Dr. Millionaire never heard of them</title><content type="html">&lt;p&gt;For someone who called out the GOP for its questionable ethics, the good doctor has no problems with &lt;a href="http://majorityap.com/skirting_ethics_rules_kagen_raises_funds_off_legislation"&gt;pay for play&lt;/a&gt;.&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;Despite an ethics ban on linking campaign contributions to “official acts,” including legislation, U.S. Representative Steve Kagen, D-WI, last week sent a fundraising appeal based on his sponsorship of a bill in the House of Representatives, research by the Majority Accountability Project (&lt;a href="http://www.majorityap.com/"&gt;www.majorityap.com&lt;/a&gt;). &lt;/p&gt;&lt;p&gt;Kagen’s campaign committee, “Kagen 4 Congress,” requested campaign donations in support of the “No Discrimination in Health Care Insurance Act,” a bill the freshman Democrat claims will “prevent the health care insurance industry from denying coverage to someone because of a pre-existing condition.”&lt;/p&gt;&lt;p&gt;Recipients of the fundraising request were alerted to the fact that Kagen would speak about his bill on the floor of the House of Representatives, in a speech to be televised by the non-profit cable network C-SPAN.&lt;/p&gt;&lt;p&gt;The fundraising appeal notes that “Kagen’s effort to pass the No Discrimination in Health Care Insurance Act is being supported by two of the nation’s largest unions - SEIU and AFSCME.” Both unions are major financial supporters of Kagen.&lt;/p&gt;&lt;p&gt;In fact, the two unions combined for more than $186,100 in campaign contributions and spending on Kagen’s behalf in the last two years.&lt;/p&gt;&lt;p&gt;AFSCME gave Kagen $7,500 last year and other $5,000 in 2006. The union, which represents government workers, also spent $30,478 in attack ads against Kagen’s 2006 opponent, Wisconsin state legislator John Gard.&lt;/p&gt;&lt;p&gt;SEIU, the Service Employees International Union, has been far more generous. In 2006, the union reported spending $100,572 in support of Kagen’s Congressional campaign, and another $3200 attacking Gard. SEUI donated $5,000 to Kagen that year, and another $10,000 in 2007.&lt;/p&gt;&lt;p&gt;Also in 2007, SEUI reported spending $24,353 for phone banking and printing on Kagen’s behalf.&lt;/p&gt;&lt;p&gt;The three January expenditures of $16,640, $6924, and $789 were identical to amounts the union spent on those same services during Kagen’s first campaign.&lt;/p&gt;&lt;p&gt;House ethics rules warn that the "solicitation for campaign or political contributions may not be linked with an official action taken or to be taken by a House Member.”&lt;/p&gt;&lt;p&gt;The rules further state “while the guidance set forth above is specifically addressed to the handling of casework matters, that guidance is applicable to all official actions taken by Members and staff, including with regard to legislation (emphasis added by House ethics committee).”&lt;/p&gt;&lt;/blockquote&gt;</content><link rel="alternate" type="text/html" href="http://feeds.feedburner.com/~r/jonhayden/~3/241286606/ethics-dr-millionaire-never-heard-of.html" title="Ethics? He has great charm and charisma. He is generally a likeable guy. I would vote for him any day of the week.&lt;/p&gt;&lt;p&gt;With that said, I cannot vote for him on Tuesday. &lt;/p&gt;&lt;p&gt;I just got back from his campaign rally and am very unimpressed. He discussed his fair tax plan, hammered on abortion, and talked about the economy in the scope of the loss of manufacturing jobs and jobs in general.&lt;/p&gt;&lt;p&gt;Mike Huckabee's problem is that he is still focusing on the wrong issues. The big elephant in the room is the Iraqi war and the war on Islamic fundamentalism. The slightly smaller elephant is the economy. Both points he takes a swing and a miss. This is why John Mc Cain will be the candidate of the Republican Party and this is also why Mitt Romney was the runner up. &lt;/p&gt;&lt;p&gt;It almost seems too simplistic really.  McCain's strength is the security and war; Romney's strength is the economy; and Huckabee's is values and right to life. Each of these issues are what made the Reagan Coalition strong. Each group seemed to have co-equal power within the party. Each had their place and each felt good about their positions.&lt;/p&gt;&lt;p&gt;Today, it seems, that that coalition is on its way of breaking up. On talk radio, you hear the pundits taking preference to one of the viewpoints of what a conservative is. On TV, the pundits are discussion the dissatisfaction of the pool of candidates that we are presented with. And finally, friends and family are passionately taking sides in the primary vowing "never to vote for X, Y, or Z candidate."&lt;/p&gt;&lt;p&gt;This is absurd. Yes, we can choose our preferences. Yes, we can campaign hard and be passitonate. But at the end of the day, we have to unite and make our party and our ideas stronger. We have to remember the old saying, "united we stand, divided we fall." Going into convention, we need a united party, with a united platform, with a united message.&lt;/p&gt;&lt;p&gt;While I admire Huckabee's drive and determination, I don't think it is time for more campaigning. You've made your point...just like Romney, Guilliani, F. Thompson, T. Way to fan a public relations fire.&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;To all iPhone customers:&lt;/p&gt;&lt;p&gt;I have received hundreds of emails from iPhone customers who are upset about Apple dropping the price of iPhone by $200 two months after it went on sale. After reading every one of these emails, I have some observations and&lt;br /&gt;conclusions.&lt;/p&gt;&lt;p&gt;First, I am sure that we are making the correct decision to lower the price of the 8GB iPhone from $599 to $399, and that now is the right time to do it. iPhone is a breakthrough product, and we have the chance to 'go for it' this holiday season. iPhone is so far ahead of the competition, and now it will be affordable by even more customers. It benefits both Apple and every iPhone user to get as many new customers as possible in the iPhone 'tent'. We strongly believe the $399 price will help us do just that this holiday season.&lt;/p&gt;&lt;p&gt;Second, being in technology for 30+ years I can attest to the fact that the technology road is bumpy. There is always change and improvement, and there is always someone who bought a product before a particular cutoff date and misses the new price or the new operating system or the new whatever. This is life in the technology lane. If you always wait for the next price cut or to buy the new improved model, you'll never buy any technology product because there is always something better and less expensive on the horizon. The good news is that if you buy products from companies that support them well, like Apple tries to do, you will receive years of useful and satisfying service from them even as newer models are introduced.&lt;/p&gt;&lt;p&gt;Third, even though we are making the right decision to lower the price of iPhone, and even though the technology road is bumpy, we need to do a better job taking care of our early iPhone customers as we aggressively go after new ones with a lower price. Our early customers trusted us, and we must live up to that trust with our actions in moments like these.&lt;/p&gt;&lt;p&gt;Therefore, we have decided to offer every iPhone customer who purchased an iPhone from either Apple or AT&amp;amp;T, and who is not receiving a rebate or any other consideration, a $100 store credit towards the purchase of any product at an Apple Retail Store or the Apple Online Store. Details are still being worked out and will be posted on Apple's website next week. Stay tuned.&lt;/p&gt;&lt;p&gt;We want to do the right thing for our valued iPhone customers. This morning I had my first of three courses for the semester, Intro to Humanies II. Let's just say if it wasn't for the instructor, I would have been the oldest person in the class. &lt;/p&gt;&lt;p&gt;This whole college thing is starting to get weird. I am taking nothing but general education classes this semester. These are classes filled with freshmen and sophomores that are told to take this classes right away. I did just the opposite and they should be a breeze by now due to the fact I know how to work the system. &lt;/p&gt;&lt;p&gt;This semester is strange in another way. I don't know too many people in my department anymore (Public and Environmental Affairs). Seems like everyone has graduated, or is on their way out (like myself). There are no more classses to be taken, no more insightful debate and commentary, and more importantly, no more facinating topics like political theory and public policy. &lt;/p&gt;&lt;p&gt;But while today has been strange, the parking situation is not. Last year I bitched about the parking and this year I will do the same. I was coming back from lunch to campus and not only was the Studio Lots parking lot full, so was the Phoenix Sports Center lot and most of the Lab Sciences parking lot. Let's just say I was pissed off about that. &lt;/p&gt;&lt;p&gt;If our campus is serious about expanding to 7,500 students, they are going to have to do something with the parking. There is no reason why I have to park on the other side of campus and then walk clear across it for class. Now, imagine it is dark and a female student would have to walk across campus at night. I used to believe that somewhere there was a competitive streak in all of us. But I don't think that is the case anymore, as there are two distinctive groups of people today--winners and runner-ups. &lt;/p&gt;&lt;p&gt;Consider this: I have recently taken a new job where we are paid out on comission and our pay checks directly reflect our effort. Now, being as competitive as I am, I use not just my numbers, but my co-workers as well to gauge how well I am doing. &lt;/p&gt;&lt;p&gt;It seems like not everyone is cool with that principle. &lt;/p&gt;&lt;p&gt;What I've seen is that there are some people that just are not competitive. They don't want to win. They just want to get by. They want to keep on in life on the status quo. Winning doesn't matter to them, just as long as they meet their goals. &lt;/p&gt;&lt;p&gt;Now, I relate this simple observation from the workplace into society at-large and I see similar results. Outside of professional sports, do Americans really want to win? Does America want to be the best anymore? Do we have the guts to be the best?&lt;/p&gt;&lt;p&gt;All you have to do is take a look at the cut-and-run movement with our War on Terrorism. Americans have no desire to win the war. They want to retreat despite the major catastrophe that would ensue if we were to leave.&lt;/p&gt;&lt;p&gt;We have the best healthcare system in the world right now. Is it perfect? Absolutely not. But for some reason, the goofy politicians think we need universal healthcare just like every other Western civilization. By implementing a universal healthcare system, we are conceding that we want to have the best. &lt;/p&gt;&lt;p&gt;And take a look at the value of the American dollar. It used to be the best currency out there. The American dollar was a sound investment...well, not anymore. &lt;/p&gt;&lt;p&gt;Are we doomed? I sort of agree with him. Training at 10 p.m.?&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;Green Bay Mayor Jim Schmitt is asking the City Council to expel Alderman Guy Zima if he refuses to participate in harassment training. &lt;/p&gt;&lt;p&gt;"Putting aside his unruly behavior, Guy Zima is putting the city at risk for lawsuits by not attending this harassment policy training," Schmitt said in a news release Tuesday night. &lt;/p&gt;&lt;p&gt;Zima walked out of an Aug. 7 training, which was added to the end of the council agenda at the last minute. &lt;/p&gt;&lt;p&gt;"He wants to make something out of nothing," Zima said late Tuesday . &lt;/p&gt;&lt;p&gt;Zima said Schmitt wanted to conduct the session a little after 10 p.m. without notifying the council ahead of time. Zima said that was unacceptable. &lt;/p&gt;&lt;p&gt;The council unanimously voted on May 1 for a revised harassment and discrimination policy that included all city employees, according to a news release from Schmitt's office. The training acts as a defense to harassment and discrimination litigation. &lt;/p&gt;&lt;p&gt;CVMIC, the city's insurer, which handles such claims, encouraged the training and presented it to the council Aug. 7. The company has presented the training to more than 250 city employees and expects to train all employees by the end of the year. &lt;/p&gt;&lt;p&gt;Schmitt could not be reached for comment Tuesday night, but in the release, Schmitt said, "There's a legitimate liability issue here, and Guy Zima is putting us at risk." &lt;/p&gt;&lt;p&gt;Over the years, Zima's behavior has led employees to file complaints with the city, Schmitt said. &lt;/p&gt;&lt;p&gt;The City Council is entitled to fine or expel a member permanently for neglect under a state statute. &lt;/p&gt;&lt;p&gt;"I think he will come to his senses, apologize for his behavior, and receive the training," Schmitt said. "But if he doesn't, the council needs to stand up to him, protect the taxpayer and take appropriate action. AT&amp;T and other telephone companies, have  launched a &lt;a href="http://www.wewantchoicewi.com/newsroom/movies/Remote.html"&gt;new series&lt;/a&gt; of ads about cable competition in Wisconsin. Since I've been working on a &lt;a href="http://www.jonhayden.com/portfolio/lightspeed.html"&gt;policy project&lt;/a&gt; about this, I have a couple of thoughts on the ads. &lt;/p&gt;&lt;p&gt;This legislation (&lt;a href="http://nxt.legis.state.wi.us/nxt/gateway.dll/Session%20Related/billhist/5/212?f=templates$fn=document-frame.htm$3.0$q=$uq=$x=$up=1$nc=1022#LPHit1"&gt;AB207/SB107&lt;/a&gt;) was introduced in February. It passed the state Assembly in May. But the State Senate refered it to the Joint Finance Committee after its telecom committee approved it. &lt;/p&gt;&lt;p&gt;Even with Democratic Party Chair Joe Wienke lobbying on behalf of AT&amp;T, the Democrats are still stalling it. For what? Useless PEG programming? &lt;/p&gt;&lt;p&gt;Every month or so I see an AT&amp;amp;T crew put up a new U-Verse node in Green Bay. (They look like &lt;a href="http://www.dslreports.com/forum/remark,16493815"&gt;this&lt;/a&gt;.) They finished one down the road from me in May. They are finishing one near the UWGB campus on Scottswood Drive. No, it's not just the title of George Harrison's first solo album, but rather an attempt in an explanation of where I've been and where I am going.&lt;/p&gt;&lt;p&gt;I transfered all of the blog postings from Fighting Phoenix.com to my personal Web site here. I let the domain expire because the whole Fighting Phoenix concept was abandoned after the 2006 election. Essentially, it became my personal blog. On again, and off again, that was the blog's story for much of 2007. I didn't have much passion to stay up to date on the news and politcal happenings in and around Wisconsin. &lt;/p&gt;&lt;p&gt;When I got notice that my domain would expire July 27, I decided to call it quits on the Fighting Phoenix blog with its own domain. Since I had already wrote nearly 200 posts since the start of blog, and approximately 20 or so on my personal one, it was an easy choice to keep it on the Internet through my personal site, &lt;a href="http://www.jonhayden.com/"&gt;jonhayden.com&lt;/a&gt;. Yes, the blog is now called the Fighting Phoenix Web Log. My fighting spirit is still present and I am forever tied to UWGB, so it all makes sense...well, at least to me. &lt;/p&gt;&lt;p&gt;This blog will probably less political, more philisophical, and definitely more ramblings about living in Green Bay. I can picture my rants on the Milwaukee Brewers right now. &lt;/p&gt;&lt;p&gt;And now, more about what's going on with me.&lt;/p&gt;&lt;p&gt;Since the end of the semester I have been quite busy with life. I moved, I got a new job (which rocks), had a computer die and rebuilt, and life is just now starting to settle down a bit. I mean, seriously, take a look around at what is in the news...&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;&lt;a href="http://www.greenbaypressgazette.com/apps/pbcs.dll/article?AID=/20070727/GPG0101/70727069/1978&amp;located=RSS"&gt;538 pot plants found in home&lt;/a&gt;&lt;br /&gt;A 51-year-old Rosendale area man faces drug charges after investigators found 538 marijuana plants in his mobile home Tuesday. &lt;/p&gt;&lt;p&gt;David W. Gutknecht appeared before Fond du Lac County Circuit Court Judge Dale English for an initial court appearance Thursday morning. English ordered a $500 cash bail and told Gutknecht not to possess any controlled substances without a prescription.&lt;/p&gt;&lt;p&gt;Gutknecht is charged with manufacturing/delivery of marijuana and maintaining a drug place.&lt;/p&gt;&lt;p&gt;Investigators from the Lake Winnebago Metro- politan Area Unit went to&lt;/p&gt;&lt;p&gt;Gutknecht's mobile home, at W11243 Ros-Eld Road near Rosendale, according to the criminal complaint.&lt;/p&gt;&lt;p&gt;Gutknecht allowed the investigators into his home and told them he'd been growing marijuana plants for a year. He said those plants yielded one-half pound of marijuana.&lt;/p&gt;&lt;p&gt;He admitted to smoking the controlled substance daily, the complaint said.&lt;/p&gt;&lt;p&gt;Inside the mobile home, investigators found 538 marijuana plants, 43 grams of marijuana stems and 88 grams of processed marijuana. Here's a hall pass</title><content type="html">&lt;p&gt;&lt;a href="http://www.kenoshanews.com/article_comments/view_comments.php?articleNum=1250244"&gt;I don't know what to say&lt;/a&gt;.&lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;SOMERS — A Kenosha teenager was reportedly so impaired after a car crash that she gave a sheriff’s deputy her e-mail address when asked her name and a hall pass when asked for her driver’s license, a report says.&lt;/p&gt;&lt;p&gt;Adilene Guajardo, 19, got a drunken-driving ticket after she crashed her car into a telephone pole early Saturday in the 7000 block of 12th Street (Highway E), a Kenosha County Sheriff’s Department report says.&lt;/p&gt;&lt;p&gt;When the deputy asked for Guajardo’s driver’s license, the report says she offered him a blue card, which read “Red Alert Hallway Pass.” &lt;/p&gt;&lt;p&gt;She said she recently graduated from high school.&lt;/p&gt;&lt;p&gt;Guajardo also was confused when the officer asked for her name, twice spelling out her e-mail address before giving her name.&lt;/p&gt;&lt;p&gt;At the hospital, the deputy reported that Guajardo asked if he was going to "ground her” and not let her go to Country Thunder. Sometimes they can be spot on, other times they miss the point big time. Today is one of those days they just don't get it.&lt;/p&gt;&lt;p&gt;In today's paper, they go after Green Bay Alderman and City Council President &lt;a href="http://www.greenbaypressgazette.com/apps/pbcs.dll/article?AID=/20070616/GPG06/706160508/1269"&gt;Chad Fradette&lt;/a&gt;. &lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;Green Bay City Council President Chad Fradette is close to the edge of abuse of power. &lt;/p&gt;&lt;p&gt;He needs to step back. &lt;/p&gt;&lt;p&gt;Wednesday, the Green Bay Protection and Welfare Committee delayed action on renewal of liquor licenses for more than 500 bars, liquor stores and other businesses while it considers an ordinance that would require any business with a license or permit to promise to adhere to federal immigration laws. &lt;/p&gt;&lt;p&gt;It's unfortunate that city government is distracted from its real duties, chasing after an issue over which it has no authority and can only heap embarrassment upon the community. &lt;/p&gt;&lt;p&gt;It's outrageous that Fradette appears to be using this as an excuse to go after a business owner who dared to oppose his initiative. &lt;/p&gt;&lt;p&gt;Fradette said Wednesday he wants to scrutinize the license of Carnita Guanjuato, 1908 University Ave., because owner Maria Sandoval dared to criticize the council president's immigration proposal. &lt;/p&gt;&lt;p&gt;In an interview with the Press-Gazette in April, Sandoval said that, although she was a legal immigrant herself and hired no undocumented workers at her business, she would relinquish her license before agreeing to make such a promise. &lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;So, in other words, she won't make a promise to not hire illegal workers and follow federal law and verify workers are legal to work in the United States. She is unwilling to follow a law. In my book, that is called criminal. &lt;/p&gt;&lt;blockquote&gt;Fradette claims Sandoval's exercise of her First Amendment right to criticize her government made him suspicious that she might not be here legally, or that she is hiring people who don't have proper immigration papers. &lt;/blockquote&gt;&lt;p&gt;Exactly. If she is here legally, and conducts hiring in a legal manner, she has nothing to worry about. Law abiding citizens don't have to worry about things like that. &lt;/p&gt;&lt;blockquote&gt;That kind of remark by a government leader has a chilling effect on free speech. The next time a resident complains about garbage pickup policy or traffic delays or the city budget, will Fradette or another official use the power of their position to investigate and harrass? &lt;/blockquote&gt;&lt;p&gt;No, garbage collection is a service offered to Green Bay residents, much like good roads. The city doesn't have to provide either. Verification of legal residence is a law in with people must abide by. &lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;And his suggestion raises a host of other thorny issues: How exactly will this ordinance be enforced? Will all 500 or so licensees be investigated proactively, or will authorities only enforce the ordinance in reaction to tips or the whims of city officials, or as payback for challenging elected leaders? Who will do the investigating? The door suddenly seems open to old-fashioned cronyism and influence peddling. &lt;/p&gt;&lt;p&gt;We don't believe Green Bay wants to be associated with vendettas and witch hunts. &lt;/p&gt;&lt;p&gt;Fradette is leading city government down a path it ought not tread.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;All 500 licenses should be given a proper review, not just a fast track. When you're talking alcohol, public safety its at the utmost concern. Why do you think Hip Cats was on an abatement plan? Why was there so much concern over Nick Barnett's Five Six? It is because the members of the City Council were doing their job, looking at all angles of the business.&lt;/p&gt;&lt;p&gt;And let's not forget that illegal imigration is a public safety concern. First, they broke a law entering the country. They either work for cash and not pay taxes, which is illegal after a certain amount, or they steal identities to work, which is also illegal.&lt;/p&gt;&lt;p&gt;And let's not forget about the violent criminals that cross our borders, or worse, committ crimes to innocent Americans with in this country. Our prisions are filled with them. &lt;/p&gt;&lt;p&gt;Chad Fradette shouldn't be criticized for looking out for legal, law-abiding residents of the City of Green Bay. Chrysler just purchased American Motors Company. The city of Kenosha didn't know what was next. Was the big Detroit automaker going to continue operations in Kenosha, or were they going to be moved to the Motor City. Thousands of workers had no idea if they were going to be making cars, or looking for new work.&lt;/p&gt;&lt;p&gt;Fast forward two decades later. Same picture. This time Chrysler was being sold. Some of the same people from 1987 had to ask the same question, what's next? &lt;/p&gt;&lt;p&gt;Unlike the years after the AMC buyout, the new owners, the state, and electric utilities are now investing in Kenosha. How the times have changed. &lt;/p&gt;&lt;p&gt;Chrysler made the decision to move everything except the production of hte 4.0L "straight six" engine from Kenosha. The city didn't know what was next. It had been building cars for more than 50 years. &lt;/p&gt;&lt;p&gt;I remember the last smoke stack from the lakefront assembly plant come crumbling down in 1988. I remember the toxic land that sat for more than a decade untouched. Downtown Kenosha for 15 years was dead. The city had no ideas of what to do with the former lakefront site. &lt;/p&gt;&lt;p&gt;Now, in 2007, the next chapter of Kenosha's automotive history isn't the shutting down of the Chrysler Kenosha Engine Plant as many workers feared. Instead of looking for new jobs, like so many did in in 1987, now they will he looking for new opportunities in the &lt;a href="http://www.jsonline.com/watch/?watch=1&amp;date=6/13/2007&amp;amp;id=24962"&gt;expanded and rennovated Kenosha Engine Plant&lt;/a&gt;. &lt;/p&gt;&lt;blockquote&gt;&lt;p&gt;Chrysler Group (DCX) announced today it will spend $450 million to retool its Kenosha engine plant, with the aid of an additional $16.8 million in incentives from the state, city, county and private entities.&lt;/p&gt;&lt;p&gt;The retooled facility is expected to begin operations in January 2011, and could produce 400,000 engines at full capacity.&lt;/p&gt;&lt;p&gt;The investment means that Kenosha's 820-employee work force will be part of the "powertrain offensive" that the Auburn Hills, Mich., automaker says is a key component of its restructuring plan.&lt;/p&gt;&lt;p&gt;"This retooling investment will allow us to build an entirely new, globally competitive family of V-6 engines," said Richard Chow-Wah, Chrysler Group vice president of powertrain manufacturing.&lt;/p&gt;&lt;p&gt;The joint incentive package includes a $7 million loan from the state Department of Commerce, $3 million in training assistance grants, a $2 million loan from the City of Kenosha, $1 million from Kenosha County, and $3.8 million in assistance from American Transmission Co. and We Energies to upgrade electrical service to the plant.&lt;/p&gt;&lt;p&gt;"I am pleased the state could be a good partner with Chrysler as they retool their Kenosha plant to meet the needs of a growing economy," Gov. Jim Doyle said.&lt;/p&gt;&lt;/blockquote&gt;&lt;p&gt;I have to give Gov. Jim Doyle credit for this Granted, I think the UAW had some influence in getting him to pony up for the millions of dollars, in return for the hit pieces paid fro by the union, and the swarms of campaign volunteers last November. &lt;/p&gt;&lt;p&gt;But this is good for Kenosha, no matter which way you slice it. The city won't have to redevelop a toxic factory site like 20 years ago. They won't have to TIF the entire area to pay for it.
