Sharing knowledge on transforming agriculture in Asia

Some of the world’s fastest growing economies are in Asia. Yet the region is still home to two-thirds of the world’s poor and the highest proportion of undernourished children. The sustainability of the region’s growth and development is persistently challenged by problems of food insecurity, and increasingly, by climate change and global financial turmoil.

How are farmers adapting to climate change in Vietnam?

Vietnam is likely to be among the countries hardest hit by climate change, threatening its legacy as a champion in leveraging agriculture for development. This paper examines how a changing climate may affect rice production and how Vietnamese farmers are likely to adapt to various climatic conditions using an innovative yield function approach, taking into account sample selection bias and endogeneity of inputs. Model results suggest that although climate change can potentially reduce rice production, farmers will respond mainly by adjusting the production portfolio and levels of input use.

Coping with Climate Change in the Asia Pacific Region

Climate change could cause the production of irrigated and rainfed staple crops to drop by 25 percent compared to a no-climate change scenario in 2050 in the Asia Pacific region. IFPRI Senior Research Fellow Mark Rosegrant shared this and other findings at a conference in Sydney this week.

In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems from farm to table. In 1975, the International Food Policy Research Institute (IFPRI) was founded—nine years after the Asian Development Bank (ADB). For the past 38 years, IFPRI has worked to provide solid research and evidence-based policy options to partners in recipient and donor countries and at multilateral agencies.

Collective action: the poverty-reducing power of groups

It all comes down to power. That’s one major point from a new IFPRI issue brief that contends that collective action—when a group decides to act together to form a voluntary institution—and property rights have a strong and beneficial impact on a range of conditions faced by the world’s poor. Underlying power relations are often at the heart of policies and programs for the poor, but groups with less power, such as smallholder farmers, pastoralists, and women, can use collective action to negotiate with other stakeholders for rights and protections.

The agriculture sector has great potential to contribute to the mitigation of greenhouse gas emissions through changes in agricultural management and land use. However, the technical potential for agricultural mitigation has yet to translate into actual emission reductions due to considerable constraints to the generation of emission offsets through agricultural projects.

Demographic changes, rising incomes and associated consumption patterns, and climate change, alongside persistent poverty and inadequate policies and institutions, are all placing serious pressure on natural resources.

It shows that progress in reducing the proportion of hungry people in the world has been tragically slow.
