tree Officer.
After obtaining permission, the individual/Company should fell the trees within the time limit prescribed in the licences.
If any tree is causing danger to life and property, the owner of the land may fell the tree and report the fact within 24 hours and such intimation should be made in Form 'A'.
It is for each individual and Company to effectively protect all the trees growing in their areas.

Remedies:
a) If an individual/Company is not satisfied with the order passed by the Tree Officer regarding felling permission, he/Company may file an appeal with the (Appellate Authority), within 30 days from the date of order of Tree Officer. The Appellate Authority under the Delhi Preservation of Tree Act is Secretary ( Environment, Forest & Wildlife), Govt. of NCT of Delhi, Delhi Sachivalaya, New Delhi - 110 002.

B) DISTRIBUTION OF SEEDLINGS FREE OF COST TO PUBLIC :

The Forest Department distributes seedlings free of cost to public for the purpose of plantation on any land. The seedlings are available from the following Nurseries:

The saplings of Neem, Jamun, Gulmohar, Kanner, Peepal, Alstonia, Kachnar, Arjun, Bombax, Papri, Philkan, Jungle Jalebi, Kachnar etc., are available at the above nurseries. The department monitors the survival of plantation from the above distributed saplings from the beneficiaries.

C) ENFORCEMENT OF INDIAN FOREST ACT,1927 AND THE REMEDIES AVAILABLE :

Cutting of Tree from the Govt. forest areas is prohibited. The offence is punishable with imprisonment which may exceed 6 months or fine which may extend to Rs. 500/-
However a forest offence under the said Act can be compounded by paying value of forest produce or compensation which may extend to Rs. 10,000 or both.
Any forest area can be constituted as Reserved forest by issue of notification under section 4 of the Act and the individuals having any.
An individual may approach the Forest Settlement Officer, A.D.M. (HQ.), Tis Hazari, Delhi, with their claims for excluding the same in writing.
D) ENFORCEMENT OF WILDLIFE ACT,1972 AND THE REMEDIES AVAILABLE :

Obtaining ownership certificate in respect of possessing any wild animals or its trophy. Under Section 42, the Chief Wildlife Warden may for the purpose of Section 40 issue a certificate of ownership in such form as may be prescribed to any person who in his opinion is under lawful possession of any wild animal or any article trophy, uncured trophy and may wear possible make in the prescribed of identification. In this regard also the person should meet Wildlife Officer, to sort out the matter.
Hunting of Wild animal protected under the act is prohibited.
Trade and possession of articles of wild animals is prohibited under the act.
Act empowers the center & state government to declare any forest area as National Park or Wildlife Sanctuary.
Offences against the wild animal or hunting in the sanctuary or National Park are punishable under the Act. Punishment under the act varies from 6 months to 7 years imprisonment or fine from Rs. 5000/- to Rs. 25000/- or both depending upon the gravity of offence.
Chief Wildlife Warden, Govt. of NCT of Delhi is empowered to implement the provisions of Act within territory of Delhi.
E) APPLICABILITY OF FOREST CONSERVATION ACT,1980 :

As per the provisions of this Act, no forest can be diverted for non forestry purpose without prior approval of Ministry of Environment & Forest, New Delhi. As per recent interim order of Hon'ble Supreme Court of India, an Expert Committee has been set up by the State of National Capital Territory of Delhi to identify forest. The Committee has adopted authority of 250 or more trees per hectare on a continuous area of minimum one hectare for identifying the forests irrespective of ownership. On all such lands provision of Forest (Conservation ) Act, 1980 will be applicable.
F) ENFORCEMENT OF TREE PRESERVATION ACT,1994 AND THE REMEDIES AVAILABLE :

Felling, removal or disposal of any tree or forest produce in any land whether in his ownership or occupancy or otherwise except with the previous permission of the tree officer is an offence under the Act.
"to fell a tree" with its cognate expression, means serving the trunk from the roots, uprooting severing the trunk from the roots, uprooting the tree and includes bulldozing, cutting, girdling, lopping, pollarding, applying arboricides, burning or damaging a tree in any other manner.
"tree" means any woody plant whose branches spring from and are supported upon a trunk or body and whose trunk or body is not less than five centimeters in diameter at a height of thirty centimeters from the ground level and is not less than one meter in height from the ground level.
Any person who fells a tree on conviction can be punished with imprisonment which may extend to one year or with fine which may extend to Rs. 1,000/- or both.
However a forest offence under the said Act can be compounded by paying value of forest produce or compensation which may extend to Rs. 10,000 or both.
G) DUTIES OF PUBLIC IN GENERAL :

"We enter a little coffeehouse with a friend of mine and give our order. While we're approaching our table two people come in and they go to the counter.

'Five coffees, please. Two of them for us and three suspended'

They pay for their order, take the two and leave. I ask my friend:

'What are those 'suspended' coffees?'

'Wait for it and you will see'

Some more people enter. Two girls ask for one coffee each, pay and go. The next order was for seven coffees and it was made by three lawyers - three for them and four 'suspended'.

While I still wonder what's the deal with those 'suspended' coffees I enjoy the sunny weather and the beautiful view towards the square in front of the café. Suddenly a man dressed in shabby clothes who looks like a beggar comes in through the door and kindly asks
'Do you have a suspended coffee ?'

It's simple - people pay in advance for a coffee meant for someone who can not afford a warm beverage. The tradition with the suspended coffees started in Naples, but it has spread all over the world and in some places you can order not only a suspended coffee, but also a sandwich or a whole meal."

1. Be aware of your surroundings. Don’t let your guard down a. If things seem even a slight unsafe get out of that place immediately
2. Please trust and make good use of your 'gut feel' or 'intuition' or 'sixth sense' in each & every place and situation

a. There will invariably be signs, however small or seemingly insignificant, that tell or alarm you that all is just not OK. You may not understand it or be able to analyze it consciously, but please do NOT ignore it. It is
your personal threat alarm beeping

b. Make it a habit to read and notice these warning signs and go with your intuition to
quickly retract yourself, move out or immediately get away from potentially unsafe
situations
3. Don’t take eve teasing lightly
a. Raise your voice to gather a crowd
b. Don’t be afraid to hit the eve teaser and hit him hard if situation gets out of control. Carry
sprays.
4. As much as possible avoid late night travel using public transport
a. If avoiding is not possible then be sure to travel only on crowded bus
b. Avoid taking road side cabs
c. Avoid using a bus which has no passenger’s or less passenger’s
5. While using 2 wheeler be sure to wear helmet at all times (especially at night). Don’t
stop for any stranger
a. In case attacked, use your helmet to defend yourself
6. While driving a car:
a. Avoid parking at desolate area
b. Look inside the car especially the back seat before unlocking & entering
c. Lock the doors immediately after entering the car
d. Start the car & drive off rather then call someone. Calls can wait
e. Don’t give lift to strangers
f. Don’t stop your car for strangers, especially at night
g. Take known routes, avoid short cuts which you don’t know
7. While travelling at night don’t keep your phone in your hand
a. Remember phone is the first thing your attacker will throw away
b. Activate your speed dials which can be used
to dial numbers in emergency
c. Keep it in your pocket or at a place from where you can easily take it out & dial number
& leave it on
d. Once the number has been dialled start shouting & try to speak out your location so
that the other person can inform police about your location
e. If you have a smart phone then install emergency apps which can send sms to known
people & can even dial police no. in case of emergency
8. After getting dropped don’t stay outside to take a call
a. Take calls on your phone only when you have entered your home & not outside
9. If you feel that someone is following you immediately rush to a crowded place & if need
to be don’t be embarrassed to shout & gain attention
a. Don’t be embarrassed to share such things with your family & friends
10. In case you are in a sticky situation don’t be afraid to use anything in your hand to
defend yourself
a. Use keys, bottle even your purse to inflict damage to your attacker
11. Following are the most vulnerable areas to attack:
a. Use your knees to hit hard between the legs of the attacker
b. Using your fingers to poke hard in the eyes
c. Hitting front part of the neck on the Adams apple will leave him in a shock
d. Punching in the stomach will leave the attacker breathless & unable to chase you
e. Hitting hard in the chest area
12. In case you feel you are being stalked or regularly followed, don’t keep it to yourself
because what might be on lighter side now might become dangerous if not controlled
a. Seek help of friends & family
b. If need be approach police immediately
