The great hope that rose from the Arab awakening is being continually tested—not only by ongoing political unrest, but also by lesser known forces: volatile food prices and supplies, and grinding poverty. Translating hope to better lives rests on effective policy—and effective policy rests on access to adequate and accurate information, also in scarce supply in the region. For instance, only around half of the region’s countries make poverty figures publicly available, and the frequency and accuracy of those figures varies widely.

The Arab Spatial Development and Food Security Atlas is a “start-up” initiative of the International Food Policy Research Institute (IFPRI) that is supported by the International Fund of Agricultural Development (IFAD) and the Policies, Markets, and Institutions (PIM) Program of the Consultative Group of International Agricultural Research Centers (CGIAR). Arab Spatial welcomes new partners and as an open source and open access database, Arab Spatial will be updated and expanded on a regular basis.

This paper has been produced to support the Government of Yemen and the international community in designing a transition plan for the country. The political crisis and conflict situation in Yemen has led to a sharp decline in economic output beginning in 2011—a decline from which Yemen is estimated to recover only in 2015, if favorable conditions apply. Moreover, the impact of the crisis on the poor is dramatic. Findings from this analysis suggest that

This summary note is an excerpt from the chapter on Sudan* that will appear in the peer-reviewed IFPRI monograph, East African Agriculture and Climate Change: A Comprehensive Analysis.

The research, produced in collaboration with scientists from the countries studied, is based on scenarios from economic global climate change models, and takes into account estimates of each country’s economic and population growth. Each study includes a set of policy recommendations.

Taxation policy and gender employment in the Middle East and North Africa region

Empirical evidence suggests that women are more vulnerable to chronic poverty and gender inequality is likely to condition the impacts of policies on the rest of the economy and consequently on poverty itself. While gender-responsive budgeting has made significant headway into economic policy, taxation has lagged behind. Because tax policy is the most economically direct way by which governments can influence individual behavior, requests have been made for gender-responsive tax policy that promote gender equality.
