Coal India Ltd., the largest coal miner on the planet, has opted to use GPS technology to track shipments while in transit.

CIL, a state-run mining operation, produces around 80% of the Indian sub-continent’s coal, The Wall Street Journal report. Mumbai-based equity research form KRIS estimates that at least 25% of that is stolen or hijacked in transit.

Mining activities tend to be centered in remote, tribal areas – fertile ground for illicit activities and Maoist insurgency activities. The illegal activities include extraction of fuel and coal and explosives theft. Corruption on the state level is assumed to exist as well. Law enforcement officials have had little success in combating criminal activities of this sort.

“No one can tell how much coal is diverted, but yes, corruption happens,” admitted Coal Minister Sriprakash Jaiswal. “In CIL, it happens at an individual level. It is not that the full company is corrupt. The biggest thing in fighting corruption is the cooperation from state governments. Until the state government and police cooperate, how can we fight corruption?”
