<p><em>This very brief photofilm (1:23 minutes) shares the memorable and powerful story of Gebremichael Desta, an Ethiopian farmer whose life has changed by the use of improved livestock feed. </em></p>
<p>If you climb up the rickety ladder on to the roof of the stone dwelling where Gebremichael Desta lives with his family and livestock—he keeps his hay on the roof—you can gaze across a world which looks much as it must have done many centuries ago. Ploughmen shout encouragement to their oxen, women urge pack animals over the stony ground and buzzards wheel above the terraced fields. There is not a machine in sight; nothing to indicate that this is the 21st century.</p>
<p>But appearances can deceive. ‘The difference between the past and present?’ muses Desta. ‘It&#8217;s like the distance between the sky and the earth.’ Today, the families living in these remote highlands—much of Tigray, in northern Ethiopia, is over 2000 metres above sea level—learn about the importance of family planning and good nutrition. Older generations never did. ‘When I was young, we were entirely dependent on traditional medicines if we fell sick, but now we have access to modern health care,’ says Desta.</p>
<p>Recent years have also witnessed dramatic changes in the way he and his neighbours manage their land and livestock. A few years ago, at this time of day, his animals—two oxen, a dairy cow and calf, a donkey, 10 sheep—would have been grazing in the valley below, watched over by one of his five children. Now they remain at the homestead, and the fodder is brought to them, rather than the other way around.</p>
<p>These changes have been inspired by a five-year project, Improving Productivity and Market Success of Ethiopian Farmers or IPMS, in short, which is funded by the Canadian International Development Agency and managed by the International Livestock Research Institute (ILRI) on behalf of the Ministry of Agriculture and Rural Development.  In 10 districts across Ethiopia, the project has helped to improve the value chains—the links between producers, the suppliers of farm inputs and markets—for a range of crops and livestock products.</p>
<p>The project began with a lengthy series of consultations with farmers and local government staff. Together, they identified which farm commodities had the potential to improve local incomes and livelihoods. ‘The main candidates were milk and butter, sheep for fattening and beekeeping,’ recalls Gebremedhin Woldewahid, the project&#8217;s research and development officer in Atsbi-Wenberta District. ‘But the more we talked, the more we realised there was a major limiting factor for all these commodities—a lack of nutritious fodder.’ Much of the district suffered from overgrazing and heavily degraded soils. Tackling this was to be a priority.</p>
<p><span style="color: #800000;">A fairer, greener world</span></p>
<p>‘In 2006, before the project really got under way, this valley would have been parched and dusty and full of livestock at this time of year,’ explains Kidan Kindeya, a young woman who works as a development agent for Habes Peasant Association, of which Desta is vice-chairman. Today, there is not a grazing animal in sight and the vegetation is green and lush. Here and there, the grass has been harvested with a scythe; elsewhere it is almost knee-high, despite the fact that there has been little rain recently.</p>
<p>It is now three years since the peasant association agreed to ban grazing in the valley bottom, an area of some 280 hectares, and allow the land to regenerate naturally. ‘Before we enclosed the area, the ground was very compacted, especially by horses, and the grass was sparse and unpalatable for our sheep and cows,’ recalls Desta. ‘Now we can harvest our plots three times a year, and the quality of the fodder is excellent.’</p>
<p>There are numerous benefits to the ‘cut and carry’ system now operating in many valleys in Atsbi-Wenberta District. ‘My milk yields have risen and my animals are much healthier,’ says Desta. He also believes that by keeping animals at the homesteads, there is less risk of infectious diseases passing from one to another. The restoration of grazing lands has also led to an increase in flowers, providing a rich supply of pollen for honey bees. As a result, farmers practicing apiculture have benefited greatly from the new methods of pasture management.</p>
<p>In the past, children used to watch over the grazing livestock, which meant they did not go to school. Now they are attending classes. Farmers also used to spend a lot of time travelling long distances to buy fresh grass and hay. Now many have a surplus. This has proved especially important for the poorer households without livestock, which are often headed by widows. ‘They received no benefit in the past from areas like this, before the enclosures,’ explains Kidan Kindeya. ‘They had no livestock to graze, and there was nothing for them to harvest.’ Now, every family is allocated the same amount of land in the valley and those without livestock can harvest their grass and sell it. Two harvests a year yield fodder worth around 10,000 Ethiopian birr (USD740) per hectare.</p>
<p>Besides helping farmers to improve the supply of natural fodder, the local offices of the Ministry of Agriculture and Rural Development and the peasant associations have encouraged farmers to grow their own supplies. Training centres, many with colourful murals depicting the new ways of farming, have provided the know-how and materials to establish Napier grass, tree lucerne and other fodder crops. Now you see them growing around almost every homestead, besides plots of fruit and vegetables.</p>
<p><span style="color: #800000;">Spreading the word</span></p>
<p>‘When I was young,’ says an old priest outside the Orthodox church in Cherkos Haremere, ‘there was thick forest all over this hillside.’ All that remains is a fine stand of African olive trees around the church, the site’s sanctity protecting them from axe and fire. Over the years, a rapidly rising population and the ever-increasing demand for fuelwood, cropland and pasture transformed the rest of the landscape, much of which suffers from erosion and overgrazing.  It is a scene repeated across the district, but gradually, thanks to the efforts of the peasant associations and the introduction of new management techniques, degraded land is being brought back to life.</p>
<p>Four years ago, farmers in Baati-ero agreed to establish enclosures on the sloping land between the valley bottom and the village itself. They kept their animals out, planted fast-growing grasses and leguminous trees, and dug long ditches to harvest and retain rainwater. ‘We hardly used to get any fodder here at all,’ says a local farmer, Tadele Teklay, ‘but this year I&#8217;ve been able to get about five donkey loads.’</p>
<p>The farmers are so impressed by what they have achieved that they recently decided to establish enclosures in the valley bottom – something they originally resisted. Many, like Teklay, have also decided to reduce the number of livestock they keep.  ‘Now, we don&#8217;t talk about how many animals we have, but how much money we can make from each of them,’ he says.  ‘It’s the quality that matters, not the quantity, and the better the feed, as well as the breed, the more money we’ll make.’</p>
<p>Much of the technical advice that has enabled farmers to improve their productivity and gain access to better markets has been provided by Gebremedhin Woldewahid and the IPMS project, but most of the training has been carried out by the local offices of the Ministry of Agriculture Rural Development and by development agents like Kidan Kindeya. ‘That means that when the project comes to an end, hardly anybody will notice we&#8217;ve left,’ says Woldewahid with satisfaction.</p>
<p>One of the reasons why many of the activities encouraged by IPMS are spreading swiftly is because they make good financial, as well as environmental, sense. ‘You can see that with the fodder enclosures,’ says Berhe Fiseha, who chairs the project&#8217;s regional advisory and learning committee in Tigray. ‘They began establishing them in one peasant association, then they spread to four others, and now you&#8217;ll see enclosures being used to restore grassland all over the district.’</p>
<p>When asked what he has gained in recent years, Gebremichael Desta responds with one word: knowledge. He still regrets that he left school at the age of 17. He was a bright child, but his parents, traditional peasant farmers, had little appreciation of the value of education. Desta is justly proud that his eldest son has a diploma in agriculture and now works as a development agent, and his eldest daughter is studying at university.</p>
<p>‘If you want to survive, and you want to improve your life, then you must take advantage of the opportunities that come your way,’ he says. ‘There are many things which we now do differently, and we have many technologies that our parents never had or knew about. For me, knowledge is the key to everything.&#8217;</p>

<p>Remarkably, more than 80 per cent of the milk produced and sold in Kenya comes from small-scale players, typically farmers raising one or two dairy cows on small plots of land and milk hawkers plying their trade on bicycles on streets and in villages.</p>
<p>The fast-growing dairy sector in this East African country could help tens of thousands of people climb out of poverty. But this will require supporting small-scale milk producers and traders in gradually entering the country’s formal milk markets.</p>
<p>Until recently, Kenya’s informal milk producers and traders were harassed rather than supported by officials because they were unregulated and were perceived to be a threat to public health.</p>
<p>A chapter in a new book, <em>Towards priority actions for market development for African farmers,</em> describes how Kenya’s small milk producers and sellers are being integrated into formal dairy markets. Authors Amos Omore and Derek Baker, from the International Livestock Research Institute (ILRI), say that what was needed was ‘recognizing and embracing’ the big contributions of dairy’s informal producers and traders and the potential role played by the informal milk markets in fighting poverty. According to the researchers, the removal of policy barriers to allow price-based competition to govern milk trade is enabling this informal dairy industry to significantly improve the welfare of the poor.</p>
<p>Using lessons and examples from a highly collaborative research and development Smallholder Dairy Project, the authors point out that training and certifying small-scale milk traders helps draw the informal milk producers and traders into a more ‘formal’ trading environment. This training also raises consumer confidence by improving and guaranteeing the quality of milk produced for market. With this training, which also teaches business and entrepreneurial skills, the small market players are increasing their incomes as well as milk consumption among poor communities.</p>
<p>‘This dairy project was instrumental in bringing about “mind-set and policy changes” and an impact on the profits made by milk producers in Kenya,’ say Omore and Baker. ‘It also provided a new model of incorporating these small producers into the formal sector.’</p>
<p>Carried out between 1997 and 2005, the Smallholder Dairy Project was led by Kenya’s Ministry of Livestock and Fisheries Development and implemented by ILRI and the Kenya Agricultural Research Institute. It was funded by the UK Department for International Development.</p>
<p>Kenya’s dairy industry, one of the largest in Africa, is supported by over 1.8 million mostly small-scale cattle producers who at the time of implementing the Smallholder Dairy Project supplied over 86 per cent of the country’s milk through direct milk sales from producers to consumers and from dairy farmer groups and over 40,000 small-scale farmers.</p>
<p>The chapter argues that small-scale milk traders trained and certified by the Kenya Dairy Board improved their hygienic practices in milk production and handling. These efforts have brought about ‘direct and sustainable benefits’ for dairy-dependent livelihoods, including making more milk available in the market and higher prices. More licensed small-scale vendors now to operate in the country contributing to more competitive prices that encourage farmers to produce more milk.</p>
<p>The success of the dairy project in mainstreaming Kenya’s the informal milk producers into Kenya’s dairy industry led to a revision of the country’s licensing processes, which then began to start recognizing these informal milk sellers. A 2004 dairy policy change paved the way for significant increases in the number of traders adopting milk testing methods, greater enforcement and compliance in milk quality control and an on-going regional harmonization of dairy policies and standards aiming to transform informal milk markets in Rwanda, Tanzania and Uganda along the lines of the Smallholder Dairy Project in Kenya.</p>
<p>For the tens of thousands of small milk producers in Kenya, these policy changes have made a great difference. Evidence suggest that without the Smallholder Dairy Project, these benefits would have taken another two decades to come to small-scale dairy sector players.</p>

<p>Gita Fartiyal is a master’s student at Almora University, in Uttarakhand, India. She is also a small-scale livestock keeper. The money she makes from selling milk and animals is helping pay for her schooling. <span id="GRmark_8aec310ea503b02c3f95ed20f9e58dd33319543d_Fartiyal:0" class="GRcorrect">Fartiyal</span> and her brother keep about 40 goats on a family crop-and-livestock farm in the mid-Himalayan region of northern India. <span id="GRmark_e2a36473e90ec0e5b064eb1101aeb58fef3cf153_Gebremicheal:0" class="GRcorrect">Gebremicheal</span> Desta grows crops and keeps dairy cows on a small farm in Ethiopia’s’s northern region of Tigray. His family depends on the income it gets from farming to pay for food, daily expenses and school fees.</p>
<p><span id="GRmark_d1456ea83defb0fb921aaf1c44289c193e362b05_Smallholder:0" class="GRcorrect">Smallholder</span> farmers, especially those in mixed crop and livestock systems like Fartiyal and Desta, produce milk, meat and eggs not only for their families but also to meet growing demands for foods of livestock origin. In much of the developing world, increasing population, economic growth and urbanization <span id="GRmark_68b0a3705877857ed0f62af344f09a71da3beac7_is driving:0" class="GRcorrect">is driving</span> a rapid demand for livestock foods. In India, for example, <span id="GRmark_ab9caf62d1e54460afae8df27a77796030ad3945_smallholders:0" class="GRcorrect">smallholders</span> are producing more milk (105 million tons of milk in 2009 compared to 74 million tons in 1999) to respond to an increasing demand for dairy products. With the world’s population expected to reach 9 billion people by 2050, smallholder farmers are expected to play an important role in meeting global food demand in coming years.</p>
<p>Mixed crop and livestock farming systems support nearly 1 billion poor people across the world. Most of these are <span id="GRmark_691da06acb10d1b242620e7cad1b2e998112e5db_smallholders:0" class="GRcorrect">smallholders</span> working a couple of hectares and relying on family <span id="GRmark_691da06acb10d1b242620e7cad1b2e998112e5db_labour:1" class="GRcorrect">labour</span> to grow crops and keep livestock. But questions remain about how best to intensify production in these mixed systems so as to increase food yields and do so <span id="GRmark_28fee4af8abb2ec12d038886230002479990ca9b_sustainably:0" class="GRcorrect">sustainably</span>.</p>
<p>A report released last year, ‘Integrating crops and livestock in subtropical agricultural systems’, produced by researchers from the International Livestock Research Institute (ILRI) and the International Maize and Wheat Improvement Center, evaluates options <span id="GRmark_734fd5fa14ee091391e1d4743bb879c1cd729e9e_to:0" class="GRcorrect">to</span> <span id="GRmark_734fd5fa14ee091391e1d4743bb879c1cd729e9e_sustainably:1" class="GRcorrect">sustainably</span> intensify production in these smallholder mixed systems. The 2011 report explores ways of refining the integration of crop growing and animal husbandry in the face of ever-diminishing land and water resources and climate change.</p>
<p>‘We need to help these small-scale farmers make the most efficient use of their land and water resources to increase productivity while at the same time sustaining and enhancing their natural resource base’, said Iain Wright, a science leader at ILRI and one of the report’s authors.</p>
<p>According to the paper, a key to global food security is helping tropical <span id="GRmark_41f6841bd922d70634d9a93bc4a0f0b90749e8b8_smallholders:0" class="GRcorrect">smallholders</span> produce more food more efficiently through smart integration of their crop and livestock production.</p>
<p>The authors recommend three practical ways to both improve and sustain smallholder crop production.</p>
<p>First, crop and animal scientists should work together in crop improvement programs to improve the fodder quality of cereal and legume food crops. The resulting new varieties of sorghum and other crops would provide good yields of both human food and livestock feed. Second, farmers should make greater use of crop residues as animal feeds, which will make better use of water resources by ‘spreading the “cost” of the water used for growing crops across the grain and animal feed components’. Third, farmers should more effectively harness manure for crop production by adopting the ‘technology of storing and distributing manure to avoid the loss of nutrients and biomass’.</p>
<p>In the battle to produce more food to feed the world, smallholder mixed crop and livestock systems are increasingly seen as competitive because they make efficient use of natural resources, spread risk across several enterprises and allow for more flexible and profitable use of family <span id="GRmark_a1c116e9b4178f542306d5719be17b6a06ef592a_labour:1" class="GRcorrect">labour</span>, all of which can translate into much lower <span id="GRmark_a1c116e9b4178f542306d5719be17b6a06ef592a_costs:2" class="GRcorrect">costs</span> and environmental impacts in producing food compared to large specialized and industrialized farms. The increasing demand for livestock products is also making it possible for farmers to access local markets and increase their incomes.</p>
<p>The report also acknowledges that mixed crop and livestock farming systems alone will not produce all the food the world will need. ‘<span id="GRmark_95cb5bfd9b16e3e2ea59ec553c6d4a7995148e5f_Specialised:0" class="GRcorrect">Specialised</span> cropping systems and intensive livestock systems will [also] play their part’, the paper says. The rapid transition to industrial production of poultry, pig and dairy production systems in Asia is an example of how intensified agricultural production systems are helping to meet food demands for growing populations in that part of the world.</p>
<p>At the same time, the vast army of small-scale farmers like Fartiyal and Desta will be able to fulfill their potential and fully participate in more efficiently integrated agricultural systems that improve global food security only if they have access to ‘appropriate technologies, supportive policies at local, national and regional level and dynamic markets that can supply inputs and channel outputs to consumers more efficiently’.</p>

<p>An updated catalogue of high-quality photofilms that tell livestock-for-development stories from the field is now available for downloading.</p>
<p>The new catalogue lists 14 films produced by the International Livestock Research Institute (ILRI), starting in 2010, to capture event highlights and tell stories about people who depend on livestock for their livelihoods, food, income and cropping.</p>
<p>Featuring the use of (mostly still) photographs and audio recordings that have been combined into short films of a few minutes in length, the photofilms in the catalogue tell about the impact of livestock on the livelihoods of people across the world.</p>
<p>The collection includes a film on the experiences of a women’s group in Kenya whose cultural project is raising incomes to complement their livestock-based earnings, stories of Ethiopian farmers who benefited from a project that improved the productivity of their livestock and skilled them to participate in markets and a tribute to the millions of ‘unsung heroes of small-scale food production’– farmers of both crops and livestock – who hold the key to feeding the world in coming years.</p>
<p>The catalogue also contains a film highlighting a modern laboratory facility at ILRI where African researchers are using the latest tools and technologies to find solutions for Africa&#8217;s most pressing agricultural problems.</p>

<p>Our 2002 strategy (‘<a href="http://www.ilri.org/Mission" target="_blank">livestock &#8211; a pathway out of poverty</a>’) was based on a simple conceptual framework for understanding the potential roles of livestock in poverty reduction and the contributions of research to these. It described three main opportunities to  enhance the role of livestock in providing a pathway out of poverty, summarized as &#8216;securing critical assets to the livelihoods of the poor&#8217;, &#8216;sustainably improving their livestock productivity for food and income&#8217;, and &#8216;linking livestock keepers to markets&#8217; to increase the value from their production.</p>
<p>Ten years on, we face a rapidly changing world. The context for livestock development is rapidly evolving, driven by the continued  Livestock Revolution and a greater recognition that ongoing transformation in the sector in developing countries needs to be adjusted to the diverse situations and aspirations of smallholders and the different livestock commodities they produce. More generally, the food price crisis and heightened volatility has raised concerns about future food security. The private sector in developing country food economies is creating new opportunities for smallholder livestock production and marketing systems, but it is also causing rapid structural changes in scales and quality of livestock commodity production, marketing and consumption. Pressure to raise animal production is increasingly weighed against its impact on the environment, health issues and climate change.</p>
<p>Our analysis suggests that the combined challenges of growing demand for food, continued rural poverty, climate change and scarcity of land, energy and water require changes in livestock production systems, i.e. livestock production needs to be highly productive and highly sustainable. Further, we need to redefine the targets of our research and the ways we best deliver results together with our partners.</p>

<p>Two veterinary epidemiologists working at the International Livestock Research Institute (ILRI) recently published a fascinating look at the state of &#8216;livestock plagues&#8217; that can, and regularly are, transmitted to human populations.</p>
<p>The two authors are John McDermott, who has since moved from ILRI to the International Food Policy Research Institute, where he leads a new CGIAR Research Program on &#8216;Agriculture for Better Nutrition and Health&#8217;, and Delia Grace, who remains at ILRI and leads the health components of this new program.</p>
<p><span style="color: #800000;">Introduction to this ILRI essay</span><br />
&#8216;Since the widespread domestication of animals in the Neolithic era, 10,000–15,000 years before the Common Era (CE), human livelihoods have been inextricably linked with the livestock they keep. Domesticated animals must have been among the most valued assets of ancient humans: walking factories that provided food, fertiliser, power, clothing, building materials, tools and utensils, fuel, power and adornments. Inevitably, the innovations of crop cultivation and food storage that allowed people to settle and live in high numbers and densities also increased the number of animals kept, density of livestock population and the intimacy of human-animal interactions. Pathogens responded, undergoing intense genomic change to seize these dramatically expanded opportunities.</p>
<blockquote><p>Epidemics of highly contagious and lethal disease emerged, as livestock and people reached the critical population sizes needed for acute infections to persist. Diseases also jumped species from animal to humans: the lethal gift of livestock.</p></blockquote>
<p>&#8216;This chapter discusses which livestock epidemics are likely to constitute a disaster and why. . . .</p>
<p><span style="color: #800000;">Conclusion of the ILRI chapter</span><br />
&#8216;The struggle with epizootics continues and has even intensified in recent times. Population-decimating animal plagues, such as contagious bovine pleuropneumonia, peste des petits ruminants, swine fever, Newcastle disease and avian influenza, continue to have lethal and devastating impacts on livestock and livelihoods.</p>
<blockquote><p>Livestock plagues are also shifting and emerging while climate change, urbanisation, migrations, genetically modified crops and rapid land use changes are examples of wild cards which could alter the present distribution for the disease dramatically for the worse.</p></blockquote>
<p>The declaration of an era of epidemics, though, might be premature. In richer countries, dependence on livestock is low, resources exist to effectively control disease and non-communicable diseases associated with modern farming systems (such as lameness and reproductive problems) production pose the greatest problem to animal health.</p>
<p>&#8216;In the developing world, the situation is different. Many people depend on animal agriculture: 700 million people keep livestock and up to 40 per cent of household income depends on livestock. Animal and human disease outbreaks are far more frequent, both for infections well controlled elsewhere and for emerging diseases.</p>
<blockquote><p>In the poorest countries in Africa, livestock plagues that were better controlled in the past are regaining ground. Paradoxically, the fear of epizootics is much higher among the worried well in rich countries, who are highly concerned about the diseases they are very unlikely to fall sick or die of.</p></blockquote>
<p>Thankfully this enlightened self-interest is providing more support for control of epizootics in poor countries. But it appears that while the centralised control of livestock plagues is effective (albeit, at high-cost) in richer countries, it struggles in the poorest. New approaches are not only needed but need to be rapidly tested and made available. What is required now is the vision and courage to transcend sectoral and conventional veterinary approaches and apply innovations to these urgent problems.&#8217;</p>

<p><span style="color: #800000;">About the Handbook</span><br />
The Handbook provides a comprehensive statement and reference point for hazard and disaster research, policy making, and practice in an international and multi-disciplinary context. It offers critical reviews and appraisals of current state of the art and future development of conceptual, theoretical and practical approaches as well as empirical knowledge and available tools. Organized into five inter-related sections, this Handbook contains sixty-five contributions from leading scholars. Section one situates hazards and disasters in their broad political, cultural, economic, and environmental context. Section two contains treatments of potentially damaging natural events/phenomena organized by major earth system. Section three critically reviews progress in responding to disasters including warning, relief and recovery. Section four addresses mitigation of potential loss and prevention of disasters under two sub-headings: governance, advocacy and self-help, and communication and participation. <p>A new book on markets development for African smallholder farmers has highlighted a pioneering livestock insurance project as a key innovation that could enable African farmers reduce their losses in crop and livestock production.</p>
<p>The new publication: <em>Towards priority actions for market development for African farmers,</em> says lowering production and efficiency losses in agricultural production and improving agricultural markets will, among other actions, ‘level the playing field for smallholder farmers’ and support human and economic development in Africa. The books calls for the ‘right mix’ of policy and investments to not only ‘strengthen African policy expertise’ but also encourage ‘a more diverse array of investments and initiatives, including those initiated by the private sector.’</p>
<p>One such initiative that brings together private and public sector actors to support African agriculture is an Index-Based Livestock Insurance project in Kenya. The project is featured in a chapter in the new book.</p>
<p>Started in 2010 by the International Livestock Research Institute (ILRI) in partnership with UAP insurance, Equity Bank, Cornell University and the Index Insurance Innovation Initiative program at the University of California at Davis, the Index-Based Livestock Insurance project provides livestock insurance against forage losses to over 2500 households in Kenya’s Marsabit District. Freely available satellite imagery is used to assess conditions of pastures. When pasture vegetation is reduced to a level below a specified threshold, the insurance company pays herders who bought insurance. Yearly premiums cost USD100 for 6-8 animals.</p>
<p>Pastoral livestock sectors are at the heart of agricultural markets in Africa. Kenya’s livestock industry, for example, is estimated to be worth about USD800 million per year and produces most of the meat consumed in the country and is critical to the country’s food security. Research by ILRI shows that long-term solutions to food security in Kenya and other countries in the Horn of Africa need to support livestock herding. Pastoral systems are critical for the survival of livelihoods here and offer the most efficient way of managing the region’s large arid and semi-arid lands.</p>
<p>This insurance scheme is currently being piloted in other parts of Kenya and in Ethiopia. In late 2011, 600 livestock keepers insured through the project received insurance payments for vegetation losses arising from the drought that struck the Horn that year. The project is also now making use of mobile phones to widen its impact in remote communities.</p>
<p><span style="color: #800000;">Notes:</span></p>
<p>The new book, which is published by ILRI and the Alliance for a Green Revolution in Africa (AGRA), warns that ‘it will not be enough to simply produce more food from the fields and grazing lands of Africa.’ More effort is needed to create better markets and improve access to these markets’ especially in remote regions.</p>
<p>The book describes the outcomes of an international conference held in Nairobi three years ago that examined the ‘priority actions’ that if taken could speed up the development of African agricultural markets.</p>
<p>Authors of the markets books recommend enhancing markets for poor people, improving market information, lowering transaction costs associated with trading and adding value to farm produce by upgrading value chains and processing mechanisms.</p>

<p>With food shortages being predicted for dryland communities in both East and West Africa this year, it seems an appropriate time to revisit a major way African experts see that the continent can feed itself: Get Africa&#8217;s markets working.</p>
<p>Three years ago, 150 of the world’s leading market experts gathered in Nairobi, Kenya, to document the best ways to drive agricultural market development in sub-Saharan Africa. Both the proceedings of this international conference, <em>Towards Priority Actions for Market Development for African Farmers,</em> held 13–15 May 2009, and a synthesis of its outcomes, <em>Priority Actions for Developing African Agricultural Markets</em>, were published last year by ILRI and the Alliance for a Green Revolution in Africa (AGRA).</p>
<p>The synthesis of this major African markets conference begins by referring to the sudden escalation in food costs that began in late 2010 and persisted into 2011—the second time in only three years that rapid food price rises, caused by a combination of production shortfalls and market failures causing dramatic gaps between supply and demand, rocked developing countries worldwide. With Africa’s long-term struggle with food insecurity, this continent and its economies and people are especially vulnerable to any sudden rise in food prices.</p>
<p>Even before the price shocks of 2008 and 2011, expert opinion had begun to coalesce on the centrality of agriculture in addressing African hunger and poverty. Much of the discussion has focused on increasing agricultural productivity through improved crop varieties and animal breeds, along with increased access to inputs and veterinary services, to boost farm yields. And, indeed, with crop and livestock yields on African farms typically a fraction of that in other regions, there appear to be big opportunities for new breadbaskets and milk sheds emerging across the continent.</p>
<p>But it will not be enough to simply produce more food from Africa’s fields and grazing lands. First, most Africans—including most smallholder, and even subsistence farmers—are net purchasers rather than growers of food.  Also, as more and more people migrate from rural to urban areas, more and more Africans are relying on markets to meet their food needs. And because most rural as well as urban Africans spend a significant proportion of their income on food, even modest increases in food prices can tip millions of them into poverty.</p>
<p>Efficient and vibrant agricultural markets would help. But Africa’s agricultural markets suffer from a dearth of processing and storage facilities, pricing information, smallholder credit, and transport. These create inefficiencies that both raise prices for consumers and restrict sales opportunities for farmers, who are stopped from selling their food surpluses in nearby food-deficit regions.</p>

<p><strong><span style="color: #800000;">Five recommendations</span><br />
</strong>The following five recommendations, highlighted here for their special pertinence to the drylands of East and West Africa, are presented in case studies published in the ILRI-AGRA markets book:<br />

<p>Details of these recommendations follow.<br />
<span style="color: #800000;"><strong>1 Support village seed trade in semi-arid areas</strong><br />
</span>Section 2 of the proceedings volume, <a title="ILRI-AGRA Markets book: Section 2: 'Seed and fertilizer markets', 2011" href="http://mahider.ilri.org/bitstream/handle/10568/16491/AGRA-ILRI-Section2.pdf?sequence=6" target="_blank">Seed and Fertilizer Markets</a>, includes a case study of the utility of <span style="color: #800000;">Tapping the potential of village markets to supply seed in semi-arid Africa in Mali and Kenya</span>. This paper, written by Melinda Smale, (Oxfam America), Latha Nagarajan, Lamissa Diakité, Patrick Audi (ICRISAT), Mikkel Grum (Bioversity International), Richard Jones (ICRISAT) and Eva Weltzien (ICRISAT), shows that village markets have the potential to supply high-quality pigeon pea and millet seed in semi-arid areas of Kenya and Mali, respectively.</p>
<p><em>The problem:</em> Periods of seed insecurity occur in remote, semiarid areas when spatially covariate risk of drought is high and many farmers fall short of seed. In these remote environments, seed systems are typically informal, and farmers rely on each other for locally adapted varieties. They are not reliable clients for private seed companies because they purchase seed irregularly. Less improved germplasm has been developed for semiarid environments because of the high costs of breeding and supplying seed—a situation that has worsened with decreasing public funding for agricultural research. In the Mali study, village markets assure a supply of seed of identifiable, locally adapted, genetically diverse varieties as a final recourse in a risky environment where there are as yet no reliable formal channels, for which competitive varieties have not yet been bred, and the potential of agro-dealers to supply certified seed has not yet been exploited. In the Kenya study, well-adapted varieties have been bred, but no formalized channels of seed provision exist for pigeon pea and agro-dealers are active in selling improved varieties of maize and vegetables. In both studies, farm women are major seed trade actors. Interestingly, the characteristics of seed vendors and the locations of seed programs—not the price of seed—tend to determine the quantities of seed sold. The authors argue for strengthening and linking both formal and informal systems for non-hybrid dryland crops.</p>
<p><em>Some solutions:</em> Several approaches piloted recently are potential candidates for improving the supply of good-quality seed on a large scale.</p>
<blockquote><p>The West Africa Seed Alliance (WASA) and the Eastern and Southern Africa Seed Alliance (ESASA) work to help local entrepreneurs expand existing seed companies and create new ones.</p></blockquote>
<p>Since private seed companies do not yet operate in the sorghum- and millet-based systems of the Sahel, where state agencies are underfunded, scientists at the International Crops Research Institute for the Semi-Arid Tropics (lCRISAT) have tested several models that draw on the comparative advantages of farmer organizations.</p>
<p><strong><span style="color: #800000;">2 Manage pastoral risk with livestock insurance</span></strong><br />
Section 3 of the ILRI-AGRA markets proceedings, <a title="ILRI-AGRA Markets book: Section 3: 'Strengthening finance, insurance and market information', 2011" href="http://mahider.ilri.org/bitstream/handle/10568/16491/AGRA-ILRI-Section3.pdf?sequence=7" target="_blank">Strengthening Finance, Insurance and Market Information</a>, has two case studies of particular relevance to the food problems facing the drylands of West and East Africa.</p>
<p>First is a report on <span style="color: #800000;">Insuring against drought-related livestock mortality: Piloting index-based livestock insurance in northern Kenya</span>, written by ILRI’s Andrew Mude and his partners Sommarat Chantarat, Christopher Barrett, Michael Carter, Munenobu Ikegami and John McPeak.</p>
<p><em>The problem:</em> Climate extremities pose the greatest risks to agricultural production, with droughts and floods not only causing crop failures but also forage and water scarcity that harms and kills livestock. The number of droughts and floods has risen sharply worldwide in the last decade, with disaster incidence in low-income countries rising at twice the global rate. In much of rural Africa, where water harvesting, irrigation and other similar water management methods are under developed, the impacts of climate change are expected to be especially pernicious.</p>
<p><em>A solution:</em> In the last several years, new ways to manage weather-related agricultural risk have been developed. Of these, index-based insurance products represent a promising and exciting market-based option for managing climate-related risks faced by poor and remote populations.</p>
<blockquote><p>This paper describes research to design commercially viable index-based livestock insurance for pastoral populations of northern dryland Kenya, where the risk of drought and drought-related livestock deaths is high.</p></blockquote>
<p>The analysis indicates a high likelihood of commercial sustainability in the target market and describes events leading up to the pilot launch in Marsabit District in early 2010. The paper concludes that this insurance tool has largely succeeded in helping Marsabit’s livestock herders better manage their risk of drought. Growing interest from both commercial and development partners is helping to take this instrument to other arid and semi-arid districts in Kenya and other countries and regions.</p>
<p><strong><span style="color: #800000;">3 Employ ICTs to raise smallholder income</span></strong><br />
The same <a title="ILRI-AGRA Marjets Book: Section 3: 'Strengthening finance, insurance and market information', 2011" href="http://mahider.ilri.org/bitstream/handle/10568/16491/AGRA-ILRI-Section3.pdf?sequence=7" target="_blank">Section 3</a> of the ILRI-AGRA book offers a case study from West Africa, written by Kofi Debrah, coordinator of MISTOWA, supporting the <span style="color: #800000;">Role of ICT-based management information systems in enhancing smallholder producers’ incomes</span>.</p>
<p><em>The problem:</em> Smallholder African farmers typically have little access to reliable marketing outlets in which to sell their surplus produce at remunerative prices. Furthermore, their ability to respond quickly to market opportunities is constrained by lack of labour, credit, market information and post-harvest facilities. As a result, West African farmer incomes from agriculture are low and variable and little agricultural produce is traded in the region.</p>
<p><em>A solution:</em> A project funded by the United States Agency for International Development (USAID), ‘Strengthening Regional Networks of Market Information Systems for Traders’ Organizations in West Africa’ (MISTOWA), helped build a private-public partnership to develop and deploy an ICT-based market information system that improved farmers’ access to markets. Some 12,500 agricultural producers and traders from 15 West African countries benefited from the project, with the beneficiaries reporting USD4,080 in benefits, or USD4.33 per dollar of donor funds invested.</p>
<blockquote><p>Evidence from the beneficiaries suggests that access to real-time market information provides smallholder farmers with incentives for investing in agriculture.</p></blockquote>

<p><span style="color: #800000;"><strong>4 Embrace informal agro-industry</strong><br />
</span>Section 4 of the markets book, <a title="ILRI-AGRA Markets book: Section 4: 'High-value commodities and agroprocessing', 2011" href="http://mahider.ilri.org/bitstream/handle/10568/16491/AGRA-ILRI-Section4.pdf?sequence=8" target="_blank">High-Value Commodities and Agroprocessing</a>, includes a paper by ILRI scientists Amos Omore and Derek Baker on <span style="color: #800000;">Integrating informal actors into the formal dairy industry in Kenya</span> through training and certification.</p>
<p><em>The problem:</em> <em> </em>Throughout the developing world, most food produced by smallholder farmers is delivered and processed by an ‘informal’ agro-industry, which is the principal source of food for most poor consumers and a major source of employment of poor people as traders and service providers. In spite of this, agro-industrial policy has historically tended to displace this informal sector with a formal one featuring relatively large-scale and capital-intensive production and marketing. Other policy concerns, such as public health and municipal planning, have further selected against informal agribusiness, particularly livestock’s informal agro-industry.</p>
<p><em>A solution:</em> This paper presents a case study of interventions in the Kenyan informal milk industry that led to changes in dairy policy that in turn reduced poverty levels in the East African country. The paper identifies the informal agribusiness sector as fertile ground for alleviating poverty and supporting vulnerable groups.</p>
<blockquote><p>Policies do well to embrace informal agro-industry, the research indicates, while helping it transform itself into a more formal industry.</p></blockquote>
<p>The ILRI scientists show that the informal dairy industry can respond well to consumer demand for quality, particularly for safe food, and, when unjustified policy barriers are removed, can compete well when price alone becomes the basis of competition. These achievements support much conjecture in the development literature about the centrality of markets, and access to them, for pro-poor development and the idea that pro-poor markets rely heavily on policy and institutional change. The lessons of this project are being transferred to other informal commodity sectors (goats, beef cattle and pigs) in Africa and Asia and the policy changes seen in the Kenya dairy project have been adopted across the East African region.</p>
<p><span style="color: #800000;"><strong>5 Encourage intra-regional trade</strong><br />
</span>Section 6 of the markets book, <a title="ILRI-AGRA Markets book: Section 6: 'Encouraging regional trade', 2011" href="http://mahider.ilri.org/bitstream/handle/10568/16491/AGRA-ILRI-Section6.pdf?sequence=10" target="_blank">Encouraging Regional Trade</a>, includes a paper on <span style="color: #800000;">The impact of non-tariff barriers on maize and beef trade in East Africa</span>. The paper is written by Joseph Karugia (ILRI and ReSAKSS-ECA), Julliet Wanjiku (ILRI and ReSAKSS-ECA), Jonathan Nzuma, Sika Gbegbelegbe, Eric Macharia, Stella Massawe, Ade Freeman, Michael Waithaka and Simeon Kaitibie.</p>
<p><em>The problem: </em>In 2004, the East African Community member states established an East African Community Customs Union, committing them, among other things, to eliminate non-tariff barriers to facilitate increased trade and investment flows between member states and to create a large market for East African people. However, several such trade barriers are still applied by member states and there exists little reliable information about how, and how much, these non-tariff barriers are actually hurting regional trade. This study identified the existing non-tariff barriers on the trade of maize and beef in East Africa and quantified their impacts on trade and citizen welfare in the region. The study found that the main types of non-tariff barriers within the three founding members of the East African Community (Kenya, Tanzania and Uganda) are similar and include administrative requirements, taxes/duties, roadblocks, customs barriers, weighbridges, licensing, corruption and transiting.</p>
<p><em>Some solutions:</em> The study recommends taking a regional approach to exploit economies of scale by eliminating non-tariff barriers, since they are similar across the member countries and across commodities. Specific policy recommendations include streamlining administrative procedures at border points to improve efficiency; speeding up implementation of procedures at point of origin and at the border points; and implementing monitoring systems to provide feedback to relevant authorities on progress in removing unnecessary barriers to trade within East and Central Africa. The welfare analysis of the study shows that abolishment or reduction of the existing non-tariff barriers in maize and beef trade increases trade flows of maize and beef within the East African Community, with Kenya importing more maize from both Uganda and Tanzania and Uganda exporting more beef to Kenya and Tanzania. As a result, positive net welfare gains are attained for the entire East African Community maize and beef sub-sectors.</p>
<blockquote><p>These findings give compelling evidence in support of the elimination of non-tariff barriers within the East African Community Customs Union.</p></blockquote>

<p>Positioned as we are now, squarely between a scientific &#8216;Planet Under Pressure&#8217; conference held in London in March and a &#8216;Rio+20 Sustainable Development&#8217; conference in Brazil this June, it seems an appropriate time to raise a topic that rarely gets raised at these large affairs, that is, why livestock matter so much to so many, why they will remain important in pro-poor development for years to come, and what we can do to make smallholder livestock development more profitable, healthy and sustainable.</p>
<p>The 2010–2011 corporate report of the International Livestock Research Institute (ILRI) provides a &#8216;big-picture&#8217; overview of these topics.</p>
<p>If you haven&#8217;t seen it, we invite you to take  look. As the foreword points out:</p>
<blockquote><p>Whether your main interest is increasing food production, or sustaining farming systems, increasing the incomes of the poor, developing new global bread baskets, making better use of dryland resources, conserving biodiversity, slowing climate change, helping people cope with climate change, or enhancing human health and nutrition, you will find livestock issues critical to your concerns.</p></blockquote>
<p>&#8216;. . . In the developing world, livestock are the fastest- growing part of agriculture. They’re a ‘demand-pull’ that can drive small-scale agricultural systems—the motor that brings in cash to smallholder mixed crop- and-livestock farmers. While cereals sustain the family, farm animals are the family’s source of cash— its living ‘asset base’.</p>
<p>&#8216;Due to population growth and other drivers of change, many of the developing world’s livestock systems are transforming as fast as they are growing. Science needs to help the world’s poorer livestock keepers make better and more sustainable use of the big changes and new trends. That’s where, and why, the role of livestock science is so critical. . . .&#8217;</p>

<p>Last week, coming on the heels of a <a title="Planet Under Pressure website" href="http://www.planetunderpressure2012.net/" target="_blank">Planet Under Pressure</a> conference in London, which set out to better define our &#8216;planetary boundaries&#8217; and to offer scientific inputs to the Rio+20 United Nations sustainable development conference this June, a group of leaders in Asia—comprising agriculture and meteorology chiefs, climate negotiators and specialists, and heads of development agencies—met to hammer out a consensus on ways to make Asian agriculture smarter.</p>
<p>The workshop, <a title="CCAFS: 'Climate-smart agriculture in Asia: Research and development priorities', Apr 2012" href="http://ccafs.cgiar.org/events/11/apr/2012/prioritizing-adaptation-and-mitigation-strategies-agriculture-south-and-southeast" target="_blank">Climate-smart agriculture in Asia: Research and development priorities</a>, was held 11–12 April 2012 in Bangkok. It was organized by the <a title="APAARI website" href="http://www.apaari.org/" target="_blank">Asia-Pacific Association of Agricultural Research Institutes</a>; the <a title="CCAFS website" href="http://ccafs.cgiar.org/" target="_blank">CGIAR Research Program on Climate Change, Agriculture and Food Security</a>; and the <a title="WMO website" href="http://www.wmo.int/pages/index_en.html" target="_blank">World Meteorological Organization</a>.</p>
<p>This group set itself three ambitious tasks: To determine the best options (1) for producing food that will generate lower levels of greenhouse gases, which cause global warming; (2) for producing much greater amounts of food, which are needed to feed the region&#8217;s rapidly growing and urbanizing population; and (3) for doing all this under a changing climate that, if farming and farm policies don&#8217;t change, is expected to reduce agricultural productivity in the region by anywhere from 10 to 50 per cent over the next three decades.</p>
<p>The workshop participants started by reviewing the best practices and technologies now available for making agriculture &#8216;climate smart&#8217;. They then reviewed current understanding of how climate change is likely to impact Asian agriculture. They then agreed on what are the gaps in the solutions now available and which kinds of research and development should be given highest priority to fill those gaps. Finally, they developed a plan for filling the gaps and linking scientific knowledge with policy actions at all levels.</p>
<p>On the second of this two-day workshop, the participants were asked to short-list no more than ten key areas as being of highest priority for Asia&#8217;s research and development communities.</p>
<p>This exercise tempted this blogger to suggest ten suitable areas in the livestock sector.</p>
<p>(1) Lower greenhouse gas emissions from livestock through adoption of improved feed supplements (crops residues) that reduce greenhouse gas emissions.<br />
