This position will be in Washington, D.C, with at least one-third time working in Pakistan. The Senior Research Fellow will report to the Director of the Development Strategy and Governance Division.   	The Pakistan Strategy Support Program aims to enhance Pakistan’s capacity for evidence-based policymaking in the areas of agriculture and rural development and poverty reduction. It supports research had capacity strengthening for the implementation of Pakistan’s Framework for Economic Growth and provincial development strategies. It addresses policy effectiveness and coherence within the agricultural sector as well as between the agricultural sector and other key sectors affecting economic growth and poverty reduction in Pakistan. Its aim is to bring about policies that can contribute to human and urban development, quality governance, institutional strengthening, community engagement, vibrant markets, innovation, and poverty reduction more broadly. The position requires that important policy research outreach, and capacity strengthening activities be carried out with a broad array of agricultural sector stakeholders, including Pakistan’s Planning Commission and other federal agencies, provincial Departments of Agriculture, key Pakistani research institutes and universities, and selected private sector and nongovernmental organizations. The end result of this program, for which this position will provide key support, is to leave an improved local capacity to debate, analyze and promote pro-poor policy reform.   	       	  Essential Duties:        	   	The Fellow will be responsible for a) conducting research, policy advice, capacity strengthening and policy communications in Pakistan and b) assisting the Program Leader in leading IFPRI’s Pakistan Strategy Support Program. It is anticipated that the Fellow will allocate about 85% of time to research and capacity-building activities related to the country program and 15% time to program management. The Fellow will be responsible for the timely completion of research projects, actively publishing papers/books, and participating in various conferences, policy advisory forums, and capacity strengthening training programs. The leadership role includes the following responsibilities:   	• Program management: The Fellow will support the Program Leaders in recruitment and management of local office staff and updating of annual work programs. In addition, s/he will assist in recruitment of national collaborators and management and monitoring of national collaborator and IFPRI research activities.   	• Research/Capacity Building. This is  three -year, fixed term, renewable appointment based at IFPRI headquarters located in Washington, D.C. but will involves significant travel to Africa and elsewhere.          	       	    Essential Duties:          	  The evidence base and research program is developed using multiple methods, including a range of spatial, statistical and household survey information and analytical tools to assess the distribution and performance of farming systems, the extent and severity of productivity constraints, and the potential productivity, economic and environmental consequences of the adoption of improved technologies and practices. The candidate will be responsible for coordinating the IFPRI analytical / policy research supports to the  Ethiopian Agricultural Transformation Agency (ATA)—an initiative of the Government of Ethiopia (GOE).  The ATA is established with the primary aim of promoting agricultural sector transformation by supporting existing structures of government, private-sector and other non-governmental partners to address systemic bottlenecks and deliver on a priority national agenda to achieve growth and food security.         	  The formation of the ATA is a result of two years of extensive diagnostic study across eight sub-sectors of Ethiopia’s agricultural system in a consultative, multi-stakeholder process.  Its structure and function is focused on nimble, innovative and results-oriented support to a range of partners in the agricultural sector.           	  Programmatically, the ATA focus on a set of high priority initiatives identified by an inter-ministerial Council chaired by the Prime Minister. Across the thematic initiatives, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.         	  The Research Coordinator will engage continually with ATA program directors and senior management to ensure the relevance of IFPRI’s support to ATA. To build the capacity of key government, private, NGOs / community based organizations and other informal actors in Ethiopia’s agricultural system to foster effective linkages and enable long-term improvements in value chains of relevant commodities for the agricultural cooperatives system.     	         	       	   Key Functions         	   		   			  Day-to-day communication with the ATA program directors and senior management on the progress, emerging research needs, and other short term ATA technical / policy research needs that IFPRI can realistically deliver. Essential Duties:          	  Work with a team undertaking major improvements in the IMPACT suite of models of global agriculture. Example tasks include:        	  1.      Work with a research team that is developing and implementing new modeling approaches to the determinants of land use, with an emphasis on the agricultural sector, but which also account for land use change interactions with forestry, urban expansion, and other non-agricultural land uses. About HarvestChoice:   	HarvestChoice is jointly implemented with the Center for International Science and Technology Policy and Practice (InSTePP) at the University of Minnesota. The goals and outputs of HarvestChoice form part of the overall Strategic Foresight capacity within the CGIAR Consortium’s Policies, Institutions and Markets Research Program (CRP2).   	The SRA/RA will make use of household survey data holdings to apply and extend relevant HarvestChoice data, methods and concepts to his/her assignment. The successful candidate will work closely with both the team leader and the economist within IFPRI’s HarvestChoice team in conducting a work program agreed and monitored by IFPRI and by USAID.      	  Essential Duties:     	 The successful candidate will:    	• Provide household-level analysis for the Strategic Monitoring &amp; Evaluation (M&amp;E) component of sub-Saharan Africa Sustainable Intensification (SI) of USAID’s Feed the Future (FTF) research strategy, which HarvestChoice has been contracted to deliver. The team has recently expanded its regional spatial framework to encompass nationally representative household survey data in addition to its rich biophysical, production, market, demography and infrastructure data holdings. These elements will form the basis on which the successful candidate will develop and support spatially disaggregated analysis of target farming sub-systems, mixed crop-livestock system, households and key ecosystem services.      	   	• The data and information system the SRA/RA will work on would complement a suite of modeling tools and spatially-disaggregated indicators already accessible to HarvestChoice, which the SRA/RA, HarvestChoice team member, and M&amp;E partners will analyze and interpret. Particular emphasis will be placed on impact evaluation of sustainable intensification practices in the Sudano-Sahelian zone, the Ethiopian Highlands, and in the maize- and rice-based systems of Eastern and Southern Africa. Grade level will be determined by demonstrated expertise and experience.        	           	  The DRC country strategy support program aims to enhance Congolese capacity for evidence-based policymaking in the areas of agriculture and rural development and poverty reduction.  It supports research and capacity strengthening for the implementation of DRC’s national and provincial development strategies. It addresses policy effectiveness and coherence within the agricultural sector as well as between the agricultural sector and other sectors key to economic growth and poverty reduction in that country.  Key research and capacity strengthening activities will be carried out with a broad array of agricultural sector stakeholders, including DRC’S Ministries of Agriculture and Rural Development, other concerned provincial government departments, key Congolese research institutes and universities, and selected private sector and nongovernmental organizations.         	     Essential Duties:           	  The Fellow will be responsible for a) conducting research, policy advice, capacity strengthening and policy communications in DRC and b) leading IFPRI’s country strategy support program in DRC. It is anticipated that the Fellow will allocate about 50% time to program management and 50% of time to research and capacity-building activities related to the country program.  The Fellow will be responsible for the timely completion of research projects, actively publishing papers/books, and participating in various conferences, policy advisory forums, and capacity strengthening training programs.
