Năm 2008, Việt Nam đăng cai tổ chức Hội nghị của Hiệp hội Chăn nuôi châu Á – Úc (AAAP) do GS.

Phát triển chuỗi giá trị chăn nuôi và an toàn thực phẩm

Dự án SafePORK (2018–2022) do Trung tâm Nghiên cứu Nông nghiệp Quốc tế Úc (ACIAR) tài trợ góp phần tăng cường an toàn thực phẩm trong chuỗi giá trị thịt lợn quy mô nhỏ, cải thiện khâu giết mổ, chế biến và vệ sinh tại chợ truyền thống, giảm nguy cơ mất an toàn thực phẩm. Trong dự án này, NIAS điều phối hoạt động phát triển chuỗi giá trị lợn Bản tại Hòa Bình (nay thuộc tỉnh Phú Thọ), giúp nâng cao năng suất và bảo tồn giống địa phương.

NIAS điều phối hoạt động nâng cao năng suất lợn Bản và bảo tồn nguồn gen bản địa trong các chuỗi giá trị nông hộ nhỏ, thuộc dự án SafePork do ACIAR tài trợ (ảnh: ILRI/Chi Nguyễn).

Gần đây nhất, Dự án Nguồn lợi Gen Gà châu Á (AsCGG, 2021–2025) do ACIAR tài trợ tập trung cải thiện giống gà, dinh dưỡng và sinh kế nông hộ.

The CGIAR Initiative on Sustainable Animal Productivity for Livelihoods, Nutrition, and Gender Inclusion (SAPLING) was launched in Vietnam in 2022 and aims to transform the livestock sector in Son La Province by the end of 2024. Known locally as ‘Chăn-hênh,’ the initiative focuses on addressing the challenges faced by ethnic minority communities through five intervention work packages. A significant aspect of Chăn-hênh’s strategy is the formation and support of livestock farmer groups (FGs), which provide forums for capacity development and market access.

In 2023, SAPLING’s interventions in competitive livestock value chains led to the establishment of new common interest groups (CIGs) and the assessment of existing ones. A few existing groups showed readiness for collaboration, prompting the creation of six new CIGs with 89 members across various villages.

A group of farmers in Na Sy Village calculates the production costs of their cattle herd (photo credit: ILRI/Thanh Lo).

Efforts to change farmers’ mindsets about livestock production revealed concerns about market prices, financial capital, and the role of FGs. Training sessions addressed these issues, encouraging farmers to manage production costs and embrace technological advancements. Integrating a gender lens in these activities ensured both men and women were involved in decision making process.

In 2024, SAPLING plans to introduce circular economy practices and provide training on business plan development to further support farmer groups. This initiative is part of CGIAR’s broader efforts to achieve sustainable and resilient food systems.

World Food Safety Day on 7 June 2024, will emphasize the importance of preparing for food safety incidents. These incidents, which pose health risks linked to food consumption, can arise from various causes including accidents, insufficient controls, food fraud or natural events. Effective management of food safety incidents requires coordinated efforts by policymakers, food safety authorities, farmers, food business operators and consumers.

The Vietnam Food Safety Technical Working Group (FSTWG) is celebrating this day by amplifying voices and messages from its members on a KudoBoard at https://www.kudoboard.com/boards/Yi8WR4aM. This initiative aims to raise awareness and encourage proactive engagement in food safety practices in the country.

The Vietnam FSTWG was established to enhance the country’s food safety framework under the Vietnam One Health Partnership. The official launch of this working group occurred on 28 September 2023, in Hanoi, and was attended by over 100 food safety experts from various sectors including government, research institutions, the private sector and regional networks from Cambodia, Laos and Thailand. The meeting was co-chaired by Vietnam’s Ministry of Agriculture and Rural Development (MARD) and the International Livestock Research Institute (ILRI).

The FSTWG serves as a platform for stakeholders to share experiences, propose initiatives and enhance coordination for food safety.

The One Health Partnership Framework will continue to facilitate coordination between national stakeholders and international partners, strengthening the exchange of research, experiences and practical knowledge to address food safety challenges both nationally and internationally.

Vietnam, with its close human-wildlife animal interaction, faces a significant threat from zoonotic diseases—illnesses that can jump between animals and humans. These diseases include both established and emerging threats which can have devastating consequences for public health and the economy.

To combat this challenge, the National Institute of Veterinary Research (NIVR) and the International Livestock Research Institute (ILRI) recently co-organized two workshops addressing transboundary animal diseases and zoonotic diseases in the provinces of Hoa Binh (12 April 2024) and Lao Cai (16-17 April 2024) under the Korean-funded ICT4Health project. These workshops brought together 52 participants from various sectors to build a consensus on the most pressing animal diseases affecting the region and to inform future interventions and resource allocation.

At the two workshops, Le Tan Phong, deputy director of the Department of Agriculture and Rural Development of Lao Cai Province and Hoang Van Son, deputy director of the Animal Husbandry Sub-Department of Hoa Binh Province emphasized the importance of multisectoral collaboration for disease control, particularly between health and veterinary sectors. Their opening speeches highlighted the necessity of a One Health approach to address these challenges effectively.

Consultation workshop in Hoa Binh Province on 12 April 2024 (photo credit: ILRI/Thang Nguyen).

Understanding One Health and disease dynamics

The workshop featured several key presentations. Pham Duc Phuc, director of the Vietnam One Health University Network (VOHUN) delivered a presentation on the One Health approach and multisectoral collaboration. He highlighted global and national issues projected through 2050, including population dynamics, rapid urbanization, economic growth, globalization, climate change, deforestation, wildlife trade, emerging pathogens, and antimicrobial resistance.

‘Effective multisectoral coordination requires experts to have competencies in One Health, such as planning, management, leadership, collaboration, communication, cultural understanding, and ethical values,’ he commented.

Vu Thi Thu Tra, lecturer at the vet faculty of Vietnam National University of Agriculture (VNUA), provided an overview of zoonotic diseases, explaining their classifications and the factors contributing to their emergence. She identified several key zoonotic diseases in Vietnam including anthrax, tuberculosis, leptospirosis, rabies, highly pathogenic avian influenza, severe acute respiratory syndrome and others. She stressed the importance of breaking the transmission cycle of pathogens through personal hygiene, animal isolation, vaccination, intermediate host control and environmental protection.

Tools and methods for disease identification

On 28 March 2024, stakeholders from seven countries across Asia and Africa explored the transformative impact of digital innovations on agri-food systems.

Hosted by the International Livestock Research Institute (ILRI), the webinar they attended—‘Digital innovations to support equitable, sustainable, and resilient agri-food systems and last mile delivery’—showcased a variety of digital solutions aimed at fostering equity, sustainability and resilience within the agricultural sector. The webinar aimed to navigate how cutting-edge technologies are reshaping the agricultural landscape while fostering equity, sustainability and resilience.

Led by experts from ILRI, the International Rice Research Institute (IRRI), and innovative startups, the webinar’s 25 participants discussed pressing issues, such as market linkages for smallholder livestock farmers, and challenges related to internet access and language barriers on digital platforms. Speakers emphasized the importance of standardization in agricultural activities like grading and terminology to facilitate effective communication between buyers and sellers.

Anthony Whitbread, program leader of the Sustainable Livestock Systems Program at ILRI, set the stage by introducing the important role of digital technology in addressing global food system challenges. He stressed the need for equitable distribution of benefits, particularly among marginalized groups, underscoring the webinar’s principal theme of inclusivity.

Ram Dhulipala, a senior scientist at ILRI, reiterated the transformative potential of digital agriculture and digital public infrastructure in promoting climate-smart agriculture. His presentation highlighted how digitalization reduces transaction costs, fosters innovation and enhances inclusion within agriculture systems.

‘There is great potential for collaboration between the public and private sectors to create digital public goods and infrastructure, which can enhance the reach and impact of digitalization efforts,’ Dhulipala said.

From IRRI, Sheetal Sharma showcased the success of the Rice Crop Manager (RCM) tool in optimizing nutrient management for Indonesian farmers. Funded by the Ministry of Agriculture and Forestry of South Korea (MAFRA), this digital tool not only increases yields and income but also promotes environmental sustainability, aligning with the webinar’s focus on sustainable solutions.

The RCM tool, which has also proven successful in the Philippines and India, uses the internet and text messages to give farmers site-specific recommendations on crop nutrition as well as weed and nursery management. Since its launch in 2013, application of the tool’s recommendations has led to an average yield increase of 0.4 tons (400 kg) per crop per hectare per cropping season in the Philippines and an average of 0.5 tons (500kg) per crop per hectare per cropping season in India.

Raj Vallabhaneni from ConnectX, a startup company based in India, introduced Kalgudi, a platform facilitating engagement between participants within agricultural value chains. Focusing on collaboration and efficiency, the online platform provides solutions that unify various aspects of agricultural operations, including buying and selling of inputs and outputs, banking and community interaction.

And Sriram Bharatam, founder and chief mentor of Kuza, shared inspiring stories of grassroots innovations empowering farmers in Kenya. Through Kuza’s digital platforms and tailored solutions, rural communities gain access to crucial resources such as inputs, credit and market opportunities, driving economic growth and resilience.

Echoing the importance of public-private cooperation, Bharatam said: ‘The role of digital technologies and ecosystem collaboration in driving agricultural transformation cannot be overemphasized, nor can the importance of public sector involvement in scaling up the impact.’

In an era of unprecedented challenges, digital technology supports the empowerment of communities worldwide to build a more inclusive and sustainable future in agriculture.

Technological innovations are at the forefront of reshaping industries across the world today including in the veterinary industry. With support from the International Livestock Research Institute (ILRI) and partners, the ‘FarmVetCare’ mobile application is being tested to prevent and manage animal and zoonotic disease outbreaks in Vietnam.

FarmVetCare interface

Funded by South Korea’s Ministry of Agriculture, Food and Rural Affairs (MAFRA) and implemented by ILRI, FarmVetCare mobile application was launched in December 2023, under the project ‘Improving human health through sustainable value chains in human-animal-environmental interactions using ICT in Vietnam’ (2023-25), or ICT4Health. The ICT4Health project uses a One Health approach to enhance the national partners’ capacity in disease surveillance, early detection, emergency response, and disease prevention focusing on transboundary animal and emerging zoonotic diseases (TAEZDs).

Training on FarmVetCare at National Institute of Veterinary Research (NIVR) in January 2024 (photo credit: ILRI/Thang Nguyen).

On 23-24 January and 14-15 March 2024, ILRI in collaboration with the National Institute of Veterinary Research (NIVR) of Vietnam conducted two training sessions on utilizing the FarmVetCare app for the veterinary staff of Lao Cai province in January at NIVR and the veterinary staff of Hoa Binh province in March at Hoa Binh Sub-department of Animal Health. This initiative brought together a total of 21 community veterinarians including 6 women, from Lao Cai and Hoa Binh provinces in Northwest Vietnam. Participants discussed the tools and knowledge needed to improve disease surveillance system and mitigate TAEZDs risks through the FarmVetCare app.

‘This event gave us feedback from those already using the FarmVetCare app to help us improve its usability and functionality. We also shared project results so far with policymakers and reviewed the status of TAEZDs surveillance systems, and the strategies for their prevention and control using ICT innovations,’ said Fred Unger, ILRI regional representative for Asia.

Training on FarmVetCare at Sub-department of Animal Health of Hoa Binh Province in March 2024 (photo credit: ILRI/Thang Nguyen).

Overall, the veterinary staff could use this mobile application easily. However, installation guidance will be needed. ‘I found the app easy to use, but I was a bit confused during the installation process. For farmers, the app can be a bit challenging because most farmers are older and may not have clear visibility to input information. The app includes a feature for household members to register accounts to ask questions. It’s quite convenient,’ said Do Thi Xuan, a community veterinarian from Hoa Binh province.

Besides, enhancing communication within veterinary groups and updating veterinary drug lists were among the insights that stakeholders offered for optimizing the efficiency and usability of the app. ‘We can disseminate updates of diagnoses and treatments for animal diseases through group chats among veterinarians within the app. This will improve the veterinaries’ knowledge across all levels, enabling us to provide better veterinary services to our farmer community,’ said Tran Quoc Toan, a community veterinarian from Lao Cai Province.

The participants also discussed existing challenges of internet access in remote areas and ways of addressing them and proposed solutions such as strategic site selection and encouraging voluntary participation among farmers who already have smartphones and internet connection on their farms.

A key discussion in the workshop was on ways of increasing the participation of women veterinarians and farmers in the ICT4Health project. ‘This will help to enhance livestock care in Vietnam and promote shared responsibilities for more inclusive and empowered communities,’ said Tran Thi Thuyet, vice head of Lao Cai Sub-department of Animal Health and Livestock Production. Local officials from both provinces also committed to increase the participation of women veterinarians and women farmers in future FarmCareVet training sessions in provinces through top-down directives and comprehensive communication plans from provincial to commune levels.

Led by experts from ILRI, NIVR, Chungnam National University, College of Veterinary Medicine (CNU-CVM) in South Korea and Animal Industry Data Korea (AIDKOREA), the events gave participants a better understanding of the functionalities of the FarmVetCare app and how it can be used for animal disease surveillance. Through the application, farmers can report any abnormal health conditions observed in their animals to a designated veterinarian, facilitating diagnosis and treatment. This surveillance system enables the local authorities to identify hot spot areas of animal diseases and zoonotic diseases to enhance timely management and control measures.

‘We are very thrilled to leverage Korean expertise in collaboration with the Vietnamese community to conduct surveillance and prevent animal diseases of economic importance and zoonotic diseases in Vietnam’, said Daniel Kyeong, chief executive officer of South Korea-based tech startup Animal Industry Data Korea, or AID Korea.

The ICT4Health project is implemented in Hoa Binh and Lao Cai provinces in Vietnam. Its five components are: (i) conducting a gap analysis of the current registration of TAEZDs (ii) establishing TAEZDs surveillance One Health working groups (iii) conducting a pilot study for a surveillance and monitoring system using ICT responding to TAEZDs, (iv) deploying tools and methods to improve the surveillance of TAEZDs along the livestock value chain, and (v) developing strategies to improve agricultural extension services and share equal benefits and rights for women through gender-focused interventions.

The International Livestock Research Institute (ILRI) and the Southeast Asia One Health University Network (SEAOHUN) recently organized a workshop in Bangkok, Thailand on 19-20 December 2023 to address pressing global health challenges in Southeast Asia. The region is recognized as a hotpot for novel and re-emerging zoonotic diseases. Despite growing awareness, challenges persist in One Health implementation and investment. The workshop, co-funded by CGIAR One Health Initiative and the ASEAN-CGIAR Innovate for Food and Nutrition Security, brought together participants from seven countries, including ministries, universities, and international organizations. Key discussions centered on resource mobilization, regional collaboration, and engaging the private sector. The need for enhanced government and private sector involvement, experience sharing, and a comprehensive map of ongoing activities was emphasized. The outcomes will be shared to promote the operationalization of the One Health approach in Southeast Asia.
