ISI Surveys results

Two surveys on the ISI membership compentence and on European SatCom training were launched in the last months under the framework of the Future Integral SatCom Inintiative (F-ISI) Support Action.

The ISI membership survey aimed at collecting updated information about ISI members’ competences and expertise whereas the ISI SatCom training survey aimed at identifying the actual offer coming from the ISI community regarding training and educational courses.

14th ISI general assembly and 4th SatCom Event

The 14th ISI General Assembly and the 4th SatCom Event have been jointly held in Brussels, Belgium, the 18th and 19th of October 2011.

The two events counted 57 participants, representing a wide part in the ISI membership and the SatCom stakeholders.

More details about the ISI General Assembly have been made available through the ISI web site. The meeting minutes and the meeting presentations can be downloaded in the relevant document section.

The SatCom event consisted of four panel sessions, respectively on ISI & Rural Development, ISI & the World, ISI & Future Internet, and ISI & EU Security.

The ISI Steering Council decided to launch an "ISI Membership Survey" with the aim of collecting updated information on ISI Members expertises and competences.

We therefore invite you to participate to the "ISI Membership Survey" through the following link http://www.isi-initiative.org/isi-membership-survey-introduction

Your participation is of fundamental importance, since data collected in this survey will be used to:

a) update the ISI Membership database and mailing lists;
b) better understand members’ expectations, and hence to better address their needs;
c) perform a gap analysis in order to identify emerging satellite communication areas to be addressed by ISI activities;

d) support ISI promotion activities

Please note that data collected in this survey will be publicly used by ISI only in aggregate form.

The survey will close on June 30, 2011.

Please, note that the survey is open to each ISI member. Do not worry about multiple submissions from your Institution or Company. In case of such circumstance, i.e., more than one submission from a company/institution, we will contact the reference persons for appropriate harmonization of the data.

CEN, CENELEC and ETSI, as well as other standardisation organisations, have identified energy efficiency as a key area for standardisation. For the execution of this mandate, particular attention will be given to the involvement of all relevant parties.

Track: Satellite and Space Communications

Recognizing the facts that many of wireless technologies used today are based on the efforts started by satellite communications researchers four decades ago, the right idea properly studied in satellite communications can create a new paradigm in wireless technology.

The Satellite and Space Communications track solicits original and unpublished work not currently under review by any other conference or journal. The focus of this track is targeted at exploring and discussing new technical breakthrough and applications focusing on all aspects related to satellite and space communications.

The Commission Communication COM(2010)245 (A Digital Agenda for Europe) contains a number of very specific references to standardization, as well as discussion of specific topics that also are right for standards action.

WG Regulatory is drafting a document with some comments to submit as input to the Joint Presidents’ Group meeting on 7 September. If any of ISI members are interested in providing inputs and comments, please contact the WG Chairman (reg.chair@isi-initiative.org).

DG ENTR HOSTS WORKSHOP ON SOCIETAL SECURITY R&D

The aim of the workshop was to provide input for the remaining work programme of the Security Research Theme of FP7 and in view of the new FP8. The workshop broadly looked at the societal dimension of security research and at how to mainstream these aspects into security research activities.

The conclusions and recommendations from the workshop will be presented at the 5th EU Security Research Conference in Oostende on September 22-24 and will serve as a basis for preparing the societal security activities in the remaining two work programmes (2012 and 2013) of FP7 in the Security Research Theme and in view of FP8.

OFCOM consultation on Recognised Spectrum Access

Ofcom has published a consultation on proposals to introduce Recognised Spectrum Access (RSA) for receive-only earth stations in the bands 3600 - 4200 MHz for the Fixed Satellite Service (“FSS”) and the bands 1690 – 1710 MHz and 7750 – 7850 MHz for the Meteorological Satellite Service (“MetSat”).

The consultation outlines the proposed parameters and fees for grants of RSA. The introduction is expected to provide greater information about receive-only earth stations and their use of spectrum, putting Ofcom in a better position to plan terrestrial assignments in a way that avoids harmful interference to them.

Standardization mandate M/462 in the field of ICT to enable efficient energy use in fixed and mobile information and communication networks, and their associated applications/domains, facilities and infrastructures, at both network and subscriber level, has been approved by the 98/34 Committee and was formally sent to CEN, CENELEC and ETSI. The CENELEC mandate is available from the ISI Regulatory WG document section.

The ISI Regulatory Group started an internal discussion on the ISI view on these issues. For further information or to express your interest to contribute to the discussion, please contact the WG Regulatory leader at reg.chair@isi-initiative.org.

Last June, the EC launched a Draft Mandate addressing CEN, CENELEC AND ETSI to develop standardisation regarding Space Industry (Phase 3). During the previous phases, Integral SatCom Initiative, monitored and closely participated on the activities of Dossier 4 [Interoperability and Integration of Mobile Satellite Systems (MMS) and Fixed Satellite Systems (FSS) with Terrestrial Systems in particular Next Generation Networks (NGN), and with Global Navigation Satellite Systems (GNSS) in particular Galileo] and Dossier 9 [Disaster Management]. ISI Regulatory and Standardisation WG is pleased to inform ISI Community that the dossier on Disaster Management has been retained as one of the three high priorities by the EC for phase 3. "E-SPONDER: A holistic approach towards the first responder of the future" held its kick off meeting in Athens on July 5-7, 2010

E-Sponder (FP7-242411) is an European FP7 Large Scale Integrated Project under objective SEC-2009.4.2.1: First Responder of the future. The project started on July 1, 2010 and has a duration of 48 months.

E-SPONDER is a suite of real-time data-centric technologies that will provide information and communication support to first responders which act during normal and abnormal events (crises). The project will investigate the use of interoperable communications that will facilitate the uninterruptible link between the first responders at the operations theatre and the crisis managers at the Emergency Operations Center.

In this new issue you will find a comprehensive overview of ISI plans for 2010, both from a global perspective and at WG level. The ISI General Assembly will be held in Toulouse on April 7-8, 2010. Participation to the General Assembly is free of charge, but registration is mandatory before March 4, 2010. (On-line registration form)

The meeting will be hosted jointly by Thales Alenia Space and EADS Astrium. The venue will be at Thales Alenia Space facilities on April 7 and at EADS Astrium facilities on April 8. Both premises are located about 20 minutes from each other by car.

Meeting highlights:

Key executive persons from Thales Alenia Space and EADS Astrium will present their vision on SatCom business and ISI role.
ISI steering council will report about
- the activities carried out in support of the announced ISI ambitions
- on the joint working group with ESA and the exchanges with EC about future work programmes including Future Internet and ISICOM
A networking session will be organized to prepare the upcoming FP7 calls (ICT 7th Call, FI PPP initiative 1st call, Security 4th Call, Space 4th Call) also involving user group representatives. Participants interested in presenting their field of expertise and/or their project ideas in the networking session are invited to register their presentations here
A visit to both Thales Alenia Space and EADS Astrium manufacturing facilities will be organized.

On the evening of April 7, 2010, a social dinner will be offered by EADS Astrium and Thales Alenia Space to registered Participants.

The Integral SatCom Initiative renews its governance structure

On November 4, 2009, the Integral SatCom Initiative (ISI) General Assembly convened in Nice at ETSI premises and renewed its Governance bodies. The ISI General Assembly has elected Steering Council, Chairman, Vice-Chairman and Working Group Leaders for the period 2009-2011.

The main objective of the new ISI governance is to reinforce the promotion of SatCom based systems in support of the European Societal challenges, especially sustainable transport, clean energy and public health. ISI will also further develop the ISICOM flagship initiative in response to major EU policy objectives identified by the Space Council on 29^th of May 2009. This initiative aims to serve the institutional telecommunication demands in the areas of transport, energy and security and to contribute to the digital inclusion with broadband next generation access.

The new elected ISI officers are as follows:

o ISI Chairman: Nicolas Chuberre, Thales Alenia Space

o ISI Vice-Chairman: Jean-François Charrier, EADS Astrium

o Regulatory Matters Working Group Chairman: Dr. Julian Seseña, Rose Vision

The new ISI Steering Council comprises members of the Manufacturing Industry, Network Operations and Service Provision, SME and academic and research sectors. It consists of:

o Atos Origin, Deutsches Zentrum für Luft- und Raumfahrt (DLR), EADS Astrium, Gilat Satellite Networks, Rose Vision, SES, Space Hellas, Telespazio, Thales Alenia Space, University of Bologna, University of Surrey.

In assuming appointment, the new Chairman, on behalf of the entire ISI membership, expressed appreciations to the former Governance officers for their precious effort in support of the ISI community.

The SFERA Annual Conference "Improving the Deployment of Innovative Broadband Networks in European Regions" will be held on October 9, 2009 in Bruxelles.

ICT is one of the keys to open the Information Society door to Europe’s under-served regions, such as rural and remote areas. The deployment of the most innovative broadband networks can be a competitive advantage for these Regions and effectively contribute to accelerating its economic growth and reducing the digital divide.

The event offers a strategic view on existing opportunities for fast deployment of advanced access infrastructures, particularly broadband and next generation ICT networks. It is addressed to European regional stakeholders from Industry, Academia, and European Institutions, interested in knowing how to formulate appropriate policies, create strategic plans and research, implement innovative agendas, and identify key objectives for regional development.

BRIDGING THE GAP BETWEEN RESEACH AND INNOVATION AND SOCIETAL CHALLENGES

Under the auspices of the Czech Presidency and together with the Academy of Sciences of the Czech Republic, a Conference on "ICT Research and Innovation: Raising the Game" has been organized in Prague on April 20th, putting together ETPs representatives with the ISTAG members and the National ICT Research Directors.

The objective of the meeting was to have an active discussion about how to bridge research and innovation to address societal challenges. The background for this discussion was the recently adopted Commission Communication "A strategy for ICT R&D and Innovation in Europe: Raising the Game" (COM(2009)116) especially the sectors 3.3 and 3.4 which propose action for facilitating markets for innovation and a set of European-scale projects spanning from R&D to deployment.

Some of the main conclusions of this meeting were focused on important aspects such as the importance of the standardization phase within R&D project as a way to improve the introduction of innovative technology into European market avoiding fragmentation, or the promotion of pre-commercial procurement as a way in which public sector can drive innovation in Europe.

ETPs are very useful structures called to be essential within this process although it might be necessary to create some bridges between ETPs and the final phase of implementation of research and innovation for societal benefit (applying ICT to other sectors such as health, transport, energy, e-government, etc). The creation of one ‘European Solutions Platform’ was mentioned as one possible alternative for acting as bridge between ETPs and the final implementation phase.
