Things you have to notice:

Situation: The girl you are interested in has just gotten out of her relationship. You're wondering when the right time to ask her out.

The things that you have to find out:

1. How much serious was the relationship!
Why? Because if it was a serious one, chances are:
- Her ex-boyfriend will make contact again, if not now, in some time. It ALWAYS happens.
- You could end up being a re-bound, which is okay if you are looking for something short-lived and joyful; but if you are looking for a relationship, you don't wanna be in a rebound.

- Your dreams.

- Your job

- Your Personal condition

- Financial condition

- Preference

and so on, depending on people to people.

But, apart from all of these things, what is most important? The most important thing is what makes you happy. So the basic question comes down to, is the love that you share with this woman absolute?
What you must ask yourself is, is it something you can completely rely on? If there is doubt in your mind, then you should definitely go and find out if it is true or not.
Or else, if one day, she finds another man or the relationship breaks because of any reason, you'd blame yourself for simply not being there, and trust me, spare yourself of that blame.

It's not a choice of a day, so I wouldn't suggest you pack your bags right away. You should consider the following things:

You have basically told me in your description of your problem, that she is very smart and she condescends you, which means, somehow you're not important to her right now, which also means you haven't really done anything yet to make her feel you could be important.

First of all, as far as the age is concerned, you have to find out the Girl's viewpoint on that, because what you and I think, does not matter.

How to know if she has a problem with you being younger than her?
It can be very easily known just by talking to her. Carefully observe two things:

1) Her way of treatment.

How does she treat you? If she treats you like an immature being/ constantly advises you/ repeats how you don't know certain things that only come by experience/ then she has an ideology, according to which, older people are wise.

Certainly, I do not support chatting in the wooing game. It's too much restricted, and wooing involves playing with a girl's mind - which also means that you don't give her extra time to think and reply.
Chatting is fine, but it should only be your first step. Try to take your conversation to a further level - verbal. That is all chatting should be about. Anyway, how to chat in an awesome manner?
1) Always know the questions.
Chat should not stop. Try to think in your mind that she is not only chatting with you, let's suppose she is chatting with three guys at the same time, and she would chat the most with the one who is most interesting.
That should be your thought.

2) Know your topics.
You can either be personal, or non-personal. Most guys don't talk about personal stuff with girls as they think it's too soon, or maybe the relationship isn't that close enough currently.
Stop thinking like that. The only reason why you're thinking like that is because you care that if she won't get hurt or might get repelled by your questions. If you want to get an upper hand, try to know more and more about her life. WHY?
Because not only it will make you better friends, it will automatically give you a LOT of personal topics you both can discuss and talk about. Secondly, she won't even be bored of it because it's basically her life.

3) Set the boundaries of the relationship.
If you have only recently started to chat with a girl, and it is too soon to say - that we are best friends, or 'oh, we are so close now!' You can use humor, but set the limits, which is a very important thing to do.
Let's assume, you have had a brilliant chat with her, and you know somehow that you have become friends. How to insinuate the fact?
Guy: So, how many best friends do you have?

You've mentioned that she was in touch with her ex-boyfriend telling you that she was over him, but the moment she broke up with you, her excuse or reason was that she wanted to get rid of both of the guys in her life.

It's pretty obvious that her boyfriend still loved and she wasn't over him even though she believed she was, which was the reason why she was taking those calls and going through all those traumatic talks that creepy ex-lovers do.
Now, there could be many reasons, and to point out one would be a stupid mistake, but you can map out all the possibilities:

- Write down what all could be possible because you're the one who knows more about her life than me.
- IF it is her ex-boyfriend, then find out if she still talks to him or not. If you can't then call her in the night and see if her number is busy, if it is, call immediately on her ex-boyfriend's number too and see if it is also busy or not. That is confirmation enough.
- Talk to her friends if you can and extract any information.

Such a problem is divided by time periods. The question is how long has it been?

The steps by which you are ahead of the guy wanting to woo a girl are:
- You have already dated that girl.
- You know her life inside out.
- You know her emotional weak spots.

The following steps have to be taken in order to get your ex-girlfriend back:

- Be friends with her
If you have broken up in bad terms, a good apology would level everything. Things you have to do are:
-- You are in a relationship. That's what you have to tell her no matter what. Why?

- Be the judge

Things you should do and not do:

- Stop treating them like kids. Treat her equally.

If you want to woo her, give her the proper space and respect she demands; and if it isn't your heart, get it in your mind because that is the only way you will climb the first stairs.
