The Hudson City Democratic Committee, at its monthly meeting held March 9th 2010 has unanimously endorsed Senator Kirsten Gillibrand in her first election for United State Senator. Ms. Gillibrand was appointed to the seat by Governor David Paterson last year, to fill the vacancy resulting from Hillary Clinton's appointment as Secretary of State.

Hudson Democrats Chairman, Victor Mendolia said:
"Senator Gillibrand has quickly become a leading, progressive voice, fighting for New York in the Senate. The fact that she has become such a major force, while an appointed freshman Senator, is remarkable; that she lives here in Columbia County is a also great source of pride for us. The committee has unanimously voted to endorse Senator Gillibrand, and we look forward to working actively and forcefully for her election this Fall."

The committee also unanimously endorsed Dutchess County resident Didi Barrett for New York State Senate (41st SD). Ms. Barrett is a longtime advocate for women and girls and was the founding chair of Girls Incorporated and founder of the New York Women's Foundation. She has also been active in an array of non-profit arts organizations including the American Folk Art Museum, Half Moon Theater and others. In the political word, she has served on the finance committee for both Senator Chuck Schumer and Senator Kirsten Gillibrand's campaign committees.

Chairman Mendolia continued:
"People are disgusted with gridlock in state government. Senator Saland with his thirty years in office, is part of that problem. We need a fresh voice, without the political baggage, to help break the cycle of pay-to-play in the State Senate. Didi is not a career politician, she is running because she wants to change Albany. Underpayments to Democrats and No-Show Job for Republican Exposed

The Hudson City Democratic Committee has uncovered documents that expose a pattern of underpayments to Democratic election custodians in the City of Hudson.

The first instance of the underpayments has been traced to Geeta Cheddie, former Deputy Commissioner at the Board of Elections (BOE) and current 1st Ward Alderman. Cheddie has admitted to the payment differential but claims that the difference in pay was due to difference in duties between the Republican and Democratic custodians. There is no basis in fact for this explanation.

After Cheddie was terminated, the underpayments to the Democrats were continued, seemingly with the knowledge of at least some of the Republican BOE staff, until their discovery.

In addition, the committee has uncovered an improper payment to former Republican Deputy Election Commissioner, Michael Nabozny.

A voucher indicates that Nabozny was originally to be paid $150 to be the Republican Party Representative for the 2009 General Election. That is 3 times the amount that the Democratic Party Representative was paid. After the discrepancy was discovered the payment voucher was altered to indicate that he was being paid to be Republican Custodian. However, the regular Republican Custodian was already paid the proper $300. Those present and working on election day do not recall Nabozny performing the duties for either position on election day. In fact the voucher was signed (attesting that the work had been performed) before the election had even taken place.

The payment voucher is fraught with cross-outs and white-outs. In addition, the voucher was not actually signed by the Republican Commissioner, Don Kline, but rather a subordinate who signed his name. The voucher should have been co-signed by Democratic Commissioner, Virginia Martin, but the voucher was instead signed by former Board of Supervisors Chairman Art Baer, overruling the newly instituted policy requiring both Commissioner signatures. To date there has been no explanation as to why Chairman Baer would have signed the document, which in effect circumvented the checks and balances that bi-partisan approvals create. It also remains unclear whether he had the legal authority to do so. To date there has been no comment from current Chairman Roy Brown.

Hudson Democrats Urge Look at New Form of Government

changing form of government.

At the February monthly of the Hudson City Democratic Committee, a vote was taken on a resolution which requests the Columbia County Board of Supervisors to begin exploring the possibility of changing Columbia County's form of government by charter.

There are two ways to change the structure of a county government. One is for the Board of Supervisors to propose a change and then put it to the voters in a referendum. The other way is by direct petition. If citizens collect signatures equal to 5% of the number of Columbia County voters who voted in the last gubernatorial election, a measure could be placed on the ballot with or without approval by the Board of Supervisors.

The Hudson City Democratic Committee supports an open and bipartisan discussion, weighing the pros and cons of our current form of government. The committee also supports exploring a number of other governmental structures which might serve the citizens of Columbia County better.

Following is the full resolution:

Whereas, the Hudson City Democratic Committee desires a county government which is responsible, accountable and representative in equal proportions and;

Whereas, currently the Chair of the Columbia County Board of Supervisors is not selected by popular vote of all the voters of Columbia County and;

Whereas, the duties and responsibilities of Town Supervisors have increased to such an extent that having Town Supervisors also serve as their town's representatives to the county government no longer makes practical sense and;

Whereas, Columbia County's current system of government has been rejected by the overwhelming number of counties in New York State and;

Whereas, we believe that a county legislature with an elected county executive would increase the efficiency and accountability of the executive functions of county government and;

Whereas, we believe an elected county legislature would increase the focus on county issues in local elections and provide better long-term planning for the future of Columbia County;

Be it therefore resolved, that the Hudson City Democratic Committee calls on the Columbia County Board of Supervisors to immediately begin the process of exploring options to reform Columbia County's form of government by charter.

The committee further recommends that a County Legislature with representatives elected from districts of equal population along with a County Executive elected by voters county-wide be one of the options studied for this new form of government.

New Members Join Committee

The Hudson City Democratic Committee is proud to welcome Kari Rieser and to welcome back Eileen Halloran as committee members. Ms. Rieser who is a resident of the 3rd Ward and works in the 4th Ward will be the new 4th Ward committee member. Ms. Halloran who is also Hudson City Treasurer will return to the 5th ward 2nd District seat she had previously held. With the filling of these two vacancies the committee now has members filling every position.

We would like to thank both members for putting themselves forward for these important positions and for their service to the Democratic Party and the citizens of Hudson.

One of the vacant seats is representing Hudson's 4th Ward, and the other is representing the 5th Ward-2nd District. You do not necessarily have to reside in those districts but preference may be given to those who do.

A seat on the Hudson City Democratic Committee also conveys with it, a seat on the Columbia County Democratic Committee. Both the Hudson Committee and the County Committee each meet once a month in Hudson.

Requirements: You must be an enrolled Democrat and live in the City of Hudson.
No special knowledge of government or politics required. Just a desire to help build a stronger, more vibrant and more inclusive Democratic Party. Young people are particularly encouraged to apply

Duties: carry ballot petitions for candidates, help fundraise, attend at least 2 meetings per month and contribute your ideas energy and convictions to the discussion.

This coming Wednesday, The Hudson Common Council will hold a public hearing on the Draft Local Waterfront Revitalization Program (LWRP) and Draft Generic Environmental Impact Statement (GEIS).

On December 15th 2009, the Hudson Common Council passed a resolution accepting the Drafts. See previous report. This set in motion the next round in the process, the public comment phase.

Ellen Thurston Elected Majority Leader of 2010 Common Council

At the Democratic caucus held early this evening, the Democratic members of Hudson's Common Council elected Alderman Ellen Thurston as their new leader. She steps into the shoes filled the previous term by Alderman Wanda Pertilla.

Following the caucus, incoming Common Council President, Don Moore called the Common Council to order and commenced its organizational meeting where the Council formally reconstituted itself and approved committee assignments and rules of order for the coming term.

Mr. Moore read a statement of direction which emphasized his commitment to the economic development of the city and county.

The Hudson City Democratic Committee congratulates and thanks Alderman Thurston for putting herself forward for this important position.

The committee also wishes to thank Alderman Pertilla for serving in the role last term. Her leadership has been crucial to bringing the renewed sense of purpose and civility that the Council now begins the 2010 term with.

Hudson Common Council Defends the Voting Rights of 2nd Home Owners

The Hudson Common Council passed a resolution defending the voting rights of Columbia County voters tonight.

The resolution read in part:

WHEREAS, the plaintiffs in that litigation are attempting to suppress votes cast by absentee ballot by second home owners registered to vote in Columbia County...

WHEREAS, the City of Hudson recognizes the contributions that second home owners make not only to the property tax revenue of the City, the County, and the school districts in Columbia County, but also to the cultural institutions of the City and County.

NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Hudson supports the right of second home owners to choose to vote in the county where they maintain a residence...

The resolution follows on the heels of a similar resolution passed by the Copake Town Board. That resolution was passed unanimously, with Republican Supervisor Reggie Crowley joining two other Republicans and two Democrats on Copake's Town Board all supporting the resolution.

The Columbia County Democratic Committee's appeal of Judge Nichols' denial of their motion to dismiss will be heard on Wednesday December 16th, 1pm at the Robert Abrams Building in Albany.

Common Council Moves LWRP to Next Phase

At the Formal Hudson Common Council meeting tonight, the council passed a resolution to accept the Draft LWRP (Local Waterfront Revitalization Program) and Draft GEIS (Generic Environmental Impact Statement).

The resolution passed unanimously.

This moves the LWRP and GEIS into the next phase.

There is still much to work out. The next phase will be a Public Hearing on January 20 where comments, criticisms and alternatives will be solicited from the public. We will announce the meeting time and location as soon as it becomes available.

This is a major step forward for the revitalization program which has been in development in one form or another for decades.

Scalera Supports Gay Marriage

In a recent article in the Register-Star, Hudson Mayor Rick Scalera indicated his support for the rights of same-sex couples to marry.
In the article which was about a film on the subject of same-sex marriage which played at TSL-Time and Space Limited, the mayor said that he did not always support gay marriage, and it took some serious thinking to change his position, but he is now firmly behind it.

“I don’t understand it, if two people love each other let them get married,” said Scalera, who considers himself one of the most conservative Democrats in the county. “I wasn’t always that way though, it took me some time to come around. I don’t have any problem with gay marriage. Once it’s legal, line them up, I’ll marry them.”

The New York State Senate recently defeated a bill to legalize gay marriage in NY. Local Senator Stephen Saland (R) voted no as did every other Republican in the Senate. The Assembly had previously passed the bill and Governor David Paterson, a major advocate of the bill, had promised to sign it.

In the only race left to be decided in Hudson, Supervisor Joe Finn who has represented the 3rd Ward for two terms, was defeated by William Hallenbeck when all of the absentee ballots were counted. Hallenbeck had been leading incumbent Third Ward Supervisor Joe Finn by 18 votes after the voting on election night. Finn picked up 21 votes from the paper ballots, Hallenbeck picked up 7 on the Republican line and 3 on the Independence line, making him the winner by 7 votes: 138 to 131.

The Hudson City Democratic Committee congratulates Mr. Hallenbeck and looks forward to working with the Supervisor-elect.

In First Run for Office 5th Ward Alderman Candidate David Franck Fails But Makes Mark

In what everyone knew would be a difficult race in Hudson's 5th Ward, on his first try for public office, David Franck gave 8-term incumbent Robert Donahue and 6-term incumbent Richard Goetz the only competitive race in Hudson's Common Council.

Mr. Donahue ran on the Democratic and Independence lines. Mr. Goetz ran on the Republican, Independence and on Linda Mussmann's Bottom Line Party. Mr. Franck ran on the Democratic line with the enthusiastic support of the Hudson City Democratic Committee.
The Register-Star had endorsed Mr. Franck over his competitors in Hudson's most conservative ward.

The preliminary results after re-canvass were:

Goetz - 269
Franck - 169

The Hudson City Democratic Committee congratulates Aldermen Donahue and Goetz on their wins. We would also like to thank David Franck for a job well done in his first shot at public office. We hope it will not be his last.

Supervisors Hughes and Cross Win in Landslides in 2nd and 4th Wards

2nd Ward Supervisor Rev. Edward Cross III and 4th Ward Supervisor William Hughes Jr. have been re-elected in landslides.

Rev. Cross on the Democratic line, handily beat Tracy Decker who had the Republican and Conservative lines.

Supervisor Hughes had the endorsements of the Hudson Democrats and the Working Families Party and won the Conservative and Independence Party primaries as a write in candidate beating Samuel Santiago on the Republican line

Supervisor Joe Finn Down But Not Out in 3rd Ward Race

Supervisor Joe Finn is down by 18 votes in his 3rd Ward race against Republican William Hallenbeck.

Unofficial preliminary voting machine results have Finn with 110 and Hallenbeck with 128 with extremely light turnout, particularly in the 3rd Ward - 2nd District.

37 Absentee ballots have been sent with 26 having been returned so far. Therefore this race is still too close to call.

After a re-canvass of all seven Hudson election districts, the unofficial preliminary totals in the race for Hudson Common Council President, indicate a substantial lead for Don Moore over Republican John J. Porreca.

Don Moore Wins Common Council President Seat

According to our preliminary count, Don Moore has won the Common Council President seat in Hudson. Numbers being posted by Columbia County Board of Elections and the Register-Star are incorrect. Re-canvass will take place tomorrow and we will post the correct numbers as soon as they have been confirmed.

Supervisors Ed Cross and William Hughes Jr have won re-election handily. Supervisor Joe Finn at present count is down by 18 votes over William Hallenbeck. But with absentee ballots, may still prevail in the 3rd ward Supervisor race.

Davis Franck who was endorsed by the Hudson Democratic Committee was unsuccessful in his first run for office. Robert Donahue and Richard Goetz have won re-election for Alderman in Hudson's 5th Ward.

David Franck Receives Register-Star Endorsement Over 5th Ward Incumbents

In a major coup, David Franck has received the only endorsement in the race for 5th Ward Alderman from the Register-Star.

His opponents in the race are eight-term Alderman Robert Donahue and six-term Alderman Richard Goetz. The paper did not endorse either of the incumbents.

"In our interview with Franck, he said he was running because he said he feels you can’t complain unless you’re willing to be part of the process. He takes issue with the fact that Goetz is away for months at a time, leaving the ward without adequate representation. Franck cares about the big issues facing Hudson such as job growth and the tax burden, but also is aware of the smaller issues, such as public safety. It is this kind of broad view that we believe will serve the residents of the Fifth Ward well. Voters in the Fifth Ward should cast their vote for Franck."

Hudson’s property tax contribution to the library will increase from $48,000 to $120,000 a year.

Had it passed, Greenport’s contribution to the library would have increased from $5,500 to $16,500 annually.

The Hudson Supervisor, 5th Ward Alderman and Common Council President races aren't the only things on the ballot on November 3rd

The Hudson Area Library has placed a Ballot Proposition on the ballot this November 3rd. The great people at the Library have asked us to get the word out about it and to encourage people to vote yes.

For the City of Hudson, the average assessment is $108,000. Hudson homeowners would be asked, on average, to pay an additional $2 a month ($24 per year) to help support the Library. This will bring the total community-based funding the Library will receive from City homeowners to $120,000.

If you approve the propositions, the Hudson Area Library will be able to:

Extend library hours
Enhance staffing for our children’s programs and activities
Enhance staffing to help all of our patrons
Add to our collections—especially new adult fiction books
Increase public computer access and create a space just for adult users
Extend the History Room hours
Clean up and brighten the library by hiring a professional cleaning service
Get out into the community more to let everyone know about our great programs and services

If the propositions do not pass, the Library will be forced to make substantial cuts to its programs and services including:

No new materials purchases—no new books, CDs, DVDs, computer programs, periodical subscriptions
Cut programs for children and seniors
Cut hours—Library will only be open 35 hours per week
Institute a fee for all inter-Library loans
Severely curtail access and possibly close the History Room
Reduce staff even further which will adversely impact how much we can help with research, computer access and job search assistance.
