（ＣＮＮ）　フィリピンで１４日、東日本大震災の福島第一原子力発電所への影響により放射能被害が同国に及ぶと警告する偽メールが出回り、当局が平静を呼び掛ける声明を出した。

メールは英ＢＢＣテレビのニュース速報に似た形式で、日本政府が福島原発で放射能漏れを確認したと報じ、「アジア各国は必要な警戒措置を取るべきだ」と警告。放射能は同日午後までに同国に達する可能性があるとして、住民らに屋内へ退避し、甲状腺のある首の部分にヨード系の市販消毒剤「ベタジン」を塗るよう指示した。さらに、放射性物質が雨に含まれている恐れもあるとして、「たとえ小雨でも傘やレインコートが必要」と呼び掛けた。

メールを受け取った人数は不明だが、内容を信じて薬局へ走った住民も多かった。インドネシアでも、同国在住のフィリピン人の携帯機器などにメールが流れた。

フィリピン科学技術省は声明で、警告に根拠はなく、同省や災害対策当局からのメッセージではないと強調。メールの転送をやめるようにと訴えた。

フィリピン、インドネシア両国では、これまでにもＢＢＣやＣＮＮを装った偽の災害予告メッセージなどが出回る騒ぎが起きている。

飯田市、くらしガイドブックを更新 2月1日(火)

　飯田市は、市内在住の外国人に母国語で生活情報を知らせる冊子「くらしのガイドブック」を更新する。
　これまでのポルトガル語、中国語、英語の３カ国語に加え、タガログ語やスペイン語、韓国語版も作製。市は３１日、この冊子の製作費７００万円を含む総額６億７１００万円余を追加する本年度一般会計補正予算案を１０日の市議会臨時会に提出すると発表した。

安暎姫さん＝（聯合ニュース）【ソウル２５日聯合ニュース】２００８～２００９シーズンにフィギュアスケートの世界選手権を制覇し、浅田真央のライバルとして日本のマスコミからも注目を浴びた金妍児（キム・ヨナ）。このシーズンに彼女の日本語通訳を担当したのが安暎姫さんだ。安さんは「韓流四天王」として絶大な人気を誇るぺ・ヨンジュン、イ・ビョンホン、ウォン・ビン、チャン・ドンゴンの４人の通訳のほか、李明博（イ・ミョンバク）大統領の演説通訳も務めた。

　多くの通訳体験の中でも、注目度が高かったのは金妍児だ。安さんが「わたし自身もファン」というアスリートの素顔はどうだったのか。

　氷上に立っている時のクールな印象とは異なり、気さくでざっくばらんな話しぶりだという。「まるで少年と話し合っているような感じ」。浅田真央と「性格が似ている」ため、ライバルとはいえ、実は親しい仲のようだと明かした。また、金妍児は日本人関係者にあいさつするために、「今は『こんばんわ』でいいですか」「『よろしくお願いします』、発音合ってます？」と尋ねてきたり、スタッフへの気配りもあるという。３月下旬に世界選手権を控えている金妍児には、「（バンクーバー五輪の時のような）喜びの涙をまた見たいです」とエールを送った。

　◇流ちょうな日本語、コラム執筆も

　安さんは韓国生まれで、小学校４年から高校１年まで父親の仕事のため大阪に在住した。帰国後に韓国の名門、梨花女子大学に入学。当時は通訳は聞き慣れない言葉だったが、恩師の「国と国をつなぐ重要な仕事」という話に魅了され、日本語通訳の修士課程を修了した。その後、新聞記事を日本語にする翻訳からスタートし、通訳、放送コーディネーター、リポーター、コラムニストなど多岐に渡る分野で活躍してきた。現在は日本語教師として教壇にも立っている。

　通訳・翻訳は「言葉の芸術」ともいう。単なる言葉の置き換えでなく、その意味や文化的背景など、異言語間の仲介を果たすからだ。韓国では日本と同様、通訳に関する国家資格は「観光通訳案内士」の１種類。実力だけがものを言う世界で、厳しい競争を勝ち抜いていかねばならない。

　金妍児らの日本語通訳を務めた安さん。業界では「日本人のような韓国人、韓国人のような日本人」（ＴＢＳソウル支局のスタッフ）として知られる。

　　作家・村上龍さんとの出会いが人生のターニングポイントになった。韓国識者との対談のコーディネーターで出会ったのがきっかけとなり、村上さんが編集長を務めるメールマガジン「ＪＭＭ」に発行号から「ソウルリポート」を投稿している。他人の言葉を伝えるのではなく、自分の言葉で韓国の出来事を発信することに魅力を感じたという。これがきっかけとなり、朝日新聞や日経ＢＰなど、コラムニストとしての仕事の輪が一気に広がった。

　スポーツ選手や芸能人の通訳のほか、ＮＨＫやフジテレビ、ＴＢＳのリポーターとしても活躍した。

　通訳の仕事で気付いた韓国と日本の違いと聞くと、「仕事のスピード」を挙げた。日本は韓国より仕事の準備に十分な時間を投じ、慎重に物事を進めるという。だが、最近は日本にも慎重さが徐々になくなり、焦りさえ感じられるそうだ。「（日本社会に）余裕がなくなったせいでしょうか」と安さんは言う。

　ソウルの南大門（崇礼門）が全焼した際に朝日新聞にコラムを掲載した際、日本人読者から１通の手紙が届いた。自分を年金生活者だと紹介した手紙には「韓国に行ったことはないが、文化財が消失したのは心が痛む。募金に使ってほしい」と１０００円が同封されていた。自分の文章で韓国を知ってもらい、心を伝えることができ「とてもうれしかった」と話す。

　これからは自分の言葉で韓国のことを発信する仕事を増やしていく考えだ。そして、韓国と日本の両国に限らず、世界を視野に入れた「コスモポリタン」として、さらに活動の場を広げていきたいと意欲を示した。（聞き手＝金泰均）

　フィリピンで少女を買春し、児童ポルノ画像を撮影したとして、警視庁は２４日、東京都調布市多摩川５、会社員高上裕孝容疑者（６４）を児童買春・児童ポルノ禁止法違反（買春、製造）の疑いで逮捕したと発表した。

　逮捕は２３日。発表によると、高上容疑者は２００５年１１月、フィリピンのホテルで、現地の少女（当時１５歳）に６０００円を払ってわいせつな行為をし、デジタルカメラで撮影した疑い。同法には海外での行為も罰する国外犯規定がある。

　日本人の男とフィリピン人の女による偽装結婚事件の審理が熊本地裁で進んでいる。ブローカーとされる河合厚志被告（４５）は日本の高賃金にひかれるフィリピン人の心理を利用し、十数組の偽装結婚をあっせん。女が風俗店で働くなどして得た給与の約７割を搾取していたことなどが明らかになってきた。【遠山和宏】

　事件では、県警組織犯罪対策課と熊本東署が昨年１０～１２月、偽装結婚したとして日本人男とフィリピン人女３組や仲介した男ら計１１人を電磁的公正証書原本不実記録などの疑いで逮捕した。

　人身売買禁止ネットワークや県警などによると、フィリピンの平均的給与は２万円程度。日本で働く金銭的な動機付けは大きいが、近年は入国審査が厳格化され滞在資格を得るのが難しい。偽装結婚をすれば「日本人配偶者」として在留資格が得られる。

　風俗店などで働けば月給は３０万円。７割程度搾取されても１０万円弱が残り、フィリピンの５倍の収入になる。日本人の男はブローカーからもらう月５万円（２年間程度）や事前報酬など１５０万～２００万円が偽装結婚の「メリット」になる。

　河合被告はフィリピン国籍の女、イトウ・アナリー・ベレン被告（３７）から「日本の在留資格をほしがっているフィリピン女性が多くいる」と聞いたことがきっかけで偽装結婚のあっせんを始めたという。河合被告は日本人の男に話を持ちかけ、相手となるフィリピン人の女はイトウ被告に探させていた。立件された３組だけで計約１２００万円を稼いでいたという。

　偽装結婚したとして逮捕・起訴されたフィリピン人の女（２７）の裁判が昨年１２月あった。女は下着姿で接客する愛知県の飲食店で働いていた。被告人質問で女は「午後７時から午前２時か３時ごろまで働き、休みは月２日。月給は７万～８万５０００円だった」と語った。「３歳の娘のために稼ぎたかった」と涙を流し「旅券は河合被告らに取り上げられていた。逃げられないようにするためだったと思う」と話した。

　相手の男（３３）は熊本市在住。前妻と離婚し仕事が安定せず養育費も払えない状態だった。そんな時偽装結婚を持ちかけられた。男は法廷で「お金が欲しかった」と述べた。

　人身売買禁止ネットワーク共同代表の吉田容子弁護士は「女性は自分たちの意志で来ていると言われるが、ブローカーは仕事内容を詳しく伝えないなど、だましに近いやり方をしている。稼ぎたいという彼女たちの気持ちを利用した労働搾取だ」と指摘している。

　医療通訳士協議会（事務局・大阪府吹田市）の会長を務める中村安秀・大阪大大学院教授や事務局長の竹迫和美さんによると、アメリカでは病院の規模にかかわらず医療通訳の配置が義務づけられており、患者は無料で利用できるという。

　しかもスペイン語、アラビア語、中国語、フランス語、日本語、タガログ語、スワヒリ語など、希少言語も含め多くの言語に対応しているといい、手話も含まれる。「『コミュニケーション』という視点で考えれば、聴覚障害者も、英語を理解できない人も同じ困難を抱えている」（中村教授）からだ。

　そこに目を向けた今回の「枚方市の医療通訳を実現させる会」の試みを、中村教授は「画期的」と評価。「日本で医療通訳の歴史は浅く、一方で手話通訳には長い歴史と実績がある。枚方が外国語にも手話にも対応できる新しい医療通訳システムを築き、成功例になれば日本全国で応用できるだろう」と話している。

GoogleのiPhone用翻訳アプリは、しゃべった言葉を翻訳して読み上げることができる。

米Googleは2月8日、iPhone向けの翻訳アプリ「Google Translate for iPhone」をリリースした。ユーザーがしゃべった言葉も翻訳することができる。

このアプリは、Googleが以前からiPhone向けに提供していたWebアプリ「Google Translate HTML5」の機能を備え、さらにユーザーが話した言葉を認識して翻訳する機能も備える。翻訳した言葉を読み上げることも可能だ。音声認識は15言語、翻訳は50言語以上、読み上げは23言語に対応する。
Google Translate for iPhoneはApp Storeから無料でダウンロードできる。iOS 3.0以降で動作する。

地震などの災害時に、日本語が不慣れな外国人にも避難指示などの情報が正確に伝わるよう、看板や防災マニュアルなどを平易な日本語で表記する自治体が増えている。「やさしい日本語」と呼ばれ、普段の情報提供にも活用され始めているが、普及を促す専門家は「漢字を平仮名に置き換えるだけでなく、意味が伝わるように工夫する必要がある」と話している。

１月15日、神奈川県横須賀市で開かれたやさしい日本語の講習会。市主催の防災訓練の一環で、ボランティアら約20人が会議室に集まり、災害時によく使う言葉を簡単な日本語に言い換える練習問題を解いた。

市内に米軍基地があり「大勢の外国人が避難所に駆け込んでくる可能性がある」と市国際交流課。講習会は一昨年から毎年行っており、「英語が話せなくても外国人を支援でき、救助作業を手伝ってもらうこともできる」と効果を強調する。

青森県弘前市は避難所の位置を示す看板に「にげるところ」などとやさしい日本語を併記。市企画課は「お年寄りや子どもにも分かりやすいと好評」と話す。

やさしい日本語は、阪神大震災で被災した外国人の多くが十分な情報を入手できず、水や毛布などの支援を受けにくかったとの教訓から、弘前大や国立国語研究所（東京都立川市）などの研究者らが提唱。小学校２～３年生程度で習う語彙の範囲で意思疎通できるようにするのが狙いだ。

愛知県安城市は一昨年11月、被災時に必要な情報をやさしい日本語でまとめた冊子「命の手帳」を作成。音声で安否確認ができる災害電話伝言サービスのかけ方や避難に必要な物のリストなどをパスポートサイズにまとめ、市役所の窓口などで配布している。

千葉市国際交流協会では昨年２月から毎月１回、市政便りから在住外国人の生活に必要な情報を抜粋し、やさしい日本語で“翻訳”した生活情報誌を発行。担当者は「市内には100カ国以上の外国人が住んでおり、英語や中国語だけの案内では不十分。簡単な日本語ならより多くの人に情報を届けられる」と話す。

やさしい日本語を研究している弘前大の佐藤和之教授（社会言語学）は「被災時に活用するためには普段から使い慣れておくことが重要」と各地の取り組みを評価。一方で、「救急車」を「きゅうきゅうしゃ」と平仮名に書き換えただけなど、外国人が理解しにくいケースも目立つといい、「本当に伝わるかどうかを確かめながら普及させていくことが重要だ」と話している。

主犯格を逮捕　フィリピン偽装結婚事件で清水署など

　日本、フィリピン両国を股に掛けた暴力団組員らによる偽装結婚あっせん事件を捜査している清水署と県警国際捜査課、愛知県警の合同捜査本部は９日、電磁的公正証書原本不実記録・同供用容疑で指名手配していた住所不定、無職の男（４９）を逮捕した。合同捜査本部は容疑者の男が組織の主犯格でフィリピン国内で両国のブローカーを橋渡しする役割だったとみて今後、調べを進める。
逮捕容疑はブローカーの男らと共謀し２００９年４～１０月、フィリピン人の女３人に夫役として日本人の男３人をあっせんし、それぞれ結婚する意思がないにもかかわらず、静岡市清水区役所や愛知県岡崎市役所、同県蒲郡市役所に婚姻届を提出、受理させた疑い。捜査本部によると、容疑者の男は容疑の一部を否認しているという。
容疑者の男は逃亡先のフィリピン国内で１月下旬、不法滞在容疑で拘束され、９日、日本に強制送還された。
捜査本部によると、容疑者の男はフィリピン国内のブローカーを介して、日本の在留資格の取得を希望するフィリピン人の女から依頼を受けると、日本国内のブローカーに連絡。ブローカーが夫役の男を探してあっせんしていたとみられる。
ブローカーが、自身の経営する飲食店のフィリピン人ホステスに在留資格を取得させるため、夫役をあっせんするケースもあったという。
夫役の男にはフィリピン人の女から報酬として５０万円程度が渡されていたという。捜査本部は容疑者の男やブローカーにも多額の報酬が渡っていたとみている。
合同捜査本部はこれまでにブローカーの指定暴力団山口組系組員やフィリピン人の女、夫役の男ら計１４人を同容疑などで逮捕し、このうち１１人が同罪などで起訴された。

フィリピン人女性を日本に滞在させるため虚偽の婚姻手続きをしたとして、香川県警組織犯罪対策課などは９日、電磁的公正証書原本不実記録などの疑いで、香川県高松市林町、歯科医師高松康裕（５６）と同市川部町、会社役員亀田耕一郎（５７）、同市東山崎町、スナック経営イボルデナギット・ロダリナ（４５）＝フィリピン国籍＝の３容疑者ら男女１１人を逮捕した。

ほかに逮捕されたのは、高松市内などの日本人の男４人とフィリピン国籍の女４人。４組はそれぞれ偽装結婚した疑いが持たれている。

高松、ロダリナ両容疑者の逮捕容疑は共謀の上、フィリピン国籍の女（２７）を日本に滞在させるため高松市内の無職の男（４１）との偽装結婚を計画。フィリピンで婚姻証明書を取得し、２００８年９月３日、高松市役所にこの証明書と虚偽の婚姻届を提出、男の戸籍原本に虚偽の記載をさせるなどした疑い。亀田容疑者も０９年５月８日、同市内の郵便事業会社員の男（５０）と同国籍の女（２９）を偽装結婚させた疑い。残り２組もロダリナ容疑者らが偽装を計画したとみられる。

県警によると、高松、亀田、ロダリナの３容疑者は容疑を認めている。入国したフィリピン国籍の女４人は高松市内のロダリナ容疑者の店で勤務。高松、亀田両容疑者は入国させた女とそれぞれ交際し、入籍した男４人は毎月約５万円の報酬を得ていたらしい。

容疑は、ロダリナ容疑者らが共謀、フィリピン人の女が国内に長期滞在するための在留資格を取得するため偽装結婚を計画、０８年８月１１日～０９年５月８日、高松市などに４組の虚偽の婚姻届などを出し、不実の記録をさせたなどとしている。女４人は、ロダリナ容疑者のスナックに勤めていた。
同課などは、フィリピン人の女４人の中に高松容疑者と亀田容疑者の交際相手がそれぞれいたとみている。フィリピン人の女らはスナックで働いて得た賃金を母国に送金するなどし、また月５万円程度の報酬をそれぞれの結婚相手の男に渡していた。

県警は、偽装結婚はフィリピン人女性が接客するスナックを経営していたイボルデナギット・ロダリナ（４５）、知人で客だった歯科医の高松康裕（５６）、会社役員の亀田耕一郎（５７）の３容疑者が計画、それぞれ手引きしたとみている。
３人は、高賃金にひかれ、国内に長くとどまって仕事をしたいフィリピン人の女に、日本人の男を手配。まず、フィリピンで偽装結婚して証明書類を取った上で来日させ、高松市役所などに虚偽の婚姻届を出していたらしい。渡航費用などは３人のいずれかが負担していた。

（ＣＮＮ）　ＳＦシリーズ「スタートレック」に出てくるような通訳機が、ついに現実の世界にも登場か――。インターネット検索大手グーグルの翻訳アプリケーションに、入力された音声をほぼ同時に別の言語の音声に変換する機能が加わった。ただ、多言語を完璧に通訳できるシステムの完成までにはまだ時間がかかるというのが、専門家らの見解だ。

グーグルが先月発表したこの機能は「グーグル・カンバセーション」と呼ばれ、当面は英語とスペイン語の間の通訳に限定される。携帯アプリ「グーグル・トランスレート」ではすでに文字ベースで数十カ国語の翻訳が可能。同社はこのほかにも、端末のカメラで撮影した画像を認識、検索できる「グーグル・ゴーグル」を導入し、詩の翻訳にも挑戦する構えを示すなど、野心的な取り組みで注目を集めている。

機械翻訳の歴史は１９５４年までさかのぼる。米ＩＢＭは同年、初の商用計算機「ＩＢＭ７０１」がロシア語から英語への翻訳に成功したと発表した。数カ国語を自由自在に扱う翻訳機の誕生は間近かと思われたが、文法ルールに基づいたプログラム作りは難航し、その後長年にわたり停滞が続いた。コンピューター言語の専門家でグーグルとも近い関係にある英オックスフォード大学のフィル・ブランソム氏によると、研究が大きく飛躍したのは９０年前後。米国の研究チームが、文法に基づいた翻訳から、それぞれの言語の統計データに基づく翻訳へと発想を転換したことがきっかけになった。

同氏によれば、グーグル内部では現在、統計的翻訳に文法ルールを組み込んだ新たなシステムの検証が進められているが、動作に時間がかかるなどの問題が解決されず、実用化のめどは立たない。これに対してグーグル・カンバセーションは、既存の翻訳システムに音声認識や携帯アプリの技術を組み合わせた機能だ。同氏によると「どの段階にもそれぞれエラーが生じる。あまり質の良くない翻訳の両側に音声変換の段階をつなげば、質はさらに低下する」との問題がある。

ブランソム氏によれば、現在の研究の焦点は、文字ベースの翻訳のスピードと質を改善し、主要言語以外についても同じレベルを達成すること。「道のりは依然として長い」と、同氏は語る。専門家らは実用的な通訳機を完成させるための主な課題として、話し言葉の速さ、固有名詞などの非頻出語や方言、雑音などの扱いを挙げている。

NORRISTOWN, Pa. With a flick of his wrist, the interpreter at the front of the courtroom mimed the bang of a judge's gavel, his other hand pointing to the ceiling.
The crude gestures were meant to convey that the case against Juan Jose Gonzalez Luna would be heard in a higher-level court.
Gonzalez's face, however, remained vacant.

Did the 42-year-old - who is deaf, mute and illiterate, including no known knowledge of sign language - understand what had just happened?
As Gonzales has next to no language skills, his case has baffled Montgomery County courts since his arrest on drug trafficking charges late last year. While courts have come a long way in providing access to interpreters in a host of exotic languages, no one is sure how to translate for a man who knows no language at all.
"It's taken a really hard time to communicate even the most basic things," said Ed Rideout, his public defender. "To try to describe legal procedure to someone like that is virtually impossible."
Accommodating those with limited access to language is a rare problem in U.S. courts, but one that judges have met with limited success.
Many have avoided the problem, declaring such defendants incompetent to stand trial. Others have relied on a complex and imperfect method of interpretation, one still viewed with skepticism by many in the legal profession.
And while most courts say they do their best, a good effort is not good enough, said Michele LaVigne, a lawyer and scholar at the University of Wisconsin Law School.
It is not, after all, that defendants like Gonzalez are incompetent to stand trial, but that the U.S. court system largely remains ill-suited for trying them.
"The law is a language-based system," she said. "Drop someone in who can't access that immediately, and we still don't know what to do with them."
It may seem hard to believe that in an age of federally supported special education, people emerge into adulthood lacking a fundamental grasp of any language.
But 30 percent of deaf children leave secondary school functionally illiterate. Up to 15 percent of them can be categorized as having minimal to no language competency, according to the Wisconsin Department of Public Instruction.
Gonzalez's limited grasp began at infancy in the southern reaches of the Mexican state of Michoacan. Although uncertain of much of his client's history, Rideout thinks Gonzalez lost his hearing after a severe fever as a baby - a story re-enacted through pantomime.
With no formal education and little exposure to other deaf people, Gonzalez grew up virtually without language. He has picked up a few signs over the years.
But this inability to communicate is exactly what made him a valued member of a King of Prussia-based drug trafficking ring, prosecutors say.
Detectives arrested Gonzalez Oct. 8 after a purported cross-country smuggling drive, from Las Vegas to the Philadelphia suburbs, and seized more than 2 pounds of cocaine from his car.
"He makes the perfect drug mule," First Assistant District Attorney Kevin Steele said. "He can't consent to a search. He can't answer any questions about the operation."
Gonzalez has shown some limited ability to communicate.
Arriving at a recent preliminary hearing, he motioned toward detectives gathered around him. He pinched at his neck as if adjusting an invisible necktie. He bent his other arm mid-torso and clenched its fist, mimicking a heavy briefcase.
"He can't talk to the judge," one detective joked. "But of course he knows how to ask for his lawyer."
That assumption - that because such a defendant can convey basic messages, he is faking his inability to understand in the courtroom - is common, said Brandon M. Tuck, a Houston lawyer and author of a University of Pennsylvania Law Review article on dealing with witnesses with limited language.
In many recent cases, declaring incompetency for trial has become a standard reaction, Tuck said. Many judges order confinement to institutional language programs, hoping the defendant can be taught American Sign Language and eventually stand trial.

To work, though, the approach depends on a suspect's aptitude and willingness to pick up a new form of communicating late in life, LaVigne said. And the only incentive for many is the threat of possible prison time.
"ASL is a tough, tough language," LaVigne said. "There are some people who are just unreachable through this method."
After watching one of his own cases linger in New Jersey courts for nearly two decades, Passaic County Prosecutor Joseph Del Russo questions whether it works.
A judge first found one of his defendants - a Paterson man accused of raping two children - incompetent for trial in 1992. He ordered him to undertake ASL training at a state hospital.
Every six months since, the case has been called back for review. Each time, the result is the same. The defendant appears no closer to communicating.
"What other choice do we have?" Del Russo said. "We can't let these people commit crimes without recourse."

An alternative to forced sign language education has emerged over the last two decades. Known as relay interpreting, the process attempts to reach limited-language defendants through two interpreters working in the courtroom - one who translates from spoken English to ASL, and another who uses makeshift gestures and pantomime to communicate with the defendant.
An interpreter who was born deaf is essential in the second position, experts say, because that person is more attuned to thinking in strictly visual terms.
This second interpreter may spend hours prior to a hearing or trial working out an idiom unique to each defendant.
Consider the following example borrowed from Tuck's 2010 law review article:
A prosecutor asks a limited-language witness, "Did you take the train home last night?"
The ASL interpreter signs an approximate translation to the relay.
The relay interpreter then communicates the basic notions in a nonlingual fashion. He might hold out one arm to symbolize the horizon; on his other arm a clenched fist represents the sun. To convey the concept of night, he might move his fist below his outstretched arm.
As for the train, the interpreter could pantomime a scene the defendant would recognize in relation to train travel such as paying for a ticket at a turnstile.
But while relay interpreting has met with some success in reaching limited-language defendants, the process is both time consuming and costly.
What's more, this makeshift way of communicating can be inexact by legal standards. One can easily imagine pantomime for a lawyer or a train ride, but pantomiming a plea bargain is far more difficult.

Facing few other options, the Montgomery County courts have chosen relay interpreting to deal with Gonzalez. Their efforts have met with limited success.
At his preliminary hearing Monday, District Judge James P. Gallagher was satisfied that Gonzalez had at least a basic notion of why he had been arrested.
Though the man likely missed the finer points of the proceeding, Gallagher ordered the case held for trial.
But that three-minute hearing required hours of preparation, said Rideout, the public defender.
Interpreters used props, maps and photos of cocaine and vehicles to explain to Gonzalez the charges he faces. At times it looked as if they were getting nowhere.
"I had to tamp down our interpreters," a harried Rideout said moments before entering the courtroom. "They're ready to say this isn't working. I say, let's just get through this hearing."

ＴＲ３は、ラグナ州カランバ（ＳＬＥＸ）～バタンガス州サントトマス（ＳＴＡＲ）の7.6キロメートルの区間を結ぶ。所要時間は５～10分。一般道を利用した場合、同区間の所要時間が30分～１時間に及ぶこともあり、ＴＲ３の開通で大幅な移動時間の短縮が見込まれる。バタンガス州リパ市で工業団地リマ・テクノロジー・センター（ＬＴＣ）を運営するリマランドの佐藤観副社長は17日、ＮＮＡの取材に対し、マニラ首都圏からバタンガス港までの約100キロメートルが高速道路化されたことで、この区間の所要時間が１時間程度になったと指摘。「首都圏からＬＴＣまでの所要時間も従来の約70分から短縮され、物流面や従業員の通勤面で改善が期待できる」との見方を示した。
佐藤副社長は、カランバ～サントトマス間の一般道が住宅密集地を通過する点に言及した上で、「ジプニー（フィリピン式乗り合いタクシー）の運行やトラック事故、大雨による冠水などで慢性的な渋滞が発生している」と指摘。ＴＲ３の利用を通じ、ＬＴＣをはじめとするカラバルソン地方（カビテ、ラグナ、バタンガス、リサール、ケソンの各州）の工業団地へのアクセスが大幅に改善されるとみている。
■バタンガス港利用促進も
佐藤副社長はさらに、 2008年にＳＴＡＲのリパ市～バタンガス市区間が開通したことを踏まえ、同年に完工したバタンガス港国際貨物ターミナルの利用活発化に期待。ＬＴＣからの同ターミナルまでの距離が35キロと、マニラ港（65キロ）よりも短い点を指摘するとともに、「マニラ港への一極集中がバタンガス港への分散化で緩和されれば、トラックによる首都圏の渋滞や大気汚染の軽減が期待できる」とも説明した。
バタンガス港国際貨物ターミナルはこれまで、定期船の運航が定着しなかったことなどを理由に利用が進んでいない面があったが、タイ系リージョナル・コンテナ・ライン（ＲＣＬ）がこのほどフィーダー船の定期運航を決定。バタンガス～シンガポールを往復する週１便を運航する見通しになっている。
■年内は無料開放
ＳＬＥＸを運営するサウス・ルソン・トールウエーズ（ＳＬＴＣ）は現在、道路料金統制委員会（ＴＲＢ）にＴＲ３の通行料金を申請している段階。ＳＬＴＣは今月31日まで、その後も料金が認可されるまでＴＲ３を無料開放する方針を示している。
ビジネスワールドによると、ＳＬＴＣが申請した１キロ当たりの通行料金は、◆クラス１（乗用車、二輪車など）＝3.02ペソ（約5.75円）◆クラス２（バス、小型トラック）＝6.05ペソ◆クラス３（大型トラック、トレーラー）＝9.07ペソ――となっている。

タガログ語現代訳聖書が完成　来年発売予定

　フィリピンで英語と共に公用語として用いられているタガログ語の現代訳聖書が完成した。聖書の翻訳・出版事業を行うビブリカ（米国）が１３日発表した。発売は来年の予定。

ビブリカの支援で行われていた同聖書の翻訳は１９９０年に開始された。タガログ語の使用人口は約８５００万人で、同聖書の完成でこれらの人々が現代的なタガログ語で聖書を読むことが可能となる。

フィリピンのメガチャーチ「イエスは主教会」創設者のエディー・ヴィアネヴァ氏は、「我が国民の言葉に聖書を翻訳する働きは、必ず数え切れないほどの魂を神の国へと導くことになる」と完成を喜んだ。

ビブリカは現在、５０カ国で聖書の翻訳事業を行っている。最初に出版した聖書は、米ルイジアナ州に住むフランス系移民のために１８１５年に出したフランス語訳聖書で、これまでに１００以上の言語で聖書を翻訳している。現在世界で最も普及している英語訳聖書「ＮＩＶ」の発行元でもある。

２０１０年の「全日本女郎ぐも相撲大会」＝四万十市の一條神社

四万十市の一條神社境内で毎夏に開かれている「全日本女郎ぐも相撲大会」が、日本蜘蛛学会（本部・大阪府茨木市）の学会誌（昨年１２月発行）に掲載された。奈良県三郷町の同学会員、関根幹夫さんが「フィリピンのクモ相撲の現況」のタイトルで報告書を寄稿。クモ相撲が海流に沿う東アジアの漁民の交易で伝わった可能性を指摘している。
関根さんは２００５年８月に一條神社を訪れ、女郎ぐも相撲大会を調査した。クモの種はコガネグモで、ジョロウグモは方言と説明。２匹のクモを闘わせる土俵となる横棒は現在、支柱の縦棒に固定されているが、過去の写真では行司が手で持っており、横棒を手持ちから支柱に固定する方式に変化したと推察した。
一條神社の川村公彦宮司によると、四万十市のクモ相撲は１９５０年に「小京都らしい遊び」として始まった。当初は市役所西側の広場で「土佐蜘蛛（くも）合戦」などとして開催されてきたが、１０年ほど前に同神社境内に神楽舞台が建てられたのを機に会場を移した。関根さんの報告通り、２０年ほど前に横棒を手持ちする方式から縦棒で支える方式になったという。
一方、関根さんが鹿児島県姶良市加治木町で例年６月に開かれているコガネグモの「くも合戦大会」も調べたところ、加治木町では古くから縦棒支柱が使われていた。
フィリピン各地では、コゲチャオニグモやアカアシオニグモなどを手持ちの細い横棒の土俵上で闘わせる。相手のクモに殺されたら負けというルールで、相撲が終わったら自然に返す日本とは相違点があるが、関根さんは、「クモ相撲」の原型とみる。根拠として、加治木町では、優秀なクモを最初に見つけた者が魚の数え方に由来する「イッコン」と叫んでクモの採集権を確保する習俗があった点と、クモを収容する入れ物が昔は魚かごだった点を挙げる。
東アジアでは中国と台湾、韓国、タイには現在、クモ相撲の習俗がなく、関根さんはフィリピンのクモ相撲の習俗が日本に交易で伝わった可能性を指摘している。（菊池均）

Leamington District Memorial Hospital has partnered with several organizations to bring the 'Language Line' service to the hospital.
The service offers interpretation and translation services through an internationally distributed team of expert interpreters. It provides patients, for whom English is not their first language, with access to interpreters who will relay information to their doctor or caregiver over the phone.

Hospital staff members have been trained on how to use the Language Line service and many areas have been equipped with new hands-free speaker phones so the interpreter service can be brought right into the patient's care area."We feel this will be a major improvement in the way we serve our non-English speaking patients," says CEO John Stenger.
"It will definitely provide them with better confidence that we accurately understand their concerns and will allow our staff to respond accordingly."
Language Line interpreters have received training in medical terminology and each interpreter signs a confidentiality agreement and is bound by a strict Code of Ethics ensuring that all information pertaining to interpretation remains strictly confidential.

　なるほドリ　外国の人が逮捕、起訴されているニュースを時々見るよ。日本語が分からない人はどうやって裁判を受けるのかな？

　記者　裁判所法には、裁判所では日本語を使うことが定められており、日本語が分からない人も通訳人を付けてきちんと裁判が受けられるようになっています。刑事裁判では、通訳人は被告の発言を日本語に通訳し、裁判官、検察官、弁護人の発言を外国語に通訳する「橋渡し役」をしています。

　Ｑ　通訳人はどんな人がなるの？　裁判所の職員かな？

　Ａ　いえ、職員ではありません。最高裁が法廷通訳人の候補者名簿をまとめており、通訳が必要になった場合、地裁などが名簿を参考にして選びます。通訳人は大学教授や自営業など、いろいろな職業の人がいます。希望者は各地裁で裁判官の面接を受け、適性が認められれば刑事手続きなどを説明された後、名簿に登録されます。

　Ｑ　通訳人はどれぐらい活躍しているの？

　Ａ　０９年に全国の裁判所で判決を受けた被告６万５８７５人の事件のうち、４１３８人に通訳人が付きました。１６事件に１事件の割合ですね。京都地裁では被告が有罪となった事件での通訳人利用数は０６年の２６件から少しずつ増加し、０９年には３６件ありました。今年は１月から８月末までで、中国語やポルトガル語などの利用者が２３件。９月に行われた殺人事件の裁判員裁判では、中国籍の被告に通訳人が付きました。

　Ｑ　通訳を間違えることはないのかな？

　Ａ　これまでの裁判員裁判では、誤訳が認められたケースはないようです。６月に大阪高裁で開かれた覚せい剤取締法違反事件の控訴審では、英語を話す被告に対する１審の通訳について、弁護側は「誤訳が多く、事実誤認がある」と主張しましたが、大阪高裁は「判決に影響する誤訳はない」として実刑を言い渡した１審判決を支持し、弁護側の控訴を棄却しました。従来の裁判では証拠を書面でやりとりをすることが多かったのですが、裁判員裁判では口頭で証拠を説明することが多くなりました。そのため、通訳人は事前に準備した翻訳を読み上げるのではなく、その場で通訳をする機会が多くなりました。

　Ｑ　通訳人の責任は重いってことだね。

　Ａ　大阪弁護士会は、裁判員裁判では法廷通訳を２人以上配置するよう大阪地裁に要望書を出しました。被告の不利益にならないよう、誤訳を防止し、チェックする機能が必要ですね。＜回答・古屋敷尚子＞

When Toyota’s president, Akio Toyoda, testified before Congress last month about dangerous defects in many of the Japanese automaker’s popular vehicles, a crucial person was at his side: an interpreter, who carefully translated his apologies and explanations.

The translator’s job, interpreting Toyoda’s statements from Japanese to English, was vital because Toyoda’s words had to be translated correctly, keeping in mind their cultural context.

“A good interpreter is practically able to read a person’s mind and understand not just the language, but the intention behind the words,’’ says Mayumi Lincicome, a Japanese-English interpreter who has worked for museums, biotechnology and pharmaceutical companies, telecommunications clients, and other organizations. “An interpreter acts as a bridge between two cultures, conveying ideas and concepts between languages.’’

Interpreting and translating are different professions: interpreters deal with spoken words, translators with written words; many language specialists do both. Lincicome started out as a Japanese language teacher at the college level but decided to strike out as a freelancer.

Early in her career, she acted as an interpreter when a Hokkaido delegation visited Boston in 1993 as part of a sister-state relationship between the Commonwealth and Japan’s northern island prefecture. These assignments gave her more and more experience and aptitude, and she became an indispensable interpreter for clients such as the Boston Museum of Fine Arts when it opened a branch in Nagoya.

“Interpretation is a skill that needs constant practicing, just like tennis,’’ says Lincicome, who came to the United States in 1978, after meeting her husband, who is an American, in Japan.

While demand for interpreters of romance languages, such as French or German, has declined, the State Department and the military have labeled Japanese a critical or strategic language, along with Russian, Chinese, Hindu, Urdu, and Korean. As the global economy and foreign service opportunities expand, employment opportunities for translators and interpreters are expected to increase 22 percent by 2018.

Why did you want to become an interpreter?

When I was a child in Japan, I’d see interpreters on TV with foreign dignitaries or musicians, and they were always so beautiful. They’re like little stars of their own accord. I thought it was such a cool job although I never thought I’d be able to do it myself.

What’s the most challenging part of the job?

Work comes from all different fields, and you need to understand the terminology. For example, I did some interpreting for a theoretical electrical engineering company. There were a lot of technical terms involved, so I had to cram, creating my own glossary and quickly grasping the basic principles involved so I could accurately convey the concepts and ideas being expressed.

How do you practice your English?

I read a lot, and often I listen to NPR in the car for practice, constantly thinking about how I would say the words in Japanese. I’ll “shadow’’ the narrator on the radio, follow exactly what he’s saying, and repeat it in Japanese.

What advice would you give to someone who is interested in getting into this occupation?

Sharpen your skill by doing translation work, converting written text from one language to another, which requires 100 percent accuracy. This will heighten your sense of vocabulary. Be curious and proactive, and create your own methodology to improve your language skills.

Have you lost your accent?

Japanese is the furthest language away from English or the Germanic languages. The word order is so different, and there are so many sounds that the Japanese don’t have. So I still can’t shake my accent, but it’s only very slight now, after years in the United States.

UNITED NATIONS -- When Libyan leader Muammar Qaddafi delivered his notorious 96-minute speech before the UN General Assembly last autumn, no one may have been more aware of each passing minute than his personal translator, Fouad Zlitni, whom he had brought along for the occasion.

Nearly three-quarters of the way into Qaddafi's address, Zlitni collapsed, undone by the effort of translating the Libyan leader's rambling, at times angry speech from Arabic into English for nearly 75 minutes straight.

Hossam Fahr, the Egyptian-born head of the UN's interpretation service, says Qaddafi's translator went far beyond the normal limits of what an interpreter can reasonably be expected to do.

"It was a very unusual situation, because every member state has the right to bring its own interpreter. [Qaddafi] had his own interpreters; they were already installed in the booths. So we let them do the work, and then unfortunately, one of them just collapsed a good 75 minutes into the statement," Fahr said.

"I take my hat off to him -- he did a very good job under the circumstances."

The incident served to highlight the grueling nature of simultaneous interpretation, a profession which few ordinary people have occasion to observe.

But at the United Nations, which brings together 192 member states and a profusion of mother tongues in its day-to-day pursuit of international diplomacy, interpretation is at the very core of its operations.

The annual General Assembly -- which every autumn brings together the entire UN membership for a massive two-week series of speeches and policy reviews -- may represent the World Cup of professional interpretation.

But even on a day-to-day basis, the UN's councils, committees, and publications produce enough work to keep its language staff of nearly 460 people busy on a full-time basis.

Barry Olsen, who heads the conference interpretation program at California's highly respected Monterey Institute of International Studies -- from which a number of UN translators have graduated -- says UN language specialists are generally considered the best in the business.

"A translator or interpreter who works for the United Nations has reached what is very much one of the pinnacles of the profession. It is an organization that is respected and the linguistic work that goes on with the United Nations is of the highest order," Olsen says.

Iron Nerves And A Sense Of Style

Although the official working languages at the United Nations are English and French, the UN has six official languages into which the bulk of its official documents and publications are automatically translated -- English and French, plus Arabic, Chinese, Russian, and Spanish. (In instances where other languages are needed, the UN will hire freelance interpreters or country delegations will bring in their own translators.)

UN interpreters, most typically, translate from their acquired languages into their native tongue. With language like Chinese and Arabic -- where accomplished translators are more difficult to find -- interpreters will translate both into their native language as well as their adopted ones.

It's an intense experience that can drain even the most accomplished interpreters -- to avoid a Qaddafi-like marathon, in fact, the UN abides by a strict timetable in which interpreters work in teams of two, with one typically working no more than 20 minutes at a time before switching to his or her partner. (General Assembly speeches, moreover, are usually kept to 15 minutes or less.)

Mastering a language is only the start to being a good interpreter. In a UN guide for would-be language specialists, the job appears to be equal parts diplomat, rocket scientist, and traffic cop. "A good translator," it reads, "knows techniques for coping with a huge variety of difficult situations, has iron nerves, does not panic, has a sense of style, and can keep up with a rapid speakers."

Stiff Competition

Such people, it appears, are hard to find. Despite salaries that are among the highest in the profession -- top-rank UN interpreters can earn $76,000 a year -- the United Nations is suffering a severe shortage of qualified language personnel.

"We're looking for people with good comprehension skills. Sometimes people who translate from French or English into Russian do not necessarily speak fluently in English or French," says Igor Shpiniov, a Russian-born translator who runs the UN's language training division.

"Sometimes, paradoxically, they can translate a text about atomic energy, but if you ask them to buy milk at a French supermarket, they'll be at a loss."

Competition for the jobs is stiff. Out of 1,800 applicants looking to work as Chinese interpreters last year, only 10 passed the UN examination. For Arabic, only two out of 400 made the cut.

Many UN language experts work as translators for the vast numbers of publications and documents that pass through the international body each year. But the most prestigious position is that of the simultaneous interpreters when language experts sit in soundproof booths and provide a running translation of often highly technical or politically charged speeches.

The Comma Affair

The profession was first developed during the Nuremberg trials of Nazi war criminals in 1946. Now both the General Assembly and Security Council have eight translation booths -- one for each of the UN's official languages, and two for alternate language translations. (According to UN rules, the media is barred from sitting in on live interpretation sessions.)

When working at important events like Security Council meetings, interpreters are often allowed to prepare with advance information about the proceedings, allowing them to familiarize themselves with the concepts and terminology of the debate. The agenda for the General Assembly is often planned months in advance, allowing the translation team ample time to estimate how many interpreters will be needed for scheduled talks.

Still, no amount of advance planning can completely protect interpreters from anxiety when the time has come for them to translate. Some studies have shown that during intense debates, interpreters often experience an increase in blood pressure and heart rate as they struggle to translate different terms, nuances, and arguments into smooth, comprehensible phrases.

Movies like "The Interpreter," starring Nicole Kidman as a UN translator and filmed inside the United Nations compound, brought an aura of Hollywood glamour and intrigue to the role of interpreters. In reality, the job can be far more prosaic, although constant worries about involuntary bloopers and misinterpretations can keep tensions high.

In one instance, a firestorm was raised when a single comma was removed from the text of a UN resolution involving two unnamed former Soviet republics in the thick of a border dispute. One of the countries, angered by the omission, demanded it be replaced. But the UN translators, undaunted, said the comma had distorted the meaning of the text. Not everyone was happy, but in the end, the comma stayed out.

Mistakes And Applause

Interpretation head Fahr also recalls a mistake he made as an Arabic-English interpreter when the Egyptian diplomat Boutros Boutros-Ghali was sworn in as UN secretary-general in 1992.

"What comes out of my mouth is, 'I congratulate you upon your election as secretary-general of the United States.' And everybody in the General Assembly laughed," Fahr said.

"So the president of the General Assembly asked the then-secretary-general, [Peru's Javier] Perez de Cuellar why are they laughing, and he said 'The English interpreter made a mistake.'"

In the end, Fahr says, he received a forgiving round of applause.

Stephen Sekel, former chief of the UN's English translation service, says such mistakes are quite common and that UN staff only occasionally demand an interpreter be sanctioned for making a mistake. Overall, he says, the skill and professionalism of the UN translation team ensures any they remain an indispensible, behind-the-scenes asset -- and that their errors will be few.

"We expect our language staff to bring a great deal of general knowledge to the job, a high level of education and a lot of intellectual curiosity," Sekel said.

"They are expected to be continuous learners. They wouldn't survive otherwise. Perhaps that explains why we don't have too many examples of terrible mistakes that brought us to the brink of a major international crisis."

　フィリピン人の子どもを対象に浜松市が開校した学習支援教室「ジュントス南部教室」の修了式が２０日、同市中区で開かれ、教室生４５人が手作りの修了証を受け取った。在住フィリピン人や日本語講師らの支援を受け、来日１～２年という子どもたち４人も無事に高校進学を果たした。
母親世代のフィリピン人女性が集まって活動するグループ「フィリピノ・ナガイサ」が委託を受け、平日の午後などに約半年間開講した。教室は口コミで広がり、小学校低学年から１８歳まで一気に受講生が増えた。義務教育年齢を超えた子どもたちも１５人いて、修了後も高校入学を目指して勉強を続ける。
来日後、中学２～３年に編入した４人は毎週土曜日に集中して試験対策に取り組んだ。県立浜松大平台高定時制に合格したラミレス・グリセル・ジーンさん（１５）は「ここで教わって本当に良かった。もっと勉強して、将来は英語の先生になりたい」と笑顔を見せた。
教室は来年度も続けられる予定。教室運営の責任者を務める中村グレイスさんは「（高校進学は）ほかの子どもたちにとっても励みになる。あきらめずに頑張ってほしい」と話した。
