<p>In March, Fannie and Freddie announced that they would no longer underwrite mortgages on condo&#8217;s located in buildings where less than 70 percent of the units were Sold.   Their previous policy required that 51 percent of the units be Sold, before loans were guaranteed.</p>
<p>In addition, the mortgage giants announced that they will not purchase mortgages in buildings that have more than a 15 percent deliquency on association dues, or those in which one owner owns more than 10 percent of the units in the complex.  </p>
<p>In a letter to both companies, Frank and Weiner warned that &#8230;70 percent occupancy&#8230;&#8221;may be too onerous&#8221; and the rules could have a &#8220;real chill on the ability to get these condos sold&#8221;.  The two law makers asked the two companies to &#8220;make appropriate adjustments&#8221; to their underwriting standards for condos.</p>
<p>Is the tail wagging the dog, yet again???  On one hand, Fannie and Freddie have done their research on past loan failures and determined that their new underwriting criteria is essential in avoiding future financial trouble.   On the other hand, Frank and Weiner fear the restrictions may stop <a href="http://www.infotube.net">condo sales</a> in new developments where they are desperately needed.</p>
<p>Fannie and Freddie could not be reached for comment, but according to the Wall Street Journal, both are preparing a response to the lawmakers.</p>

<p>Home prices in the United States dropped another 6.8 percent in April from the same period only one year earlier.   The housing crash has now erased 26 percent of the equity in the median priced home, since the peak in July 2006.  The silver lining for renters is that home affordability is at near record levels.</p>
<p>Economists predict that the market will continue to see more home price declines, despite $8000 tax incentives and $275 billon in funding to keep some owner&#8217;s in their homes.</p>
<p>Analysts at Deutsche Bank said US home prices may fall another 14 percent before they stabilize.  Like sentiment was expressed by Robert Shiller, who co-founded the respected S&amp;P Case-Shiller Home Price Index.   Many predict the worse declines could be even worse in New York and Orange County, CA.</p>

<p>Mr. McMillan began his real estate career in Ft. Worth, TX in 1983, one year after the Texas real estate market crashed in 1982.  Although McMillan did not address it, Texas home prices have not recovered to pre-1982 levels over the past 27 years.</p>
<p>Highlights from the speech include:</p>
<ol>
<li>Consumers will buy houses if two conditions are met.  The home and financing costs must be at a bargain, basement price levels.</li>
<li>Keeping interest rates low and stable are necessary to stabilize the housing market.</li>
<li>The tax credit is working.  43 percent of all property sales have been first-time buyers.</li>
<li>Thanks to distressed property price declines of up to 52 percent, sales of existing home inventory has increased in CA, NV, AZ and FL.</li>
<li>The two biggest issues facing the real estate industry going forward are appraisal issues and healthcare.  Half of all real estate agents have no insurance.</li>

<p>We would like to take advantage of the $8000 tax credit and low interest rates, so we are in a hurry.  Should we buy this unit?  Your thoughts and expertise would be a big help. </p>
<p>Dear First Time Buyer:  You don&#8217;t say where you live, but bankrupt builders are common in this market.  The fact that the builder is insolvent doesn&#8217;t mean that the construction was sub-standard.   But, it does mean you won&#8217;t have the builder backing up his work.  Keep in mind that all warranties for appliances, roofing, flooring, etc. are backed by the manufacturer, not the builder, anyway, then make sure you have a very good home inspection before moving forward.</p>
<p>The issue of the unsold and unfinished development should probably be of more concern to you than construction or inspection problems.   There are issues that you need to discuss before considering buying into a paritally vacant, multi-family development.</p>
<ol>
<li>How much do you want to live through??  Since the development is unfinished, it could take years before the project is completed.  And, you will have to tolerate construction noise and dirt while the work is done.</li>
<li>How long do you plan to live there?  You need to be aware that prices may drop subtantially on the completed unsold units before everything is said and done.  This means that you may lose your equity and owe more than the people who buy later for less money.  Also, when the remaining new buildings are finished, you will face a lot of competition from new or newer units than the one you own.  If you decide to buy here, make sure you can stay until everything is complete and the market has stabilized.</li>
<li>What about the Homeowners Association?  Unsold and vacant units mean that the association will need to cover their expenses.  If the development is large and has ammenities such as pools, tennis courts, greenbelt area&#8217;s, etc. you may have only a few owners splitting the costs of insurance, maintenance and upkeep.  This situation can dramatically raise dues beyond what most people are willing to pay.  Verify the financial situation of the HOA and make sure you understand the by-laws before jumping into a situation with no real ceiling on future expenses.</li>
</ol>
<p>I would offer you one piece of advise for any property you are considering, never buy a home because of tax incentives.  Although the $8000 credit is very enticing, make sure you buy a home that is located in a good neighborhood and suits your families needs.  Low interest rates, and the tax credit are strong motivators, but make sure you are buying the right home, in the right spot and at the right price.</p>

<div class="body-content">LEHIGH ACRES, Fla. - Mike Manikchand points toward his neighbors - a half-dozen empty, foreclosed-upon homes, sitting on weed-strewn yards - and he wonders: What will happen if a hurricane slams into southwest Florida this year?His simple answer: &#8220;A lot of these places will get destroyed.&#8221;</div>
<p>Unoccupied, these homes would be defenseless in a storm; there will be no one to put up shutters, batten down garage doors, and otherwise secure homes. But that&#8217;s not all. Nearby homes and their residents would also be at risk from wind-propelled debris.</p>
<p>Lehigh Acres and other communities at the epicenter of the nation&#8217;s housing crisis are coming to realize that this year&#8217;s hurricane season, which began this month, represents yet another pitfall. Hurricanes could make hazards of thousands of foreclosed-upon houses, and their diminished value could decrease even more.</p>
<p>&#8220;Here&#8217;s your choice,&#8221; said Julie Rochman, president of the Tampa-based Institute for Business and Home Safety. &#8220;Spend a little bit of time and money to secure the properties to withstand wind and water, or not do the right thing and have the homes become damaged and are valued less.&#8221;</p>
<p>The Associated Press Economic Stress Index - a month-by-month analysis of foreclosure, bankruptcy and unemployment rates in more than 3,000 U.S. counties - confirms that some of the areas most likely to be struck by a hurricane are suffering the most in this recession.</p>
<p>In March, there were 281,691 homes in foreclosure in Florida and coastal counties in Alabama, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Texas, and Virginia.</p>
<p>Lee County, where Manikchand lives, is among the hardest-hit counties in the country. A 22-year-old pharmacy student, he took advantage of a dismal housing market and bought a foreclosed duplex for $36,000.</p>
<p>In coming months, he and millions of others along the Atlantic and Gulf coasts will dutifully track tropical weather forecasts and stockpile batteries, flashlights, and tins of tuna, hoping that hurricanes blow harmlessly out to sea.</p>
<p>But who will secure all the foreclosed homes if a storm does approach? No one really knows.</p>
<p>In some cases, a property-management company hired by the bank could do the work. Or it could be a real estate agent, a homeowners&#8217; association, or even resourceful neighbors who clear debris from yards and board windows.</p>
<p>Yet no state laws mandate who prepares buildings before a hurricane; even officials from the Florida Division of Emergency Management say that securing foreclosures isn&#8217;t a concern.</p>
<p>&#8220;It&#8217;s not an aspect that we really deal with,&#8221; said John Cherry, the agency&#8217;s external-affairs director. &#8220;Our No. 1 concern is life safety.&#8221;</p>
<p>Quick evacuation, not securing vacant homes, will be the priority if a major storm looms, others say. But shutterless homes can be a major safety hazard in a hurricane. And a region full of destroyed or heavily damaged homes would depress real estate values even further.</p>

<p>While most people believe that seniors have no mortgage on their homes, the reality is that hundreds of thousands of retiree&#8217;s owe money on their homes.  Even for those lucky enough to own their house outright, the unprecedented drop in home values means they have less equity to live on or exchange for a move to retirement housing or health care facilities.</p>
<ul>
<li>According to the AARP, 25.5 million people over the age of 50 have a mortgage on their home.  More than 680,000 (which represents 30 percent of all distressed property) baby boomers are deliquent on their mortgage or are in the process of foreclosure. </li>
<li>Many seniors have little saved, other than the equity in their homes.  36 percent of all retiree&#8217;s state that their savings and investment nest egg is less than $25,000, excluding home equity and benefit plans.</li>
<li>Seniors banked on rising home prices and leveraged their primary asset through equity loans and reverse mortgages.   Those that leveraged assets to afford retirement owe an average of $150,000 on their houses.</li>
<li>Retirement communities and long term care facilities are suffering from the housing market, too.  Seniors usually sell their homes to finance admission into senior housing facilities.   Dire market conditions often mean no sale at all, or one at substantially discounted prices.  Many people are left with no choice or options, forcing them to cancel plans to move to housing that fits their changing needs.</li>
</ul>
<p>Although seniors and retiree&#8217;s are often overlooked in the news, the housing and stock market crash have taken a huge toll on their lives and well being.   Most have worked all their lives to build secure nest eggs for their golden years, only to discover that half a lifetime of work and savings vanished in the blink of an eye. </p>

<p>When the city of Minneapolis evicted Joe Poetsch from the home he had lived in his entire life, they actually boarded the poor owner up inside the home, then drove away.  Mr. Poetsch, like millions of other Americans, admited he made a few mistakes that caused him to lose the roof over his head.   But, talk about kicking someone when they are down&#8230;Imagine losing the only home you ever had, and then suffering the humiliation of being boarded up inside, then abandoned. </p>
<p>Although hard to believe, it&#8217;s all true.  Read the story from the Star Tribune Newspaper below. </p>
<p><span style="font-size: small;"><span style="font-family: Times New Roman;">Cane in hand, he lurched around, throwing a few things in bags, putting Kitty in the carrier. He heard the contractor outside starting to drill into the door frame.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: small;"><span style="font-family: Times New Roman;">Poetsch made his way down his narrow stairway, resigned to the end he had resisted for three years, through personal financial missteps, the false promise of a foreclosure“rescue” and a court victory that gave him short-lived hope.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: Times New Roman;">He came to the door and realized that he was too late. A truck had driven away from the house, prompting those outside to think the tenants were gone. Poetsch had been boarded up inside his house.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: Times New Roman;">City officials say Poetsch had ample warning that they were coming that day, but they say his brief incarceration was an unprecedented mistake. In many ways, Poetsch’s experience is emblematic of the forces that have fastened plywood over so much of the North Side and urban neighborhoods across America. </span></span></p>

<p>Recent reports find that nearly one in every four current home sellers (not seller&#8217;s of bank owned property) have dropped asking prices an average of 10.6 percent from their original listing price.   In dollar terms, that is equal to another $27.4 BILLION, yes BILLION, slash in the equity of  US homes.  Ouch!</p>
<p>The good news for home seller&#8217;s is that higher interest rates and a rapidly approaching deadline for an $8000 tax credit is creating urgency among buyers.   A recent uptick in sales proves that homes priced aggressively are selling very fast.  But, homes priced above the competition continue to sit and languish on the market for months on end.  Simply put, there is great demand in the market now&#8230;at the right price.  Seller&#8217;s may need to sharpen their pencils, but buyers are actively purchasing homes.</p>

<li>Interest rates are soaring, as the dollar falls.  Economists predict that the low rates we saw only a month ago, aren&#8217;t likely to return anytime soon.   In April, 30 year fixed rate mortgages averaged 4.5 percent.  Last week, rates hit 4.98 percent.  And, this week, Bankrate.com is quoting 30 year fixed rates for prime borrowers at just over 5 percent.  <strong>Note: An increase of only 1/2 percent in interest rates raises the mortgage payment for a $170,000 loan by $52/month, $624/year or $18,720/over the life of the loan.</strong></li>
<li>The deadline for qualifying for an $8000 tax credit is rapidly approaching.   Although, the December 1st deadline may seem a long way off, in real estate terms it really isn&#8217;t.  A lot of people are sitting on the sidelines, waiting to see if prices will drop another 1 or 2 percent over the next 6 months.   Lenders are already warning us that when all those buyers rush into the market in August or September, the backlog in loan applications will mean a wait of 60-90 days to close an average loan. <strong> Note:  Given that the average buyer in this market looks at over 30 homes, over a 3 month period, buyers who don&#8217;t want to miss the boat on their $8000 gift, should get serious now.</strong></li>
</ol>
<p>For those buyer&#8217;s hoping to time the market perfectly, we think their ship may be sailing by.    Home inventories are dropping, prices are stabilizing, interest rate increases erase potential gains made by a further fall in prices and $8 grand is on the line, if the December 1 closing deadline can&#8217;t be met.   Serious buyer&#8217;s should jump on board now, before they find out that the ship has sailed and they missed the boat!!<a href="http://www.infotube.net/blog/wp-content/content/2009/05/miss-boat.jpg"><img class="alignnone size-medium wp-image-767" title="Vietnam Miss Universe" src="http://www.infotube.net/blog/wp-content/content/2009/05/miss-boat-300x200.jpg" alt="" width="300" height="200" /></a></p>

<p>One limitation for consumers may be the bike&#8217;s range and price.  It runs between 40 and 60 miles, before it needs to be re-charged.  And, the price is a bit steep at $13,500, which is about double the cost of a gas powered equivalent.</p>

<p>Treasury Secretary, Tim Geithner, said &#8220;Today we are announcing a new program component to help homeowners obtain modifications in areas suffering from price declines.  If a modification is not possible, we are announcing steps to encourage the quick private sale or voluntary transfer of property, which will save homeowners money and protect their financial future.&#8221;  Geithner went on to say that, &#8220;These are critical steps in stemming the foreclosure crisis and stabilizing the housing market, both of which are critical to your economic recovery&#8221;</p>
<p>The Program in a Nutshell:</p>
<ol>
<li>Foreclosure Alternatives:  The program increases the odds of closing a short sale by streamlining the process and offering incentives to lenders for participation.  The program is designed for homeowners who are eligible for a loan modification, but can not qualify for one.  Under the new program, lenders may receive compensation up to $1000 for completing a short sale.  Borrower&#8217;s may receive up to $1500 for relocation expenses.  Holders of 2nd mortgages will receive up to $1000, if they agree to the terms of a short sale.</li>
</ol>
<p>Why This New Program May Help:</p>
<ol>
<li>A short sale is the last step before foreclosure, and is far less costly for lenders and borrowers.   Selling short is less damaging to the homeowners credit and they are less costly for banks and lenders.   Survey results show that losses from short sales average 19 percent versus losses of 40 percent in the case of foreclosure.</li>
<li>Currently, more than 75 percent of short sale contracts fall apart, despite sometimes heroic efforts on the part of the borrower.  Lenders have for the most part been uncooperative when responding to offers on short sales, which means the properties sit vacant and pull down values in the entire area.</li>
<li>The new program may provide a much needed boost to the current Making a Home Affordable program.  Despite good intentions, the program has only helped 55,000 homeowner&#8217;s modify their loans.   In comparison, there were 342,000 foreclosure filings in the month of April, alone.</li>

<li><strong>Don&#8217;t Run Afowl of the Law:</strong>  If raising cute little chicks appeals to you, make sure you know the laws in your area before you buy a cool coop.  Many cities, or nosy neighbors, may take issue.  For example, in Kansas City, MO, the birds can&#8217;t roam or be raised within 100 feet of a home or business.  No Crowing Roosters in Madison, only layers are allowed.  Some cities limit the number of chickens on residential property to 5 or 6.  So, please check the law before you get too excited about raising your own omelet.</li>

<p>Although, Realtors love the phrase and evidentally believe it to be  a powerful message, PRICE REDUCED, means only one thing&#8230;the listing was overpriced.   It doesn&#8217;t mean it still isn&#8217;t.</p>
<p>So, why do Realtors hang banners advertising that a price has been dropped?  Do they believe that buyers care that an asking price was reduced from $250,000 to $200,000, if comparable homes in the neighborhood are priced at $175,000?   </p>
<p>Maybe, the hoopla is all about the agents themselves.  Maybe, it is a secret way of gloating to one another that they finally got their unrealistic seller to drop their price.  <em>Woo Hoo, We Were Right.</em> </p>
<p>In any case, I find signs with swinging distress messages very unmotivating, somewhat negative and kind of sad.  They are the antithesis of salesmanship.  And, when I see these type of signs, my mind immediately conjures images of a stale listing, a probably dated interior, repair issues and a difficult seller.   </p>
<p>In my opinion, a good salesperson, who works on behalf of the seller, would post signs that gave buyers important, exciting news about the property.  &#8220;Seller Financing&#8221;, &#8220;Zero Down&#8221;, &#8220;Lowest Price in Area&#8221;, &#8221;Free Appliances&#8221; or &#8220;Special Financing.  Positive messages, such as these, are informative and helpful to buyer and seller, alike.</p>
<p>Before Realtor&#8217;s spends any more of their hard earned money on negative messages, or homeowner&#8217;s allow another one to be posted, I hope they stop and ask themselves, <em>&#8220;Why are we doing this and Who really cares???  </em></p>

<li>Real estate markets are Local:   The University of Virginia studied foreclosures in all 50 states; 35 metro area&#8217;s and 236 counties.  They found that 85 percent of the lost value in homes occured in only 4 states - Arizona, California, Florida and Nevada.</li>
<li>Nevada, California, Arizona and Florida rank 1,2,3 and 4 in all foreclosure activity.    Combined together, these 4 states account for 55 percent of all foreclosures in the U.S.</li>
<li>The 4 sunbelt states, representing 55 percent of all foreclosed property, were also the playing grounds of investors, second home buyer&#8217;s and &#8220;flippers&#8221; who rode the out the bubble in search of riches.</li>
<li>19 million homes are now vacant in the United States.  </li>
<li>Lenders forecast another 2.5 million home foreclosures before the end of the year.</li>
<li>The average value of a home today has fallen to less than $170,000, which is now well within the budget of the majority of workers in the country.  At the top of the bubble, the average home price in the US was $220,000, and hit $300,000 in California.</li>
<li>Uptrends:  Home sales have increased dramatically in California and Nevada in recent months.  Discounts of 50 percent or more are bringing the inventory of unsold homes to their lowest levels since the crash began.<a href="http://www.infotube.net/blog/wp-content/content/2009/05/vacant_home.jpg"><img class="alignnone size-medium wp-image-720" title="vacant_home" src="http://www.infotube.net/blog/wp-content/content/2009/05/vacant_home-300x224.jpg" alt="" width="300" height="224" /></a></li>

<p>If Warren is right, and he usually is, the average person can use his wisdom to profit with a smart real estate investment.    </p>

<li>To invest safely, a home buyer should put 20 percent down and take out a 30 year fixed rate mortgage, locking in an interest rate around 4.5 percent.   If you haven&#8217;t owned a home over the past 3 years, you can cash in immediately with the $8000 tax credit.   When inflation hits, your mortgage costs will remain the same, as your salary increases.  This means that you have even more money to save and invest later on.</li>
<li>If you are currently renting, there is another compelling reason to invest.   During periods of inflation, rents will rise.  If you don&#8217;t own a home, your monthly rent obiligations will soar. </li>
<li>Another reason to invest in real estate is that during times of inflation, home prices appreciate, if even at a slower pace.  History shows that during inflationary periods, real estate appreciation tends to beat inflation by 2-3 percentage points.</li>
<li>Leveraged assets, such as real estate, outperform other asset classes.  Leverage magnifies gains because as your income rises, your debt payments will not.   You&#8217;ll be able to pay off the mortgage with money that is worth less than it was when you borrowed it.</li>
<li>With home prices and interest rates hovering at historic lows, now may be the perfect time for investor&#8217;s to withdraw the cash they have sitting in savings accounts that is paying only a 2-3percent and buy a piece of property.   If you buy a property where the tenant covers the expenses and costs of ownership, then the investor can relax and wait for inflation to move up<a href="http://www.infotube.net/blog/wp-content/content/2009/05/buffet.jpg"></a> rents and home prices.</li>

<p>Here are some of the most common scams seen in the housing industry and tips about how to protect yourself and your family.</p>
<p><strong>Promise to Stall or Halt Foreclosure</strong></p>
<p>Foreclosure scammers are the worst of the worst.  Like vultures, they swope down to pick at the flesh and bones of weak and vulnerable.   These companies promise to stall, avert or stop the foreclosure process.  Many families which are facing the loss of their homes interupt their &#8220;pitch&#8221; as an answered prayer.   Don&#8217;t Fall for It. </p>
<p>Homeowner&#8217;s can identify these companies because they always ask for an upfront fee for their service.   In addition to losing thousands of dollars to these con men, the victims also waste precious time in working with their lenders, which means that this scam can actually speed up the foreclosure process.</p>
<p>Homeowner&#8217;s are advised to check with the Better Business Bureau, their lender and the Hope Now organization, before doing business with any company promising the stop a Foreclosure.  </p>
<p><strong>Loan Modificiation</strong></p>
<p>The state of California issued permits to real estate agents for loan modifications.  The state now has almost 600 Realtors, so far, that can collect upfront fee&#8217;s for negotiating loan modifications and short sales with lenders on behalf of the homeowner.</p>
<p>We have heard reports that some of these companies charge $2500-$3000 to negotiate with lenders, saying they provide more service and expertise than overworked non-profits do.</p>
<p>Consumers should ALWAYS be on High Alert if they are ask to pay upfront fee&#8217;s to anyone, especially when the service provider can not guarantee results.   There are a lot of starving real estate agents out there, so beware and always verify credentials before paying for any upfront service.</p>

<div style="text-align: left;">Hours of tinkering with your smart phone are required to get the application to work at all.</div>
</li>
<li>
<div style="text-align: left;">Even in area&#8217;s with full cell phone reception, 3G networks are unreliable.  After data is finally loaded, users find themselves staring at blank screens, forcing them to start all over.</div>
</li>
<li>
<div style="text-align: left;">Loading a basic map takes over a minute.  So, user&#8217;s must have a lot of time to waste while househunting.</div>
</li>
<li>
<div style="text-align: left;">No matter what area the user was in, the prices for homes appeared and disappeared at random.  Sometimes they would reappear after a while, sometimes they never did.</div>
</li>
<li>
<div style="text-align: left;">A lot of the Property information is outdated or does not display at all.</div>

<div style="text-align: left;">Zillow estimates of home value, which they call &#8220;zestimates&#8221; are unreliable, outdated and data is unavailable for a lot of regions in the country, making this feature nearly worthless for determining sales data.</div>

<p style="text-align: left;">Our Conclusion:  If you are seriously in the real estate market, forget about using an iPhone or any phone to learn about homes for sale.   For true, instant wireless communication, jump out of the car and pull an information sheet from an <a href="http://www.infotube.net/catalog">InfoTube or InfoBox</a>.   If you are serious about real estate, sometimes, Low Tech is the Best Tech. </p>

<p style="text-align: center;"><strong>Reasons to have a Home Inspection before the Sale.</strong></p>
<ol>
<li>1.  Pre-Inspections are a Great Selling Point.   Providing a Pre-inspection report puts the buyer at ease and gives them confidence that the seller has nothing to hide about the home or its condition.  By being upfront, sellers put the Buyer at ease so they can better vizualize themselves living in the home, versus searching for problems at every turn.  </li>
<li>Pre-Inspections Give the Seller a Head&#8217;s Up.   A home inspection gives sellers the opportunity to fix any necessary repairs and put the house in better condition before the sale.   By pre-inspecting, the seller can also address unknown problems with the property that might have resulted in a canceled sale, if a timid or scared buyer discovered them first. </li>
<li>An Good Offense Beats a Good Defense.   When the buyer sends in their inspection team, they may be looking to save money.   Often, a bargain shopper will use the inspection report to get a better deal on the house by inflating the costs of repairs or threatening to cancel the contract, if they don&#8217;t get their way.   By providing a licensed inspection report upfront, sellers deter &#8216;would be&#8217; re-negotiator&#8217;s and increase the chances of a smooth transaction.</li>
<li>Show and Tell.   Ask your home inspector for several copies of your inspection report.   Hand the reports out to prospective buyer&#8217;s, when they tour the home.   The report reflects pride of ownership and handing the report to the buyer keeps your home in the buyer&#8217;s mind for a much longer period of time.   (The inspector shouldn&#8217;t mind the request because it is good for the inspector, too.  His name and contact number on is on the report.  Even if the buyer doesn&#8217;t buy your house, they might call him for their own inspection.)</li>
<li>Beat the Competition.   Buyer&#8217;s have heard horror stories about victims who have purchased a money pit and found themselves living in a nightmare of endless bills, contractor&#8217;s and life interupting problems.  Set your home apart from the foreclosures, short sales and poorly maintained homes on the market and reassure the buyer that your home is a hassel-free home they can be proud to call their own.</li>
</ol>
<p>In conclusion, while it&#8217;s sometimes tempting to cut corners to save money, a home inspection is a worthwhile investment.  A pre-inspection lessens the chance of buyer&#8217;s remorse, reduces the chance of a surprise or scare, and frequently keeps a deal from falling apart altogether.   In today&#8217;s buyer&#8217;s market, the best defense is a great offense. </p>

<p style="text-align: left;">In slow markets, seller&#8217;s have every reason to panic when they learn about inspection problems.  First, they have no idea how the buyer will react to the report.  If the report is really bad, they know it is likely that the buyer will back out of the deal.   In the best case scenario, they know that more rounds of negotiations and repair requests lists are back in play.   Uncertainity, helplessness and frustration make it easy to freak out, but it is crucial that seller&#8217;s stay focused and remain calm.</p>
<p style="text-align: left;">The first thing the seller must do when they hear about a problem is to keep quiet.  They should resist the natural urge to curse the inspector and they should say absolutely nothing, until the buyer presents a request for repairs.   Some buyer&#8217;s aren&#8217;t surprised at all that a home might need some repairs.  Also, they may not view the repairs as negatively as the seller does.  Best advise is to not borrow trouble.  Wait for the report, before jumping to conclusions.</p>
<p style="text-align: left;"><strong>Keep Your Head.  Negotiate.</strong></p>
<p style="text-align: left;">The good news is that if you receive a repair request list, the buyer didn&#8217;t walk and they are still interested in the purchase.   Plan to review and discuss the list with an open mind.  Chat with your Realtor, if you are using one.  Talk the situation over with a repair professional.  Get bids on big ticket items, before you go back to the buyer, or you agree/disagree to anything on the list.</p>
<p style="text-align: left;">Many times, seller&#8217;s find that they can get repairs done for less than they think.  Or, sometimes, the seller can make the repair themselves.   If cash flow is a problem, many contractors will agree to wait until the closing to be paid.  The goal is to create a win-win atmosphere and don&#8217;t hate the messenger, no matter how bad the news is initially.</p>
<p style="text-align: left;"><strong>Reassure the Buyer.  Stay Focused on Closing the Deal.</strong></p>
<p style="text-align: left;">Reassure the buyer that you want to fix any major issues with the house.  Get multiple bids from legitimate contractor&#8217;s for major repairs.  Multiple bids are powerful because many times the buyer (especially the first time buyer) is scared about the costs of future problems, so they increase the numbers a bit.    Sometimes, after the see that the repair isn&#8217;t urgent or may not be as expensive as they thought, the buyer will relax a bit, setting the stage for better negotiations.</p>

<p style="text-align: left;">If you receive a bad home inspection, please remain calm and cool headed.  Focus on a win-win compromise with the buyer.  And, gather all the facts and figures before commenting, if you want to keep the deal alive.  In the long run, honest communication is always key and addressing the problems eliminates the likelihood of lawsuits later.  </p>

<p>In today&#8217;s market, one thing is certain.   There is little money to make and every dollar counts.   So, if you need to sell, you have 3 options.  By Agent; By Owner; By Auction.  Should you Pick Door 1, 2, or 3????  </p>
<p style="text-align: center;"><strong>By Agent Pro&#8217;s and Con&#8217;s</strong></p>
<p style="text-align: left;"><strong>Pro&#8217;s:</strong></p>

<div style="text-align: left;">Real estate agents provide a comparative market analysis to justify price strategies and make recommendations about staging, showing and the condition of the property.</div>
</li>
<li>
<div style="text-align: left;">Agents develop a comprehensive marketing program for your property that includes <a href="http://www.why6percent.com">the MLS</a>, photographs, virtual tours, internet website distribution and Open Houses.</div>
</li>
<li>
<div style="text-align: left;">Agents handle the showings, contract negotiations, they offer legal-type advise and they are objective about the property and its condition.</div>

<div style="text-align: left;">No Negotiations.  Once the gavel falls, the price is set and the deal is over.  The frustration of and time wasted on lowball offers, counter offers, repair negotiations are eliminated.</div>

<div style="text-align: left;">More Money.  The true definition of market value is defined by what a buyer is willing to pay and a seller is willing to sell for.   This is the beauty of the auction process.  In good markets and good locations, buyer compete for their dream home in real time.  Sometimes, the nature and urgency that is created in an auction environment will yield a higher sales price than a listing agent would recommended.</div>

<p style="text-align: left;"><strong>Cons:</strong></p>
<ul>
<li style="text-align: left;">The biggest con is that your home might not sell.   Although we picture auctions as busy places, with huge crowds frantically bidding and waving their paddles in the air, that isn&#8217;t always the case.  In slow markets with a lot of inventory, there are times when few people show up and the auction day is a bust.</li>
<li style="text-align: left;">The Final Sales Price:   If your opening bid is low and only a few buyer&#8217;s show up, you might sell the home for a lot less than you hoped or thought.   If you are considering an auction, you may want to set a Reserve Price, which dictates that no sale will occur below X amount of dollars.</li>
<li style="text-align: left;">The Buyer may not Meet the Terms.   Although auction buyers should be pre-approved, and will forfeit their deposit if they don&#8217;t close the deal, deals do fall through, just like in conventional sales.   For people who chose auctions for a quick sale, it could be a big issue, if the buyer is unable to meet their closing date.</li>
<li style="text-align: left;">The Cost:  The cost of an auction is often as expensive as listing with an agent.  Sometimes, the seller will owe fee&#8217;s to the auctioneer, even if the sale fails to happen or the reserve is not met.</li>

<p><strong>Crisis In Florida:</strong></p>
<p>In Florida, the land of the condo dweller, things are spinning out of control for HOA&#8217;s and property owners.  As a result, Florida constituents are turning to legislators for an help they can provide.</p>
<p>Under the current system in Florida and other states, lenders can avoid paying homeowner&#8217;s fee&#8217;s until they foreclose and become the owner of the unit.   Lenders face a continuing avalanche of foreclosures and loan defaults, which means that up to 2 or more years can pass before the property transfer gets through the court system.  </p>
<p>During the lengthy legal process, homeowners often continue living in the units, using the ammenities and facilities for free.  Some even rent the units for income, after they have stopped making payments on the property.  Many associations are forced to cover the costs of water, cable, laundry, lawn and pool maintenance and garbage collection for paying and non-paying owner&#8217;s alike.  To make up for the added expenses, paying unit owner&#8217;s have to foot the bill or the entire association goes down.   </p>
<p>And, things get even more complicated.  Some banks stall on taking title to units because they have a cap that limits the amount of past-due fee&#8217;s they have to repay to 6 months or 1 percent of the original loan amount.   Some luxury condo associations report that some units have as much as $50,000 in unpaid fee&#8217;s by the time the bank takes ownership.</p>
<p><strong>Downward Spiral:</strong></p>
<p>Lenders are also denying financing for financially unstable buildings, which essentially means the property can not be sold, even if a buyer is found.  In January, mortgage giant Fannie Mae said it would no longer fund loans in buildings if more than 15 percent of the units were 30 or more days past due with their association fee&#8217;s.  </p>
<p>The problem has reached a crisis point for many HOA&#8217;s that are struggling to cover basic utilites such as water and electricity.   If they raise fee&#8217;s on paying owners for the shortfalls, they risk pushing even more residents into delinquency.  Most owners are already upside down on the property and they simply can not afford a higher payment.</p>
<p>Renting out units could offset loses, but rentals are usually prohibited or they are limited to a very small percentage of the number of units in the complex.  Furthermore, lenders such as Fannie Mae also deny funding for buildings that are less than 51 percent owner occupied.   So, raising money with rent income does not appear to be a viable solution, nor does it maintain the quality of life for the paying residents.</p>

<p>Distressed properties now make up 25 percent of all homes for sale.   Many foreclosed homes have been vandalized, neglected and cause a blight on otherwise good neighborhoods.  Selling these properties would help stabilize house prices and remove inventory from the market, but the banks simply can&#8217;t keep up with the paperwork.</p>
<p>Take the case of the Collins family, who in January, rushed to buy a foreclosure on a picuresque, tree lined street in southern California.   They immediately obtained their financing, paid for inspections, appraisals and completed other paperwork the lender required from them.  It is now mid-April and the Collins family finds themselves still sitting in limbo.  They have yet to receive confirmation of a closing date or signed paperwork.</p>
<p>While common sense tells us that the housing market can not recover until the foreclosures are sold, the reality is that the banks can not keep up with the paperwork required to transfer the property.   There are a lot of layers and people, with varying degree&#8217;s of work ethic, that are involved with the sale of any bank owned property.  Further frustrating to &#8220;would be&#8221; buyers, is that they can&#8217;t just call the bank and ask what is going on.  There is no one to ask for help, as there is when buying from a real owner.</p>
<p>As the nation&#8217;s banks anticipate owning another 1.5 million foreclosed homes in 2009, things will likely get worse in terms of getting rid of them quickly.   Maybe outraged buyers, and the neighbors who tolerate these blights on our communities, should all cry out to their congressmen for help.  Perhaps, they can force the banks to step up their management of foreclosed homes, and force the agents and servicers to do their jobs.</p>

			<content:encoded><![CDATA[<p><a href="http://www.infotube.net/blog/wp-content/content/2009/04/tug-o-war-print.jpg"><img class="alignleft size-medium wp-image-666" title="tug-of-war-print" src="http://www.infotube.net/blog/wp-content/content/2009/04/tug-o-war-print-300x214.jpg" alt="" width="300" height="214" /></a>Results from a study just released by HomeGain revealed an ongoing &#8217;tug of war&#8217; between home sellers and real estate agents.  According to the survey,  50 percent of homeowners said their houses should be priced 10-20 percent higher than agents have  recommended.  Conversely, 60 percent of real estate agents reported that prospective buyers are telling them that home asking prices are still too high.</p>
<p>One thing we can learn from this study is that one of these groups is certainly wrong.  Either home owners are unrealistic about what their houses are worth or agents are too pessimistic about what the home will sell for.  </p>
<p>On one hand, agent&#8217;s have more knowledge about the market than the average home seller does and they do talk with buyer&#8217;s every day.   Yet, real estate agents have an incentive to push prices lower.  The lower the price, the faster the sale, the quicker they can ring the cash register and move on to the next deal.   So, what should a home seller do???</p>
<ol>
<li>Ask 3 real estate agents what they would list your home for.  Ask questions and understand the reasoning behind their different price recommendations.</li>
<li>Know your competition.  Check out every house that is for sale in your area, price and size range.  Visit Open Houses to verify the condition and ammenities being offered by the competition.  Use InfoTubes and InfoBoxes on for sale signs to gain helpful insight about homes for sale in your neighborhood.   Explore property <a href="http://www.why6percent.com">MLS listings</a> on <a href="http://www.realtor.com">Realtor.com</a>.</li>
<li>Visit New Home Subdivisions.  All things being equal, most buyers would chose a new home over a pre-owned home, if everything was equal.   Find out how builders are pricing new homes that are similar to yours.   Keep in mind that builders also offer thousands of dollars in incentives or special financing, and they include these things in their asking prices.   Try to learn everything you can from the builder and deduct the incentives and specials that you can&#8217;t match from their asking price to get a realistic look.</li>
<li>Visit your county property tax database.  Most counties provide sales and comparable home information online.  Your local taxing department is the final authority about what homes actually sold for.</li>
</ol>
<p>Remember that homes are selling every day, if they are priced right.  While seller&#8217;s want to hold out for the best offer, agents want to make quick sales.  The real truth about asking versus selling prices lies somewhere in between, so home seller&#8217;s need to check their facts, first.</p>

<p>But, before you throw the &#8216;for sale&#8217; sign in the yard, please educate yourself about the common mistakes you should avoid, if you want to sell your home.  Decades of real estate experience have proven again and again, that making these mistakes, even once, will stop any sale in its tracks.</p>
<ol>
<li><strong>Pricing:</strong>  Setting an unrealistic price is the biggest mistake home seller&#8217;s make.  The home MUST be initially priced at or under its competition, or you are simply wasting time and money.  Some seller&#8217;s toy with the notion of &#8220;low balling&#8221; their asking price, hoping for bidding wars and a quick sale.  While this strategy sometimes works on lower priced property, it doesn&#8217;t work in higher price ranges.   Buyer&#8217;s in a higher price range simply think that the seller is desperate, which always results in even lower offers, not bidding wars.   We won&#8217;t address overpricing, because there is nothing to say.  The truth is no one will overpay for your home, it won&#8217;t appraise anyway, so please keep it off the market, until you are ready to be realistic. </li>
<li><strong>Property Condition</strong>:  Know as much as you can about the condition of your property, fix everything that will stop a sale, and disclose everything you know about the property condition to the buyer.   If you don&#8217;t, when the problematic inspection report is revealed, the buyer will cancel the contract and walk.   Afterward, the seller will find themselves in a much worse position because they lost momentum, valuable time on the market, and the cancelation signals that something was wrong with the house.  The seller will also be required by law to disclose everything found on the prior inspection report, so there is nothing to gain and a lot to lose by hiding the facts.  </li>
<li><strong>Working with Today&#8217;s Buyer&#8217;s:</strong>  It is a mistake to not entertain any offer, no matter how low the inital offer is.  Buyer&#8217;s in this market make low ball offer&#8217;s first, to test the desperation of the seller.  You will never know what price a buyer may be willing to pay for your home, if you don&#8217;t negotiate with them.</li>
<li><strong>Potentially Unqualified Buyer&#8217;s:  NEVER </strong>get into a contract with a buyer who isn&#8217;t financially qualified for a loan.  A letter of prequalification is not enough to take a home off the market.  First, know who the lender is and require full underwriting approval within days of the acceptance of the offer.  Be sure to write this loan approval (not prequalification) provision into your contract.  Maintain your <a href="http://www.why6percent.com/faq.php">Active Listing Status</a> and DO NOT indicate that your home is Contract Pending until the buyer has verifiable<a href="http://www.infotube.net/blog/wp-content/content/2009/04/mistake.jpg"></a><a href="http://www.infotube.net/blog/wp-content/content/2009/04/mistake.jpg"></a> loan approval.</li>
</ol>

<p>Vacation and second home sales mirrored the sales for primary residences in terms of price declines.  The median price of a vacation home dropped to $150,000 in 2008, down from $195,000 (or, 23 percent) from 2007 levels.</p>
<p>Other Findings from the March Survey are:</p>

<li>Who was the &#8220;Average Buyer&#8221; of Vacation Property in 2008?  The average age of a vacation home buyer was 46 years old.  They purchased a property that was generally 316 miles from their primary residence.  Their median household income was $97,200.</li>
<li>Who was the &#8220;Average Investment Home Buyer in 2008?  The average age of an investment buyer was 47.  They earned a median income of about $85,000 and purchased investment property nearby their primary residence.  The median distance for an investment purchase was 19 miles from their home.</li>
<li>What type of Property was purchased for a Vacation Home?  70 percent were detached, single family residences; 18 percent were condo&#8217;s; 5 percent town or row houses; 7 percent other.</li>
<li>Types of Property Purchased for Investment:  64 percent were detached single family homes; 22 percent condos; 8 percent town or row houses; 6 percent other.</li>
<li>Where did Vacation Home Buyers Shop?  26 percent bought in small towns; 23 percent rural areas; 23 percent resorts; 20 percent suburbs; 8 percent cities or urban areas.</li>
<li>Where did Investment Buyers Shop?  28 percent purchased in the suburbs; 20 percent in a city or urban area; 23 percent rural area; 8 percent in a small town; 6 percent in resort areas.</li>
</ul>
<p>Hopefully, the survey results will help home sellers picture who the likely buyer of their vacation or investment property may be.  Picturing who the customer is likely to be is important when target marketing to their needs.</p>

<p>In a press release statement, Steve Berkowitz, CEO of Move, Inc had more encouraging news. &#8220;It&#8217;s not all doom and gloom&#8221; said Berkowitz.  &#8220;We found Americans are optimistic about homeownership despite concerns.&#8221;  He blamed the surge in first time buyer interest on the housing crash&#8230;&#8221;has created significant demand for homeownership especially among first-time buyers,&#8221; Berkowitz continued.</p>
<p>Home seller&#8217;s, builders and real estate agents can use this information to their advantage when marketing property.   For example, half (50%) of the first time buyer&#8217;s polled had not heard about the $8000 tax credit, so be sure to make them aware of it.  Every little bit of information helps, as most first timers are scared about timing.</p>
<p>Some more interesting facts about marketing to First-Time Buyer is:</p>
<ul>
<li>Most prefer more space, or more house for the dollar, over all other amenities.  Be sure to price your home to be the best house for the money.</li>
<li>Other options that appeal to first time homeowners are energy saving features, such as energy star appliances, insulation, home improvements and upgrades; a bigger yard or outdoor entertaining area; updated amenities.   Emphasize the features in your home that address these popular &#8220;wish list&#8221; items.</li>

<p>The average interest rate for a 30 year fixed-rate mortgage fell to 4.79 percent on Wednesday, after the Fed announced that it would begin buying up bonds and mortgage-backed securities.</p>
<p>The real estate market has recently seen a pick up in activity due to the $8000 tax credit for first-time buyers. And, the huge drop in lending rates yesterday, put a huge layer of icing on the cake for home seller&#8217;s. When people, who can qualify for a loan to buy a home, see the combination of tax incentives, low interest rates and dramatic price drops, the ones that are sitting on the fence, jump in and buy. Urgency to buy and refinance is also important when rates fall this low, as often the drop is temporary, as it was in January 2009.</p>
<p>The convergence of ecomonic stimulus does benefit some Americans more than others, however. People who do not have a down payment or good credit are less likely to benefit from the postive news, as are the 14 million Americans who are upside down (owe more on their home than it is worth) or face foreclosure. 			<content:encoded><![CDATA[<p><a href="http://www.infotube.net/blog/wp-content/content/2009/03/congressman.jpg"><img class="alignleft size-medium wp-image-582" title="congressman" src="http://www.infotube.net/blog/wp-content/content/2009/03/congressman.jpg" alt="" /></a>While I am sure that all Americans appreciate the efforts being made in Washington to save us from ourselves&#8230; they have again overlooked a simple requirement for loan modifications which could cost taxpayers billions of dollars.</p>
<p>Much like the &#8220;overlooked&#8221; loopholes that allowed bonus payments, in excess of $160 million, to be paid to employee&#8217;s of Goldman Sach&#8217;s and AIG, the Obama loan modification program sets up the same windfall profit situation, without regulation, for the financial institutions who modify loans.</p>
<p>Under the guidelines for the loan modification program, lenders are being offered taxpayer incentives (money) to modify loans.   These cash incentives provide a huge Boom to the mortgage lending business, but unfortunately for taxpayers, some crucial regulations are missing.  Does this sound familiar?</p>
<p>One immediate loophole that needs to be closed is the issue of how the borrower will qualify for their new, reduced loan.   The Obama plan gives lenders incentives (ie: taxpayer money) to bring a borrower&#8217;s monthly payments down to 31 percent of their gross income.  However, the plan totally ignores the amount of other debt that the borrower can have. </p>
<p>Why is a borrower&#8217;s debt important?  If a homeowner has excessive credit cards, car notes, college loans or other debt, with substantial monthly payments, they may not be able to afford even 31 percent of their income for a modified mortgage payment.   Under the present program guidelines, lender&#8217;s would be still be paid to modify a loans for borrower&#8217;s who would not qualify for a loan, if their debt was considered.</p>
<p>In order for the Obama housing plan to work, changes must be made.  If not, taxpayers should expect another fiasco, like the ones we a discovered after AIG, Goldman Sachs and the automakers used their taxpayer bailout money for bonuses, trips, jets and office remodeling.</p>
<p>To date, over 50 percent of all modified loans have fallen back into default and the foreclosed homes are showing up on the market.   Before the taxpayer&#8217;s pay out billions of dollars to unregulated lenders, as an &#8220;incentive&#8221; to modify loans to keep people in their homes, let&#8217;s make darn sure the borrower doesn&#8217;t have so much debt that they can&#8217;t repay their loan, again.   After all, how much debt a borrower has is a standard measure used to qualify for a typical loan.  Why is the borrower&#8217;s debt ratio being overlooked, when taxpayer&#8217;s are on the hook?</p>
<p>If you agree, write to your congressional representative.  There is still time to &#8220;modify&#8221; our guidelines for lenders.  Hopefully, with a little public outcry, this loophole will be eliminated before we hear that billions have been paid for modified loans that fall back into default in record time.</p>

<p>If you had to find one single group of people to blame for our economic crisis, you&#8217;d definitely have to consider the financial products division of AIG.</p>
<p>They made huge, bad bets on the housing market that <span style="font-weight: bold;">have cost taxpayers $170 billion</span>&#8230;so far.<sup>1</sup></p>
<p>But get this: <em>The Washington Post</em> just reported that <span style="font-weight: bold;">these people are receiving $450 million in bonuses</span>—and they got their first installment on Sunday.<sup>2</sup> They destroyed our economy, and now they&#8217;re being rewarded for it with our bailout money!</p>
<p>President Obama has instructed Treasury Secretary Geithner <span style="font-size: x-small; font-family: Arial, Verdana, sans-serif;">to use <em><strong>&#8220;every single legal avenue to block these bonuses and make the American taxpayers whole.&#8221; <span style="font-weight: bold;">But AIG isn&#8217;t budging</span>—they claim that even after hundreds of billions of dollars and a direct request from the President, their &#8220;hands are tied.&#8221;<br />
</strong></em></span></p>
<p><span style="font-size: x-small; font-family: Arial, Verdana, sans-serif;"><strong>We need to turn up the heat. </strong></span></p>
<p><span style="font-size: x-small; font-family: Arial, Verdana, sans-serif;"><span style="font-weight: bold;">Tomorrow, </span></span><span style="font-weight: bold; font-size: x-small; font-family: Arial, Verdana, sans-serif;">AIG&#8217;s executives are appearing before a House subcommittee, and </span><span style="font-size: x-small; font-family: Arial, Verdana, sans-serif;"><span style="font-weight: bold;">we&#8217;ve got a chance to give them a piece of our minds.</span></span></p>

<p>Countrywide, in case you forgot, is one companies responsible for the financial crisis.  The huge, subprime lender, that was once a Wall Street darling, made billions of dollars by putting people into home loans that they knew the borrower could not afford, then resold these bad loans to unsuspecting investors. </p>
<p>It seems that Stanford L. Kurland, former President of Countrywide, along with his ex-Countrywide team of executives, are back to making money in the lending and real estate business.  They opened a brand new company called PennyMac.   PennyMac is located in spacious headquarters, in the same Los Angeles suburb where Countrywide once flourished.  (Obviously, these smug operators don&#8217;t even feel the need to leave town&#8230;)</p>
<p>So you ask, what kind of business is Kurland and PennyMac into now??   Surely, they would never be allowed to profit from the slimy mess they helped create???    Wrong.  Their new business buy&#8217;s delinquent home mortgages for &#8221;pennies&#8221; on the dollar, that the US government took over from failed banks and lenders.  They are also busy snapping up foreclosures at cents on the dollar, and then reselling them for big profit.</p>
<p>In case you are wondering how well PennyMac and the old Countrywide team are doing&#8230; Mr. Kurland is happy to inform you that his new business is <em>&#8220;off-the-charts good??&#8221;,</em> as he leaned back in his leather executive chair, while the financial markets plummeted.</p>

<p>Eligiblity and Qualification:</p>
<ol>
<li>Loans must be originated on or before January 1, 2009.</li>
<li>$729,750 is the maximum loan balance.</li>
<li>The property must be Owner Occupied.  Investor-owned, Vacant and Condemned properties are Excluded.</li>
<li>Borrowers must FULLY document income by providing their last 2 paycheck stubs, tax returns, and must sign an affidavit of financial hardship.</li>
<li>Owner occupancy status will be verified through credit reports and other documentation.</li>
<li>Incentives will be given to lenders who modify loans for risky borrowers, who have not missed payments yet.</li>
<li>Loans can be modified only once.</li>
</ol>
<p>Loan Terms and Procedures:</p>
<ol>
<li>The modified monthly mortgage payment can not exceed 38 percent of the borrower&#8217;s gross (Earnings before taxes) monthly income. </li>
<li>Lenders must follow steps to reduce montly payments to 30 percent of gross income.  First, the initial interest rate can be lowered to a floor of 2 percent;  Second, the lender can stretch the loan term to a maximum of 40 years;  Then, principal debt can be forgiven, but only if the lender agree&#8217;s to do so.</li>
<li>Monthly Payment Calculations must include principal, interest, taxes, insurance, flood insurance and homeowner&#8217;s or condo dues.</li>
<li>Monthly Income includes wages, salary, overtime, fees, commissions, tips, social security, pensions and other sources of taxable income.</li>
</ol>
<p>Incentive Payments to Lenders and Borrowers:</p>
<ol>
<li>Lenders will receive $1000 for each loan they modify.  They will also receive $1000 per year on performing modified loans.</li>
<li>Homeowners who pay their modified loan on time will receive a yearly $1000 principal reduction for 5 years.</li>
<li>The lender receive a one-tine bonus of $1500 on each loan they modifiy for borrowers who are current on their mortgage payments.</li>
<li>Similar incentives and bonuses will be paid to Hope for Homeowner refinances.</li>
<li>Incentives will be given to lenders who extinguish 2nd mortgages on modified loans.</li>
</ol>
<p>Accountability and Loan Transparency:  No More Liar Loans</p>
<ol>
<li>Measures to prevent and detect fraud, such as documentation and auditing requirements, are a central point of the program.</li>
<li>Lenders are required to collect, maintain and share records for verification and review.  Records include borrower eligibility, underwriting, property verification and other documentation.</li>
<li>In some cases, property appraisal will not be required. </li>
</ol>
