Some of the world’s fastest growing economies are in Asia. Yet the region is still home to two-thirds of the world’s poor and the highest proportion of undernourished children. The sustainability of the region’s growth and development is persistently challenged by problems of food insecurity, and increasingly, by climate change and global financial turmoil.

Highlights of IFPRI’s recent food policy research for the Asian Development Bank

In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems from farm to table. In 1975, the International Food Policy Research Institute (IFPRI) was founded—nine years after the Asian Development Bank (ADB). For the past 38 years, IFPRI has worked to provide solid research and evidence-based policy options to partners in recipient and donor countries and at multilateral agencies.

Demographic changes, rising incomes and associated consumption patterns, and climate change, alongside persistent poverty and inadequate policies and institutions, are all placing serious pressure on natural resources.

The 2012 Global Hunger Index (GHI) report—the seventh in an annual series—presents a multidimensional measure of global, regional, and national hunger. It shows that progress in reducing the proportion of hungry people in the world has been tragically slow. According to the index, hunger on a global scale remains “serious.” The 2012 GHI report also focuses particularly on how to ensure sustainable food security under conditions of land, water, and energy stress.

Effects of the 2008 Food Crisis on Households in Tajikistan

Transition countries in the former Eastern bloc have struggled with economic decline since the 1990s. The magnitude of economic decline was significantly higher in Tajikistan than that in other countries in the region. In the 1990s the country’s agriculture production collapsed due to civil unrest and the breakdown of economic linkages in the former Soviet Union. As a result, Tajikistan has been highly reliant on food imports, leaving it especially vulnerable to global food price shocks.

The combination of the recent global food and financial crises has had severe negative consequences on food security in Tajikistan. High dependence on food imports has made Tajikistan extremely vulnerable to the increasing global food prices and the volatility and transmission of global food prices was an important dimension of the food price crisis in the country. Excessive reliance on labor remittances exacerbated Tajikistan’s food insecurity and the vulnerability of its households.

2011 GHI - Fact Sheet: Tajikistan Case Study

Wheat, which provides nearly three-fifths of the total caloric intake in Tajikistan, accounts for almost half of the country’s irrigated production and almost two-thirds of its rain fed production.
In May 2011, the price of wheat in Tajikistan increased by 60-70 percent compared with the previous year.

Food security, farming, and climate change to 2050

As the global population grows and incomes in poor countries rise, so too, will the demand for food, placing additional pressure on sustainable food production. Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world’s population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.

The first decade of the 21st century has brought harbingers of a troubled future for global food security. The food-price spike of 2008 led to food riots and political change in several countries. In 2010, the excessive heat and drought in Russia that led to wildfires and a grain embargo, as well as the unprecedented floods in Pakistan, signal more trouble ahead. A world population approaching 9 billion by 2050 and higher incomes in hitherto poor countries will lead to increased food demand, which means significant challenges to sustainable agricultural production.
