"Minor Irrigation for Land owned by Dalits and Adivasis", is a presentation of the output of the review and discussion done by the National Advisory Council (NAC) on this provision of the National Common Minimum Programme of the current UPA government. This mandate is managed by the Ministry of Water Resources (MoWR). The presentation looks at the scope and implementation aspects of minor irrigation schemes, potential for supporting schemes of Union Ministries for minor irrigation, existing schemes of MoWR, incentives for tribal and dalit communities, efforts for convergence, issues and points for consideration going forward.

The National Advisory Council (NAC) was set up as an interface with Civil Society in regard to the implementation of the National Common Minimum Programme (NCMP) of the Government of India and functioned between April 2006 - March 2008.
