<p>The answer to your junk problems is this weekend with the Lents Neighborhood Clean-up.</p>
<p>Come to any of our six Dumpster locations to get rid of your junk, and help the Lents Neighborhood Association. The service is <strong>free to Lents residents</strong>, but the LNA benefits from any donations.</p>
<p>The Clean-Up starts at 9 a.m. April 20, and lasts until the Dumpsters fill or until 1 p.m.</p>

			<content:encoded><![CDATA[<p>At the LNA&#8217;s January meeting, representatives from the <a href="http://www.wccbl.com/">West Coast League</a>, an amateur baseball league, gave a presentation about their proposed renovation of Walker Stadium at Lents Park. The WCL hopes to host 30 baseball games at Walker Stadium each summer, with the season running in June and July.</p>
<p>The league is asking for the endorsement of the Lents Neighborhood Association before it moves forward with the project, which would be privately funded.</p>
<p>After getting feedback from community members, the LNA has released a draft &#8220;Statement of Principles&#8221; regarding the project. If the LNA and WCL can agree on a Statement of Principles, approved by the general membership, the league can have the LNA&#8217;s endorsement.</p>
<p>Below is a <strong>DRAFT</strong> of the statement of principles. If you have feedback on this, or proposed changes, please attend the Feb. 26 LNA meeting (7 p.m., Lents Activity Center, 8835 SE Woodstock), or e-mail LNA Chair Nick Christensen, nick@ilovelents.com.</p>
<p>&#8212;DRAFT&#8212;</p>
<p>The Lents Neighborhood Association has an active interest in supporting Lents Park. To that end, we are responding to a proposal from the West Coast League, a baseball league, to locate one of its teams in Lents Park&#8217;s Walker Stadium.</p>
<p>On DATE DATE, 2013, the Lents Neighborhood Association&#8217;s general membership voted on to support the West Coast League&#8217;s proposal, provided that the League can agree with us on the following principles:</p>
<ul>
<li><strong>Noise.</strong> The League and its teams will reasonably limit noise at Walker Stadium. New sound amplification devices should not be aimed in the direction of 92<sup>nd</sup> Avenue. Amplified noise should not be audible in nearby homes. Amplified noise should be reasonably limited after 10 p.m. No amplified noise will be permitted after 11 p.m. on weeknights and 11:30 p.m. on weekends.</li>
<li><strong>Lighting. </strong>If the League or its teams install new lighting at Walker Stadium, it will be directional in nature and not create additional lighting impacts on surrounding residences.</li>
<li><strong>Parking.</strong> The League and its teams will work with the LNA, Portland Bureau of Transportation and Portland Parks and Recreation to develop a parking plan for games. The League and its teams will encourage patrons to use transit, possibly including incentives for patrons with transit passes. To allow local residents who require on-street parking time to park their vehicles on game days, most weekday games should start after 6:30 p.m., with the exception of afternoon matinees. The League and its teams will study the feasibility of using the John Marshall High School parking lots for staff and/or spectators.</li>
<li><strong>Maximum crowds.</strong> The League and its teams will limit attendance at events to 2,500 spectators.</li>
<li><strong>Alcohol. </strong>The League and its teams will cease alcohol sales after the 7<sup>th</sup> inning or 9 p.m., whichever is earlier.</li>
<li><strong>Trash. </strong>The League and its teams will actively work to ensure patrons do not leave the stadium with garbage, and will clean the grounds, including areas of Lents Park adjacent to the stadium, of litter nightly.</li>
<li><strong>Public financing.</strong> The League and its teams are pursuing this as a privately-funded effort. If more than $100,000 of public investment is requested, the LNA will be consulted.<strong> </strong></li>
<li><strong>Adherence to Lents Park Master Plan.</strong> Acknowledging the importance of Lents Park to the community, and the effort that went into development, the League and its teams will agree to support the implementation of the Lents Park Master Plan adopted in 2011.</li>
<li><strong>Synthetic turf.</strong> The application of synthetic turf, with an available soccer configuration, was critical to the adoption of the Lents Park Master Plan. The League and its teams will support this element of the plan.</li>
<li><strong>Partnership with Lents Town Center businesses.</strong> The League and its teams will work with the Lents Town Center businesses, including any business district that may be established in the LTC, to develop mutually beneficial partnerships that support both the League and the Lents Town Center.</li>
<li><strong>Walker Stadium availability. </strong>Aside from scheduled League games and periodic special events, Walker Stadium will remain available to local groups and its current classification of users.</li>
<li><strong>Community involvement. </strong>The League and its teams will sign a Good Neighbor Agreement with the Lents Neighborhood Association. The League and its teams will work with the Lents Little League and with both Franklin and Madison high schools to promote sportsmanship and community building.</li>
<li><strong>Change of structure.</strong> The League and its teams are proposing 30 home games per year at Walker Stadium. If this number increases, the LNA will be consulted.</li>

<p>$10,000 is available for community-based projects initiated, designed, and run by youth 21 and under. The Youth Action Grants Program will provide grants of up to $1,000 to youth or youth groups who want to take actions that help make Our Bill of Rights: Children + Youth a reality.</p>

			<content:encoded><![CDATA[<p>An amateur baseball organization, the <a href="http://www.wccbl.com/">West Coast League</a>, is looking at hosting 30 baseball games at Walker Stadium in Lents Park from June-July each summer. The league is asking for support from the Lents Neighborhood Association before moving forward with its proposal.</p>
<p><strong>This is not Triple-A baseball, not even close.</strong> The league is suggesting to rehab Walker Stadium&#8217;s existing structure, and expects crowds of about 1,000 people on average for those 30 nights. That&#8217;s about how many people attended Lents&#8217; Founders Day/Movies in the Park in Aug. 2012. Also, the West Coast League has teams in neighborhood ballparks in cities like Bend, Walla Walla, Wenatchee and Victoria. (The 2009 Triple-A proposal involved a league with teams in Salt Lake City, Sacramento, Memphis, New Orleans and Nashville).</p>
<p>To ensure that the community is involved in this process, the LNA will discuss this proposal at its Jan. 22 meeting. If the community decides to endorse this proposal, we will draft a Statement of Principles to be adopted at our Feb. 26 meeting.</p>
<p>What&#8217;s a Statement of Principles? Similar to a Good Neighbor Agreement, it lists the conditions the community would like to see addressed in order to earn our endorsement.</p>
<p>We&#8217;ll start brainstorming those Principles at our Jan. 22, 2013 meeting (7 p.m., Lents Activity Center, 8835 SE Woodstock). If you&#8217;re interested, please come participate.</p>
<p>If you can&#8217;t make the meeting, you can e-mail LNA President Nick Christensen at nick@ilovelents.com with your suggestions for the Statement of Principles.</p>
<p>Any adoption of this statement will be done by the General Membership at our Feb. 26 meeting.</p>
