Rwandan officials have ordered the family of the country&amp;#039;s first President, Dominique Mbonyumutwa, to exhume his remains. The mayor of Muhanga district has given the family 60 days to decide where they want him re-buried. Officials say they need the tomb moved to allow redevelopment. Mr Mbonyumutwa&amp;#039;s family said the government order contravened an earlier court ruling, which instructed the government to take care of the tomb. Mr Mbonyumutwa became interim president in 1961 when Rwanda gained independence from Belgium. He died in 1986.&lt;/li&gt;

As an honest observer, the region itself has many problems which every country in the region has been trying to overcome or countries in the region are working together to overcome. There have been media houses closed in those neighbouring countries you talk about; journalists have been arrested every other day, in and out of prison in those neighbouring countries. You know that. It is not like the impression you want to give, where Rwanda is forcing people to flee to better places in the neighbouring countries. I think it is a general problem where there is not one side who is right and the other side is wrong and it is permanently like that; I think it is a question of engagement and dialogue and discussion to see where the right and the wrong is.&lt;/li&gt;

So what on earth has happened in Rwanda to allow five grenade attacks to happen in the country&amp;#039;s capital city in just under two weeks? I can think of a few possible explanations:&lt;br /&gt;
The FDLR or extremist Hutus who tacitly support their efforts have managed to cross into Rwanda, sneak in illegal weapons or bribe officials to look the other way, and infiltrate Kigali, where they are using terrorist techniques to intimidate or harass the population.&lt;br /&gt;
Another, non-FDLR-affiliated organization has formed to create instability in the country in the lead up to the August 10 presidential elections. &lt;br /&gt;
The rifts between the RPF&amp;#039;s current and former leadership are nastier than we thought.&lt;br /&gt;
The RPF or someone in it has an interest in seeing Kigali mildly destabilized so as to justify repressing political dissent and is somehow behind these attacks.&lt;/li&gt;

And there you have it: a former Kagame stalwart, now teaming with FDLR rebels and RPF cast-offs, conspiring to disrupt the president’s cakewalk this August through a series of attacks – coordinated, it seems, from three separate countries.&lt;br /&gt;
&lt;br /&gt;
Oddly, it seems no less plausible than any of the other theories I’ve heard lately.&lt;/li&gt;

The more I hear about Ingabire around town, the less credible I find her as a viable opposition candidate. (At least one reporter who has interviewed her described her to me as an “idiot.”) Her persistent refusal to answer questions related to her alleged links to the FDLR – including just who’s bankrolling her campaign – seem like the sort of politically expedient obfuscations of someone with something to hide.&lt;/li&gt;

CHRI (Commonwealth Human Rights Initiatives) is deeply concerned at the continued restrictions and threats to opposition parties in the run up to Rwanda’s Presidential elections on 9 August 2010 and urges the Rwandan Government to take immediate steps to ensure respect for the basic, universal rights to freedom of expression, freedom of association and peaceful assembly of opposition parties. The absence of these rights is tantamount to breaches of the Commonwealth’s fundamental political principles that insist on free and fair elections (Harare Declaration 1991).&lt;/li&gt;

Despite once drunkenly claiming it to be &amp;#039;the best restaurant in Kigali&amp;#039;, I don&amp;#039;t go to New Cactus often enough. I think this is mainly because I can never find it in the dark. &lt;br /&gt;

The view here rivals the best of Kigali views, so it is a shame that it is hidden from most of the tables.&lt;/li&gt;

Stoke City were playing Arsenal at the Britannia Stadium in Stoke-upon-Trent in an English premiership match.</p>
<p>A contact from London was in Rwanda for one week to see how feasible it would be to broadcast live football on a <a href="http://kigaliwire.com/wp-content/plugins/feed-statistics.php?url=aHR0cDovL2ZpbG1haWQub3JnLw==">large, inflatable screen</a> in rural Rwanda. If this test went well, so the theory goes, he would try and secure funding to repeat the process at ten different locations throughout Rwanda during the World Cup in June and mirror the project over the border in Uganda, Kenya and over the way a bit, in Ghana.</p>
<p>I observed the team at work for a day and created the slideshow below from images I took. It was an entertaining ride, I hope you that comes across. <p>Sarkozy, whose country Rwanda also routinely accuses of sheltering wanted genocide suspects, stressed he was keen for all those responsible for the massacres to be punished. Accompanied by his delegation, including Foreign Affairs Minister Bernard Kouchner, and by two Rwandan ministers, the French president spent 20 minutes touring the memorial&#8217;s museum.</p>
<p>Sarkozy remained silent when his Rwandan guide tried to elicit an apology and also stopped short of voicing an apology for France&#8217;s alleged role in the genocide during the press conference. I say &#8220;apparently&#8221; as, according to <a href="http://kigaliwire.com/wp-content/plugins/feed-statistics.php?url=aHR0cDovL3d3dy5kb2NzdG9jLmNvbS9kb2NzLzI0NzI0NjEyL0xpc3QtSWxsZWdhbC1zdGFtcHM=">stamp spotters</a> on the Internet, there are a lot of fake vintage stamps produced around the world and Rwanda has fallen victim on occasion. If you&#8217;re really keen, and quick (sale ends March, 2010) you can even buy a set of these <a href="http://kigaliwire.com/wp-content/plugins/feed-statistics.php?url=aHR0cDovL2NnaS5lYmF5LmNvLnVrL1J3YW5kYS0xOTcwLUZvb3RiYWxsLVdDJTJGTWV4aWNvJTJGU3BvcnQtOHYtc2V0LShuMjIzMTMpX1cwUVFpdGVtWjM3MDMyOTAzMTMyMlFRY21kWlZpZXdJdGVtUVFpbXN4cTIwMTAwMjAyP0lNU2ZwPVRMMTAwMjAyMTkxMDAwMnIxMjA4Mw==">stamps on eBay</a>. <p>For a year Rubagire had tried, and failed, to recoup $600,000 for a shipment of the rare mineral tantalite to <em>&#8220;metal analysis firm Alfred H Knight International&#8221;</em> based in the St. Helens district of Liverpool in the UK. It appears <em>&#8220;Oxford educated&#8221;</em> Rubagire, quite rightly, became miffed when the tantalite, assessed as 45% pure and valued at $600,000 by Alfred H Knight in Africa, turned out to be &#8220;0.1% pure and worthless&#8221; when it later arrived in Singapore.</p>
<p>Frustrated, Rugabire took the only logical step left open to him. He made a &#8220;bomb&#8221; out of knickers, socks and transistor radios, flew to Europe, held siege to Alfred H Knight International and threatened &#8220;carnage&#8221; for almost six hours,</p>

Here&#8217;s the beginning part of <span style="text-decoration: line-through;">her</span> the phoney statement dated 12:29pm today Kigali time,</p>
