Jefferson County PVA Deputy Debbie Linnig-Michals receives ExCel Deputy Award

Tony Lindauer, Jefferson County PVA today announced Debbie Linnig-Michals as the recipient of the prestigious Teri Bennet ExCel Deputy Award from the State of KY PVA Association. Linnig-Michals was recognized recently at the annual PVA conference. Her work as Jefferson County PVA’s “Special Investigator” has resulted in a more accurate tax roll for the Jefferson County PVA. “Not only has Debbie increased the accuracy of the tax roll, but her prowess in finding and generating revenue streams has been remarkable”, says Lindauer. “She is a central figure in identifying discrepancies in the Homestead Exemption, Escheatments and Abandoned Properties.”

“Debbie came to the PVA office with a can do attitude and has quickly become the go to person for customers who come into the office with unique property ownership issues. She continues to work diligently to introduce new best practices which always materialize into positive changes for the Jefferson County PVA and we are very proud of her contributions which will continue to grow and expand our leadership at the state and national level. Her commitment exemplifies the mission of a true public servant and raises the bar for all of us to become better employees.”

Michals is a Louisvillian with an extensive record of community service accolades. She was awarded the “Community Partnership Award,” from Louisville Metro Police for her work with establishing Metro Police’s Tip Line, 574-LMPD. She has taught investigative techniques to law enforcement agencies including U.S. Marshals, The Bureau of Alcohol, Tobacco, Firearms and Explosives, DEA and IPL.

She resides in Louisville with her husband Fred.

PVA Audit 7/2009 – 6/2010

Louisville, KY (June 02, 2011) –Jefferson County Property Valuation Administrator Tony Lindauer released today the final report of the audit of the Jefferson County PVA office for the period July, 2009 – June 30, 2010. The Audit performed by Commonwealth of KY Auditor Crit Luallen examined areas of statutory budget contributions, PVA bank accounts, PVA disbursements, Capital Outlay disbursements and Budget expenditures. The Auditor’s findings state that all expenditures were determined to be for “official business,” and the PVA did not overspend in any budget account.

Lindauer states that he is working hard to create an unprecedented level of openness in Government. “Transparency is very important to ensure public trust and confidence. It strengthens our government and promotes a higher level of efficiency, effectiveness and accountability.” “I want the community to know that the Jefferson County PVA office prides itself on its commitment to transparency and accountability for the greatest benefit to every taxpayer.”

The Audit was performed in accordance with the attestation standards established by the American Institute of Certified Public Accountants.

Latest Enhancement To Website Is Now Live. Visit The New Interactive Map.

The new interactive property map is live now on the Jefferson County Property Valuation Administrator’s website.

The new map includes recent advances in web mapping technology enhancing functionality with a fully-embedded property details page. The new neighborhood sales application allows users to switch from one neighborhood to another without ever leaving the map, eliminating the need to continually open and close pages.

For further assistance, there’s a help button in the lower left-hand corner of the map which explains tool functionality.

Tony Lindauer, Jefferson County PVA Announces Professional Designations

Twelve earn professional designation

The Jefferson County Property Valuation Administrator, Tony Lindauer, announced eleven members of the PVA staff have earned the professional designation of Certified Kentucky Assessor or Senior Kentucky Assessor. Those individuals who have earned their Certified Kentucky Assessor designation are:

Betty Newcomer, CKA

Those PVA staffers who have earned the Senior Kentucky Assessor designation are:

Clay Porter, SKA
Tom Collard, SKA

These individuals were recognized at the International Association of Assessing Organizations’ annual meeting held at The Brown Hotel in Louisville December 8 and also as a group at an office recognition event last month.

According to Cindy Meholovich, Administrative Specialist with the Kentucky Department of Revenue, 29 CKA awards and 19 SKA awards were earned throughout the Commonwealth. Jefferson County PVA had seven CKA recipients and five SKA recipients. Jefferson County represented 31% of the total CKAs awarded and 16% of the SKAs.

“I am very proud of our deputies’ accomplishments and the focus we have placed upon achieving professional recognition and the highest standards for serving our constituency,” said Tony Lindauer, Property Valuation Administration.

The Jefferson County Property Valuation Administrator is an assessing entity of The Commonwealth of Kentucky whose purpose is to value residential, commercial, automotive and tangible property. Located in Louisville, the PVA, elected every four years, is Tony Lindauer.

Tony Lindauer, Jefferson County PVA Earns Certified Kentucky Assessor Designation

Lindauer a life-long learner

The Jefferson County Property Valuation Administrator, Tony Lindauer, has earned the title Certified Kentucky Assessor, a professional designation granted to property valuation administration employees after completing 120 hours of classroom property valuation instruction and successful passing of a test after each course.

The Certified Kentucky Assessor designation, CKA, is not required of PVAs nor of their staff members; it is a voluntary certification and education program designed to strengthen and deepen property valuation knowledge.

“I am very proud to follow the many deputies in my office who have already earned this designation,” said Tony Lindauer, Property Valuation Administrator. “And, I am pleased to continue to improve my property valuation education and experience to better serve our community; I am a lifelong learner.”

2010 Abandoned Urban Property

Abandoned Urban Property is any vacant structure or vacant/unimproved lot or parcel of land in a predominantly developed urban area which has been vacant or unimproved for at least one (1) year, AND:

a) is unfit for its intended use because it is dilapidated, unsanitary, unsafe, vermin-infested, or poses a danger to public health and safety; OR

b) by reason of neglect or lack of maintenance has become a place for the accumulation of trash and debris; OR

c) has become tax delinquent for a period of at least three years.

Property classified as Abandoned Urban Property is established as a separate classification of real property taxes, which is increased to three-fold increase in tax rate.
